One group of about 100 Hondurans has asked the Trump administration to pay them $ 50,000 each to leave if they could not enter the US. Arriving at the US Consulate on Tuesday morning, they delivered a letter harshly critical of US intervention in Central America and gave the Consulate 72 hours to respond.
“It may seem like a lot of money to you, but it is a small sum compared to everything the United States has stolen from Honduras,” said group leader Alfonso Guerrero Ulloa of the figure the group had settled upon for reparations. The letter also asked Trump to remove Honduran president Orlando Hernandez from office.
Ulloa said the group does not have a plan for what they will do if the US rejects their terms, but that $ 50,000 would at least be enough for caravan members to start a business if they must return home. He fled to Mexico 30 years ago after he was accused of bombing a Chinese restaurant and has lived outside Honduras ever since.
A second group of about 50 migrants asked the US to speed up the processing of asylum claims to admit 300 new arrivals per day at San Ysidro Port of Entry. The port currently allows between 40 and 100 asylum seekers through per day, a pace the group says violates both American and international law mandating immediate processing, and puts migrants at risk.

US responsible for ‘misery & horrors’ forcing people to flee Latin America – Chomsky
Led by Pueblo Sin Fronteras, the organization that organized the migrant caravans, the second group was able to secure a meeting with Mexican immigration officials, whom they asked to stop working with police to deport caravan members. About 15 members of the second group previously attempted a hunger strike in order to speed up the asylum process.
“A lot of people are leaving because there is no solution here,” said Tijuana resident Douglas Matute. “We thought they would let us in. But Trump sent the military instead of social workers.”
While neither group was aware of the other, both said their messages were well-received by the US Consulate. “It was nice to be treated with respect,” said Ulloa, while Xochitl Castillo, a member of the second caravan, received a “warm welcome” from “very kind” officials who promised to pass their letter on to Trump, Department of Homeland Security Secretary Kirstjen Nielsen, San Ysidro Port Director Sidney Aki and Commissioner of the Office of Customs and Border Protection Kevin McAleenan. Castillo did not give a deadline for a US response.
The migrant caravans have shrunk significantly, from close to 7,000 people who arrived in Tijuana a month ago seeking entry into the US. Castillo explained that 2,500 of the migrants have applied for humanitarian visas in Mexico, while 700 have voluntarily returned to their home countries and 300 have been deported. Many of the deportees were sent home last month after their attempt to rush the border was met with a volley of tear gas from US border patrol, who shut down the crossing for several hours. Another 3,500 migrants are assumed to have crossed illegally into the US or traveled to other Mexican border cities.
The letter from Castillo’s group also criticized “US intervention in Central America” and characterized the caravans’ predicament as a “humanitarian crisis,” a possible nod to Tijuana mayor Juan Manuel Gastelum, who has used that term to refer to the migrants whose presence in his city has “hurt us.” Gastelum threatened to sue Pueblo Sin Fronteras for the damage caused by the caravans, whom he accuses of acting violently and disrespectfully toward the locals. Five thousand migrants were initially housed in a converted sports stadium in Tijuana, awaiting their chance to apply for refugee status.
Despite the diminished migrant “threat,” Trump continues to push for a border wall, threatening on Tuesday to shut down the government if the funding does not pass Congress by December 21. He previously threatened to cut off financial aid to Guatemala, El Salvador, and Honduras if they did not put a stop to the caravans before they reached the border, and has also accused Venezuela of sending its people northward.

Public outrage has been brewing for weeks over the Trump administration’s tactic of splitting up families at the US-Mexico border under a new “zero-tolerance” policy to criminally prosecute all migrants who cross the border illegally.
Addressing the outcry, the federal Customs and Border Protection agency permitted a handful of reporters to tour its largest processing center on Sunday in McAllen, Texas, where the majority of the separations have reportedly occurred.
None of the reporters were permitted to take their own photos or interview the migrants. Instead, the government provided several handout images that were edited to blur the faces of the detained children.
Nearly 2,000 children were separated from their parents under the zero-tolerance policy in the first six weeks it was in place, the Homeland Security Department said Friday. During that time, numerous reports have circulated throughout the national media describing devastated parents, traumatized children, and dismal-looking conditions they are being held in.
The Trump administration has for the most part sought to portray the family separation tactic as a side effect of the zero-tolerance policy, not the goal of the policy itself.
Homeland Security Secretary Kirstjen Nielsen weighed in on the controversy Sunday evening, tweeting that there was no policy to separate families at the border, and that no migrants legally seeking asylum at designated ports of entry were being criminally prosecuted, despite some reports to the contrary.
“We do not have a policy of separating families at the border. Period,” Nielsen tweeted. “This misreporting by Members, press & advocacy groups must stop. It is irresponsible and unproductive. As I have said many times before, if you are seeking asylum for your family, there is no reason to break the law and illegally cross between ports of entry.”

A US woman is suing Apple for nearly one trillion dollars after the company acknowledged it had deliberately slowed down iPhones as they get older. The US tech giant now faces nine suits over the issue.
Violetta Mailyan is reportedly seeking compensation, demanding Apple pay her $ 999,999,999,000.
At least eight other class action lawsuits have been filed in the US District Courts in California, New York, and Illinois over how Apple handles power management of batteries in older iPhones.
The plaintiffs seek unspecified damages from Apple, in addition to reimbursement for the phone’s purchase with two of the plaintiffs asking the court to ban the company from reducing the speed of devices or, at least to oblige Apple to inform users before it does so.
Last week, the corporation admitted it had slowed down older iPhones. Apple said it has algorithms in place to help keep an iPhone running at optimal performance if there is an older battery inside that can’t keep up with the required power. Apple said it aimed to stop unexpected shutdowns of older iPhone models and keep them running to the best possible standard.
A similar case was filed in an Israeli court on Monday after Los Angeles residents Stefan Bogdanovich and Dakota Speas took Apple to court shortly after the company announcement.
“If it turns out consumers would have replaced their battery instead of buying new iPhones had they known the true nature of Apple’s upgrades, you might start to have a better case for some sort of misrepresentation or fraud,” said Rory Van Loo, a Boston University professor specializing in consumer technology law, as quoted by Reuters.

Enlarge / Exercises that help you to quickly pick out details seem to have the biggest effect on dementia. (credit: Flickr user City Lights)
Dementia strikes many people as they age, and there’s currently not much we can do about it. It would be nice to think that there could be a fix to stave it off, like a computer game or something that could do more than help you improve at that computer game. Well now, for the first time, it seems like there may be.
The Advanced Cognitive Training in Vital Elderly (ACTIVE) study was a randomized controlled trial in which thousands of healthy seniors got different kinds of cognitive training and had their cognition monitored over ten years. Importantly, the trial was registered at its outset at ClinicalTrials.gov, so even if all of the results were negative (and therefore not likely to be published in an academic journal) they would still be on record and accessible.
After five years, all of the results were in fact negative. But after ten years, one of the interventions reduced dementia risk by about 30 percent.

With the current breakneck pace of innovation, it may seem like technology is on an inevitable and aggressive path to solving all of humanity’s most pressing problems.
And in some respects, we’re making great progress. We’ve broken tremendous ground in such areas as renewable energy, disease prevention, and disaster recovery. But when it comes to addressing important human-centric challenges—workforce diversity, unconscious bias, or employee and customer satisfaction—technology has a long history of coming up short.
That’s because solving technical problems like jet propulsion or GPS is largely math and physics related, where computers (and programmers) excel. But solving human-centric problems like employee engagement usually requires empathy, and that’s notoriously hard to codify. Humans are emotional creatures, especially when it comes to making decisions. First we feel, then we apply logic to help justify our emotional response, and, finally, we act. Thus, any attempt to help people make better decisions that don’t account for our emotions is almost always destined to fail.
However, with recent advances in artificial intelligence and especially natural language processing (NLP), we finally have the technological tools for tapping into the power and complexity of human feelings. This approach has major implications for how we design systems, and it’s leading to solutions with more humanistic points of view.
Language is incredibly complex. From one person to the next, the slightest difference in someone’s experience or environment can shape how they express themselves. Dialects, genders, locations, and even seasons all can change the words we use to convey the same meaning.
People are very good at accounting for these subtle differences. However, for computers, it’s a massive challenge. To come anywhere close to achieving human-level understanding, they need an enormous, and rich set of language training spanning countless examples of each variation of demographics, experiences, and backgrounds.
To see how this works in real life, just think about a teenager in California using the word “lit” (meaning “exciting”) when reviewing a new smartphone, and what that same word might mean in a review coming from a senior citizen in Massachusetts (perhaps “screen brightness”).
For the first time, we’re able to teach computers to understand not only the basics of what people are saying—like counting the words or looking for specific phrases—but to intelligently “read between the lines” and get to the true intent and meaning behind our words. This, of course, is an important skill people have acquired over time to support empathy.
The common “satisfaction survey” is a classic example of technology’s limitations in solving even the most basic questions of how someone feels. In principle, it’s a powerful way to gain an understanding of how people feel about a product or service. In practice, it’s clunky, inaccurate, and long overdue for a remake.
Consider the survey prompt found on most store receipts: “Please rate your experience from 1 to 10, and share why.” Compare this with how a person would approach the same challenge: by simply asking “What’d you think of the experience?” and then inferring the “score” from the language used and the overall context. While we don’t need to ask for it explicitly, machines do.
In addition to helping us better understand one another, NLP can also bring a better understanding of ourselves. Language is the most detailed window into our thoughts and feelings. When technology can begin to understand us as we are (not as how it wants us to be), it can become a true partner to help us discover how best to grow and improve.
Take the often-dreaded performance review and the various biases that plague it. When you ask people whether they might be biased at work, even subconsciously, they will vigorously deny it. However, studies of performance reviews show widespread, unconscious bias.
Analysis from my team showed that, when men reviewed other men, they overwhelmingly used passive language (“they could be more proactive”). When these same men reviewed women, though, they often used finger-pointing language (“you should work on your attention to detail”). Using data-driven technology, we were able to provide further insight into this hidden bias that many of us unknowingly carry. Fortunately, AI can put us on the path toward correcting it.
To solve the world’s most challenging “people problems,” whether by developing better products or enabling better understanding and more fairness in the workplace, we need technology to demonstrate empathy. When we leverage advances that combine both heart and mind, we can further develop and deliver the people-centric solutions we all deserve.

GUEST:
At the beginning of the year, Google CEO Sundar Pichai discussed the company’s key areas of focus. He said that, aside from allocating some funds for investments in AR, VR, and cloud technologies, Google will be an “AI first” company. This statement could very well explain one of Google’s latest takeovers.
Google has acquired Belarusian startup AIMatter. As usual, the terms were left undisclosed. The company was originally funded by Haxus, an investor that has already backed a number of AI projects, including the Russian-built photo filtering app Prisma.
Do you have an AI strategy — or hoping to get one? Check out VB Summit on October 23-24 in Berkeley, a high-level, invite-only AI event for business leaders.
AIMatter first drew attention with Fabby and Fabby Look, advanced image processing apps that use neural networks to transform images and videos in real time. Google’s acquisition of the company shows the search giant’s belief in the startup’s potential to transform image processing.
According to a Haxus report published soon after news of the acquisition broke, the AIMatter team came up with a next-generation image processing technology that allows it to “run deep learning models in realtime directly on smartphones.” In other words, it puts something as complex as computer vision into a lightweight, offline app.
Prisma Labs was one of the pioneers in AI-based image processing technology that’s fast enough for the mobile environment. Soon after debuting a location-based feed, Prisma introduced a new product for the web that allows users to create their own filters.
In turn, AIMatter introduced a way to process portrait images and video to recolor, refine, and intelligently extract and transform parts of visual content. The computer vision side of this technology is based on layers of neural networks trained on servers that run directly on smartphones. This makes the solution faster and more elegant than its predecessors. However, the true prize exists far beyond the current application.
AIMatter’s SDK for image processing is a unified AI-powered toolkit with rich potential. In fact, this technology already has a high potential for application.
First, it showcases the use of computer vision in everyday life. The application of self-learning neural networks allows machines to detect and respond to certain visual cues — something that is easy for a human brain to process, but complex in terms of math. Eventually, this type of technology will free people of monotonous tasks and allow them to take on more intellectually complex responsibilities. This branch of AI is practical and seen as attractive, especially in process automation and driverless technology.
Second, advanced image processing capabilities contribute to visual search development. The broad application of this technology grabbed the spotlight thanks to products from Google, Pinterest, and eBay. eBay’s ShopBot on Messenger already allows users to send a photo of goods — say, sneakers or glasses — and search for similar items in a store.
Finally, advanced image processing that is lightweight enough to use on a personal device will become accessible with image processing innovation. The technology could be available to all smartphone users as a way of complementing the mobile UX that already goes beyond a graphic interface to become a hybrid of text, voice, and image.
With Google’s strong backing, the technology introduced by companies like AIMatter can be applied in a variety of unpredictable ways. The same goes for the potential of the talented individuals who built the technology.
Giants like Google keep their attention on the startups that grow in the AI ecosystem, be it computer vision, robotics, or NLP-powered chatbots. In fact, this is the best way for monoliths to follow the AI first approach. More than half of companies engaged in AI have under 50 employees and hold the strongest asset in the industry — talent.

]]>We’re still waiting for President Trump to weigh in definitively on the ongoing H-1B visa reform debate, but his administration just introduced a new change to the system that may be seen as hostile to the tech industry. In a press released posted this evening to the US Citizenship and Immigration Services (USCIS) website, the Trump administration said it was instituting a temporary suspension of what is known as premium processing for H-1B visa petitions. The change is slated to take effect on April 3rd, 2017 for all H-1B petitions, and it may last up to six months.
For Silicon Valley companies, many of which employ large numbers of H-1B holders, this move could signal that waiting times for approval may get much longer. Under the current system, a company who is sponsoring a potential employee or current employee’s H-1B petition may fill out a form to expedite the processing of that petition. After paying an additional $ 1,225 fee for this service, USCIS responds typically in 15 calendar days, whereas standard H-1B petitions may take anywhere between three to six months to receive a judgement.
The press release states that USCIS wants to “reduce overall H-1B processing times.” By suspending premium processing, the department says it will be able to “process long-pending petitions, which we have currently been unable to process due to the high volume of incoming petitions and the significant surge in premium processing requests over the past few years.” It also says it will now “prioritize adjudication of H-1B extension of status cases that are nearing the 240 day mark.”
Yet while this is not a clear-cut ruling on the broader H-1B debate, the suspension of premium processing may exacerbate the already-deteriorating relationship between Silicon Valley and the Trump White House. Following Trump’s ill-fated and messily implemented immigration ban, nearly every big-name technology company joined together in criticizing the move and voicing support for the country’s pro-immigration heritage and its population of foreign-born workers.
The immigration ban, which barred citizens of seven predominantly Muslim countries from entering the country, was less about protecting American workers and more about promoting Trump’s anti-immigrant ideology and keeping his controversial campaign promises. The H-1B debate is far more complex. The number of H-1B visas issued every year is capped at 85,000, but demand has far outstripped supply in recent years. Many Silicon Valley companies, with Facebook’s FWD.us lobbying group leading the pact, have called for an expansion of the H-1B program so tech companies can continue to hire high-skilled overseas labor.
But critics on both sides of the political aisle say the program is deeply flawed. Because the H-1B system operates as a lottery, prominent Indian IT corporations like Infosys and Tata Consulting flood the application pool with petitions and then bring scores of Indian workers to the US to work as contractors. Often this is done with no intention of helping those H-1B holders stay in the country long-term and in some cases or the purpose of replacing laid off American workers.
Currently two bills, one from Rep. Zoe Lofgren, D-Calif., and one from Rep. Darrell Issa, R-Calif., are competing for Congress’ approval. Regardless of which passes — and there are quite a few others proposals on the table as well — H-1Bs may very soon come with higher salary caps and more restrictions and stipulations designed to protect American workers. On top of longer waiting times for processing, Silicon Valley’s pro-immigration coalition is bound to continue seeing the Trump administration as the tech sector’s enemy.

Credit card processors are mostly responsible for data transmission and security when you use your card at a store or online to make a purchase.
There are two types of processors in the payment-card system. Front-end processors route transactions from merchants to the cardholder’s bank to gain authorization; that is, they make sure a customer has enough available credit or funds to make a purchase. Back-end processors are responsible for a fund’s settlement, which ends with the merchant receiving a deposit for transactions.
Below, we’ve outlined the major players in credit card processing and described their major strengths.
These card processors handle so much volume and so many dollars every day, but they are still just one piece of the larger payments ecosystem, which includes issuers, merchants, and more.
