Germany will keep two nuclear power stations open and on standby in case of an energy crisis — marking a U-turn in its plan to phase out the fuel source by the end of 2022.
The two plants — located in the southwestern state of Baden Württemberg and the southeastern state of Bavaria — were to be shut by the end of this year but will now stay open until mid-April 2023.
German Economy Minister Robert Habeck said in a Monday statement that the country has a "very high supply security" for electricity, but noted that "this year is a special year across Europe."
"The Russian attack on Ukraine has created a tense situation in the energy markets and we are doing everything we can to avoid a gas shortage," Habeck added.
Germany is reliant on piped natural gas from Russia, which accounts for 35% of the country's imports of the fuel. However, it now faces a potential energy shortage in winter as Russia has shut down natural-gas flows via a critical pipeline that delivers natural gas to Germany and beyond.
"It remains very unlikely there will be crisis situations and extreme scenarios," Habeck said. "But as Minister responsible for security of supply, I do everything that is necessary to fully guarantee security of supply."
Habeck added that Germany is still committed to phasing out nuclear energy, and the two plants would be activated only when necessary.
The move to keep the nuclear plants open is a big deal as Germany has been phasing out nuclear energy since Japan's Fukushima nuclear disaster in March 2011. It's a highly contentious issue in Germany, where the anti-nuclear movement dates back to the 1970s.
However, amid the country's unprecedented energy crisis, even its Green Party — born of the anti-nuclear movement — has softened its stance on switching off all of Germany's nuclear reactors this year. Habeck belongs to the Green Party.
"We have to prepare for the worst," Habeck told a news briefing, Reuters reported on Monday. "The plants will only reopen when more power is needed."

The Trump administration’s Environmental Protection Agency (EPA) appears poised to roll back Obama-era rules that effectively prevented new coal plants from opening in the US. The rules required new coal plants to emit no more than 1,400 pounds of CO2 per megawatt-hour (MWh), a constraint that is nearly impossible for new coal generators to meet without carbon-capture technology.
According to anonymous sources speaking to The New York Times, the EPA will announce a rollback of this rule on Thursday, effectively making it possible for energy companies to build new coal plants that emit up to 1,900 pounds of CO2 per MWh, which is more in-line with emissions from modern coal plants without carbon capture.
Although the Obama-era regulations didn’t prohibit the construction of new coal plants, opponents of the rules said the carbon-emissions caps were an effective prohibition, because carbon-capture projects are few and far between and are quite expensive to implement.

Plants, like all living things, need nitrogen to build amino acids and other essential biomolecules. Although nitrogen is the most abundant element in air, the molecular form of nitrogen found there is largely unreactive. To become useful to plants, that nitrogen must first be “fixed,” or busted out of its molecular form and linked with hydrogen to make ammonia. The plants can then get at it by catalyzing reactions with ammonia.
But plants can’t fix nitrogen. Bacteria can.
Some legumes and a few other plants have a symbiotic relationship with certain bacterial species. The plants build specialized structures on their roots called nodules to house and feed the bacteria, which in turn fix nitrogen for the plants and assure them a steady supply of ammonia. Only 10 families of plants have the ability to do this, and even within these families, most genera opt out. Ever since the symbiosis was discovered in 1888, plant geneticists have wondered: why? If you could ensure a steady supply of nitrogen for use, why wouldn’t you?

Carmakers have big plans for their next generation of factories: smarter designs, artificial intelligence and collaborative robots building a wide range of vehicles on the same line.
The plants will also feature a component they say is the secret ingredient to flexible manufacturing: humans.
SAIC-GM’s factory in Shanghai, which opened in 2016, is one of the world’s most advanced auto plants, assembling Buick minivans and Cadillac sedans and SUVs, including the CT-6 plug-in hybrid for U.S. consumers.
GM’s Shanghai plant is expected to eventually produce new electric vehicles, primarily for the Chinese market, executives have said.
The plant, which GM operates with Chinese partner SAIC Motor Corp, feels almost like a scene from a “Star Wars” film, with battalions of machines quietly working in self-directed harmony.
Collaborative robots, or “cobots,” painted green to denote they can safely operate around humans, and unrestrained by the steel cages that surround their larger industrial cousins, are being programmed to work alongside humans on the line. One unusual operation advanced models now handle is installing gears in transmissions.
“They can actually feel; they can pick up a gear set (and) mesh the gear into a transmission,” Paul Buetow, GM’s China manufacturing chief, said on a recent tour of the plant. The robots reduce strain on humans and improve quality and consistency.
Globally, automakers are embracing Industry 4.0 — a term coined by German manufacturers for the digitalization and automation of assembly processes — and the consensus is that fewer people will be required in future factories. But humans will still be needed.
“This is not about cutting head count,” said an insider familiar with industry efforts to upgrade and streamline auto plants in the United States, China and Europe.
The focus instead is on improving flexibility and efficiency between machines and humans as automakers figure out how to build multiple models — powered by gas engines, electric motors, or both — in the same factory.
“It’s not just blood and sweat that goes into manufacturing on an assembly line,” said United Auto Workers president Dennis Williams. “It’s critical thinking that automation can’t replicate.”
A new generation of cobots is working alongside humans at General Motors plants from Shanghai to Orion Township, Michigan.
The Orion plant, north of Detroit, is one of the industry’s most flexible. It builds three models on one line: The gas-engine Chevrolet Sonic, the battery-powered Chevrolet Bolt EV and the self-driving Cruise AV.
More than 800 robots work there, including a half-dozen cobots.
The machines handle the “dirty, dull, difficult and dangerous” tasks while people do the work requiring dexterity and intelligence, says Marty Linn, GM’s principal engineer for robotics.
In one section of the plant, cobots glue protective pads onto headliners, a tough job for humans because the glue is heated to scalding temperatures before it is applied.
At another station, a cobot takes new spare tires off a conveyor belt and stacks them on a cart. This, GM’s Linn said, was a job workers universally hated because it was repetitive and back-breaking.
At the end of the line, cobots ensure headlamps are properly aligned. They will also be used to test sensors on automated vehicles, Linn said.
Markus Schaefer, head of production and supply chain at Daimler AG’s Mercedes-Benz Cars, said the German automaker is “paring back automation” in final assembly to boost flexibility.
“We need this because we are making a greater variety of derivatives and, as a premium automaker, we make highly individualized vehicles,” he said.
Schaefer said Mercedes will eventually have plants that can build vehicles with different powertrains and with both front- and rear-wheel drive.
The automaker is converting its showcase Sindelfingen plant to build the GLA, a compact front-wheel-drive utility vehicle, as well as its rear-wheel-drive S-Class luxury sedan.
How collaborative robots and other digital tools are used will determine the size and layout of future factories — and how many humans work there.
Ford Motor Co executive Joe Hinrichs created a stir last October when detailing the automaker’s vision of a future factory for electric vehicles, which have fewer parts than those with combustion engines and thus would require far less floor space, fewer workers and lower investment.
But like other major global carmakers, Ford appears reluctant to invest in dedicated electric-vehicle plants until there is sufficient — and consistent — demand to justify the expense.
Ford has years of experience building different types of vehicles on one line, including versions of the Focus compact with gasoline engines and electric motors.
Ford has installed a few collaborative robots at its recently renovated Louisville, Kentucky, truck plant. The company is also using digital tools such as including augmented reality to map new assembly lines, and predictive analytics to schedule repairs and maintenance before machines break down.
The company has no immediate plans for a separate, highly automated plant for its next-generation electric vehicles, some of which are expected to share factory space with traditional combustion-engine models, according to sources familiar with Ford’s strategy.
An April report by Barclays’ global auto investment team predicted “robots won’t kill all automotive jobs,” at least not in the near term.
Auto companies are working on “perfecting the combination of human and robot,” according to the report, because “the human touch is still necessary.”
Even Tesla chief executive Elon Musk, who long praised robots’ virtues and promised to turn his California electric car factory into a highly automated “alien dreadnought,” has had something of an epiphany.
Bedeviled by technical glitches, Musk recently tweeted: “Excessive automation at Tesla was a mistake … Humans are underrated.”

At a hearing on Capitol Hill on Thursday, Energy Secretary Rick Perry expressed his willingness to help coal and nuclear plants out with an emergency order similar to one requested by energy firm FirstEnergy earlier this month.
Two weeks ago, FirstEnergy asked the Department of Energy (DOE) to invoke Section 202(c), which allows the department to order certain US power plants to keep running during wartime or during a natural disaster. The energy firm then filed for bankruptcy a few days later.
There has been skepticism within the DOE that Section 202(c) should be used for any purpose other than a disaster. But at Thursday’s hearing, Perry seemed to play up the dire state of the American grid throughout his comments in front of the US House of Representatives Subcommittee on Energy, where he took questions from representatives about the Trump administration’s budget request for 2019.

Russia’s state nuclear corporation Rosatom expects to sign foreign contracts worth $ 26 billion this year for the construction and maintenance of nuclear power plants, official data shows.
According to its results for 2017, Rosatom’s portfolio of foreign orders for the next decade totals $ 133.6 billion. The company traditionally calculates its portfolio of orders for a period of 10 years. Head of Rosatom Alexei Likhachev told reporters that the firm hopes to exceed the $ 130-billion mark.
The Russian company has recently inked agreements on nuclear cooperation with India, Iran, Egypt, China, and a number of other countries. It is bidding to construct 16 nuclear power plants in Saudi Arabia.
The corporation will also help Japan to clean up after the accident at the Fukushima nuclear power plant. The assistance was offered by Russian President Vladimir Putin in 2017.
Officials say the decommissioning of the wrecked Fukushima reactors will take several decades, and – according to some estimates – the cost could reach $ 200 billion.

Carbon fiber is glamorous. It helps shed precious pounds from performance-focused cars like those from McLaren (its carbon Monocell is pictured above) as well as upmarket eco-warriors like the BMW i3, and it is increasingly applied as merit-badge splashes of decor on sporty trims of myriad other vehicles. But it also has a dark side in that it’s by no means an eco-conscious material to produce.
–
Carbon fiber’s large ecological footprint centers around the way in which acrylonitrile, the base material for commercial carbon fiber, is currently made: from petroleum, using a process that uses quite a bit of energy, requires an expensive catalyst, and yields hydrogen cyanide, a toxic byproduct. This also helps explain carbon fiber’s high price, as just the acrylonitrile itself—two pounds of which are required for each pound of finished product—accounts for more than half of the production cost of carbon fiber.
–
Fortunately, this issue is at the center of biomass research that aims to make significant cuts to costs and eventually to wean carbon-fiber production off oil entirely. Researchers at the National Renewable Energy Laboratory (NREL) last month announced that they have created a new catalytic process that is both compatible with renewable feedstocks and has a far better yield than the existing process—98 percent versus 80 to 83 percent. The research team estimates that, using cellulosic biomass (from wood, grasses, or even paper pulp) or starch-based sugars, it could lower the cost of making the base material to below $ 1 per pound.

Growing (Not Pumping) the Materials

That cost target has been among the goals of the Renewable Carbon Fiber Consortium, a research effort with a budget of about $ 8 million funded mostly by the U.S. Department of Energy (DOE), along with other financial partners that include Ford. Transitioning to variable feedstocks should also make the price itself more stable, as the way it’s produced today leaves it open to fluctuations in typically volatile oil prices. Meanwhile, the demand for carbon fiber is projected to increase by up to 18 percent annually.
–
The DOE project, which is scheduled to last at least until the end of 2018, is focusing its research on uses for automotive lightweighting. But aircraft could benefit eventually, too.

Carbon fiber lasts a long time, yet it’s very difficult to recycle. In part, that is because reprocessing it often involves breaking the carbon-fiber material away from the polymer it has been bonded to—usually a carbon-fiber composite (CFP) or carbon-fiber-reinforced plastic (CFRP)—shredding the fiber, and then trying to realign the recycled fiber into a new material, which inevitably has less strength. One of the few exceptions would be the forged carbon-fiber composites that Lamborghini has developed and is beginning to use in its latest cars.

Researchers have tried other plant-derived feedstocks in the past, including lignin, pitch, and rayon, but the results haven’t been favorable. The next phase of the DOE research is to scale the process up to 110 pounds of production material and test a carbon-fiber component made with it. If these researchers have cracked the code for making carbon fiber to the same strength as the current stuff, the material could become even more widespread—and save a lot of oil to boot.
