  • Mark Harris, the Republican candidate for the House seat in North Carolina’s 9th congressional district, revealed on Thursday night that his campaign owed over $ 34,000 to a political operative who’s been accused of election fraud. 
  • The operative, Leslie McCrae Dowless, was contracted by a consulting group that Harris’ campaign paid for “Bladen absentee, early voting poll workers; reimbursement door to door,” according to an F.E.C. filing. 
  • Dowless is a convicted felon who has faced jail time for fraud and perjury, but has denied any wrongdoing in his work on this election. 

Mark Harris, the Republican candidate for the House seat in North Carolina’s 9th congressional district, revealed on Thursday night that his campaign owed over $ 34,000 to a political operative who’s been accused of illegally collecting absentee ballots from voters and only sending in those in favor of Harris. 

The operative, Leslie McCrae Dowless, was contracted by Red Dome Group, a Charlotte-based consulting group that Harris’ campaign hired to help turnout voters in rural Bladen County.

  • Federal investigators are looking into bank transactions conducted by a GOP operative who launched an independent effort to find Hillary Clinton’s emails during the 2016 election.
  • At the time, Peter W. Smith made clear that he wanted to uncover messages sent through Clinton’s private email server and expose them during what was an already heated electoral contest between Clinton and then-candidate Donald Trump.
  • According to a BuzzFeed News report published Friday, investigators are focusing on a series of cash transactions Smith allegedly conducted at key points during the search effort.
  • Those transactions include a $ 9,500 withdrawal from an account linked to a shell company Smith set up as part of the email search. He allegedly deposited those funds into his personal bank account, withdrew about $ 5,000 of it, and “sent checks to an accountant and an LLC controlled by a private real estate company.”

“If you ask an intelligence officer, did the Russians break the rules or do something bizarre, the answer is no, not at all,” retired CIA veteran Steven Hall told NYT’s Scott Shane.

Hall, who left his job as CIA Chief of Russian Operations in 2015 after 30 years of service, noted that the US has never shunned attempting to meddle in other countries’ elections.

Saying that the CIA had “absolutely” engaged in such operations in the past, Hall added that he hopes “we keep doing it.”

Thirteen Russian nationals and three entities were indicted on Friday as part of the special FBI counsel Robert Mueller’s lingering probe into alleged Russian interference in the 2016 US presidential elections, and collusion between Moscow and US President Donald Trump’s campaign. As proof to support either of the two allegations is still scant, the Russians listed in the indictment were accused of waging “information warfare against the United States of America,” including by sowing discord on social media with “divisive” posts on Facebook and Twitter.

While the social media boom is a recent phenomenon, the US intelligence has a long record of weaponizing information, albeit in a more conventional form, Loch Johnson, a scholar at the University of Georgia, who has been investigating the CIA since the 1970s, told the Times.

“We’ve used posters, pamphlets, mailers, banners — you name it. We’ve planted false information in foreign newspapers. We’ve used what the British call ‘King George’s cavalry’: suitcases of cash,” Johnson said, recounting that in the late 1980s he was told by CIA operatives that they used to plant reports that fit the US agenda or bluntly fake news in foreign newspapers by the dozen. The number of such daily “insertions” ran in as many as 70 to 80 publications, he recounted.

But when the US does it, it’s for the greater good, the scholar and the CIA officers claim.

Likening the American operations to what Russia is accused of, “is like saying cops and bad guys are the same because they both have guns — the motivation matters,” Hall said. Because, just like the bloody wars the US is waging around the world, it is being done for the sake of democracy.

Contrary to the supposed Russian onslaught on the American democracy, which, according to Deputy Attorney General Rod Rosenstein, did not affect the outcome of the presidential elections, some US meddling did lead to actual changes of power across Latin America, Eastern Europe and the Middle East.

According to a survey by Researcher Dov Levin of Carnegie Mellon University’s Institute for Politics and Strategy, the US meddled in elections at least 81 times from 1946 to 2000, including in Yugoslavia in the 2000 against Slobodan Milosevic.

The number, however, does not include the military coups orchestrated by the US, or regime changes as a result of the US interventions, some of which had precious little to do with democracy, such as the rise of Chilean dictator Augusto Pinochet after the violent overthrow of President Salvador Allende in 1973. With the collapse of the Soviet Union and the end of the Cold War, the US did not give up on its interventionist policy. The most recent examples include the US-led NATO intervention in Libya that brought down strongman Muammar Gaddafi, but failed to deliver a semblance of democracy. The war-ravaged country is being torn between three different power centers seven years after the military incursion.

The US role in the coup in Ukraine, which paved way for bloodshed in the country’s east, has been widely reported. Last year, former US Vice President Joe Biden admitted in his memoir that he demanded former Ukrainian President Viktor Yanukovich resign in 2014, telling him that his “time was over.”

Biden also boasted that he played a part in the firing of a Ukrainian prosecutor during a meeting with Ukrainian President Petro Poroshenko and former Ukrainian Prime Minister Arseny Yatsenyuk in March 2016.

Paul Manafort’s longtime employee, Russian-Ukrainian political operative Konstantin Kilimnik, told Radio Free Europe/Radio Liberty that he and Manafort emailed each other “about Trump and everything” during the campaign.

Kilimnik’s comments came a day after The Washington Post reported that Manafort, Trump’s campaign chairman at the time, sent Kilimnik an email in July 2016 asking him to offer Russian billionaire Oleg Deripaska “private briefings” about the campaign.

“There were millions of emails,” Kilimnik told RFERL in a text message. “We worked for 11 years. And we discussed a lot of issues, from Putin to women.”

“Of course we discussed Trump and everything,” he said in another message. “A lot of things.”

Manafort had written a cryptic note to Kilimnik, who has been scrutinized by US federal investigators for suspected ties to Russian intelligence, shortly after being named a campaign strategist in April.

“How do we use to get whole?” Manafort wrote.

Jason Maloni, a representative for Manafort, told The Washington Post that Manafort had simply been trying to leverage his high-level role on the campaign to collect past debts.

Kilimnik seemed to echo that statement, telling RFERL that “our clients owe us money.”

“Is there any violation of the law or proof of my work for KGB or whoever in those discussions?” he asked, according to RFERL.

But it was Manafort who, according to Russian billionaire Deripaska, owed him money — not vice versa.

Legal complaints filed by Deripaska’s representatives in the Cayman Islands in 2014 said he gave Manafort $ 19 million in previous years to invest in a Ukrainian TV company called Black Sea Cable. The project fell through, and Manafort all but disappeared without paying Deripaska back, the filings claimed. 

Kilimnik insisted that “on the political side there is no case that can be made about my involvement in the US elections,” according to RFERL.

“They are tough investigators and probably will get Manafort for some financial crap,” Kilimnik said, in reference to the FBI. “With that many years of international clients no one can be 100% clean.”

Manafort’s lobbying work on behalf of Ukraine’s pro-Russia Party of Regions and his business dealings with Russian entities has been under scrutiny by the FBI since at least 2014. He finally registered as a foreign agent in April under pressure by the Justice Department, but the focus on him as only increased since special counsel Robert Mueller took over the Russia investigation in May.

Since then, the FBI has also conducted a raid on one of Manafort’s homes in July, in search of tax documents and foreign banking records. Mueller threatened to indict Manafort following the raid, according to The New York Times.

New York Attorney General Eric Schneiderman is reportedly helping Mueller investigate Manafort for possible financial crimes and money laundering. The IRS’s criminal-investigations unit has been brought onto the investigation to examine similar issues.
