Will the two downplay their political affair in front of Europe’s judging eyes?

Nominally, there is nothing notable about Orban’s one-day visit: he was last in Moscow just two months ago for the World Cup final, and the agenda made public for the face-to-face with the Russian president is geopolitically juicy, but hardly novel.

The two countries are due to renegotiate a gas supply agreement that runs to the end of 2019 – a deal will almost certainly get done at some point, though not necessarily this week, and any uncertainty will likely be over the financial terms.

Secondly, after four years of Brussels-imposed bureaucratic delays, Russia is free to go ahead with the construction of two new reactors at Paks, the vast Warsaw Pact-era nuclear power plant that produces most of Hungary’s energy. Funded primarily with Russia’s own money – in the form of a €10 billion loan – the project brings obvious benefits to both sides, and discussions will focus on dates, rather than any existential questions. Preliminary site work on the first reactor began earlier this year despite continuing legal challenges, with the two reactors scheduled to become operational in the middle of the next decade.

The partnership that dare not speak its name?

For Putin, Hungary is probably Russia’s best chance to be heard in Europe. The Austrian government, whatever the fruits of ‘wedding invite diplomacy,’ is wary of being caricatured as the Kremlin’s Trojan Horse (indeed it is Vienna that is currently trying to block the Paks project, due to its own anti-nuclear stance). On the other hand, Orban has ruled Hungary since 2010, and has just scored another resounding win. The Hungarian prime minister has repeatedly advocated the dropping of sanctions against Moscow, introduced over Crimea four years ago.

For Moscow, currying influence with Orban has no downsides – other than having to signal its friendliness with financial incentives. While four-fifths of Hungary’s trade is with the EU, its trade volume with Russia rose by a quarter in 2017. Being a much bigger economy, Russia can afford the hit, and in most cases economic cooperation with Budapest would be a win-win for both countries anyway.

For Orban, the calculus is harder. While his “illiberal democracy” policy is part provocation against Brussels, the country remains one of the biggest beneficiaries of European funds in relative terms. It is a member of NATO, and stood alongside other EU nations during the Skripal expulsions.

While Fidesz’s majority in parliament remains rock-solid, Orban’s own narrative inside Hungary is of an anti-Communist activist who is defending a young democracy from a leftist European establishment. Much as it flatters Orban to become a player on the world stage, it is unclear if he actually wants to stand side-by-side with Vladimir Putin, a man with whom he insists he “has no personal relationship.”

On the other hand, Orban will be swayed by any tangible benefits offered to Russia. An internationally underrated aspect of his government’s success is its stellar economic performance – it has consistently outpaced the sluggish EU growth rates, with the economy predicted to expand by over 4 percent in 2018. Guaranteeing energy security for decades ahead through cooperation with Moscow is a tempting option for Orban.

But in the end, the results of the Putin talks will hinge not on numbers, but courage. For its part, Moscow is always going to be open to a quid-pro-quo with Budapest. But is Orban ready to withstand the heckles that will come his way from Brussels and elsewhere in Europe for working with Putin? And will foreign pressure push Orban and Putin closer together, or force them apart? Tuesday can begin answering these questions, though any signs of closeness between the two leaders may come through anodynely-worded statements, rather than love sonnets performed in public.

“[Orban and I] fought against the quotas in Brussels, and we have abolished this absurd system,” Babis said.

Orban, a harsh critic of migration and mandatory migrant quotas, has repeatedly cast doubt on the validity of migrants’ humanitarian plight.

Speaking of illegal migrants, Babis stated that Prague “won’t accept a single refugee,” even if they are Syrian orphans. “Why should we accept [Syrian orphans]? We have orphans in our own country… I went into politics mainly to take care of Czech citizens,” he added.

He also recalled talking to German Chancellor Angela Merkel in Berlin. “She asked me if we [Czech Republic] could take a few illegal migrants. I said we could not even take one,” he said, adding that his reply was “a symbolic attitude to the inability of the EU” to address the problem of migrants. Babis was apparently referring to his recent meeting with Merkel earlier in September.

In December 2017, the Czech Republic, along with Hungary and Poland, defended their “right” to reject EU-imposed refugee quotas amid pressure from the European Commission. Despite repeated EC warnings, the three countries continue to pursue a course of non-compliance, arguing that migrants pose a direct threat to public security.

Babis, who took the post back then, said that “the quotas divide Europe and they are not effective.”

The Czech PM has repeatedly criticized existing EU migration policies, and argued that European states must “unite” to come up with a viable solution to the crisis. Referring to the notorious standoffs between anti-migrant protesters and anti-fascists in the German city of Chemnitz, he said that Europe must fight for its culture and values in the face of the migration crisis.

“We don’t want to live in Africa or the Middle East here. We must fight for our values,” he said.

The European Parliamentary elections in May 2019 will decide the fate of the European “elite” and they’re “visibly nervous” about it, Orban told a crowd of ethnic Hungarians in the Romanian town of Baile Tusnad on Saturday.

It’s time for the current Western leadership of the EU to go, as it has failed to protect the bloc from immigration, he said.

“Their big goal is to transform Europe, to ship it into a post-Christian era and into an era when nations disappear – this process could be undermined in the European elections. And it is our elementary interest to stop this transformation,” the PM said.

The liberal values and multiculturalism promoted by Brussel will crumble in the face of what he called “Christian democracy.”

According to Orban, “Christian democracy is not liberal… It is illiberal, if you like.” This ideology rejects not only immigration and multiculturalism, but Communist values as well, he explained.

Next year’s vote will be “a big moment” that will see Europe “saying goodbye not simply to liberal democracy… but to the 1968 elite,” he said, referring to a wave of liberal protests in Europe and US that paved the way for the decline of conservative ideologies.

“There’s a general shift towards the right in the whole of Europe,” the PM told his audience, adding that, in order for a shift to “illiberal democracy” to happen, the European elections must be focused on “one common theme – immigration.”

The immigration issue has been the reason for ongoing strife between Orban and the EU, as Budapest leads a group of Eastern European nations resisting Brussel’s push to settle asylum seekers there using a quota system. Hungary famously erected a 110-mile long security fence on its border to prevent refugees from making it into the country at the peak of the European migrant crisis in 2015.

On Friday, the PM again slammed the European Commission, led by Jean Claude-Juncker, over its apparent impotence in solving the migrant issue, comparing it to a helpless frog that’s being cut up in a biology class. “We need a commission, after the European elections, which does not punish those countries that protect their borders like Hungary,” he said.

The Hungarian leader’s campaign against George Soros has also been making headlines; he blamed the US billionaire and open borders advocate of attempting to use immigration to undermine Europe and its Christian values. In June, Hungary passed the so-called ‘Stop Soros’ law, which criminalized assistance to illegal immigrants that had previously been provided by Soros-backed groups.

Despite accusations coming from the West of being authoritarian, his anti-immigrant stance has garnered Orban huge public support in his home country. He won his third term as Prime Minister in April, with his rightist Fidesz party holding a two-thirds majority in the parliament.

Orban believes the re-election triumph has given him a “strong mandate” to tackle the problems that concern Hungarians the most, he said on Tuesday.

“The Hungarian people have defined the most important issues: these are the questions of immigration and national sovereignty,” the prime minister said. “It is entirely clear…from the election result that Hungarians have decided that only they can decide with whom they want to live in Hungary, and the government will stick to this position.”

Orban’s Fidesz party won by a large majority – 134 of the 199 seats in parliament – gaining over 67 percent of the votes in Sunday’s parliamentary election. The Eurosceptic and anti-immigrant party has, therefore, secured its third consecutive term as the country’s ruling party.

Orban has announced an upcoming revamp of his government, which would come “in a large part with new people and a new structure.” He did not provide any details on the possible changes in Hungary’s cabinet.

Keeping the country’s sovereign powers out of the reach of European bureaucrats will remain a priority for the ruling party, despite the changes in the government, Orban said, sharing his vision of the future of the European Union.

“The election, in my view, also … decided that the Hungarian government must stand up for a Europe of nations and not for a ‘United States of Europe,’” the PM said.

Ahead of the elections, Orban’s Fidesz party introduced the so-called ‘Stop Soros Act.’ The party is expected to push the legislation through shortly after the parliament reconvenes following the elections. The bill is designed to tackle NGOs which “organize illegal immigration” and otherwise advocate for the rights of migrants. The proposed measures include imposing of a 25 percent tax on foreign donations to NGOs, as well as obliging them to be registered and to provide detailed data on their activities.

The legislation owes its name to the US-Hungarian billionaire and philanthropist George Soros, who is well-known for promoting the rights of migrants and asylum seekers through his network of NGOs. Orban has repeatedly accused Soros of conspiring to flood Europe with millions of migrants, predominantly from Muslim countries, in order to undermine European values and demographics and to push a globalist agenda.

Viktor Orban has claimed a decisive victory and is set for a third term as Hungarian prime minister, after preliminary results show his Fidesz party taking an overwhelming majority of at least 134 seats in the 199-seat parliament.

“We have won… Hungary has won a great victory,” Orban told a crowd of cheering supporters at a Sunday night rally, who responded by spontaneously singing the country’s national anthem.

According to preliminary results of Sunday’s parliamentary election, the incumbent Prime Minister’s Fidesz party secured over 48 percent of the vote. The far-right Jobbik party received roughly 20 percent in the early results, while the Socialists are looking to come in third, with roughly 12 percent.

With more than 90 percent of votes counted, the Fidesz party is expected to take 134 seats out of the parliament’s 199. The far-right Jobbik party will secure roughly 26 seats.

Following Orban’s victory speech, Jobbik’s leader, Gabor Vona, announced that he will resign following his party’s defeat. “Once again Fidesz has sadly won,” he told his supporters on Sunday night, according to the Guardian.

The prime minister’s campaign has been centered on anti-immigration policies. “High turnout has cast aside all doubts,” Orban noted on Sunday night, after election officials announced a 68 percent poll attendance of some 8.3 million eligible voters.

He also declared Eastern and Central Europe the last ‘migrant-free zone.’

“We should never underestimate the power of the dark side,” the prime minister said, referencing Star Wars as he referred to the plots of those behind the “migrant invasion,” adding that they “have no solid structure but extensive networks.”

The EU and some of its key member states have been “taken hostage” by a “speculative financial Empire” through an orchestrated “invasion of new immigrants,” Orban said in Budapest on Monday, adding that this mysterious “financial power” was behind the “latest great migration of peoples” that flooded Europe with “millions of migrants.”

“This plan was developed to make Europe a mixed [multicultural] continent,” the prime minister said at an event commemorating the anniversary of the 1956 anti-Soviet uprising in Hungary, adding that “only we managed to stand up against it,” apparently referring to the governments of Hungary, Poland, the Czech Republic and Slovakia, which have taken a staunch anti-migrant stance and refused to accept refugee quotas imposed by Brussels.

Orban then declared Central and Eastern Europe the continent’s last “migrant-free zone.” The Hungarian leader expressed the hope that, by acting together, Hungary, Poland, the Czech Republic and Slovakia could potentially stop mass immigration.

He went on to say that the ultimate goal of the massive inflow of migrants into Europe consisted of depriving it of its Christian and national identity. The prime minister then stressed that Europe should remain “safe, fair, civic, Christian and free” and should regain the splendor he said it had before embracing multiculturalism.

Orban’s remarks concerning the “financial power” behind the mass immigration apparently referred to the Hungarian-born US billionaire George Soros. The Hungarian prime minister has already accused Soros of seeking to create a “new, mixed, Muslimized Europe” in July. He also repeatedly blamed the tycoon of fueling the refugee crisis in Europe, adding that “Brussels has come under George Soros’s influence.”

Orban’s words were echoed by Hungarian MP Andras Aradszki, who claimed that “Soros and his comrades want to destroy the independence and values of nation states” by bringing migrants into Europe. He slammed the billionaire by calling him “Satan” earlier this month.

Orban’s latest remarks also come as Central and Eastern European countries witness a shift to the right. In Austria, two anti-migrant parties took the first two places in the parliamentary election, and are now expected to form the ruling coalition.

Just a week later, parliamentary elections in the Czech Republic ended up in a victory of an anti-establishment movement headed by a local billionaire dubbed “the Czech Donald Trump,” who is particularly known for his severe criticism of the EU’s immigration policies.

Hungary itself is engaged in a bitter row with the EU over the refugee relocation quotas, together with Poland and Slovakia. The issue dates back to the EU decision made in 2015 to rehouse some 160,000 refugees from Greece and Italy over a period of two years, only around 27,700 of whom have been settled so far.

Budapest also faces pressure over the fence that covers one-quarter of the length of its borders and was designed to stop the inflow of migrants and asylum seekers at the peak of the refugee crisis. Despite repeated criticism from many European countries, Hungary refuses to remove it and claims that it has helped to cut the inflow of migrants by 99.7 percent since 2015.

Hungarian Prime Minister Viktor Orban has hit out at George Soros and the European Union as the statesman’s war of words with the Hungarian-American billionaire continues to escalate.

During a state visit to Romania Orban accused Soros of using the EU in order to create a “new, mixed, Muslimized Europe,” according to AP.

The prime minister said that Soros is now more powerful in Brussels than in Washington or Tel Aviv and he argued that European institutions should fight to limit his influence, reported Hungarian newspaper Magyar Nemzet.

“The European Union, the European Commission must regain independence from the Soros Empire before the billionaire finishes his program for the destruction of the continent,” Orban said in a speech at the 28th Bálványos Summer University event in southern Romania.

The Hungarian stated that reforming Europe can only begin by stopping illegal migration into the EU and that Hungary’s border defenses will help with that effort.

During the speech Orban also pledged that Hungary will support Poland in a row with the EU over its controversial judicial reform plans.

“The inquisition offensive against Poland can never succeed because Hungary will use all legal options in the European Union to show solidarity with the Poles,” he said.

Orban and Soros have clashed in the past, most prominently over the Soros-backed Central European University. In June the financier labelled Hungary a “Mafia state” and said he is the target of an “unrelenting propaganda campaign.”

Orban described the comments as “a declaration of war.”

”The only network which operates in mafia ways, which is not transparent… in Hungary is the Soros network,” he said.

A poll in Sunday’s Magyar Nemzet revealed that 43 percent of Hungarians think Soros is a threat to Hungary. Nearly as many people, 35 percent, said this is not the case.

Hungarian Prime Minister Victor Orban has slammed the French president over what he terms inappropriate conduct after Emmanuel Macron criticized Eastern Europe for a ‘lack of solidarity’ and ‘cynicism’ in dealing with the refugee crisis.

Macron’s first public appearance at official EU level was “not very encouraging,” Orban told journalists on the sidelines of the EU leaders summit that started Thursday in Brussels.

The Hungarian prime minister went on to say that the French leader “thought that the best form of friendship [between the EU states] was to kick the Central European countries,” adding, “it is not the norm here.”

He also called Macron “a new boy” in European politics as reported by the Hungarian ATV broadcaster. Orban pointed out that the current EU leaders summit was the first for the recently elected French president.

The Hungarian leader’s angry reaction came after Macron chastised Eastern European countries for their “cynical approach” towards dealing with the refugee crisis and for allegedly betraying European principles and values. Macron’s comments were made in an interview with several major European media outlets, including Le Figaro, Sueddeutsche Zeitung and the Guardian.

During the interview, Macron also said that “certain Eastern European leaders” only use the EU as a source of money “without respecting its values” and “turning their backs on Europe” in times of need.

He did not mention Orban or any other Eastern European leader by name. But, his criticism was widely viewed as being directed against Poland, Hungary and the Czech Republic, all of which now face legal action by the EU who considers their hardline stance toward migrants as a lack of “necessary action” in the face of the refugee crisis.

“Europe isn’t a supermarket. Europe is a common destiny. It is weakened when it accepts its principles being rejected. The countries in Europe that don’t respect the rules should have to face the political consequences,” Macron underlined on Wednesday.

“I won’t compromise on European principles – on solidarity or democratic values. If Europe were to accept that, it would mean it’s weak and had already ceased to exist,” he added.

Orban said there will be no consensus on the issue of redistributing refugees and migrants among EU countries as “the Western [EU states] just want to get rid of unwisely accepted migrants” and to re-distribute them among those “countries that protected their borders and did not let them [migrants and refugees] in, such as Hungary.”

He went on to say that EU leaders should instead focus on the issues that can be agreed upon, such as adopting a new EU border protection strategy that would deal with the external aspect of the refugee crisis and help the bloc to prevent those “whom the EU do not want to see here” from reaching Europe.

The two-day EU leaders summit, which started in the Belgian capital of Brussels on Thursday, will focus on issues of common defense policy, security, migration as well as economic aspects.

Orban appeared before the European Parliament on Wednesday to address critics who claim the new law tightens restrictions on foreign-backed institutions and is aimed at closing the Central European University (CEU) in Budapest which is bankrolled by Soros.

“This accusation is unfounded,” Orban said, as cited by Blikk. “The situation is like when someone is accused of murder and convicted of the murder while the victim is still alive, and pointing to the defendant.”

Orban did, however, accuse the CEU of “cheating” because it issued diplomas accepted both in the US and Hungary, giving it an unfair advantage. And although registered in New York, it has no campus there.

Orban also took the time to criticize both Soros and the EU, calling the billionaire a “financial speculator” and saying that he strongly disagreed with his promotion of a more open immigration policy.

“Because of him, millions have lost their money so that he can profit,” Orban alleged, adding that while Hungary’s commitment to the EU was “not questionable”, it was unhappy with the status quo and wanted “reform”.

But Orban’s words did not seem to sway the EU delegates, as European Commission President Valdis Dombrovskis announced that the EU had sent a “letter of formal notice” to the Hungarian government.

The Commission believes the new law could impede European rights to academic freedom, education and the right to provide services. The Hungarian government has one month to respond before any more decisions are made.

CEU President Michael Ignatieff said he hopes the motion “will lead the Hungarian government toward rapid negotiations so that we can resolve this matter,” Associated Press reported.

The new bill, which was approved by the Hungarian parliament earlier this month, sparked widespread protests by students and CEU supporters in Budapest.

Orban has made no secret of his distaste for George Soros and his political activities, accusing him of undermining European borders and values by helping facilitate the flow of refugees and asylum seekers from the Middle East and elsewhere.

“His name is perhaps the strongest example of those who support anything that weakens nation states, they support everything that changes the traditional European lifestyle,” Orban said in a 2015 interview on public radio Kossuth, as cited by Bloomberg. “These activists who support immigrants inadvertently become part of this international human-smuggling network.”

Orban himself received a grant from one of Soros’ foundations to study politics at Oxford University’s Pembroke College in 1989, which he has since pledged to repay.

Putin visits PM Orban to talk business with Euroskeptic Hungary https://briefnews.eu/putin-visits-pm-orban-to-talk-business-with-euroskeptic-hungary/ https://briefnews.eu/putin-visits-pm-orban-to-talk-business-with-euroskeptic-hungary/#respond Thu, 02 Feb 2017 05:35:19 +0000 http://briefnews.eu/putin-visits-pm-orban-to-talk-business-with-euroskeptic-hungary/ Vladimir Putin is paying a return visit to Budapest, a year after Viktor Orban’s trip to Moscow set the tone for enhanced bilateral cooperation. The two leaders, similarly unpopular in Brussels, are set to discuss current and prospective mutually lucrative trade deals.

The visit comes during tense times between the EU and Russia, which is facing an ongoing sanction regime coupled with an unprecedented NATO troop buildup on its borders. The global geopolitical situation is, according to Hungarian Foreign Minister Peter Szijjarto, however, way more favorable than during Putin’s previous visit to the country in 2015.

Hungary losing billions from Russian counter-sanctions

Putin’s first official trip in 2017 is set to bolster bilateral agreements reached during Orban’s February 2016 visit to Moscow. The two leaders are expected to focus on joint economic and trade projects, according to Kremlin.

Putin and Orban will also likely discuss cooperation within the frameworks of the Nord Stream and Turkish stream gas pipeline projects, Russia’s presidential aide, Yuri Ushakov told reporters on Wednesday.

About 85 percent of Hungary’s gas flows in from Russia. In 2015, Putin and Orban signed a new gas agreement replacing a 20-year contract that had expired in December 2015. Hungary pays only for gas it actually consumes under the agreement, which proved to be very lucrative for low-demand consumers.

Another key issue, which is expected to be discussed during the visit is the expansion of the Paks nuclear power plant. Russia and Hungary signed an agreement on the construction of two additional reactors in January 2014. Eighty percent of the project’s cost will be funded by a €10bn credit line from Russia, and work will be performed by Russian nuclear scientists. Budapest is currently awaiting approval of the project by EU bureaucrats who have been blocking it.

The Hungarian PM has been classed as the ‘black sheep’ of European politics because of his views on key EU issues, which frequently contradicts the mainstream establishment view. Orban’s skepticism towards the so called ‘open-borders’ policy and anti-Russia agenda has drawn criticism from many bigwigs on both sides of the Atlantic.

The European Commission President, Jean-Claude Juncker, publicly greeted Orban as “the dictator” at the Eastern Partnership summit in 2015.

While US Republican Senator John McCain even went as far as to brand the Hungarian PM a “neo-fascist dictator” in a December 2014 Senate address.

Orban insists that he simply wants what’s good for his country, and that he “would not be a viceroy in Hungary commissioned by some foreign state.” His views on migration policy and desire to actually control his country’s borders proved to be quite visionary and realistic considering Europe’s migrant crisis.

While Budapest went along with the EU sanctions against Moscow over the Ukraine, it has been criticizing Brussels’ anti-Russia stance ever since. Ahead of Putin’s visit, the Hungarian Foreign Minister reiterated that position.

“Hungary’s position on the [anti-Russian] sanctions is that [they are] useless,” Szijjarto told Reuters.

In 2014, Orban said Europe “shot itself in the foot” as the sanctions policy “causes more harm to us than to Russia.” Szijjarto’s assessment appears to be spot on as his country’s economic losses amounts to billions of dollars.

“According to our estimates, the loss of profit for Hungary amounts to $ 6.5 billion over the last three years,” Szijjarto told Kommersant daily. “We are speaking about exports. Given that the annual volume of Hungarian exports is about $ 90 billion, the losses are biting.”
