The new Warwick paper suggests the safest way out of the UK’s coronavirus lockdown is social distancing combined with a “rolling age-release strategy”.

This would allow younger and less vulnerable people out earlier.

It also recommends fines for over-50s if they cannot prove their age when out and about.

The strategy is based on widely-reported data showing older age groups are at much greater risk of death if they contract the virus.

Fatalities among 50-year-olds are 20 times greater than those among 20-year-olds.

That’s what happened to a pensioner who ended up chugging both bottles, getting so drunk that he couldn’t fly.

The 67-year-old German citizen intended to give the two bottles of fine wine to the people who would be hosting him in Thailand. However, instead of wrapping them up safely and putting them in his checked luggage, he stored the bottles in his carry-on bag.

Of course, that was a problem since liquids over 100ml are banned in airplane cabins. Security officials at Frankfurt airport informed him he would have to get rid of the wine.

Realizing that he couldn’t possibly let fine wine go to waste, the pensioner did the only thing any self-respecting vino lover would do – he chugged both bottles before heading back towards security.
The man, obviously inebriated, somehow managed to make it to his gate and board the aircraft. However, things went downhill from there.

Once he was in the cabin, he pushed an emergency button which opened a locked door. Airport officials had to prevent him from walking onto the tarmac – doing so is considered unauthorized entry and constitutes an offense. They then called the Federal Police, and officers arrived to find that the pensioner appeared uncooperative.

The man was kept in the airport to sober up. When that finally happened, about three hours later, officials who accompanied him to the airport’s exit informed him that getting home to his town in Baden-Württemberg would cost €150 (US$ 185).
However, he seemed resigned to having to go home with much lighter pockets. “I have already mucked up so much money today that taxi fares no longer play a role,” he told officials, according to the Federal Police. That does appear to be the case, as authorities say the man now faces a fine of up to €10,000 ($ 12,329) for his shenanigans.

Dr Peter Carter, past president of the Royal College of Nursing, said unless urgent action is taken the dramatically falling numbers of district nurses, signal the death knell for the service.

He added that their vital services are not only essential but “cost effective” for keeping patients out of hospital and cutting a growing number of bed blockers.

Since 2010 the numbers of district nurses have dropped from 12,000 to just over 6,000, Government figures show.

Not enough new district nurses have gone into training to make up the shortfall so nurses who have retired or left the profession are not being replaced. 

Dr Carter added: “Many people cannot leave hospital after routine procedures or surgery because they cannot be looked after in their homes.

“This has a knock-on effect on the whole system meaning other patients cannot be admitted, ambulances are waiting to release patients and A&Es are backed up.”

He added: “Patients at home have very complex needs and without proper nursing care they are more likely to develop complications such as pressure sores, infections leading to hospitalisations. The current system is totally shambolic.”

The Royal College of Nursing said: “District and community nursing staff are vital to the work of the NHS. Many patients can only remain in their own homes because of the care and support they get from district nursing teams. 

“As the NHS heads into another winter, district nurses will be working hard to keep thousands of frail, older and vulnerable people out of hospital by treating complex conditions like leg ulcers and urine infections that could otherwise escalate and lead to them being taken to hospital.

“Ministers need to realise that unless they take immediate steps to invest in the community nursing service and make it an attractive career, the number of district nurses will continue to fall, and patients and their families may not be able to rely on the service in future.”

District nurses have a wider range of skills than they did decades ago, and many are now able take on some of the work of GPs and hospital teams.

The Department of Health said: “District nurses and their team of community nurses do a fantastic job and supporting them is our priority.

“We are also ensuring the NHS has the staff it needs for the future through our 25 per cent increase in nurse training places – the biggest in the history of the NHS.”

But after the death of his wife Jean he found himself rattling around alone in the property’s 10 rooms. 

So he decided to downsize – by carving it in half. 

The enterprising 82-year-old said: “I converted the house into two, two-bedroom flats and I live in one and have let out the other.

“I am still among friends and neighbours I have known for years, though it was a complex procedure. 

“I had to employ an architect, divide water, electricity and gas services, install new staircases, get planning permission and listed building consent and find and manage builders.” 

A garage entrance was split so Mr Hill, formerly his local council’s press officer, now has a wide street entrance leading to a 45ft long garage space and upstairs, over a further two storeys, a large kitchen, sitting room, office and two bedrooms. 

The other flat has a normal door next to his and has equally spacious accommodation, with two bedrooms, a large kitchen, living room and a rooftop patio overlooking the river. 

He leases the second flat to two tenants who love it so much they are considering buying their half. 

Mr Hill first fell in love with the riverside former feed mill in the historic old quarter of King’s Lynn, Norfolk, when he moved there from London in the Seventies. 

The quirky three-storey building with a warehouse and former stables, in a line of period houses close to the quay, was derelict. 

But Ken said: “I used to come from work and eat my sandwiches at lunchtime dreaming about what I would do with it.” 

He bought the property, which dates back to the 1500s, for a bargain £5,300 in 1975 and after four years of alterations was able to move in with Jean and their two children. Now he plans never to leave it. 

Mr Hill has always had a profitable eye for a bargain which has helped him fund work on the mill. 

He said “The property’s needed money down the years, but in 1961 I had bought an old car for £135 and some 50 years later I sold it for £41,000… it was a Lagonda.”

Not dodging but shuffling

THE global war on tax evasion rumbles on. What began as an American onslaught, with the Foreign Account Tax Compliance Act (FATCA) of 2010, has been joined by more than 100 countries through an initiative called the Common Reporting Standard (CRS). Under this, governments will exchange tax information on their financial firms’ clients on a regular, “automatic” basis, without having to be asked for it, starting this year. Holdouts such as Panama, the Bahamas and Lebanon have, one by one, been frogmarched into line.

But tax-dodgers and their advisers are enterprising sorts, eager to clamber through the smallest loophole—and gaps in the CRS there are. One involves becoming a pensioner in Hong Kong.

The territory, home to a big financial centre, has a type of pension known as an ORS (for Occupational Retirement Scheme). The beauty of ORS from a tax evader’s point of view is that anyone can get one and they are not…
