After tearing up the 2015 Iran nuclear deal (JCPOA) in May to introduce sanctions against the Islamic Republic, the first round of American punitive measures targeting metals trading, coal, industrial software, and the auto sector took effect in August.

A second round, scheduled to take effect on November 4, will target Iran’s oil sales and the central bank.

While the Trump administration is pressuring its allies to cut Iranian oil imports to “zero” next month, the White House also seeks to hit Tehran hard by cutting the country off from SWIFT, a Belgian-based financial messaging service. In doing so, Iran would lose its ability to be paid for its exports and to pay for imports.

In 2012, the EU imposed sanctions on Iranian banks, forcing SWIFT, which is subject to EU laws, to cut financial transactions with at least 30 of Iran’s financial institutions, including the central bank.

Iranian banks were reconnected to the network in 2016 after the Iran nuclear deal came into force, allowing much needed foreign cash to flow into Tehran’s coffers.

Now Washington is once again exerting pressure on its European allies to force SWIFT to cut off Iranian banks from financial transactions, allowing only transactions that deal with humanitarian aid to the country. “We want to get to the right outcome, which is cutting off transactions,” Mnuchin said.

As President Donald Trump tries to tighten the noose on Iran, cutting Tehran off from SWIFT might be a far-fetched idea – as long as Germany, France, and the UK remain parties to the Iran nuclear deal.

In fact, the other two members of the nuclear agreement – Russia and China – are both pursuing their own payment systems to bypass the SWIFT network. Germany has also recently suggested creating a rival European payment system based on the euro in order to bypass US sanctions.

SWIFT is a financial network that provides high-value cross-border transfers for members across the world. It is based in Belgium, but its board includes executives from US banks with US federal law allowing the administration to act against banks and regulators across the globe. It supports most interbank messages, connecting over 11,000 financial institutions in more than 200 countries and territories.

LIKE other countries, China has bureaucratic infighting. But it does better than most at keeping tussles hidden from outside view, especially under Xi Jinping, a president who brooks no dissent. So it has been highly unusual to see a spat between the central bank and finance ministry spill into the open. It reveals cracks in the government’s façade of unity as a campaign to control debt exacts a toll on the economy.

The disagreement started on July 13th when Xu Zhong, head of the central bank’s research department, spoke at a forum in Beijing. Officially, China is committed to a “proactive fiscal policy”, meaning that the government will spend to prop up growth. Toys ‘R’ Us may not be the only major casualty of technology’s influence on the toy industry. Wall Street Journal sources claim that Hasbro recently made an offer to buy Mattel. It’s not clear what terms Hasbro offered or how receptive Mattel was, but it would put two of the best-known kids’ brands together — My Little Pony and Hot Wheels would exist side-by-side. Neither side is commenting on the apparent leak.

Hasbro is likely taking advantage of Mattel’s relative weakness. While Hasbro has been riding high on sales of Disney-themed toys (including Star Wars) as well as licenses for movies and TV, Mattel is in the midst of turning around years of failed toy lines that weighed it down. Also, the two are complementary: where Hasbro ditched its manufacturing facilities a while ago, it would get some back with a Mattel deal. There are concerns that a Hasbro/Mattel pact could violate US antitrust law by creating a dominant toy maker, but it’s not certain that a union would face scrutiny as tough as for, say, a telecom.

If a deal did go ahead, it would reflect the tech industry’s increasingly firm grip on kids’ free time. Although Hasbro clearly has the upper hand, both it and Mattel have to compete with consoles and tablets — how do you get parents to buy Barbie playhouses when video games beckon? It could have long-term consequences for connected toys, too. Hasbro would have a larger stable of tech-driven toys, and could fold Mattel’s know-how into its own projects.

And, he may be in luck, as Democratic lawmakers facing reelection in states Trump won feel the political pressure.

At a manufacturer in Springfield, Missouri, Trump told an audience of supporters that he was going to bring back Main Street with a tax plan that he said is “pro-growth, pro-jobs, pro-worker and pro-American.”

“We’re here today to launch our plans to bring back Main Street by reducing the crumbling burden on our companies and on our workers,” Trump said. “The foundation of our job creation agenda is to fundamentally reform our tax code for the first time in more than 30 years.”

Trump urged members of Congress to get behind his efforts, saying that this is a “once in a generation opportunity to deliver real tax reform for everyday hard-working Americans.”

“I don’t want to be disappointed by Congress. Do you understand me?” Trump said to the cheering crowd. “I think Congress is going to make a comeback. I hope so. I’ll tell you what, the United States is counting on it.”

While calling for bipartisanship, Trump told his audience that if Senator Claire McCaskill (D-Missouri) did not support his proposals, they should vote her out of office.

“We must lower our taxes and your senator, Claire McCaskill, she must do this for you, and if she doesn’t, you have to vote her out of office,” Trump said. “You can’t do this anymore with the obstruction and the obstructionists.”

On Sunday, Trump tweeted that McCaskill, who faces reelection in 2018, would lose her seat to a Republican because she “is opposed to big tax cuts.”

However, Trump’s wish for bipartisan support could be answered, as some Democrats are facing tough 2018 reelection races in states Trump won.

The White House is reportedly looking to gather support from three Democratic senators who will face reelection bids in states that Trump won by large margins.

On August 1, nearly every Democratic senator signed a letter to the Trump administration, listing the changes that had to be made to the proposed tax reform plan in order to gain their support. Senators Joe Donnelly (D-Indiana) Heidi Heitkamp (D-North Dakota) and Joe Manchin (D-West Virginia) were the only three members who broke with the party line and refused to sign the letter.

One White House official told Politico that if Democrats don’t help them, “it could end up hurting them in the 2018 midterms.”

Under his plan, Trump said the tax would be simple, fair and easy to understand. In order to achieve this, Trump said he would get rid of loopholes, reduce the number of tax brackets, and lower rates.

Trump cited the fact that there has not been a major rewrite of the tax code since 1986, when former President Ronald Reagan was in office. Since then, Trump said the tax code has tripled in size to 2,600 pages. He said that more than 90 percent of Americans need professional help to do their taxes because the rules are “not understandable.”

Trump also called for a competitive tax code that creates more jobs at higher wages for more Americans. Trump said the US has fallen behind other countries and proposed cutting business tax down to 15 percent.

“America must lead the way, not follow from behind,” Trump said. “We have totally surrendered our competitive edge to other countries… We’re not surrendering anymore!”

The president then called for tax relief for middle-class families in order to reduce the costs of child care and raising a family.

“We want to help them take home as much of their money as possible,” Trump said.

Finally, Trump said his plan would bring back trillions in wealth parked overseas. Under his proposal, he said companies would be incentivized to return 3-4 trillion dollars to the US that has been kept overseas.

While Trump said that his proposal would benefit the middle-class, many Democrats disagree.

Democratic National Committee chair Tom Perez said Trump’s proposal would “overwhelmingly benefit the super-rich and corporations over hardworking Americans.”

“Under this plan, the richest Americans would become even richer at the expense of middle-class families,” Perez said in a statement obtained by CNN.

Senate Minority Leader Chuck Schumer (D-New York) accused Trump of using populism to sell his tax plan, adding Democrats are ready to fight him over the coming months to stop his proposals from becoming law.

“If the president wants to use populism to sell his tax plan, he ought to consider actually putting his money where his mouth is and putting forward a plan that puts the middle class, not the top 1 percent, first,” Schumer said in a conference call, according to the New York Times. “This is going to be one of the biggest fights of the next three, four months, and Democrats are ready for it.”

Most Republicans came out in support of Trump’s proposals, with Speaker of the House Paul Ryan (R-Wisconsin) saying Wednesday that Congress is “united in our determination to get this done.”

“We’ve made it clear that our top priority this fall is reforming the tax code and cutting people’s taxes,” Ryan said in a statement.

House Ways and Means Committee Chairman Kevin Brady (R-Texas) released a statement saying that he was “encouraged” by the president’s proposals.

“He explained clearly today why Washington must act now on pro-growth tax reform that will create jobs, grow paychecks, and improve the lives of all Americans,” Brady said in a statement. “The Ways and Means Committee is ready to work with the president and deliver on this important priority this year.”

Several other Republicans and conservative groups came out in support of Trump’s proposals, tweeting their support just after his speech.

While Coutinho is reportedly keen to join Barcelona, Neymar has sensationally been attempting to hijack a move and lure his Brazil team-mate to the Parc des Princes.

According to Spanish newspaper SPORT, Neymar dedicated himself to bombarding Coutinho with WhatsApp messages while away in the US.

The Barcelona forward featured in Sunday morning’s 3-2 win over Real Madrid in their International Champions Cup clash.

But while Neymar has been keeping quiet over his own future, he has made a personal effort to get Coutinho to France too.

He asked the Liverpool playmaker, and continues to do so, to snub Barcelona’s offer.

The two clubs have been in an ongoing battle over Coutinho’s services, and Barcelona are currently in a better position than PSG to sign him.

However, SPORT add Neymar has already used his influence at PSG to suggest further signings, and Coutinho was on his list.

Barcelona are said to be aware of Neymar pressing Coutinho about PSG, but they remain confident and are preparing their final assault.

US Immigration and Customs Enforcement has announced a crackdown on MS-13, but its strategy may run counter to the city policy in Los Angeles, an important hub of the infamous gang. ICE is calling on local law enforcement to help out.

A White House statement Thursday said the Department of Justice is requesting 300 more federal prosecutors for specific duties focusing on violent crime and criminal immigration enforcement to directly pursue MS-13 and associates of the gang, which has power centers in Los Angeles and northern Virginia.

ICE acting director Thomas Homan, in a rare appearance at a White House briefing on Thursday, called for a countrywide crackdown on MS-13.

“Targeting, arresting and removing members of violent street gangs such as MS-13 sends a clear message to criminal enterprises around the world,” he said, adding, “We need the community’s help, and most importantly, we need local law enforcement’s help, especially county jails that will have an MS-13 booked in that county jail. But if that county jail is located in a sanctuary city, they get released back to the streets.”

The ICE director also spoke in favor of a tactic controversial to so-called sanctuary cities.

“We are asking the local jurisdictions to hang on to them until we can get there and take custody of them when they are done with you,” he said.

ICE is willing to potentially grant legal status to any undocumented immigrant in exchange for reporting a member of MS-13 to ICE and cooperate with the investigations that ensue, according to WTTG.

President Donald Trump will address the new crackdown in a visit to Long Island, New York, on Friday. Since January 2016, MS-13 has perpetrated 17 murders in Long Island.

Rep. Peter King (R-New York), whose Long Island district has experienced MS-13 related violence, emphasized what the president’s visit will mean to his district.

“To have the president come here, two months after we had the attorney general come in … I can’t emphasize how important it is … to give hope to the community that the United States government and literally the most powerful person in the world, stands with [them],” he said.

President Donald Trump on Friday took to Twitter to pressure members of his own party to pass healthcare legislation, shooting off the messages just moments before attending a Bastille Day parade in France.

“After all of these years of suffering thru ObamaCare, Republican Senators must come through as they have promised!” Trump tweeted.

Senate Republican leadership released the updated draft of its healthcare bill, the Better Care Reconciliation Act (BCRA), on Thursday. The draft was little changed from the original version released two weeks ago, but some tweaks were aimed at winning over conservative members.

Already, two GOP lawmakers have said they will not vote yes on a key procedural measure next week. One more defection would sink the bill.

Trump, who campaigned on a promise to repeal Obamacare, urged the lawmakers to send him a bill to sign.

“Republicans Senators are working hard to get their failed ObamaCare replacement approved,” Trump said. “I will be at my desk, pen in hand!”

A group of moderate lawmakers have taken issue with deep proposed cuts to the federal Medicaid program, an issue that was not addressed in the newly updated BCRA.

For the bill to pass, Senate Majority Leader Mitch McConnell needs to win over some of those moderate skeptics, a fact Trump alluded to in his tweets.

“So impt Rep Senators, under leadership of @SenateMajLdr McConnell get healthcare plan approved,” Trump tweeted. “After 7yrs of O’Care disaster, must happen!”

Trump also commended Vice President Mike Pence for leading the White House efforts on the bill while Trump has visited France over the past two days.

“.@VP Mike Pence is working hard on HealthCare and getting our wonderful Republican Senators to do what is right for the people,” Trump said.

The New York Times’ Maggie Haberman reported that the last in the series of tweets came just before Trump stepped out of his motorcade to attend the Bastille Day celebration in Paris, France, with French President Emmanuel Macron.
