Japan lagged behind other countries not just in developing vaccines, but also in approving them when it came to COVID-19. As the publication points out, three of Japan's most advanced COVID-19 vaccine candidates are still undergoing clinical trials. To prevent a repeat, the country established the Strategic Center of Biomedical Advanced Vaccine Research and Development for Preparedness and Response (SCARDA) back in March.

SCARDA's central research center will be based in Tokyo, but it will be supported by four core institutes, namely Osaka University, Nagasaki University, Hokkaido University and Chiba University. The $ 2 billion funding is supposed to keep it running for five years. $ 1.2 billion will go towards the center's vaccine research and development projects, while $ 400 million will be spent on supporting start-ups in drug development. The other $ 400 million will go towards setting up a network of research centers across the nation, as well as towards vaccine testing.

SCARDA will initially focus on developing vaccines for eight infectious diseases, including COVID-19, monkeypox, SARS, dengue and Zika virus. Its researchers will look into various types of vaccine technologies, as well, such as mRNA and viral vectors. The center aims "to find seeds for future vaccines," but its ultimate goal is to be able to conjure up diagnostic tests, vaccines and treatments within 100 days of the identification of a pathogen that has the potential to become a pandemic.

It was the UK government that first proposed the 100-day response goal, based on what it learned from COVID-19. "The first 100 days when faced with a pandemic or epidemic threat are crucial to changing its course and, ideally, preventing it from becoming a pandemic," the UK wrote in its pandemic preparedness report to the G7. According to the World Health Organization, it recorded over 2.5 million cases and 200,000 deaths 100 days after it declared COVID-19 as a public health emergency of international concern. A swift response from the start could've prevented those numbers from getting any higher.

The State Department has announced $ 10.6 billion in aid for Mexico, Honduras, Guatemala and El Salvador to help stem migration, amid a looming government shutdown over funding President Donald Trump’s border wall proposal.

Some $ 5.8 billion in economic development assistance will be given to the three Central American countries, and another $ 4.8 billion to Mexico, for the sake of “enhancing security, governance, and economic prosperity that can create greater opportunities and benefits for the people of the region” and help “jointly address the shared challenges of migration, narcotics trafficking, and the activities of trans-national criminal organizations,” the State Department said in Tuesday’s announcement.

“I think this is good news, very good news for Mexico,” said Mexican Foreign Relations Secretary Marcelo Ebrard, according to AP. He added that the “commitments established here signify more than doubling foreign investment in southern Mexico starting in 2019.”

Ebrard had previously sought $ 25 billion in US investments in the region, according to AP.

The investments are aimed at creating better political and economic conditions in the impoverished southern Mexico and the so-called “Northern Triangle” countries. The vast majority of migrants in the so-called “caravans” arriving on the US border in recent months have originated in El Salvador and Honduras, attracting more members as they passed through Guatemala and Mexico.

“I have a dream that I want to see become a reality … that nobody will want to go work in the United States anymore,” Andres Manuel Lopez Obrador, the recently inaugurated president of Mexico, said earlier on Tuesday.

The announcement comes amid a tense standoff between President Trump and Democrats in Congress, who have vowed to block any attempts to fund the proposed wall on the border with Mexico to the tune of $ 5 billion. Though Trump has said he would be willing to shut down the government in order to get the funding for the wall, his own press secretary contradicted that message.

There are “other ways” to get the $ 5 billion, Sarah Huckabee Sanders told Fox News on Tuesday morning, adding that “at the end of the day, we don’t want to shut down the government, we want to shut down the border.”

Trump’s critics have pointed out that his campaign promise was not just to build the wall, but to make the southern neighbor pay for it. Mexico has outright refused to even contemplate such a possibility.

Washington reportedly sought a pledge from Mexico to enforce its immigration laws and stop Central American migrants from getting to the US border. A planned announcement about Mexico’s migration policy has been postponed for Wednesday, however.

According to one human rights activist, however, the announced aid actually offers far less than the State Department statement indicates.

“It’s nearly all private-sector loans and guarantees. Money that has to be paid back—not assistance,” tweeted Adam Isacson of the Washington Office on Latin America (WOLA). “The rest is aid that the US was giving anyway.”

Alberta pledges maximum of $700M for possible 2026 Calgary Olympics https://briefnews.eu/alberta-pledges-maximum-of-700m-for-possible-2026-calgary-olympics/ https://briefnews.eu/alberta-pledges-maximum-of-700m-for-possible-2026-calgary-olympics/#respond Fri, 12 Oct 2018 21:46:07 +0000 http://briefnews.eu/alberta-pledges-maximum-of-700m-for-possible-2026-calgary-olympics/

The Alberta government pledged $ 700 million on Friday for a potential Calgary Winter Olympics, with conditions.

In a letter from Finance Minister Joe Ceci to Mayor Naheed Nenshi and Kirsty Duncan, federal minister of science and sport, the province said the money is contingent on "the majority of Calgarians supporting the bid in the November 13th plebiscite."

Another condition was increased transparency requirements.

"Transparency is an important principle for our government," reads the letter.  "As the Games will cost $ 3B of public funds, we will make a funding requirement that Calgary 2026 become subject to provincial transparency and freedom of information laws, or other equivalent rules or regulations."

$ 3B needed in public funds

Calgary 2026, the bid corporation, has predicted $ 5.23 billion would be needed to host the 2026 Winter Olympics, although critics call that cost projection optimistic.

The organization said $ 3 billion of that would need to come from various levels of government, with the remainder paid for by Games' revenues.

It was expected the province would provide $ 1 billion for the Games, with the federal contribution expected to be $ 1.5 billion.

Speaking to reporters on Friday afternoon, Ceci said his government was comfortable it could manage the $ 700 million contribution and still balance the books by 2023.

He said he's confident the other levels of government can provide the needed funding should a bid proceed, and that no more provincial money would be forthcoming.

City and bid corporation response

Nenshi and Coun. Evan Woolley, who chairs the Olympic assessment committee, said in a statement that they're "pleased" the province has announced its intentions.

"We have to analyze this announcement, while continuing our conversations with the Government of Canada," reads the statement. "We imagine there will be more to say about the city and federal government contributions in the next few days."

The chair of Calgary 2026, Scott Hutcheson, said the organization is focused on providing information and "engaging" with Calgarians.

"Today's announcement demonstrates solid progress and support from the Government of Alberta and we are thankful for that," he said in a statement.

"We are also pleased our other government partners — the City of Calgary and the federal government — continue to move forward with their discussions and negotiations. We will continue to offer our support, where needed."

What the money buys

The plan calls for $ 400 million on two new venues — a fieldhouse and mid-sized arena — and $ 500 million to refurbish old facilities that would be included in a bid, many of which date back to when Calgary held the 1988 Winter Games.

Some events would be held west of Calgary in the Rocky Mountain town of Canmore, at the Nakiska ski resort in Kananaskis Country and as far away as Whistler, B.C.

The plan includes $ 583 million for temporary accommodations for athletes, media and officials that would be converted into mostly affordable housing in the long term.

Documents obtained by CBC News also show not all cost considerations are included in Calgary 2026's estimates, including infrastructure costs to be borne by the city.

Province won't provide more

The province had promised to make its funding intentions clear at least 30 days prior to Calgary's non-binding plebiscite on whether or not to host the Games and fulfilled that promise on Friday. That plebiscite is scheduled for Nov. 13.

But it made it clear it's not interested in providing any more than it promised.

"As you know, the Government of Alberta will not be able to provide any additional funds that may be required, including those to cover revenue shortfalls or cost overruns," reads the letter from Ceci. "Moreover, we will not be providing any form of guarantee for additional costs arising from any source."

The federal government has still not announced how much it would contribute if Calgary decides to pursue a bid and wins.

Other bids

There are three bids still in the running for the 2026 Games: Calgary, Stockholm and a combined Italian bid including Milan and Cortina.

Reports on Friday, however, suggest Stockholm's bid is at risk of falling apart.

The deadline to submit a 2026 bid to the International Olympic Committee is Jan. 11. The successful host city is to be announced in June.

The city of Calgary has an online hub of 2026 information and Calgary 2026 has also posted bid information.

China's Xi renews pledges to open economy, cut tariffs on cars https://briefnews.eu/chinas-xi-renews-pledges-to-open-economy-cut-tariffs-on-cars/ https://briefnews.eu/chinas-xi-renews-pledges-to-open-economy-cut-tariffs-on-cars/#respond Tue, 10 Apr 2018 13:17:27 +0000 http://briefnews.eu/chinas-xi-renews-pledges-to-open-economy-cut-tariffs-on-cars/

BOAO, China — Chinese President Xi Jinping promised on Tuesday to open the country’s economy further and lower import tariffs on products starting with cars, in a speech seen as an attempt to defuse an escalating trade dispute with the United States.

While most of the pledges were reiterations of previously announced reforms, which foreign businesses complain are long overdue, Xi’s comments sent stock markets and the dollar higher on hopes of a compromise that could avert a trade war.

Xi said that China will sharply widen market access for foreign investors, a chief complaint of the country’s trading partners and a point of contention for U.S. President Donald Trump’s administration, which has threatened billions of dollars in tariffs on Chinese goods.

“President Xi’s speech appears to have struck a relatively positive tone and opens the door to potential negotiations with the U.S. in our view. The focus now shifts to the possible U.S. response,” economists at Nomura said.

“But of course actions speak louder than words. We will keep an eye on the progress of those opening-up measures.”

The speech at the Boao Forum for Asia in the southern province of Hainan had been widely anticipated as one of Xi’s first major addresses in a year in which the ruling Communist Party marks the 40th anniversary of its landmark economic reforms and opening up under former leader Deng Xiaoping.

Xi said China would raise the foreign ownership limit in the automobile, shipbuilding and aircraft sectors “as soon as possible,” and push previously announced measures to open the financial sector.

“This year, we will considerably reduce auto import tariffs, and at the same time reduce import tariffs on some other products,” Xi said.

He also said “Cold War mentality” and arrogance had become obsolete and would be repudiated. His speech did not specifically mention the United States or its trade policies, which have been assailed by Chinese state media in recent days.

Vice Premier Liu He had already vowed at the World Economic Forum in January that China would roll out fresh market opening moves this year, and that it would lower auto import tariffs in an “orderly way.”

Chinese officials have been promising since at least 2013 to ease restrictions on foreign joint ventures in the auto industry, which would allow foreign firms to take a majority stake. They currently are limited to a 50 percent stake in joint ventures and cannot establish their own wholly owned factories.

Tesla’s Chief Executive Elon Musk has railed against an unequal playing field in China and wants to retain full ownership over a manufacturing facility the company is in talks to build there.

“This is a very important action by China. Avoiding a trade war will benefit all countries,” Musk tweeted after Xi’s speech.

Foreign business groups welcomed Xi’s commitment to reforms, including promises to strengthen legal deterrence on intellectual property violators, but said the speech fell short on specifics.

“Ultimately U.S. industry will be looking for implementation of long-stalled economic reforms, but actions to date have greatly undermined the optimism of the U.S. business community,” said Jacob Parker, vice president of China operations at the U.S.-China Business Council.

Jonas Short, head of the Beijing office at Everbright Sun Hung Kai, said the market was cheered by Xi’s speech because it was framed in more positive terms which could ease trade tensions, but he voiced caution about promised reforms.

“China is opening sectors where they already have a distinct advantage, or a stranglehold over the sector,” Short said, citing its banking industry, which is dominated by domestic players.

Xi’s renewed pledges to open up the auto sector come after Trump on Monday criticized China on Twitter for maintaining 25 percent auto import tariffs compared to the United States’ 2.5 percent duties, calling such a relationship with China not free trade but “stupid trade.”

Analysts have cautioned that any Chinese concessions on autos, while welcome, would be a relatively easy win for China to offer the United States, as plans for opening that sector had been under way well before Trump took office.

But Vice Commerce Minister Qian Keming said at the forum on Tuesday that China’s economic reforms were driven by domestic factors and not due to external pressures.

Xi also said China would speed up opening up of its insurance industry, with Shanghai Securities News citing a government researcher after the speech saying foreign investors should be able to hold a controlling stake or even full ownership of an insurance company in the future.

Trump’s move last week to threaten China with tariffs on $ 50 billion in Chinese goods was aimed at forcing Beijing to address what Washington says is deeply entrenched theft of U.S. intellectual property and forced technology transfers from U.S. companies.

Chinese officials deny such charges, and responded within hours of Trump’s announcement of tariffs with their own proposed commensurate duties.

The move prompted Trump last week to threaten tariffs on an additional $ 100 billion in Chinese goods, which have yet to be identified. None of the announced duties have been implemented yet, offering room for negotiation.

Beijing charges that Washington is the aggressor and spurring global protectionism, although China’s trading partners have complained for years that it abuses World Trade Organization rules and practices unfair industrial policies that lock foreign companies out of crucial sectors with the intent of creating domestic champions.

While U.S. officials, including Trump, have recently expressed optimism that the two sides would hammer out a trade deal, Chinese officials in recent days have said negotiations would be impossible under “current circumstances.”

Dallas Federal Reserve Bank President Robert Kaplan, on a visit to Beijing, said he was optimistic that very few if any of the proposed tariffs by the United States and China announced in recent weeks will actually be implemented.

“I think it’s so clearly in the interest of both countries that we have a constructive trading relationship and that we have substantive talks to redress these issues.”

Supermarket Iceland pledges to remove palm oil from own brand food by the end of the year https://briefnews.eu/supermarket-iceland-pledges-to-remove-palm-oil-from-own-brand-food-by-the-end-of-the-year/ https://briefnews.eu/supermarket-iceland-pledges-to-remove-palm-oil-from-own-brand-food-by-the-end-of-the-year/#respond Tue, 10 Apr 2018 13:09:04 +0000 http://briefnews.eu/supermarket-iceland-pledges-to-remove-palm-oil-from-own-brand-food-by-the-end-of-the-year/

The company said it is taking the product out of 130 food lines, which will reduce demand by more than 500 tons per year, with palm oil already replaced with alternatives such as sunflower oil and butter in half of them.

Growing demand for palm oil for use in food, toiletries and biofuel has helped fuel widespread deforestation in south-east Asia, prompting industry efforts to promote “sustainable” palm oil which is not environmentally damaging.

But Iceland managing director Richard Walker said the company did not believe there was verifiably sustainable palm oil on the mass market and so was removing it all together.

Iceland pointed to studies which showed palm oil and wood pulp plantations were the biggest driver of deforestation in Indonesia and Malaysia, pushing many species towards extinction.

One study published in the journal Current Biology earlier this year found that half of Bornean orang-utans were affected by logging, deforestation, or industrialised plantations, with 100,000 lost between 1999 and 2015.

While palm oil is found in more than half of all supermarket products from biscuits and breakfast cereals to soap, 35 per cent of consumers are unaware of what it is, a survey of 5,000 people commissioned by Iceland found.

But once informed about palm oil, 85 per cent say that they do not believe it should be used in food products.

Mr Walker said: “We don’t believe there is such a thing as verifiably ‘sustainable’ palm oil available in the mass market, so we are giving consumers a choice for the first time.”

Kickstarter is piloting a program that will match up companies, organizations and institutions with projects that need more substantial funding, TechCrunch reports. It’s called Kickstarter Patrons and the nonprofit and for-profit groups selected to take part will be required to provide multiple pledges each worth $ 1,000 or more. Kickstarter will select the Patrons and direct them towards projects that align with their interests. “While the program is simple, the opportunity to help independent creators hit their funding goals while building relationships with major institutions that can continue to follow and support their career is profound,” Kickstarter said.

This program comes a few months after Kickstarter relaunched Drip, its Patreon-like subscription crowdfunding platform. At launch, two groups are on board — American Documentary (AmDoc) and Pinewood Atlanta Studios. Both have Patron profiles on Kickstarter and AmDoc’s says it has $ 100,000 to put towards creator projects while Pinewood Atlanta Studios has $ 10,000.

AmDoc, a nonprofit, is working with the John S. and James L. Knight Foundation to provide funding and is looking to support projects from creators in the 26 communities the Knight Foundation regularly supports. Pinewood Atlanta Studios has a 700-acre studio facility in Georgia and its Patron fund will require projects to include at least one woman filmmaker living in Georgia.

Kickstarter will pilot the program over the next year.

Soros accuses Trump of seeking ‘mafia state,’ pledges to devote efforts to Europe & US https://briefnews.eu/soros-accuses-trump-of-seeking-mafia-state-pledges-to-devote-efforts-to-europe-us/ https://briefnews.eu/soros-accuses-trump-of-seeking-mafia-state-pledges-to-devote-efforts-to-europe-us/#respond Fri, 26 Jan 2018 19:54:33 +0000 http://briefnews.eu/soros-accuses-trump-of-seeking-mafia-state-pledges-to-devote-efforts-to-europe-us/

Billionaire George Soros says he will now devote his efforts to Europe and the US as he believes their ‘open societies’ are in danger. He accused US President Donald Trump of wanting to create a ‘mafia state.’

“I find the current moment in history rather painful,” remarked financial speculator Soros, 87, at the World Economic Forum in Davos, Switzerland on Thursday.

“Open societies are in crisis, and various forms of dictatorships and mafia states, exemplified by Putin’s Russia, are on the rise. In the United States, President Trump would like to establish a mafia state but he can’t, because the Constitution, other institutions, and a vibrant civil society won’t allow it.”

Soros’ criticism of Trump comes as no surprise as he has been a longtime supporter of Clinton. Soros Fund Management donated $ 25 million to the Clinton campaign, a spokesperson told the New Yorker.

This time last year Soros called Trump a “would-be dictator” and predicted he would fail.

Soros has been the financial backer behind the progressive movement MoveOn. The Washington Post revealed in 2004 that Soros and his wife, Susan Weber Soros, gave $ 1.46 million to the organization.

Among the emails hacked from Hillary Clinton campaign chair John Podesta, and published by WikiLeaks, is a strategy document from Podesta’s think-tank, the Center for American Progress, that sought financial support from Soros for grassroots efforts.

“I give President Trump credit for motivating his core supporters brilliantly, but for every core supporter he has created a greater number of core opponents who are equally strongly motivated. That is why I expect a Democratic landslide in 2018,” Soros said.

Soros said previously his foundation has focuses on the so-called developing world, but “now that open society is also endangered here in the United States and Europe, we are spending more than half our budget closer to home because what is happening here is having a negative impact on the whole world.”

Soros said there were grave dangers to be faced including the rise of authoritarianism in places like Hungary and that under Trump “the United States is set on a course toward nuclear war by refusing to accept that North Korea has become a nuclear power.”

This refusal has created an incentive for North Korea “to develop nuclear capacity with all possible speed,” Soros argued, which in turn “may induce the United States to use its nuclear superiority preemptively” and start a nuclear war. The only solution he added was to “come to terms with North Korea as a nuclear power.”

For decades Soros made his fortune as a speculator of currency and hedge-fund manager and has campaigned on the values of democracy, pluralism and individuals rights around the world through his Open Society Foundations. Some skeptics however say his funding has incited some of the color revolutions often leading to disorder and confusion.

Soros said another of his goals is to help save the European Union, radically reinventing it by rethinking whether all members had to adopt the euro and adopting a multi-track approach of flexibility with countries forming coalitions to pursue particular goals rather than be dominated by a European bureaucracy.

Last night saw newcomers Iain lee, 44, and Kezia Dugdale, 36, arrived into camp to take charge as the group were split into two rival teams.

However, the collective made their feelings known as they all shunned Iain after he told them they all “looked f**ked”.

In turn, every single camp mate sided with MSP Kezia but were gutted when Iain pipped her to the post in a Bushtucker trial and allowed him to handpick his own cabinet, while the remaining stars were left stranded in the dreaded Snake Rock.

Rebekah, 35, and Georgia Toffolo, 22, were fuming after being forced to eat rice and beans for the foreseeable future while their rivals lapped it up in paradise.

“Our second defeat in 24 hours! There’s just real overtones of sadness that the other camp are doing so well,” sighed Toff.

But Rebekah took the news even harder, venting: “Imagine having to win stars for them to eat? I ain’t doing it!”

Later, she went to the Bush Telegraph and ranted: “I really find it hard to cover up the fact that I’m pissed off.

“I wouldn’t go into a rant about it but I think you can just look at my face and you can see that I’m fuming.”

Vanessa White, 28, tried to mediate, chipping in: “I do feel like the other camp will be feeling really sorry for us and feeling bad about that.”

“But they didn’t refuse a cake did they,” Rebekah hit back.
