In 2016, ProPublica caused a stir when it evaluated the performance of software that’s used in criminal justice proceedings. The software, which is used to evaluate a defendant’s chance of committing further crimes, turned out to produce different results when evaluating black people and caucasians.
The significance of that discrepancy is still the subject of some debate, but two Dartmouth College researchers have asked a more fundamental question: is the software any good? The answer they came up with is “not especially,” as its performance could be matched by recruiting people on Mechanical Turk, or performing a simple analysis that only took two factors into account.
The software in question is called COMPAS, for Correctional Offender Management Profiling for Alternative Sanctions. It takes into account a wide variety of factors about defendants, and uses them to evaluate whether those individuals are likely to commit additional crimes and helps identify intervention options. COMPAS is heavily integrated into the judicial process (see this document from the California Department of Corrections for a sense of its importance). Perhaps most significantly, however, it is sometimes influential in determining sentencing, which can be based on the idea that people who are likely to commit additional crimes should be incarcerated longer.

We are still three months from the 2018 NFL Draft, but players and teams are already jockeying for position, and experts are starting to weigh in on their early predictions with mock drafts.
We surveyed eight NFL Draft experts who have released mock drafts recently to get a consensus prediction for which players teams might be considering with all 32 first-round picks. Under this format, it is possible for the same player to appear in multiple spots and for some players with first-round talent to not appear at all if there is no consensus on where they might land. As we get closer to the draft we will be able to add more experts and we will start to see more agreement on most of the picks.
The experts: ESPN’s Mel Kiper, Walter Football, RJ White of CBSSports.com, USA Today’s Luke Easterling, Rob Rang of NFLDraftScout.com, Eric Galko of Sporting News, Rotoworld’s Josh Norris, and DraftTek.
Jayne Kamin-Oncea/Getty Images
Experts: 5 out of 8
School: USC
Other notable possibilities: Josh Allen, Saquon Barkley
Key expert quote: Rang: “Like any young player, Darnold has his flaws, most notably an elongated windup, which contributes to both fumbles and interceptions. He also comes with a pro-caliber build, offense and media market, making the projection to the next level simpler than most of his competition. “

Rosen, however, has dealt with injuries the past two seasons, and there already have been rumblings that he doesn’t want to end up in Cleveland. There are some red flags. But some team is going to draft him high — he has rare arm talent and has been much more secure with the ball than Darnold and Allen. The Giants could move into life after Eli Manning with a new franchise quarterback.”

The Colts will be looking for a new bell-cow back despite there being no proof that Frank Gore isn’t a warlock who has defeated the slow march of time, and if Barkley is there at No. 3, he could be the top name on the board for the Colts. It wouldn’t be too shocking to see them go pass-rusher or offensive lineman either. “

It’s hard to find anyone that’s bearish.
2017 was one of the most profitable for the S&P 500 in this bull market, now in its ninth year, with a 19.4% gain. And all the lead strategists at top Wall Street firms expect many of the same catalysts to lift stocks again in 2018, particularly earnings growth and US economic expansion.
Across the board, Republican tax bill is expected to boost the profits of America’s largest companies, and possibly reward shareholders through more buybacks.
But this year may not rival 2017 as one of the most peaceful in the market’s history. Some strategists warn that the regular pullbacks that create volatility could resume.
Here’s what strategists forecast for 2018, in ascending order of their year-end targets for the S&P 500.

US mergers-and-acquisitions levels “are down 20% year-over-year,” Ben Laidler, HSBC’s global equity strategist and head of Americas research, said in a Bloomberg TV interview on December 4.
“So I think we’re certainly due for a pickup,” he said. “We’ve got a bit of visibility with the tax reform that will allow that to accelerate. US corporates are sitting on a lot of cash. They are sitting on high multiples. I definitely think we’re going to see a pickup here.”
He added: “I also think we’ll see something on the capex front, and a little will go a long way given that US capex is the most depressed in the world. But I still think most of it goes on share buybacks.”

“Tax cuts could be quite stimulative to S&P 500 EPS,” Tobias Levkovich, Citi’s chief US equity strategist, said in a note on November 15.
“We suspect that investors may not be willing to accord the same P/E for earnings generated by a lower tax rate versus one for underlying operating performance,” he said. “Nonetheless, even if we assumed half the market multiple on the incremental tax-related EPS gains, it will still be additive to the S&P 500’s upside potential.”

“Optimism was building this year, and we think 2018 could be the year of euphoria,” Savita Subramanian, the head of US equity and quant strategy, said in a note on November 20.
“Of our five target models, only our Fair Value model suggests negative returns,” she said. “Valuation matters, but is only predictive over multi-year time horizons. We think sentiment will be a more important driver of returns in 2018, and drives the bulk of our market call.”

President Donald Trump has already appointed one Supreme Court justice, and is reportedly telling people he believes he will appoint three more.
Multiple sources told Axios’ Jonathan Swan that Trump is openly predicting he’ll be able to fill four Supreme Court seats as president.
One of Trump’s signature victories as president has been the appointment of Justice Neil Gorsuch, who filled a seat left vacant by the death of Justice Antonin Scalia in 2016. The open seat caused controversy, as Scalia died during Barack Obama’s presidency. Senate Majority Leader Mitch McConnell worked to allow the next president to fill the position.
Justice Anthony Kennedy — who is 81 years old — is rumored to be thinking about retirement. Trump, according to Axios, also thinks he’ll be able to replace Justices Ruth Bader Ginsburg and Sonia Sotomayor, citing their health.
Talking about Ginsburg, one source told Axios, Trump said, “What does she weigh? 60 pounds?” Ginsburg is 84 years old.
Trump has talked about Sotomayor’s Type 1 diabetes, according to Axios, telling the source, “Her health … no good. Diabetes.”
Sotomayor was appointed by Obama and is one of the younger justices on the court at 63 years old.
If Trump was able to replace Kennedy, Ginsburg, and Sotomayor, he could radically change the makeup of the Supreme Court.
Kennedy was appointed by Republican President Ronald Reagan and is a moderate conservative, often providing the deciding vote on 5-4 decisions.
Both Ginsburg and Sotomayor were appointed by Democrats — Bill Clinton and Obama, respectively — and are considered liberal justices. Even replacing one would allow Trump to shift the balance of the court to the right.
Justice Stephen Breyer, another liberal, is 79 years old.

FINANCIAL markets are supposed to be the font of all wisdom, weighing up the information available and condensing it into a set of prices. Investors are presumed to have an insight into the future—falling bond yields are seen as a sign that the economy is slowing, for example.
But are investors that clever when it comes to politics? Gambling markets show how they assess political risk. They expected the Remain campaign to win the Brexit referendum and Hillary Clinton to become America’s president, and were proved wrong. Indeed, on Brexit, the mass of gamblers (the general public, in other words) backed Leave, but the odds were skewed by some wealthy punters who favoured Remain. Those rich gamblers were probably people who trade in financial markets; the plunge in the pound after the result suggests that most investors were caught on the hop.
Before the presidential election, most people on Wall Street to whom Buttonwood spoke thought that a victory for Donald Trump…
]]>A 2-year-old polar bear rescued from Russia’s Far East who now lives in the Moscow Region has developed not only an interest in football, but quite impressive prediction skills, her carers say, introducing Nika the Bear as an official FIFA oracle.
The female bear, who had been injured and left all alone, wandering off the normal polar bears’ migration route, was rescued a year ago in Chukotka. Her psychic abilities seemingly helped her survive, as she crawled under the house of kind-hearted locals.
The people had been feeding fish to the huge and potentially dangerous animal until vets from the Moscow Zoo were alerted and transported the bear to a Moscow Region nursery.
“We’ve noticed our bear has a sixth sense, she knows what day the cleaners will come in, whether she’ll get ordinary grub or get treated with some delicious food. She can even sense new balls coming her way,” Nika’s carer, Aleksandr Igorov, says.
Football is the bear’s real passion, he adds: “She plays really well with soccer balls and swims with them in the pool. She loves them so much that sometimes uses the balls as her pillow when she sleeps.”
Bearing in mind Nika’s skills in predicting what’s going to happen, the Moscow Zoo has contacted FIFA officials, with the bear now supporting Welcome2018 – the official tourist platform for the 2017 FIFA Confederations Cup and 2018 FIFA World Cup.
Along with her now part-time oracle job, Nika is believed “to play a valuable role in the Moscow Zoo reproduction and conservation program for polar bears,” its spokesperson said.
So far, Nika has predicted Mexico to win over Portugal in their Confed Cup game on Monday, and Australia to be defeated by Germany on Tuesday.

What is certain is that Nika will get plenty of food treats between June 17 and July 2. To make a prediction and choose her match-winning favorite throughout the tournament, she will be given two bowls of food.
The same method to predict results for the Confed Cup matches is used with another “animal psychic,” Achilles the cat from St. Petersburg.
Earlier this week, the feline oracle, who has been long living in the famous Hermitage museum to protect its exhibits of world importance from rodents, was revealed as the cup’s animal predictor.

•The US auto market could decline, but the fall won’t be devastating.
•The industry is heading into a predictable cyclical downturn.
•Analysts are overstating the potential damage to fuel a thesis about high-tech disruption.
Barring a sales surge through the second half of 2017, it looks now as if the US market will only match, not beat, its record sales pace from the past two record years.
That means something like 17 million-17.5 million new cars and trucks could roll off dealer lots. The final tally could be higher, and it could be lower. But in any case, when the year is in the books, it will have been yet another very good year.
Don’t tell that to a lot of analysts, however, both professional and amateur. After missing the sales boom on the past two years and serially downgrading their expectations for traditionally automaker stocks while sending speculative investments on profitless Tesla in the stratosphere, they’ve now lined up to foretell the vast disruption that ride-sharing will bring the business.
At Seeking Alpha, Max Greve offers this point of view, keying off a bearish research note from Morgan Stanley analyst Adam Jonas concerning the outlook for US car sales:
[A]ccording to Jonas … [t]he 2018 numbers were slashed 2.5 million units to 16.4 million. And Jonas is projecting 2019 and 2020 to be at just 15 million units per year, a shockingly low number that represents a nearly 20% contraction of the market. Jonas cut price targets on 15 automotive companies, including Ford which saw its price target cut by double-digit percentage points. As the final burst of chill wind, Jonas also warns that his 15 million figure will only be maintained in future years if the government creates new incentives to encourage car purchases, a tactic last used during the depths of the Great Recession.
The jury is out on whether there’s political will to undertake a new “cash for clunkers” program. But Greve’s take on a sales downturn is comically inexperienced. If it takes two-to-three years for the US market to decline from a 17-million-plus pace to a “replacement rate” of 15 million, that would be a very slow and soft landing. It’s also worth noting that after the financial crisis, the US auto industry rejiggered itself to be able to break even in a market that drops to 10 million to 11 million in annual sales.
Business Insider
A replacement-rate pace isn’t a shockingly low number. It would be a relatively normal adjustment, and probably somewhat overdue by 2020, after almost a decade of robustly elevated sales.
All this talk about catastrophe and the future of US car sales is being offered by necessity to support an investment thesis around Uber and Lyft. Greve calls these companies a “fundamental threat” to the traditional auto industry, but it’s unclear why that threat would be fundamental, or even really a threat.
The analysis presumes lower vehicle sales because of a rising de-ownership trend, and to that Greve adds the idea that people who don’t own cars will be willing to pool their ridership, essentially sharing Uber/Lyft as taxis. Of course, nobody does that now, and few people have ever been willing to go gladly into pooled ridership. When you want to go from point A to point B, you don’t want to make extra stops at points C and D, and you’re willing to pay for the privilege of a single ride.
Beyond that, it’s worth noting that Uber and Lyft need somebody to build cars for their drivers.
The US auto market has been hot for a while and is about ready to flatten ahead of a typical, cyclical downturn. That’s business as usual, regardless of the effect that ride-hailing startups will ultimately have. It’s certainly fair to call this “peak auto,” as plenty of analysts have.
Cadillac
But it doesn’t make much sense to start addressing it as a fundamental structural change in the market. Auto sales go up. Auto sales go down. This has been the pattern for decades. The entire industry has seen this movie many times and isn’t even remotely panicking, especially because of the prevailing sales mix of pickups and SUVs, which are very profitable.
What’s actually happening here is a sort of infection. Prior to the financial crisis, and after the dot-com bust, the US market bounced around a 15 million-17 million annual sales pace for about a decade, with periodic spikes well above that. Automakers gained and lost market share and piled up cash when sales were good. In some cases they took on too much debt and at times they paid out dividends on their shares.
The whole concept of “disruption” was quite sluggish back then, as only mainline computer and software companies made it through the dot-com meltdown and newer firms such as Amazon and Google hadn’t yet exploded. Facebook didn’t exist for most of it.
Investing in those companies was a magnificent growth opportunity, but it’s possible that the wind has gone out of that storm. A new wave of high-growth tech investing needs to come along, as the transportation sector has been identified as appealing, due to its size (trillions of dollars globally) and relatively boring narrative: make cars, sell cars, repeat.
Robert Galbraith/Reuters
The traditional industry needs to be shoved aside for this story to work, hence the idea that a completely predictable, run-of-the-mill downturn would be the end of the car business as we know it. But for General Motors and Chrysler to enter bankruptcy in 2009, the US market had to tank to 10 million, with a credit implosion to go along with it.
A slide to 15 million would have been no problem. It’s also useful to consider that the displacement of the old reliable auto business model, with a fleet of over 250 million vehicles on US roads alone, would be asking for major trouble. It would be difficult for any single automaker, much less a new entrant from the tech sector, to add enough manufacturing capacity to fully service demand, even at lower levels.
To be honest, we should be more worried about the sketchy prospects of some or the more vaunted transportation disruptors. Tesla, for example, doesn’t have enough cash to ride out a year, given its ambitions. And Uber is undergoing a major management crisis that has sent CEO Travis Kalanick on an unplanned vacation, placing doubt in the company’s $ 70-billion valuation.
Lyft could be in pretty good shape largely because it has GM as an investor — insulation from a traditional carmaker with a solid balance sheet.
The bottom line is that the peak auto gloom-and-doom is being overstated because analysts lack a sensible historic framework for the difference between a booming US market and a merely stable one. Their real fear isn’t that the GMs and Fords and Toyotas won’t make it — it’s that their exciting new investment ideas will prove to be unfounded.

The NFL Draft is just one week away.
This year’s draft is heavy with defensive backs, particularly cornerbacks and running backs. But as usual, as we get closer to the first round, teams begin getting interested in the quarterbacks, too.
To gauge what all 32 NFL teams may be considering in the first round, we weighed the opinions of seven experts based on their mock drafts. For picks without a consensus, we went with a compelling argument for a position of need.
Our seven experts experts are: Mel Kiper Jr. and Todd McShay of ESPN; Chris Burke of Sports Illustrated; Pete Prisco of CBS Sports; Lance Zierlein of NFL Network; Danny Kelly of The Ringer, and Pro Football Focus.
