The hundreds of millions needed to build a superyacht linked with Vladimir Putin were given by oligarchs to the Russian president as a Christmas gift in 2014, a Russian opposition website has claimed.
Dossier Center, which "tracks the criminal activity of various people associated with the Kremlin", said a group of Russian business figures led by Gennady Timchenko collected the €583 million needed to construct the 459ft Scheherazade. It was built in a German shipyard and launched in July 2019.
The Dossier Center is connected with Mikhail Khodorkovsky, a key Russian opposition figure and founder of the Open Russia movement.
The superyacht, thought to be worth $ 700 million, was seized by Italian authorities in May after their investigation found significant connections between it and the Russian government. It had been undergoing repairs since June 2020 in the Italian port of Marina di Carrara.
Timchenko and his family were sanctioned by the US government as part of sanctions imposed on Russia by the West following Putin's invasion of Ukraine.
The Dossier Center report does not fully identify the other oligarchs involved, but it said that one of the offshore companies, High Definition – which donated $ 60 million – can be linked to Ziyavudin Magomedov. He was arrested in Russia in 2018 and charged with racketeering in a corruption scandal and remains in jail.
Other major donors include Alera Assets, which the Center said gave $ 226 million, and Diams Overseas, which contributed $ 289 million. Insider has not been able to verify the figures cited by Dossier Center.
The Scheherazade is believed to have been used by Alina Kabaeva, said to be Putin's lover, according to a source who spoke to Dossier Centre. Kabaeva was only sanctioned by the US in August.
The vessel's existence was revealed in March after the British captain spoke to The Times newspaper. The crew members were mostly members of the Russian secret service.
The yacht's true ownership has been hard to determine, as Insider has reported. It is controlled by the former president of Rosneft, Eduard Khudainatov, according to Dossier Center.
The "Scheherazade" has six decks and can accommodate 18 guests along with a crew of 40. Its features include a helicopter landing pad, large swimming pool, cinema, and a system to crash drones, according to Superyacht Fan.

Striker Habib Habibou went from concerned teammate to winning goalscorer and back again as he helped Maccabi Petah Tikva to victory with a bizarre goal in the Israeli Premier League over the weekend.
With the game against Maccabi Netanya locked at 0-0 and entering the last 5 minutes, Habibou looked to be out of the action as he tended to a stricken teammate in the opposition penalty area.
But Maccabi Petah Tikva then surged forward as a winger fired the ball across goal, only for the opposition keeper to spill it invitingly into the path of Habibou – who had remained under the opposition defense’s radar in the six-yard box.
With the ball tantalizingly close, Habibou broke away from checking on his teammate to stab into the unattended net.
The goal stood as the forward was onside when the ball was played – but despite being mobbed by teammates Habibou earnestly returned to helping his fallen comrade, who gingerly got back to his feet as Maccabi Netanya players looked on in disbelief.
Habibou himself later retweeted a clip of the strike, commenting: “God never sleep help ur friend he will give u more.”
Some football journalists hailed it as “a case study on how to lose your marker.”
The goal from the Central African Republic striker proved to be the winner, as his team moved up to sixth in the league, level on points with their rivals on Saturday.
Habibou, 31, has had a peripatetic career which has taken him from the youth team ranks at Paris Saint-Germain to spells in France, Belgium, England, Turkey and Qatar, before heading to Israel this season.
He’s unlikely ever to find the back of the net in a more unorthodox fashion that he did on Saturday.

Their criticisms of Africa’s biggest oil-producing nation, which is set to hold elections in February, come as two clashes highlight Buhari’s vulnerability on economic policy, even as rising crude prices deliver a boost.
The administration has come under fire for a decision by the central bank and attorney general to impose $ 10 billion in penalties on South African mobile giant MTN. The president’s office has also lashed out at HSBC over a research note for clients suggesting that Buhari’s re-election would stunt economic growth.
His former allies are pouncing on discontent with the economy. The campaign slogan of Bukola Saraki, president of the Nigerian Senate, is “Let’s Grow Nigeria.” Aminu Tambuwal, governor of Sokoto state and a presidential hopeful, said, “The economy is not showing any real signs of improvement.” Sen. Rabiu Kwankwaso, another contender, said earlier this month that the Buhari administration had “destroyed” the economy.

Buhari was considered all but unbeatable as recently as a few months ago. But this week an important state election offered him a stark warning. His All Progressives Congress party found itself in a runoff to defend the governorship in Osun state, which it controls and which will be central to the president’s re-election prospects.
Lagos’ business elite hopes that a Buhari defeat would help revitalize Africa’s largest economy, which has stumbled out of a recession brought on by the oil crash, but made worse, critics argue, by the administration’s economic mismanagement.
The administration has defended its record, touting achievements that include a rise in foreign reserves; a current account surplus; significant power, road and rail infrastructure investment; and a drop in inflation. Its policies have helped Nigeria move up 24 positions on the World Bank’s Ease of Doing Business Index, from 169 in 2016 to 145 in 2017. Vice President Yemi Osinbajo is also widely admired in the business community.
Even critics concede Buhari was dealt a bad hand in a country where oil accounts for 56 percent of government revenue, entering office in 2015 as crude prices slumped.
“But if the opposition was to ask the average Nigerian, ‘Are you better off than you were four years ago?’ the answer would be no,” says political analyst Chris Ngwodo. “There have been huge job losses, and the country is barely inching out of recession.”
GDP growth slumped to an annualized 1.5 percent in the second quarter, causing economists to lower their forecasts for 2018 growth to 2.3 percent. The Nigerian stock exchange is among the worst performing in the world this year.
Buhari claimed his party’s presidential nomination in September. It is unclear yet whether the opposition can unite behind a candidate who can overcome voter apathy in the south and the president’s strength in the populous north. So far, multiple parties are holding separate primaries in October, each picking their nominee. But the president’s approval ratings are near record lows, touching 45 percent in the most recent survey by NOI Polls.
This month the president’s office let loose on HSBC, which in July released a research note that criticized the government’s convoluted exchange rate regime for causing a range of “inefficiencies” and said a second Buhari term “raises the risk of limited economic progress and further fiscal deterioration.”
The president’s office was not pleased. “What killed Nigeria’s economy in the past was the unbridled looting of state resources by leaders, the type which was actively supported by HSBC,” read an official statement, accusing the bank of facilitating money laundering by Nigerian politicians. An HSBC spokesperson said it had no comment on the matter. In a country known for corrupt politicians, Buhari is widely seen as clean, and has been praised for cracking down on public graft, even as some of his allies have been ensnared in scandal.
Adeyemi Dipeolu, economic special adviser to the president, wrote in an op-ed this week that the HSBC analysis lacks nuance. “While the economy has not yet reached desired growth levels, there are positive developments in macroeconomic conditions, the real sector, the business environment, social investments and infrastructure,” he wrote.
Former Vice President Atiku Abubakar, one of the first high-profile politicians to defect and challenge Buhari, said in a statement that the administration’s attack on HSBC was “comical and pathetic.” Abubakar told reporters last month that the Buhari administration’s battle with MTN, the country’s largest mobile carrier, was evidence of how the president had “actually driven out foreign investment by his policies.”
The MTN saga began on Aug. 29 when the central bank ordered the mobile company — which has over 50 million subscribers in Nigeria — to return $ 8.1 billion it allegedly illegally repatriated. In addition, the attorney general said the company owed $ 2 billion in back taxes. The news wiped one-third off the company’s market value. MTN denies all wrongdoing and has filed a lawsuit against the government.
The central bank has since struck a more conciliatory tone. “I am very optimistic we will resolve the matter and I believe that everybody will be happy. MTN will be happy, the banks will be happy. [The central bank] and government would be happy,” Godwin Emefiele, central bank governor, told reporters this week, following a statement last week stressing that Nigeria “will continue to welcome foreign investments and investors.”
But critics say the aggressive moves against some of Nigeria’s biggest foreign investors is emblematic of a Buhari mentality that, they argue, is stuck in the 1980s, when the president ruled Nigeria as head of a military government.
“It really speaks volumes [about] the mindset of the government,” says one Lagos-based executive.

YouTube is no stranger to pulling videos based on their content, but now it also has to worry about when a video is available. The Google-owned service has removed ads from Russian opposition leader Alexei Navalny following officials’ claims that the videos would violate a campaign silence law by remaining available ahead of regional governor elections on September 9th. In a statement, YouTube’s Russian branch said it responded to “all justified appeals from state bodies” and said advertisers had to honor local laws. Whether or not the law was an issue is another matter.
Navalny aide Leonid Volkov maintained that YouTube pulled the videos based on an illegal complaint letter from the country’s election commission, not a full-fledged order. The Russian government under Putin has regularly suppressed political dissent, and has frequently singled out Navalny as a target. His latest ads encouraged Russians to protest pension changes — eliminating them would make it harder for Putin’s opponents to rally.
The incident underscores the problems a tech giant like Google faces in serving censorship-heavy countries. It not only has to obey laws that would raise objections at home, it may have to honor arbitrary requests. At the same time, refusing to provide service doesn’t necessarily help freedom of expression in these regions. It’s not an easy decision, and there will be consequences whatever companies choose.

]]>The Ministerial Committee for Legislation, which determines the coalition government’s position on all pending bills, has green-lighted the legislation, which envisages penalties of up to five years in prison for anyone filming or publishing footage showing Israeli Defense Forces (IDF) with an aim to “harm [soldiers’] spirits.” It is to be debated in the parliament this week. However, Attorney General Avichai Mendelblit said he considers the bill to be “problematic” from a legal point of view, adding that he would not be able to defend it in court.
The legislation “presents serious legal problems,” Mendelblit said, in a letter he sent to the government committee, adding that it is unlikely to be upheld by the Supreme Court as it apparently contradicts Israel’s basic laws in its current form.
The legislation, which was proposed in April by right-wing politicians and backed by the Israeli Defense Minister Avigdor Lieberman, says the sentence could be doubled to as much as 10 years if a published footage “harms the state’s security.”“For many years Israel has witnessed a worrisome phenomenon in which IDF soldiers are being documented via video, stills photography and audio recordings by anti-Israeli and pro-Palestinian groups such as B’Tselem, the women of Machsom Watch, Breaking the Silence and various BDS groups,” explanatory notes to the legislation say, listing the groups that are apparently targeted by the bill.
Those behind the controversial legislation also accused the NGOs of spending “entire days” waiting for any action by the Israeli forces, which they could then “document in a biased way to slander the IDF.” “The time has come to end this practice of left-wing organizations and activists, backed by foreign entities, having a free hand to videotape IDF soldiers while they fulfill their duty,” Robert Ilatov, the head of the parliamentary right-wing faction that proposed the bill, told the Jerusalem Post.
Following the Attorney General’s concerns, the bill’s proponents eventually agreed to amend it. However, the bill must first be presented in the parliament in its current form and would then be amended only during the debate, Israeli media report.
According to the reports, the amended version of the bill is expected to ban “interfering” with IDF activities and preventing soldiers from fulfilling their duties but would not put a blanket ban on documenting the Israeli soldiers’ actions. It would also envisage a penalty of three years instead of five for a breach of this law.
The legislation has provoked angry reaction from various rights groups and activists who document the abuses committed by Israeli soldiers. The B’Tselem group particularly said that it will proceed with its work and “no stupid law could stop it.”
“If the government is embarrassed over the occupation, it should work to bring it to an end. In any case, visual footage of life under occupation will continue. This is a fact of life that no idiotic proposed bill will change,” the group said, according to the Israeli Haaretz newspaper.
The New Israel Fund, which funds B’Tselem, criticized the legislation as well. “In Israel, as elsewhere in the world, video footage of police and military activity has become an important tool for human rights groups and the media,” the fund’s CEO, Daniel Sokatch, told the Israeli media.
“It’s part of how citizens can blow the whistle on wrongdoing by authorities. We’ve seen that from Abu Ghraib to the case of Philando Castile. Tyrants restrict the rights of people to record what happens around them; democracies do not,” he added.
Videos showing Israeli soldiers gloating and cheering while shooting Palestinians have surfaced on social media on numerous occasions. One such clip shows an Israeli sniper shooting a motionless Palestinian to the sound of cheers, while another one portrayed a sniper openly using a Palestinian as “target practice.”
The bill, proposed amid world condemnation of Israeli violence at the Palestinian’s ‘Great March of Return’ protests –which saw 120 people killed– was earlier slammed by the Palestine Liberation Organization (PLO). If IDF troops have nothing to hide, “there is no harm in documenting their actions against Palestinians,” the PLO statement read.

Over a thousand people gathered in central Moscow on Sunday to join a protest organized by several opposition activist groups. Around 1,700 demonstrators took part in the rally on Sakharov Avenue, according to the Moscow police department. The event organizers called on various opposition movements to unite, urging authorities to solve some ecological and housing problems. They also demanded that the authorities release those they called “political prisoners.” The rally was peaceful with no breaches of public order, police said.

Authorities in Venezuela have said that it has begun releasing groups of opposition activists who had been jailed for alleged misconduct during anti-government protests. The former mayor of San Cristobal, Daniel Ceballos, who was imprisoned in 2014 for inciting violence, was among the freed activists present at a televised meeting arranged by the country’s Constituent Assembly. “The doors are open for those who choose the path of peace and reconciliation,” Nicolas Maduro, recently reelected president and currently in reconciliation talks with opposition leader Laidy Gomez, wrote on Twitter.
]]>Imagine this: Navalny, a highly-polarizing and outspoken opponent of the Russian government, beloved by the Western press despite his nationalist background, was sentenced to 50 years of hard labor in a Siberian borscht mine after being found guilty of high treason. (Actually, he received a 30-day prison sentence for something illegal in basically every developed nation – “blocking traffic without the correct permits” – but we’re sure the Siberian exile story must be floating around somewhere, even without restrictions on media reporting.)
Now, just really stop whatever you’re doing, put on some relaxing whale sounds music, and try to envision the blue checkmark scream-fest that would immediately break Twitter if, “in an effort to guarantee a fair trial and avoid prejudice,” a Russian court put a blanket media ban on reporting on the activist’s arrest and court proceedings.
Is it even possible to comprehend the number of hernias that would ripple through every Western news outlet and internet content farm if Russia had a law that inhibited Radio Free Europe’s ability to report on the latest abortion of Russian justice? Or even BBC and CNN?
This completely, utterly imagined out-of-this-world story still reminds us of something. The internet seems to be really unhappy over a UK court order prohibiting media outlets from reporting on the details surrounding the arrest and trial of Tommy [Redacted]. [Redacted] was [redacted] for breaching the public [redacted] outside [redacted] Crown Court on Friday.
“This is [redacted], I haven’t said a word…I’ve done [redacted],” [Redacted] said while being [redacted] by [redacted]. He would say that, wouldn’t he? Typical [Redacted].
According to the BBC, court-ordered media blackouts – like the one used to restrict reporting on Tommy Robinson’s current legal difficulties – are not entirely uncommon, and they are usually put in place to “prevent the publication of material which might prejudice a fair trial by influencing jurors to think that a defendant might be guilty.”
As for [redacted]: There may be perfectly innocent, even very reasonable reasons why the media can’t report that [redacted] was [redacted] while [redacted], and that he is now facing [redacted] for [redacted]. But we can’t help but wonder if Western media would display the same uncritical and dutiful obedience if such a decree were actually issued by… a Russian court.
