It’s been a few months since Valve announced an “allow everything onto the Steam Store, except for things that we decide are illegal, or straight up trolling” content policy and it’s still working out the details. A new blog post provides some insight on how it plans to handle the store once sexual content is again admitted, and what kind of content will be banned.

The post admits its policy is vague and claims that’s by design. According to Valve, it’s focusing on a small number of people who “aren’t actually interested in good faith efforts to make and sell games to you or anyone.” As such, the company doesn’t pick through their catalog to determine what is or is not a game, instead investigating who they are and how they act in the store before determining to allow their offerings or not.

As far as the games that are (or will be) allowed, the plan is for developers of games with violent or sexual content to write their own description that includes context of how the material appears. Also, there will be new filters to remove games with Mature Content or that are tagged Adults Only from search. Gamers can select up to ten tags (it used to be three) to help avoid particular developers, publishers or creators, and if your search closely matches a title that’s caught in the filter, it may suggest the title that was excluded. This applies to games already in the store and in a Q&A section, Valve said moderators would “make sure” games are complying with the new requirements.

Speaking from the White House a day after meeting with Russian president Vladimir Putin in Helsinki, Trump said that US-Russia relations have never been in a worse place, but that relations had “gotten substantially better” and could improve more in the future.

Trump also said he accepts the US intelligence community’s conclusion that Russia meddled in the 2016 presidential election, but said that Russia’s actions had no impact on the election outcome.

He also said that he discussed with Putin the prospect of reducing nuclear weapons worldwide.

A Russian Progress cargo spacecraft on a Soyuz booster carrying supplies for the International Space Station crew has successfully completed its record-breaking two-orbit trip in less than four hours.

The Progress MS-09 blasted off atop a Soyuz-2.1a rocket at 21:51 GMT Monday from the Baikonur Cosmodrome in Kazakhstan. Some 1.5 hours and several thruster firings after liftoff, the spacecraft’s onboard computers initiated the automated rendezvous sequence. The craft completed its radar-guided docking with the station’s Pirs module at 01:31 GMT Tuesday.

It was the third attempt to execute the short two-orbit flight scheme for the Progress MS freighter, which required a coordinated effort to realign the orbit of the ISS.Two previous attempts were hindered by delays in the final moments of the countdown that exceeded narrow launch opportunities for the fast-track flight.

Russian cosmonauts Oleg Artemyev and Sergey Prokopyev were on board the station and ready to take over manual control of the craft should any problems occur, but the docking proceeded in a fully automatic mode. The craft has brought over 2.5 tons of water, fuel, food and other supplies, extending the entire crucial provision supply to at least mid-January 2019.

Production has stopped until later this month when a new crop of mangoes is expected. In the meantime, construction workers are busy building a storage shed. But the nine-month-old facility, about 135 kilometers southeast of the capital, Nairobi, is among the most tangible evidence of how Kenya is being transformed by what is arguably the most radical experiment in devolved government in sub-Saharan Africa.

The plant is the first multimillion-dollar industrial development by one of the 47 county administrations that were created in 2013 after the country enacted a new constitution.

“The plant would not have been built without devolution,” explains Kivutha Kibwana, the Makueni county governor. “Previously there was money at the center in Nairobi and officials there would make decisions about projects in far-flung areas of the country. But most of them failed.”

Now counties are responsible for everything from health services and nurseries to roads and developing their economies. But in the first few years of devolution, with few administrative systems in place, governors had a tough time attracting investors. In Makueni, Kibwana decided to build the fruit processing plant after realizing that many of the 12,000 mango farmers in his county were struggling to earn a decent living because of the lack of a local buyer.

“They used to earn 3 Kenyan shillings (3 cents) a kilo or even less, but now we’re paying them 15 Kenyan shillings,” he says, adding that with the newfound certainty more farmers have planted mango trees.

The plant currently produces only pulp, but by the end of the year, with help from the EU, management plans to install juice-making machinery to give more value to its produce. Water bottling is also on the agenda. Building on the concept’s success, Kibwana has opened a milk-processing plant elsewhere in the county.

“We want to be a catalyst to create a grassroots economy that will be driven by the private sector,” he says. “But with no one willing to take the risk to invest, we had to take the lead.”

Other counties are starting to follow Kibwana’s example. Earlier this year officials in Nyandarua, some 50 kilometers north of Nairobi, announced it would build a potato-processing plant, supported by the Irish government.

In Mandera, in northeast Kenya, the governor has attracted Philips, the Dutch multinational, to set up health centers as part of a U.N.-led initiative. In the past five years the maternal mortality rate has fallen from 3,785 per 100,000 live births — among the highest in the world — to 588, according to Ali Roba, the governor.

These stories cannot, however, mask the fact that devolution is still what Kibwana calls a “work in progress.” Most economists say the governance change has yet to have a significant impact on Kenya’s economic growth.

Only 18 of the 47 county governors succeeded in increasing their revenues last year and only 22 were re-elected in the 2017 elections. In Makueni just one of the 30 county councilors was ­re-elected. “Many people ran for office in 2013 for the wrong reasons. They thought, ‘It’s my time to eat,’ ” Kibwana says, using a Kenyan euphemism for corruption. “But devolution has humanized government and people got found out.”

Devolution critics say the process has done little beyond distributing graft more widely. Other observers say patience is needed. Carole Kariuki, chief executive of Kenya Private Sector Alliance, predicts it will take another “10 to 15 years until everything falls into place,” adding: “It was a major change of our governance system from what we have known for 50 years. So, you cannot expect positive change immediately.”

Analysts say one unexpected benefit of devolution is that it has reduced ethnic violence. While national politics is dominated by only a handful of Kenya’s 43 tribes, the creation of counties has enabled smaller tribes to gain power in their localities.

“Last year’s election was heated but violence at the county level was much less than feared,” says one Nairobi-based diplomat working in the sector.

A drawback of having 47 counties, though, is that many of them are too small to attract investors. Nigeria, which has a population almost four times that of Kenya, has only 37 states, including the capital. To counter this, some governors have formed regional blocs to attract both investors and development agencies.

One example is the Frontier Counties Development Council, a bloc of seven counties in north Kenya that are among the least developed in the country. Last December it attracted $ 1.1 billion in development spending from the U.N. and World Bank for projects ranging from roads and water to agriculture and fiber-optic cable.

“As a county the numbers might not add up for investors, but as a bloc they do,” says Anne Kirima-Muchoki, chairwoman of the Kenya Investment Authority. “The counties and blocs are now focusing on their competitive advantages.”

Brexit is looming ahead of the UK, and now a top travel industry figure has chastised the British government for “lack of clarity and progress” in Brexit negations.

The chief executive of ABTA, the UK travel trade association for tour operators and travel agents, Mark Tanzer, explained his concerns to a London conference.

“A year ago, I set out a number of areas in which we needed to see urgent progress – aviation access, movement of key workers, VAT and consumer rights.

“Twelve months on, and we still don’t have any clarity on any of these.”

Tanzer is particularly worried about aviation access.

At the moment British passengers benefit from the “open skies” agreement across the EU meaning Britons have access to a wider range of flights than any other European country.

Flights between the UK and US are governed by a deal between Washington and Brussels.

“The government has said that it ‘fully expects’ that a deal will be done before March 2019,” said Tanzer. 

“The industry, along with the rest of the nation, is holding them to account on this.”

The role of “Head of Aviation EU Exit Negotiations” has only just been advertised, despite the the UK travel industry demanding immediate action to safeguard aviation access following the EU referendum two years ago.

“They’ve been warming up on the pitch for two years, and we’re still in the changing room,” Tanzer declared of EU negotiators in Brussels.

He added: “It is right that businesses are speaking out against a ‘no deal’ exit from the EU, or a ‘cliff-edge’. 

“The attacks on business from senior politicians show how frayed relations have become. 

“We are surely approaching a crunch time, when hard choices will have to be made, and the government should listen to those who have knowledge on their side, rather than just ideology.”

Tanzer is optimistic about the future of travel, however. “Even now, in spite of general uncertainty and the devaluation of sterling, bookings are up, in volume and value. 

“That shows an enduring commitment to and confidence in taking holidays overseas.

“Tourism to the EU has been a huge success over the past 25 years, and there is no doubt that both we as a source market and the EU as a destination market are committed to maintaining that success.

“And beyond our domestic market, I believe there is a major opportunity for the UK to establish ourselves as the pre-eminent organisers of travel, whether that means running airports, delivering sustainable aviation, managing complex accommodation supply chains, or keeping customers safe and confident to book.”

Tanzer pointed out that worldwide tourism is growing at 4% per annum, and urged the industry to “challenge the government to put travel and tourism at the heart of its industrial strategy.”

Tanzer also repeated that ABTA welcomes MPs decision to press ahead with the third runway at Heathrow airport.
