Civil rights activists say the order targets black population.

Dozens of activists led by Portland’s chapter of the National Association for the Advancement of Colored People (NAACP) took to the streets on Saturday to protest the city policy that has come into effect this week. The policy, adopted in October, orders owners of old brickstone buildings to put up a sign that read: “This is an unreinforced masonry building. Unreinforced masonry buildings may be unsafe in the event of a major earthquake.”

The city officials say the policy is aimed at raising awareness about the structures’ vulnerability to earthquakes, with experts pointing out that Portland is a high-risk area and may see a potent earthquake in the next 50 years. Some 1,600 aging buildings are estimated to fall under the new policy.

However, Portland’s black rights activists argue that the policy would drive the remnants of the city’s black population, concentrated in the north and northeast of the city, out. Since the investors and banks would likely be discouraged by “black marks,” the current owners of the buildings would be ultimately force to sell them to developers, who then would remodel the buildings, hiking up the cost of living in the neighborhoods, NAACP believes.

The new policy “exacerbates a long history of systemic and structural betrayals of trust and policies of displacement, demolition, and dispossession predicated on classism, racism, and white supremacy,” NAACP said in a statement Thursday.

The requirement also drew anger from renters and Portland’s music industry, with the group representing the owners of music parlors saying that some 30 venues might have to be shut down due to the policy.

The city authorities have brushed off the concerns, with Alex Cousins, a spokesman for the city’s Bureau of Development Services, saying that there is nothing in the policy that “attaches an encumbrance or lien.”

Speaking at the rally, The Rev. E.D. Mondainé, president of Portland NAACP, pointed to the city’s ignominious record of discriminating against its black population, arguing that the policy championed by the city’s authorities is essentially history repeating itself.

“We will no longer allow the same tactics. We will no longer allow these things to remove us from our community. We want action,” Mondainé said.

The policy will be implemented in stages. Most of the buildings are supposed to post quake warnings by March 1, while churches and other non-profit organizations are due to comply by 2020. In addition to that, the warnings have to be distributed to the residents of the buildings.

“It speaks to our houses of worship and everything about the black presence in the North-Northeast area,” Mondainé said.

Gentrification displaced some 10,000, mainly people of color with low income, from historically black neighborhoods between 1990 and 2000, with the “urban renewals” continuing into the first decade of the 21st century.

Before that, decades of redlining policies by banks discouraged home ownership in North and Northeast Portland.

Portland has been often described as the “whitest city of America,” with African-American populating accounting for only 6.3 percent of the total, according to the 2010 census numbers.

To rectify the ills of the past, Portland Community Reinvestment Initiatives, Inc. (PCRI) and the Portland Housing Bureau have been implementing a specifically designed N/NE Preference Policy, informally known as the “right of return” policy, that gives preferences to housing applications from displaced former residents of the area or to their descendants.

Jermaine Massey, 34, said he was talking to his mother on his phone in lobby of the DoubleTree by Hilton hotel last Saturday when a security guard approached him to ask if he was a guest, and what his room number was.

They had a lot of fun Thursday morning on the tree-lined layout.

"The course is in perfect shape," Alex said. "So, if you're hitting your lines, you're going to make a ton of putts. … I'm going to have to come out and make as many birdies as I can the next three days."

Winless on the tour, the 28-year-old former Vanderbilt player birdied the last four holes and five of the last six in a back-nine 30.

"Got my ball-striking together and it was awesome," Alex said.

Henderson finishes strong

Henderson, the 2015 and 2016 winner from Smiths Falls, Ontario, birdied five of the last six holes for a 64. The 20-year-old star is coming off a victory Sunday in the CP Women's Open on home soil in Regina.

"I could see the scores were really low today, so I wanted to go low on the back nine," Henderson said. "And I was able to get five birdies. I'm really happy with this round."

The Canadian paced the field, finishing 21-under par to win the CP Women's Open. She became just the 2nd Canadian women to win the tournament, snapping a 45-year drought. 1:58

There are five other Canadians in the field.

Brittany Marchand of Orangeville, Ont., opened with a 3-under 69. Hamilton's Alena Sharp and Quebec City's Anne-Catherine Tanguay (72) are even while Charlottetown's Lori Kane (76) and Maude-Aimee Leblanc of Sherbrooke, Que., (78) are well back.

Plenty in close range of lead

Lee closed with a bogey on the par-4 ninth. The Australian birdied her first five holes and six of the first seven.

"I think it was a combination of everything," Lee said. "Most of the day I struck it pretty well with my iron shots. I had pretty good control of the yardages and I hit some solid putts."

Robynn Ree was at 65 after a closing bogey. After a last-minute putter change, the 21-year-old former Southern California player played the first 10 holes in 7 under. She had 10 birdies — five in a row on Nos. 2-6 — and two bogeys.

"I was like maybe I'll get the new putter vibes," Ree said. "Luckily, that worked out today and my shots were so much better. I was really fortunate that I was hitting well and putting well."

Women's British Open champion Georgia Hall matched Su Oh at 66.

"It's an amazing golf course," Hall said. "It's in great condition."

Anna Nordqvist, Brittany Lincicome, Angela Stanford and Mariah Stackhouse topped the group at 67.

Early nerves for Stupples

Lexi Thompson eagled the par-5 seventh in a 68. She missed the cut last week in Canada after tying for 12th in Indianapolis following a three-week break for emotional and mental fatigue.

Inbee Park, playing for the first time since the Women's British Open, opened with a 69 playing alongside Thompson and Shanshan Feng (72).

Karen Stupples had a 69 in her first tour start in more than two years. The 45-year-old English player is a commentator for Golf Channel.

"I was pretty nervous," Stupples said. "I started to get nervous last night. But managed just to play and have fun with it today. It was really fun, actually. I enjoyed it and the challenge. One-under par, that was pretty good. It was way above my expectations."

MLS player Adama Diomande says he was racially abused while playing for Los Angeles FC against Portland Timbers in the US Open Cup on Wednesday.

Diomande, who has formerly played at Hull City in England, claimed he was called the n-word in the 3-2 victory against Portland, adding it was the first time he had been racially abused on the pitch in his decade-long professional career.

The 28-year-old made the statement about the slur on his Instagram account, with the post accompanied by a black square.

The accompanying message read: “Today was the first time in my professional career that I was called the «N» word on the field. They will say sorry to me after the game and please let it go, but If I don’t say anything racism will just continue to grow.

“No matter which country, color, religion or which language your speaking we all are human being and we should respect each other no matter what!”

Diomande was born in Oslo, Norway, to parents who hailed from Ivory Coast. He has made 11 appearances for the Norwegian national team, and moved to Los Angeles FC in May, having spent three years in England with Hull City. His earlier career saw spells at Dinamo Minsk in Belarus, as well as clubs in his homeland.

His claims of racial abuse met support on social media, with messages including: “Racism has no place in the game — the MLS community stands behind you Dio.”

MLS is yet to comment on the alleged incident.

PORTLAND, Oregon—If you think you’ve seen everything there is to offer at a massive “retro gaming expo,” then you’re a lot like me. I went to last weekend’s Portland Retro Gaming Expo with low expectations, simply hoping to have fun and play games with a few friends. But the annual show has continued its explosive growth, and this year’s edition featured so much rare and weird gaming stuff from yesteryear that I couldn’t help but pull out my camera.

In part, I’m a sucker for rare games, in original, mint-condition boxes, being collected and sold in a giant pavilion, which PRGE offered in its biggest show floor yet. And I always enjoy a massive free-play floor that lets me save quarters on classic pinball and video arcade machines, which PRGE also delivered with its biggest selection since the show began in 2006.
