Taking part in the Olympics is undoubtedly exciting, but one group of Canadians went a little too far. A Canadian athlete, his coach, and wife were arrested after getting drunk and stealing a car.

After days of competition and gruelling training sessions, David Duncan was caught in a stolen car near the athletes’ village, along with his wife Maja and manager Willy Raine, early Saturday morning, CTV reports. Not only had they stolen the car, Raine, who was reportedly behind the wheel when stopped by police, was over the limit.

It’s understood the trio came across an unlocked Hummer outside a bar at PyeongChang and decided it would make for an easy ride home. “The weather was cold, and the car was running so we took it,” Duncan reportedly said, according to Yonhap.

The group were met with a frosty reception when stopped by police less than hour later, with all three found inside intoxicated, South Korean police said. Raine reportedly had a blood alcohol level of 0.16, while the legal limit in South Korea is 0.05. The three have been restricted from leaving the country, CBC reported.

“We are deeply sorry,” David and Maja said in a statement Saturday. “We engaged in behaviour that demonstrated poor judgement and was not up to the standards expected of us.”

Raine also apologized for his “inexcusable actions,” saying that “words are not enough to express how sorry I am. I would also like to apologize to the owner of the vehicle that was involved.”

The Canadian Olympic Committee CEO Chris Overholt confirmed an “incident occurred,” and that they “take this matter very, very seriously.” He added: “We have information that individuals attached to our team were involved in the investigation and they’re cooperating.”

Duncan finished eighth in the ski cross competition on Wednesday, while his teammate Brady Leman won gold.

Following the latest round of inter-Korean talks, North Koreans announced they would compete in the figure skating, alpine skiing, cross-country skiing and women’s ice hockey events. In addition, both sides agreed to host celebrations at the Onjonggak complex on the northern side of the border at Mount Kumgang on the eve of the Olympics. South Korea also said it would consider sending its skiers to Masikryong Ski Resort so both sides can train together before the opening ceremony at PyeongChang, South Korea.

The decision to send athletes to train to the Masikryong Ski Resort, which lies in the North Korean half of Gangwon Province, was met with skepticism by the South Korean opposition. Some argued that the move would violate the “bulk cash” clause of international sanctions, which forbids South Koreans from paying for anything in the North. Other critics said that the move would just boost Pyongyang’s image. Government officials fought back, stressing that Seoul views it as a significant milestone on the way to the “Peace Olympics.”

“The idea is part of Seoul’s vision to make the upcoming event the ‘Peace Olympics,’” an official at Seoul’s Unification Ministry was quoted as saying by Yonhap news. “It was proposed as a way to help improve inter-Korean ties and ease tensions on the Korean Peninsula, and it was realized.” 

“Our government’s position is firm and clear that it will work in a way that North Korea’s participation in the PyeongChang Olympics does not cause any international controversies over violating sanctions on North Korea,” Foreign Ministry spokesman Noh Kyu-duk said at a press briefing.

The South Korean delegation is scheduled to arrive on a two-day tour to inspect Masikryong Ski Resort next Tuesday before their Olympic skiers are sent to practice there. Critics say that such a visit would only promote Masikryong Ski Resort, seen as one of Kim Jong-un’s signature achievements. Built in the country’s south-east in 2013, Kim envisioned the modern skiing facility as a top tourist destination.

Holding the joint celebrations and training was South Korean President Moon Jae-in’s idea, as part of his five-point vision which he announced back in April 2017, Hankyoreh daily reports.

“If we can make PyeongChang into the Peace Olympics, it could create an opportunity for improving inter-Korea relations,” then-presidential candidate Moon said.

“Using North Korea’s Mt. Kumgang Hotel and the Masikryong Ski Resort as lodgings or training facilities and simultaneously holding a celebration at Mt. Kumgang on the eve of the Olympics would probably attract global interest,” he had noted before that.

Moon’s hope is that the inter-Korean talks will pave the way for broader dialogue between the United States and the North which could eventually lead to the resolution of the North Korean nuclear standoff. China and Russia, two major regional players, seem to share the opinion.

“I must stress that the current reprieve on the Korean Peninsula does not come by easily and deserves all the more to be cherished,” Chinese Foreign Ministry spokesman Lu Kang pointed out on Thursday. “We need to make earnest efforts to promote peace and steer the situation on the Korean Peninsula towards the right direction so that the situation could be turned around for good. We don’t need any senseless trouble-making or holding each other back because that will cost us the chance to realize peace.”

The third session of inter-Korean talks in a week strengthened ties between the two Koreas. And while the thaw in relations was welcomed by Seoul, the recent rapprochement was greeted with skepticism by 20 foreign ministers of the so-called “Vancouver Group,” on Tuesday. US President Donald Trump was among the first to express doubt that the inter-Korean talks will lead to “anything meaningful,” and warned, in his habitual belligerent manner, that it is “very possible” that the standoff with North Korea won’t be resolved peacefully.

Russia and China have repeatedly warned against any military action on the Korean peninsula, instead proposing a ‘double freeze’ to defuse tensions in the region, whereas Pyongyang would cease any missile launches and nuclear tests and Washington and Seoul would stop their large-scale military exercises. So far the US has refused to give the Sino-Russian approach a try.

North Korean athletes will attend next month’s Winter Olympics in Pyeongchang, South Korea, officials said on Tuesday, a small breakthrough after months of rising tensions between the two countries over Pyongyang’s nuclear program.

The decision, which emerged during rare talks between the two countries and was expected beforehand, is a tentative signal of lowering tensions after months of nuclear and ballistic missile tests that have provoked sanctions and condemnation from the international community. North Korean cheerleaders, as well as government officials and others, will travel to the south along with the Olympic athletes.

But there was no indication that the two sides discussed Pyongyang’s nuclear weapons program. While South Korea brought up the issue of North Korea dismantling the program, Pyongyang did not acknowledge it, South Korean officials said.

South Korea suggested talks between the two countries’ militaries as well as a return to reuniting families separated by the Korean War, South Korea’s Vice–Unification Minister Chun Hae-sung told reporters.

It’s not clear whether the two countries will make many other significant agreements during negotiations this week. North Korea has goals of its own, like convincing South Korea to stop conducting joint military exercises with the US, which it sees as a threat to its homeland.

South Korean President Moon Jae-in favors engagement with North Korea, but that stands in contrast to the approach voiced by the Trump administration, which has so far prioritized sanctions and sent mixed messages on whether it is considering a military strike. Administration officials have said in recent weeks that President Trump is considering a “bloody nose” attack on North Korea, according to media reports.

The meetings this week are an opportunity for South Korean negotiators to figure out whether Pyongyang might be open to talks with the US.
