As the tech industry worldwide attempts to shake off its hoodie-wearing White man image, Bulgaria has become one of the world’s bright spots.

According to Eurostat, the statistics agency of the European Union:

Despite being the poorest country in the 28-member bloc, Bulgaria has the highest percentage of women in information and communication technology (ICT) positions at 26.5 percent.

Bulgaria’s number has actually slipped slightly, even as the nation works to establish itself as a rising tech and software hub in Eastern Europe, but is doing very well compared to the 17.2 percent average across the EU as a whole. American women, in comparison, hold about 26 percent of math- and computer-related jobs, which is lower than in 1960. And Bulgaria is also one of just three countries in the EU that has a higher percentage of female scientists and engineers than male: 54 percent, second only to Lithuania, compared with a regional average of 40 percent.

“If you look back in history, first during the communist times, there were no separations between men and women, and everyone had to work,” says Anna Radulovski, a 26-year-old Bulgarian entrepreneur and founder and CEO of Coding Girls, an award-winning platform dedicated to closing the tech gender gap. Bulgaria is also first in the EU when it comes to the number of female students enrolled in ICT-related courses, at 33 percent, more than double the bloc’s average.

“In Bulgaria there are many female role models that are encouraging the next generation of women to choose careers in the computer industries — in a way, the prejudices that exist in the majority of countries are less in Bulgaria,” says Sasha Bezuhanova, a 20-year industry veteran who worked at Hewlett-Packard’s Bulgarian operation before leaving to set up Move.bg, a platform for social innovation, in 2013.

As of last year, only 2 percent of venture capital funds worldwide went to female-led businesses — even though female-led firms saw a higher return on equity and better results. “Obviously we need to mobilize the leadership, both men and women,” Bezuhanova says, “To present good examples and also set the stage for equal and neutral treatment of business initiatives led by men or women.”

But even in Bulgaria, there are three men in the industry for every woman, and many feel the disparity is worse in the more powerful, better-paying jobs.

“While I’m happy to see the statistics when it comes to the percentage of women in the sector, female founders and leaders are still rare,” says Mitkova. “I didn’t have many female role models to look up to when starting up.” She says investors are also mostly male, and that inspiring examples of women in startups aren’t necessarily well-known or promoted to encourage new talent.

Still, it could be worse. “After spending some time in Silicon Valley, I definitely see a difference,” she says. “Bro culture is not that common [in Bulgaria].”

US wages trade war against one of the world's poorest nations over used clothing https://briefnews.eu/us-wages-trade-war-against-one-of-the-worlds-poorest-nations-over-used-clothing/ https://briefnews.eu/us-wages-trade-war-against-one-of-the-worlds-poorest-nations-over-used-clothing/#respond Sat, 14 Jul 2018 08:11:52 +0000 http://briefnews.eu/us-wages-trade-war-against-one-of-the-worlds-poorest-nations-over-used-clothing/ The United States is in a trade conflict with Rwanda, a sub-Saharan African country with a $ 9 billion economy. Rwanda’s tariff hike on used clothes from the US to boost local production has upset the Trump administration.

Rwanda raised import duties on used clothing from America from $ 0.25 to $ 2.50 per kilogram, and is considering banning imports through 2019. The African country wants to boost domestic production with its economy still recovering from genocide in 1994, which killed 800,000 people, or 10 percent of the population.

The Rwandan genocide was a mass slaughter of the country’s Tutsi population by members of the Hutu majority government. In the 100-day period from 7 April to mid-July 1994, as many as 70 percent of the Tutsis were slaughtered.

The decision to raise tariffs on used clothing has angered Washington. In March, the US Trade Representative warned Rwanda it would lose some benefits under the African Growth and Opportunity Act (AGOA), Washington’s trade legislation for Africa. The US-Rwanda trade turnover in second-hand garments totals just $ 17 million.

“The president’s determinations underscore his commitment to enforcing our trade laws and ensuring fairness in our trade relationships,” Deputy US Trade Representative C.J. Mahoney said, warning Rwanda had 60 days to oblige. The country refused to do so after the grace period ran out.

“We are put in a situation where we have to choose; you choose to be a recipient of used clothes … or choose to grow our textile industries,” Rwandan president Paul Kagame told reporters in June. “As far as I am concerned, making the choice is simple.”

‘Moral crisis’: Gates, Buffett & Bezos richer than poorest half of America combined https://briefnews.eu/moral-crisis-gates-buffett-bezos-richer-than-poorest-half-of-america-combined/ https://briefnews.eu/moral-crisis-gates-buffett-bezos-richer-than-poorest-half-of-america-combined/#respond Thu, 09 Nov 2017 09:53:46 +0000 http://briefnews.eu/moral-crisis-gates-buffett-bezos-richer-than-poorest-half-of-america-combined/

The three richest people in the United States – Bill Gates, Jeff Bezos, and Warren Buffett – have a total wealth that exceeds the savings of America’s poorest 160 million, a new study shows.

The three billionaires are sitting on a combined $ 248.5 billion fortune, which outstrips the combined net worth of an estimated 160 million Americans, or 53 million US households. The study entitled Billionaire Bonanza 2017 was compiled by the Institute for Policy Studies.

“So much money concentrating in so few hands while so many people struggle is not just bad economics, it’s a moral crisis,” said Josh Hoxie, the report’s co-author.

The 400 richest people in the US have a combined $ 2.68 trillion wealth, more than the gross domestic product (GDP) of the United Kingdom, France or India.

“Our wealthiest 400 now have more wealth combined than the bottom 64 percent of the US population, an estimated 80 million households or 204 million people. That’s more people than the population of Canada and Mexico combined,” the report says.

Tax cuts, proposed by US President Donald Trump, are likely to widen the gap, according to the findings, as 80 percent of the tax relief would benefit only the wealthiest one percent of households.

“Wealth inequality is on the rise. Now is the time for actions that reduce inequality, not tax cuts for the very wealthy,” said the co-author of the report Chuck Collins.

The study suggests two ways of narrowing the wealth gap.

“First, we must not make inequality worse through new tax cuts for the wealthy. The proposed Trump tax cuts, as currently designed, would grow top one percent fortunes and do little to reduce the ranks of America’s “underwater nation.”

The second way is to implement policies to reduce concentrated wealth, the report suggests.

”Inequality will continue to widen unless we intervene directly to reduce grand concentrations of private wealth. By taxing our wealthiest households, we could raise significant revenues and then invest these funds to expand wealth-building opportunities across the economy.”

Quarter of Britain’s poorest families going hungry, survey finds https://briefnews.eu/quarter-of-britains-poorest-families-going-hungry-survey-finds/ https://briefnews.eu/quarter-of-britains-poorest-families-going-hungry-survey-finds/#respond Thu, 30 Mar 2017 16:23:24 +0000 http://briefnews.eu/quarter-of-britains-poorest-families-going-hungry-survey-finds/ Around 25 percent of low-income families in the UK regularly undereat because of insufficient funds, according to the first major survey into the levels of food insecurity in Britain.

The survey, conducted by the Food Standards Agency (FSA), a government agency tasked with protecting public health in relation to food, found that 8 percent of respondents are facing low or very low food security.

This means that roughly 4 million British adults regularly struggle to eat the sufficient amount of food.

Although the FSA did not elaborate on why some households are more at risk than others, independent studies found a positive link between the suspension of welfare benefits and growing food prices with the rising levels of food insecurity.

This is tacitly confirmed by the FSA survey, which finds a particularly high concentration of food-insecure households amongst the unemployed.

Over a third of all unemployed respondents had reduced their daily food intake or failed to eat altogether because of lack of money. Some 47 percent said they often worry their food supplies will run out before they receive more money.

A number of nutrition experts have called on the government to review the negative impact of austerity measures on the poorest members of society.

Rachel Loopstra, a senior nutrition lecturer at King’s College London, quoted by the Guardian, said: “These robust survey data confirm how serious the scale of the problem of people not having enough money for food to eat is in the UK, and are consistent with reports of increasing food bank usage.

“It is shocking that, at minimum, 17 percent of adults are worrying about their food supplies running out before they have enough money to buy more, and unacceptable that 8 percent of adults have had to eat less, experienced hunger, or at worse, gone whole days without eating because they lack money for food.”

Anna Taylor, the executive director of the Food Foundation think tank, said: “These data are truly shocking.

“To take so many British people off the breadline, the government must drive uptake of the Healthy Start program for young and low-income mothers, tackle gaps in food provision during school holidays and review our welfare policies to protect the diets of society’s most vulnerable.”

Campaigners have previously called on the government to regularly track levels of food insecurity in Britain, yet this request is consistently rejected by Downing Street.

The Scottish government, however, has recently decided to implement a program of food insecurity measures.

How Trump’s Budget Would Impact Cities’ Poorest Residents https://briefnews.eu/how-trumps-budget-would-impact-cities-poorest-residents/ https://briefnews.eu/how-trumps-budget-would-impact-cities-poorest-residents/#respond Thu, 16 Mar 2017 20:14:33 +0000 http://briefnews.eu/how-trumps-budget-would-impact-cities-poorest-residents/ During his campaign for president, Donald Trump pledged to help inner cities and African American communities in particular. But his proposed budget eliminates programs that have helped these communities for years, and would deal a particular blow to Americans with the lowest incomes.

The proposed budget, announced Thursday, would slash funding from federal agencies that lend assistance to poor people who live in cities, including the Department of Housing and Urban Development, the Department of Education, and the Department of Health and Human Services. “This budget seriously harms low-income people and communities at the expense of everyone else,” says Elyse Cherry, the CEO of Boston Community Capital, a nonprofit that provides funding to organizations that work on affordable housing and jobs in low-income communities.

One of the agencies that does the most work in cities is the Department of Housing and Urban Development (HUD), which owns and maintains public-housing complexes across America, provides vouchers for low-income people to live in private housing, and doles out grants that help nonprofits and developers invest in essential parts of neighborhoods, such as apartments and parks. The budget proposes a $ 6.2 billion cut from HUD next year, which would represent a 13.2 percent decrease from the level of funding for this year.

What specifically would go away? Among other things, the budget eliminates the roughly $ 3 billion of funding for the Community Development Block Grant program, which provides money for neighborhood investment, saying that the program “is not well-targeted to the poorest populations and has not demonstrated results.” It also eliminates funding for the HOME Investment Partnership Program, which provides grants for low-income people to buy or rehabilitate homes, and the Choice Neighborhoods program, which provides grants to organizations attempting to revitalize neighborhoods. The proposed budget also eliminates the U.S. Interagency Council on Homelessness, which coordinates how 19 federal agencies respond to homelessness.

“If all of those cuts were implemented, they would have some pretty extreme effects not only on cities, but on low-income households,” says Robert Silverman, a professor of urban and regional planning at the University of Buffalo. (This is a big if—the proposed budget lays out the administration’s priorities, but will likely be significantly altered before it gets approved by Congress and signed by the president.) The Community Development Block Grant program, for example, has been essential in providing funds that cities use for a variety of activities, including building parks, funding after-school programs, and supplementing the funding of nonprofits. HUD has been trying to ensure that the money is used most effectively in recent years, even as funding levels have been reduced, Silverman said. (The Community Development Block Grant already receives 49 percent less funding than it did in the year 2000, according to the Center on Budget and Policy Priorities, a left-leaning nonprofit.)

Trump’s proposed cuts represent the most severe funding threat to HUD since the early days of the Reagan administration, according to Diane Yentel, the president of the National Low Income Housing Coalition, a nonprofit.

Sunia Zaterman, the executive director of the Council of Large Public Housing Authorities, said that a more detailed version of the budget being reported on by some media outlets is set on reducing money that pays for maintenance of public-housing complexes, and on the program that provides vouchers for low-income residents to help them pay for housing. That budget is one sent from the Office of Management and Budget to HUD, in response to a budget that HUD itself proposed. Those numbers indicated that the Trump administration would cut hundreds of thousands of vouchers from the Section 8 program, which is facing a severe shortage of resources, she said. Already, some public-housing agencies have decided not to open long-closed voucher waiting lists because of the uncertainty around the funding of the vouchers.

That OMB budget also indicated funding cuts for public-housing agencies’ maintenance and repair work, Zaterman said. This will be a particular obstacle to agencies like the New York City Housing Authority (NYCHA), which gets $ 2 billion of its $ 3.2 billion operating budget from HUD and currently has $ 17.1 billion in unmet capital needs. NYCHA told The Wall Street Journal earlier this month that it could see $ 150 million in cuts from HUD. “It’s a pretty direct message I think that says we are no longer investing in this public portfolio—we are walking away from this,” Zaterman said. “The cumulative effect on low-income people is going to be devastating.”

It’s not just the budget’s provisions regarding HUD that would significantly reduce support to low-income communities. The proposed budget would also dispose of  $ 4.2 billion in community-services programs from the Department of Health and Human Services such as the Low Income Home Energy Assistance Program, which provides funds to help poor people pay energy bills in winter. It would cut $ 1.2 billion in funding in before-school and after-school programs and summer programs from the Department of Education. It would eliminate funding for the Legal Services Corporation, which helps low-income people with legal issues, such as fighting an eviction in court. It would get rid of the  Community Development Financial Institutions Fund from the Department of Treasury, which provides capital to underserved neighborhoods and programs. “It seems like any program that emerged in the last 40 or 50 years to address environmental issues, education inequality, affordable housing, or fair housing, all seem to very low priority,” Silverman said.

Of course, this document is just a starting point, and there will be many negotiations over the budget yet to come. HUD Secretary Ben Carson reportedly sent a memo to employees last week to reassure staffers that the numbers were preliminary, and that “starting numbers are rarely final numbers,” according to the Associated Press.

But the document indicates where the Trump administration’s priorities lie. And they don’t seem to include many programs that have helped cities’ poorest residents.

‘What a billion means’: art exhibit shows extent of fraud in Europe’s poorest nation (PHOTOS) https://briefnews.eu/what-a-billion-means-art-exhibit-shows-extent-of-fraud-in-europes-poorest-nation-photos/ https://briefnews.eu/what-a-billion-means-art-exhibit-shows-extent-of-fraud-in-europes-poorest-nation-photos/#respond Sat, 18 Feb 2017 19:27:55 +0000 http://briefnews.eu/what-a-billion-means-art-exhibit-shows-extent-of-fraud-in-europes-poorest-nation-photos/

A Moldovan artist has created an exhibit to highlight the banking scandal that rocked the country in 2014 when $ 1 billion suddenly disappeared from three banks in the small Eastern European nation.

Stefan Esanu’s exhibition of 10 massive stacks of fake $ 100 bills, each weighing 500 kilograms (1102 lbs), are on display at a library in the capital city, Chisinau. The stacks represent the amount of cash which disappeared from the banks in Europe’s poorest country in 2014.

The money, amounting to one eighth of the country’s GDP, was siphoned from the exchequer into shell companies outside its borders, prompting months of anti-government protests.

Former Prime Minister Vlad Filat was sentenced to nine years in prison following an investigation into the scandal, while a number of government and banking officials are still under investigation.

Speaking to the Report news website, the artist said that he wanted to help people visualize just how much money had been stolen from their pockets.

“People have no idea what a billion means. It is like saying ‘cosmos’ but people cannot imagine what this really means,” Esanu said.

The billion dollar debt weighs heavily on the Moldovan people’s shoulders, after the government agreed to absorb it as part of negotiations with the International Monetary Fund (IMF).
