Global benchmark Brent will remain at around last year’s lowest point in 2019 if OPEC members do not stick to the agreed output cuts, JP Morgan’s head of Asia Pacific oil and gas believes. The Organization of the Petroleum Exporting Countries (OPEC) and allied oil producers sealed a deal on production cuts in early December in an attempt to boost the market. The cartel and its partners agreed to curb crude output by 1.2 million barrels per day (bpd), briefly sending oil prices up, before they slumped to the lowest point in more than a year. “Well, J.P. Morgan said prior to the OPEC meeting early December, that if OPEC didn’t really cut by more than around 1.2 million barrels per day, and they did just for the first half, (not) for the full year, that we could gravitate toward… our low-oil-price scenario, which is $ 55 Brent for 2019,” JP Morgan’s Scott Darling told CNBC on Wednesday. Brent was trading down near one percent at $ 54.38 a barrel as of Wednesday morning. Meanwhile, another crude benchmark, West Texas Intermediate (WTI), lost 1.85 percent, trading at $ 45.68. Brent hit the lowest point since August 2017 on December 25, falling below $ 51 per barrel. It came amid worries about global oversupply that were partly triggered by a US energy agency forecast saying that oil production from seven major American shale basins is expected to surpass 8 million barrels per day by the end of the year. At the same time, the market was spooked by the Federal Reserve’s interest rate hike. In December, UAE Energy Minister Suhail al-Mazrouei, who also currently serves as the president of OPEC, said both OPEC and non-OPEC members are ready to extend output cuts for another six months if the recent measures to boost the price of oil fail to boost the crude price. “If we are required to extend for [another] six months, we will do it… I can assure you an extension will not be a problem,” the minister said, adding that even longer extensions can be considered. OPEC-Russia alliance to extend oil production cuts if necessary
AP/Karim Kadim
In efforts to tackle a global oil glut, OPEC and other supply-cutting nations have been coordinating output levels. After a months-long crude rally, the cartel is meeting this week to discuss increasing supply. Here’s what you need to know.
OPEC+ as a whole has largely followed the supply-cutting agreement, with current output about 1.5 million barrels per day below September 2016 levels. HSBC analysts estimate compliance as high as 170% in April, or 850,000 barrels a day below the baseline. See the rest of the story at Business Insider

Despite growing US shale supply, it looks like OPEC’s attempts to rebalance crude markets has succeeded.
As seen in the chart below from the Commonwealth Bank, stockpiles of oil inventories held by OECD nations is now back at the average level seen over the past five years.See the rest of the story at Business Insider

OIL bears beware. On February 20th Suhail al-Mazrouei, OPEC’s rotating president and energy minister of the United Arab Emirates, said the 14-member producers’ group is working on a plan for a formal alliance with ten other petrostates, including Russia, aimed at propping up oil prices for the foreseeable future. If it comes to anything, it could be OPEC’s most ambitious venture in decades.
The result will not be, he insists, a “supergroup”. The notion of Saudi Arabia and Russia joining forces as the Traveling Wilburys of the oil world may be a bit jarring. It remains an idea in “draft” form. But whatever its chances, it attempts to shift a belief widely held by participants in oil markets: that non-American oil producers are helpless against the shale revolution.
That belief has strengthened because of a renewed flood of American shale production in the latter part of 2017 after prices of West Texas Intermediate climbed above $ 50 a barrel. The International Energy Agency (IEA),…

“We will not let go of our current approach until we reach a balanced market,” Saudi oil minister Khalid al-Falih said Monday at a news conference in Riyadh.
OPEC ended months of speculation last week when it decided to extend its production cuts through the end of 2018, easing concerns that the limits would be lifted before the oil market was ready. But while it put some uncertainty to rest, the next question is what OPEC does when the oil market becomes “balanced”? What is the exit strategy?
There isn’t one at the moment, and we can assume OPEC doesn’t know what comes next. But we do know that the group has one key metric in mind: inventories. The target is to bring global oil inventories back down to the five-year average.
Oil inventories exploded between 2014 and 2017, hitting record levels that left the world awash in oil. That metric, arguably more than any other, exemplified the glut of supply that led to the crash of prices.
It has been a stubborn thing, getting those inventories back down to average levels. A wave of shale bankruptcies didn’t do it, the vanishing rig count didn’t do it either. That led OPEC and a handful of non-OPEC countries led by Russia to limit their production. But even that deal didn’t seem to be doing the trick at the start of 2017, as inventories remained stuck at elevated levels. The euphoria that followed the announcement of the initial deal gave way to a renewed sense of gloom, which pushed WTI back down into the low-$ 40s by mid-2017.
However, by the end of summer, the inventories finally started to move. And the declines accelerated in recent months, draining stocks at a rapid clip. Total crude and refined product inventories in OECD countries (the most visible and transparent metric used) has dropped to only 140 million barrels above the five-year average as of October, cutting the surplus from the start of 2017 by more than half.

The big question is when that surplus shrinks to zero. Saudi oil minister Khalid al-Falih warned that winter months tend to bring a dip in demand, which could meant the drawdowns slow for the rest of this year and in the first quarter of 2018. As such, the real progress won’t begin until probably the second quarter.
Aiding in OPEC’s effort is that the definition of “average” is constantly changing. With each passing day, the previous five years is increasingly made up of periods of time in which the oil market was in a glut. So, the “average” level for oil inventories today is a lot higher than it was three years ago. That means OPEC could achieve its objective with a lot more ease than if the target level was a fixed figure.
Demand is growing strongly, which will help soak up excess barrels as we head into next year. The supply picture is mixed, however. There is rising production in the U.S., Canada, Brazil and some other non-OPEC countries. On the other hand, OPEC countries will keep their output in check, and the inclusion of Nigeria and Libya under the cap will keep supply off the market. And Venezuela’s production will continue to fall.
Although estimates vary, the IEA sees the supply surplus returning—in the first quarter of 2018, the energy agency sees a glut of 0.6 mb/d. In other words, inventories could swell for a period of time, although OPEC is not as pessimistic. But both agree that by mid-year, the drawdowns will really pick up pace, and the objective of “balancing” the market will draw near.
That makes the review period for OPEC’s production limits in June very important. At that point, OPEC and non-OPEC countries will have to come up with an exit strategy. “The outlook for when we will hit the balanced market will be clearer in June, and we will start thinking of what we will do in 2019,” al-Falih told reporters on Monday. “The intent is not overnight to open the taps and flood the market.”

As the November 30 meeting in Vienna of OPEC and its partners in the oil production cut deal nears, worry has returned among traders: one of the brokers of the deal might decide to walk out on the deal instead of participating in another extension.
We’re talking about Russia, the world’s top producer and exporter, who many believe played OPEC and specifically its leader, Saudi Arabia, by agreeing to a relatively minor production cut from its nearly record-high rate of production.
Reports emerged last week that Russia is considering a delay on the decision to extend the cut. That’s after Energy Minister Alexander Novak hinted more than once that from Moscow’s perspective, this decision is far from urgent. With a budget based on Brent at US$ 40, Russia is indeed in a sweet spot compared with its partners in the deal: it can remain in the black at any price above US$ 40.
But there may be another reason for Moscow deciding to opt out of the extension. Lower oil prices could actually be more beneficial for the Russian economy. Macro-Advisory analyst Chris Weafer lists six ways in which lower oil prices would be better for Russia, and all of these make sense, counterintuitive as this line of argument might seem at first glance.
For starters, the higher the price of oil, the greater the risk of another collapse down the road. The more oil costs, the more producers will invest in new production, possibly leading to a repeat of the 2014 collapse. Or prices could simply take a dive once the OPEC deal ends, which it must at some point.
A higher oil price would also likely compromise a budget reform currently in the works, which aims to rein in spending. More importantly, Russia’s economic diversification efforts may well be compromised if oil prices remain higher—a point we’ve made repeatedly on Oilprice, not just with respect to Russia but to all oil-dependent economies.
According to Weafer, however, renewable energy does not play a large part in this diversification. He says that stifling investments in renewable energy is one more reason for Moscow to want oil prices to fall: the higher oil prices are, the more attractive renewable energy becomes.
Yet another reason is that Moscow prefers to keep the ruble cheaper as this stimulates exports, curbs imports, and boosts competitiveness. Traditionally, the Russian currency has followed Brent’s moves closely, but this link has now been severed thanks to a fiscal rule mechanism employed by the Russian Finance Ministry that involves converting more rubles into forex as tax on the oil industry rises, pressuring the local currency. If, however, Brent goes high enough, there may be a spike in speculative interest in rubles, which will cause the currency to rise, too.
All of these reasons make perfect sense for Russia. They are unlikely to be praised by its partners in the deal, however. Right now, according to analysts, OPEC’s meeting on November 30 and the deal extension expected to result from it is the single most important tailwind for oil prices, as the effect of tensions in the Middle East begins to subside in the absence of any escalation. In this context, the consequences of Russia pulling out of an extension beyond March 2018 are all too easy to guess.

OPEC and its partners may not need to extend the November 2016 crude oil production cut agreement beyond its March 2018 deadline if everyone fully complies with their quotas, Kuwait’s Oil Minister Essam al-Marzouk told media yesterday.
Al-Marzouk noted that OPEC’s compliance rate had hit 116 percent, without adding, however, that this figure referred to August production specifically, while the September data from OPEC’s secondary sources revealed that compliance had fallen, with seven OPEC members pumping more in September than they did in August and three—Iraq, Iran and Gabon—producing above their quotas.
The Kuwaiti minister, who leads the ministerial committee that monitors compliance with the deal, went on to add that the top priority for the cartel right now was to make all members stick to their quotas in order to render redundant another extension of the deal. He said OPEC will decide on whether to extend or not at its next meeting, which will take place on November 30 in Vienna.
Al-Marzouk’s comments come a week after OPEC’s secretary general Mohammed Barkindo said the cartel may need to take some “extraordinary measures” to make the deal work, without elaborating on what these measures might include.
The OPEC agreement with Russia and 10 other producers to take off 1.8 million bpd from the global oil market was originally supposed to last for six months, but in May this year the partners decided to extend it until the end of March 2018. Recently, Russian President Vladimir Putin suggested the cut might be extended further, to the end of 2018.
Last week, Bloomberg cited sources privy to OPEC’s internal forecasts as saying the cartel expected the surplus on global oil inventories to clear by the third quarter of 2018. The surplus—the excess oil inventories in OECD members—currently stands at 171 million barrels above the five-year average.
These forecasts are in conflict with Al-Marzouk’s comments about the oil deal not needing another extension: all oil production forecasts for 2018 see higher non-OPEC daily production rates, and if OPEC and its partners end the deal on March 31, this would mean another 1.8 million bpd added to the higher global production.

Russia and Saudi Arabia have each earned $ 40 billion from the 2016 deal between OPEC and non-OPEC countries to cut oil output, said Kirill Dmitriev, CEO of the Russian Direct Investment Fund.
International efforts to stabilize oil prices “have been fruitful, bringing oil prices to above $ 55 per barrel,” Dmitriev told Rossiya 24 news channel.
“We believe that without this deal, prices would be below $ 35 per barrel now,” he added.
Dmitriev praised the 2016 agreement, saying it “generated trust between nations and showed that by working together we can achieve meaningful, serious results.”
Saudi Arabian Energy Minister Khalid Al-Falih, who was in Moscow together with other officials accompanying King Salman on his landmark Russian visit earlier this week, also said that the deal between OPEC and non-OPEC countries had helped to stabilize oil prices.
The minister also said that cooperation between Riyadh and Moscow had “breathed back life into OPEC which found itself, quite frankly, unable to swing its production as supply was persistently high in 2014 and global inventories were steadily rising ahead of demand.”

The deal has been prolonged until April 2018, but its future after that remains uncertain.
Earlier this week, Russian President Vladimir Putin suggested that the accord may be extended until the end of next year.
