The news, which has sent shockwaves across Twitter, is now being leveraged by Democrats and anti-gun advocates against Florida Agriculture Commissioner Adam Putnam, who is running for Governor. In Florida, the Department of Agriculture is responsible for carrying out background checks for gun licenses.

The revelation stems from a report compiled by the Office of Inspector General in July 2017, which found that, from February 2016 to March 2017, a Division of Licensing employee in charge never used the National Instant Criminal Background Check System (NICS) that ensures deadly firearms do not end up in the wrong hands

The system shows whether an applicant has a criminal record or is otherwise disqualified from buying a gun. A total of over 230 million checks have been made using the system so far, resulting in 1.3 million denials.

While the investigation dates back to last year, the report was only made public on Friday through a records request by The Tampa Bay Times.

The report states that DOL manager Lisa Wilde, who was supposed to use NICS, was having trouble logging in to her account at the database. While she initially contacted the Florida Department of Law Enforcement (FDLE) in an attempt to resolve the issue, this effort was short-lived, as she never made a follow-up call after a brief email exchange.

Wilde, who was found to be “negligent” by the investigators, admitted her fault, telling The Times that she was pressured into processing applications as fast as possible and “dropped the ball” on her other duties. She then claimed that when she was entrusted with the database in 2013, she was only a mailroom employee. “I didn’t understand why I was put in charge of it,” she added. The investigation found that last time she accessed the database was February 26, 2016. However, no one seemed to be bothered with the drop in denials for over a year, until the Bureau of License Issuance (BLI) chief sounded the alarm over the lack of any recent requests in late March 2017.

While there are no statistics as to exactly how many applications went unchecked during that time, it may be well over 260,000, as within the fiscal year from July 2016 to June 2017, a total of 268,000 applications were approved, while 6,470 were denied.

Putnam, who has portrayed a massive increase in concealed weapon license holders as his major achievement, has come under fire following the revelation, with anti-gun violence activists and Democrats calling on him to drop out of the race over a “gross dereliction of duty.”

Many pointed out that Putnam tweeted he was a “proud NRA sellout” a month after the investigation was concluded and submitted to his office.

“Shockingly irresponsible – for over a year, #FL failed to run proper background checks for concealed carry permits. This is unacceptable & could have put many Floridians in life-threatening danger,” a Twitter user wrote.

Announcing his gubernatorial bid in January, Putnam said that he made Florida “No 1 for law abiding citizens exercising their Second Amendment rights.”

“There are now 1.8 million active conceal weapon license holders in Florida, No. 1 in the nation, up from 800,000 before I came in (to the Agriculture Department),” he boasted.

Responding to the criticism, Putnam’s office said that the agency promptly took measures to rectify the error, “immediately” reviewing 365 applications, and 291 permits were annulled as a result.

Some pointed out that the negligence of one employee in Florida might have endangered lives in other states, as a concealed carry permit issued in Florida is also valid in 36 other states.

The Department, meanwhile, said that it “immediately” fired the employee after becoming aware of her non-compliance with the procedure, and it “thoroughly reviewed every application potentially impacted.”

It said that the FBI database was mainly used to check for “non-criminal disqualifying offenses,” and that the criminal background checks, while available through the FBI system, were conducted via other databases that continued to be available to the employees.

The number of concealed carry permit applications surged in the wake of the Pulse nightclub shooting, which left 49 people dead and 53 injured after gunman Omar Mateen opened fire on revelers on June 12, 2016. While 54,045 new applications were filed in June and July a year before the massacre, that number rose by nearly 24,000 for the same two months in 2016.

The city of Charlottesville has denied permits for white nationalist and left-wing groups seeking to commemorate the Unite the Right rally in which white nationalists faced off with counter-protesters before a fatal vehicle attack.

In an email obtained by the Daily Progress, city spokeswoman Miriam Dickler said the authorities are refusing five different applications for events in and around Emancipation Park, where counter-protesters confronted white nationalists on August 12.

The letter, signed by City Manager Maurice Jones, says the applications for permits on the weekend of August 11 and 12, 2018, are being denied on the grounds of protecting public safety. “The proposed demonstration or special event presents a danger to public safety and it cannot be accommodated within a reasonable allocation of city funds and/or police resources,” the notices read.

White nationalist Jason Kessler, who submitted the first of the five applications on November 27, said he plans to sue the city “early next year” and proceed with the rally even if he fails to obtain permits.

“Communist government of Charlottesville denies permits for multiple right-wing rallies including the Unite the Right Anniversary Rally. BUT WE WON’T BE STOPPED,” Kessler wrote on Twitter.

Charlottesville authorities also denied permits to demonstrate in Emancipation Park to Walter Heinecke, a professor at the University of Virginia, and Bob Fenwick, a member of the Charlottesville City Council – both of whom oppose Kessler’s white nationalist agenda. Heinecke and Brian Lambert, an ally of Kessler, submitted applications for rallies in nearby Justice and McGuffey parks. Those were denied too.

Last August, white nationalists flocked to Charlottesville under the banner of “Unite the Right” to protest the city’s planned removal of a statue of Confederate General Robert E. Lee from Emancipation Park. Hundreds of counter-protesters came to challenge them. At the August 12 rally, police largely looked on as physical altercations took place in the park and adjacent streets. Police then declared an unlawful assembly and forced the two sides back together, resulting in more violence.

As the crowds dispersed, counter-protesters celebrated in the streets. White nationalist James Fields then drove his vehicle into a crowd of people, killing 32-year-old Heather Heyer and injuring 19 others.

The night before, white nationalists conducted a torch-lit marched through the University of Virginia campus and chanted “Jew will not replace us” and the Nazi slogan “Blood and soil.”

A third-party review released earlier this month found that police and government officials failed to ensure public safety and protect free speech. “The city was unable to protect the right of free expression and facilitate the permit holder’s offensive speech,” said the report.

The Department of Interior plans on cutting wait times for oil and natural gas drilling permits on public lands to just 30 days, according to a senior agency official.

“We do want to shrink it down to 30 days and to make all the processes as short as possible, but at the same time, making sure our environmental stewardship is not breached, all of which is completely doable,” Vincent DeVito, energy policy adviser to Interior Sec. Ryan Zinke, told Politico on Monday.

“We intend to be a better business partner,” DeVito said, “by harmonizing the environmental review process across the board, the one-stop-shopping type of model.”

Republicans and drilling proponents have for years criticized the Obama administration for stymieing energy production on federal lands at a time when output boomed on state and private lands.

If what DeVito says were to happen processing times for oil and gas drilling permits on federal lands would be cut by more than 71 percent.

On average it took the federal government 220 days to approve drilling permits in 2015, but 116 of those days came from time spent by oil companies addressing “deficiencies” in their permit application — though the Trump administration could streamline this process as well.

The Interior Department itself took 104 days on average to process drilling permits in 2015, according to government data. Cutting the wait for permits would put the federal government on par with states, like North Dakota and Texas, which have experienced an energy boom.

President Donald Trump has made “energy dominance” a key part of his economic platform. Much of the “energy dominance” focus has been directed at the Interior Department where officials have already begun rolling back Obama administration restrictions on drilling.

“We have so much more than we ever thought possible,” Trump told energy CEOs in late June “Under the previous administration, so much of our land was off limits to development.”

Trump signed an executive order in April to boost offshore energy production. Zinke followed up on that executive order by beginning the process of replacing the Obama administration’s five-year offshore drilling plan with one that opens up more areas to exploration.

The Trump administration has leased 990,157 acres of offshore areas, generating nearly $ 278 million in high bids revenues, mostly raised from leases in the Gulf of Mexico.
