As revealed at the close of the (terrific) midseason finale, Star City’s infamous vigilante is now working unmasked as a consultant for the SCPD. That will stir conflicts, showrunner Beth Schwartz says in the Q&A below, as well as set Oliver’s wife Felicity on a mission.
Schwartz also fielded our burning questions about the (misleading?) flash-forwards, Robert Queen’s “return,” haunted Laurel and more.
TVLINE | Get me excited about “Oliver Queen, SCPD-sanctioned fighter of crime.”
Having our entire series based off the vigilantes not being in partnership with the SCPD, we found it super-exciting in the writers room to make this happen. But it’s not going to be without conflict. And the rest of the team is going to have to find their way as well, to figure out how this is all going to work.
TVLINE | And what will determine whether he suits up versus rocks a V-neck and blazer?
He will suit up with the police — but he will also wear a V-neck and blazer. [Laughs] He will do both.
TVLINE | Will Oliver get to deal with any Villains of the Week, or will be be frying bigger fish?
A combination. Definitely some Villains of the Week.
TVLINE | The “Elseworlds” crossover seemed to do some damage control with regards to Oliver and Felicity. Would you say they’re back to 100 percent? 90 percent? 80…?
I would say 100 percent.
TVLINE | But will we still see Felicity on edge, getting darker?
She definitely has a lot going on in the second half — specifically figuring out what she’s going to do now that Oliver’s back, and how she’s going to fit into his new role working for the SCPD, while also doing her own thing. She’s going to start getting back to creating tech and doing things to help the world.
TVLINE | Because there is a dilapidated Smoak Tech in the future….
Yes, yes. We’re going to see the origin story of that.
TVLINE | I find it a little convenient that the half-sister Oliver doesn’t know he has is a trained vigilante, just like him — if only because he was only outed a few months ago. Will that make more sense once we get into her backstory?
It will. We’re going to find out a lot more about her in [Monday’s Episode] 10 — where she came from, who her mother is, why Robert [Queen] kept her a secret, what her mission is…. We’ll keep unraveling that as the season goes on.
TVLINE | Are you able to do that without Jamey Sheridan, or will he come back for flashbacks as Robert?
Well… we have him coming back, but not necessarily on-camera. There will be a fun surprise with him in 10.
TVLINE | But it’s definitely new material that Jamey did, not recycled stuff?
Yes, yes.
TVLINE | I have to say, you’ve got me puzzling over the flash-forwards; I even wrote a whole think piece about them. Is this the future or a future?
This is the future as we know it, but we haven’t even scratched the surface of it yet. We’re going to be revealing what’s behind the wall at The Glades, and in 10 we’re going to see out first glimpse of how the other, better half are living. We’re actually going to have an all-future episode, [Episode] 16, which will answer all the questions, including the backstory of Blackstar (Shadowhunters‘ Katherine McNamara), how she came to be in this group…. There are more surprises ahead as we fill in the blanks about what has been going on. That episode is titled “Star City 2040.”
TVLINE | Speaking of Blackstar, should we read anything into the fact that Roy wasn’t present when we first met her? I was wondering if it’s because he would recognize her.
Oh, no — he doesn’t know her.
TVLINE | Really?
Yep. He doesn’t. [But speaking of Roy] we’re definitely going to answer why we found him banished on Lian Yu. We’ll get to know more about that.
TVLINE | The “Ghost Initiative” that Diggle and Lyla put together in Episode 11 (airing Jan. 28), comprised of Diaz, China White (played by Kelly Hu), Cupid (Amy Gumenick) and Slade’s son (Liam Hall) — is this your workaround to not being able to use the Suicide Squad?
It’s a new group but with the same kind of M.O. as the Suicide Squad. Diaz is going to be our leader of that, which is really fun. We’re going to get to see a lot of that in 11, which is [cast member] David Ramsey’s directorial debut. He did such an amazing job; I just had the mix this week and it’s so much fun seeing China White back, and Cupid and Kane Wolfman, with Diaz leading the charge. It’s a really, really cool episode.
TVLINE | Is whatever Diggle and Lyla are up to with the Dante painting going to dovetail with the bigger picture?
It will, yep. It will all come to a head. You’ll see, we’ve been playing the long game with that one.
TVLINE | The synopsis for 11 also says, “Oliver and Laurel are haunted by the past.” What more can you say about that?
We are going to find out more about Laurel’s backstory on Earth-Two, which is really cool. And Oliver is sort of going to be haunted by the consequences of him being outed. The episode looks at the consequences of him being unmasked and everyone knowing who he is.
TVLINE | What else is coming up for Laurel in the second half of the season?
Well, we are doing a Birds of Prey-inspired episode, that she will be involved with. And we’ll get to see what happens in her overall arc, in her redemption story — whether she is really redeemed as Black Siren and did she really turn over a new leaf, or is she still the same evil Black Siren that we saw last season.
TVLINE | Birds of Prey is of course a group of people. I suppose you’re leaving us to guess who the other team members might be…?
Yep.
TVLINE | I asked The Flash‘s Todd Helbing a similar question: Is there anything that Arrow needs to do with the remainder of its season in service of next fall’s “Crisis on Infinite Earths” crossover?
It’s possible. It’s possible….

The CW’s Arrow may have just locked up its latest run (so to speak), but series star Stephen Amell is here to give you a provocative peek ahead at Season 7.
The Arrow star then talks about saying good-bye to original cast member Paul Blackthorne, and the hole he will leave that will be hard to replace. He also gives a hint at recently promoted showrunner Beth Schwartz‘s plans for Arrow (including a new [spoiler]), how the next crossover event (involving Batwoman) will differ from last year’s, and there’s also a bit on the freshly teased arrival of the Longbow Hunters.

In new photos from next Thursday’s Arrow (The CW, 9/8c), Oliver’s trial is interrupted by a most unexpected and yet familiar face.
As teased on social media and now touted in the latest promo, former series regular Colin Donnell will make another Season 6 encore when the prosecution’s contention that Mayor Queen moonlights as the Green Arrow is seemingly crumbled by the appearance of the late Tommy Merlyn, as the costumed vigilante.
There’s no doubt more to the twist than meets the eye — was Tommy resurrected via the Lazarus Pit? Or is this another Earth’s version of him? — but putting that aside for now: Could the miraculous return be just what Oliver needs to escape going to jail? (Tommy might actually need help on that front, too.)
Since his character was killed off in the Season 1 finale, Donnell has appeared via flashbacks and as Tommy’s Earth-X doppelganger aka Prometheus-X, but “this [episode] gives him something to chew on, which I think will be pretty cool to see,” Stephen Amell told TVLine during our visit to the set for the filming of the episode. “I think it will be pretty impactful.”
Elsewhere in the new photos, Oliver and his wife Felicity take the stand, as do his former teammates Dinah and Rene (to say nothing but the nicest things, we’re sure).

This week on The CW’s Arrow, Oliver seemed to go off the deep end in the wake of Diggle’s departure from the team. But what was really at play?
After Felicity tries but fails to “Parent Trap” Oliver and Dig with a reunion, Oliver takes a meeting with Councilman Kullens, who scoffs at the idea that some two-bit drug dealer like Ricardo Diaz compromised not just a police captain but also the DA. In desperate need of damning evidence that connects Hill and Armand to Diaz, Oliver gets from Felicity just that — though to present it to the city council would be to out himself as Green Arrow. Agitated by the false hope, Oliver snaps at Felicity, then accidentally knocks over William’s science fair project. “Get out,” Felicity tells her testy husband.
Later finding Oliver at the bunker, Felicity reports that William won’t come out of his room, and then drops the bigger bombshell: she thinks the two of them should “take some space” in the wake of him showing himself to be not the man she married. After a pep talk from Quentin, Oliver is visited at the bunker by… Adrian Chase! The arch enemies get into a nasty brawl, at the end of which Chase taunts Oliver into snapping his neck, as he failed to do last time. Only this go-round, Oliver follows through! Chase then pops back up alive, leading Oliver to run a blood test that proves he’s been dosed with Vertigo, via his handshake with Kullens, and now is facing his worst fear — himself, Chase says.
Chase guides Oliver on a Christmas Carol-like tour of his life and the people he has forced or led to abandon him. That journey includes a return to the Queen Mansion and “innocent” Laurel; the NTA members; and then the Hood himself aka Old-School Oliver. The Hood rails at his future self for going off-mission, that the idea was to never have partners let alone a whole team! “You have failed this city,” he barks. “And you know what you have to do to get it back.”
Oliver attempts to make his case to the city council by producing the evidence Felicity gave him — claiming he got it from the Green Arrow — but he is met with skepticism. Quentin yanks him out of the meeting and sends him away until he dries out from the drug. Oliver makes tracks for the SCPD that night, knowing that Diaz will be there at 10:13 to meet with his dirty cops. Returning from William’s science fair, Felicity gets an alert that Oliver is heading into a suicide mission and informs Quentin. Quentin is KO’d by his pal upon trying to interfere, and when Felicity arrives on the scene immediately thereafter, she darts into the SCPD herself, to stop Oliver from opening the door to a small army of dirty cops.
Oliver is naturally skeptical that his wife is truly there, until she urges him to think with his heart and not his Vertigo-addled head. When he does so, he gains the clarity he needs to turn heel and zip the two of them through a skylight to safety. Afterward, the TV news reports that Oliver will face impeachment from Kullens & Co. Back home, Oliver informs Felicity that in keeping with the “back to basics” message of his Vertigo-induced stupor, he must go it alone for now— meaning, no Overwatch even! They will discuss it further, he says, but first he needs to make things right with William, who other than failing to know the difference between impairment and impeachment, is A-OK. When asked, William assures his dad that their family will stay together, forever.
The next day at the SCPD, Diaz tells Laurel that the impeachment is but the latest step in his plan to dismantle Oliver piece by piece. Next, they need to spread the word that with the mayor in flux, “Star City is open for business.” Whatever that means.

The Arrow cast and producers weren’t giving away intel about who did or didn’t survive that Lian Yu explosion during the show’s Comic-Con panel on Saturday — but they did drop some scoop about Season 6.
Read on to find out who’s getting the flashback treatment, how Oliver is faring as a dad, who’s the new thorn in team Arrow’s side and more.
* In keeping with next season’s found-family theme, a “villainous cabal” rather than a single foe will torment Oliver & Co. throughout the season. As reported here, Michael Emerson (Person of Interest) will be part of the group, and Anatoly will also return “with a literal vengeance,” executive producer Marc Guggenheim previewed. “You can also expect a really cool announcement [about] Richard Dragon from the comics, who will also be among our villains.”
* Oliver is “not the best dad,” Stephen Amell admitted. “My first day on Season 6, it was all with Jack [Moore], who plays William.” Although the two had shared scenes before, “we had never really acted together, and I was really legitimately nervous. He exceeded my expectations, and I’m loving my scenes with him. But yeah, he’s a s–t dad.”
* Season 6’s occasional flashbacks will be character-specific. In addition to his appearance in the season opener, Manu Bennett’s Slade is “also coming back for a special two-part episode in the first half of the season, where we’re really going to be focusing hard on his character, post-everything he’s experienced on the show,” Guggenheim revealed. “We intend to do a Slade Wilson flashback story.”
* “I’m so excited to be back. It feels like I never left,” returning series regular Katie Cassidy said. “It’s interesting, the dynamic between Black Siren and the other characters. It’s exactly opposite to Laurel or Black Canary.” Added Amell: “You come in like a wrecking ball.”
* As for Vigilante’s mysterious identity, “you can probably expect that whoever is underneath that mask is a face that is familiar to you,” Guggenheim teased.
* Kacey Rohl will reprise her role as Helix hacker Alena.

“A lull in the storm” that is Adrian Chase allows Oliver Queen to celebrate his birthday on-screen for the first time, as seen in these new photos from The CW’s Arrow.
In the penultimate Season 5 episode, titled “Missing” and airing Wednesday, May 17, Felicity organizes a birthday party for Oliver, while Lance is furious in the wake of Rene missing the custody hearing for his daughter, and Black Siren returns to abet Chase.
Throwing Oliver a party “was one of those ideas that we always talked about doing,” co-showrunner Wendy Mericle previously told TVLine. “We celebrated Thea’s birthday in a very dark way in the past — he crashes a car, under the influence, all kinds of things,” but Oliver’s appears to be a more festive and less felonious affair. “It’s a lull in the storm,” says Mericle, “and it’s a nice moment with the team.”
The new photos also preview the return of recently reinstated series regular Katie Cassidy, as Black Siren (“Earth-Two has afforded us some amazing storytelling possibilities,” says Mericle) as well as Malcolm Merlyn, who as of late had been vexing the Legends of Tomorrow. “Malcolm helped [Team Arrow] at the end of Season 4, but he also went after Oliver’s son in the middle of Season 4,” the EP notes, “so I think like always with Malcolm, you never know where you stand. You’re always a little bit off balance even if you think he’s on your side.”

Wednesday’s Arrow takes Oliver into the dark recesses of his own psychology as Adrian Chase pressures the hero to confess the one thing he’s been afraid to admit, even to himself. When the truth comes out, it’s ugly.
Over six grueling days, Chase does everything short of killing a chained-up Oliver to get him to ‘fess up. All of his loved ones are in danger until he spills his secret, Chase warns, and to drive his threat home, he pulls out Felicity’s glasses and a picture of William. Mentally, emotionally and physically destroyed, Oliver is at his wit’s end.
“I don’t know what you want me to say,” he responds, tears pooling in his eyes.
To help him along, Chase brings in a bruised Evelyn — “I made her more compliant,” he explains — and then gives Oliver an ultimatum: kill or be killed. And if he doesn’t off the girl, Chase will snap her neck himself. Oliver, of course, refuses, but a desperate Evelyn can’t bear another day of life with Prometheus and grabs the knife Chase left behind. Oliver snatches it from her, hoping to use it to break free of his chains, but Chase returns and kills Evelyn. He, once again, lays into Oliver to reveal what he’s been too afraid to tell his friends. Chase argues that the archer’s list and heroic crusade are just an excuse, but for what? He doesn’t kill because he has to, but because…
“I want to! And I liked it!” Oliver finally exclaims.
As far as Chase sees it, Oliver infects every life he touches because his mission is based on a lie, and his loved ones — even Felicity and Diggle — pay the price for that. Having gotten what he wanted, Chase burns off Oliver’s Bratva tattoo, so he will think of this moment every time he sees the scars, then unchains him. Oliver returns to the Arrow cave and surprises a worried Felicity, Dig and Curtis with an announcement: “It’s over for me. I don’t want to do this anymore. I’m shutting everything down.”
Meanwhile, over the course of a lot of Russia flashbacks, we see the origins of Oliver’s taste for killing. In order to stop a deadly gas attack by Kovar — who got the weapons with the help of none other than Malcolm Merlyn! — Kapiushon (aka “Hood” in Russian) tortures one of Kovar’s men via a disturbing skinning technique. Oliver tries to justify his behavior by telling Anatoly that the man “gave up pretty quickly. The rest was me practicing” to become something else. But the new Bratva Pakhan warns Oliver that his hood cannot separate man from monster, and one day, he will not like the man he sees underneath the costume.
Oliver successfully thwarts Kovar’s gas attack and brings his opponent to his knees during a fight. Blade in hand, Oliver looks down at the other man as Anatoly tells him that Kovar will face justice, but Oliver kills him anyway. Despite their differing views, Anatoly makes his brother a Bratva captain, complete with the (now torched-off) tattoo. (It’s later revealed to Malcolm that Kovar is in very bad shape, but he survived. Also not dead? Evelyn, who was in on Chase’s charade. So that explains why there wasn’t a neck-snapping sound.)

Arrow is poised to take aim at the homicidal side of its titular hero following Wednesday night’s atypical gun control-themed episode.
During the hour, a disgruntled husband and father, who lost his family in a mass shooting, opened fire at the mayor’s office, killing at least seven people. While Oliver The Politician took a strong stance on gun control regulation in the tragedy’s aftermath, the question remains: Will the loss of life and ensuing firearms debate impact his stance on killing as Green Arrow?
“One of the things you’ll see in the second half of Season 5 is the gray area becomes a lot more gray,” executive producer Marc Guggenheim says. “We’re really delving into the complexities of Oliver being a killer in a way that we’ve never done on the show before, with a lot more nuance. In the past, it was like, ‘I’m a killer,’ or, ‘I’m not a killer.’ It was very binary. This year… it’s super gray and it’s really messy, and this [episode] is a component of it.”
“In many ways, Oliver killing is the seminal, moral quandary of the show,” the EP continues. “That was something that spoke to us as writers and spoke to the audience back in Season 1. Like, this guy kills people. It was a big part of the original pitch. We said, ‘At the end of Act Two, he’s going to break someone’s neck.’ One of the things we’re doing in the back half of Season 5 is really getting underneath that and what that means, not just in terms of morality, but in terms of psychology, specifically Oliver’s psychology. There are things about Oliver’s killing that you have yet to learn.”
The archer is not the only one who will be tested by the choices that he’s made. Whether he kills or not also has “huge moral implications” for Team Arrow, co-showrunner Wendy Mericle previews. “For the rest of the season, we’ll definitely be exploring the ramifications of that decision… in respect to Felicity and, to some extent, Curtis as well. How do they square their own circles morally with the actions that they’ve taken?”
And if you’re wondering just what kind of middle ground was reached by the new gun control regulations, don’t expect a detailed answer.
“We left that intentionally vague,” Guggenheim explains. “My first gig in the business was on a show called The Practice. [Creator David E. Kelley] always said, ‘I’m not interested in the verdict. I’m just interested in both sides in the case having equal arguments.’ Very intentionally, we didn’t want to provide [an] answer to the problem of gun violence. We wanted to leave that open to the audience as almost like a Rorschach test.”
But will the new laws, whatever they might be, come into conflict with the vigilantes? “Not the regulations, specifically,” Guggenheim says. “In the very next episode, Team Arrow is going to come up against the police for a very different kind of reason.”
]]>First and foremost, Oliver shifted his promise to hand off the Black Canary mantle into high gear, waving off ridiculously impressive resumes (“It’s a feel thing”) to instead zero in on the closest thing to bashert (as Rory puts it) he saw: a female vigilante/”urban legend” who couples elite hand-to-hand combat skills with a sonic cry, obtained years ago via the Central City particle accelerator explosion.
Oliver, with Curtis and Rene, first approaches this woman on a rooftop in Hub City, offering her a “home,” a team, a place to train, but she swiftly declines before slipping away. Curtis uses his computer prowess to identity their prospect as Tina Boland, a former CCPD detective. Green Arrow consults over the phone with CCPD Captain Singh, who, after a quick nudge from The Flash, vouches for Tina, revealing that she went deep undercover until her partner Vinny got killed by drug lord Sean Sonus.
Oliver and the boys confront Tina again, just as she’s torturing one of Sonus’ lieutenants, to his death. Seeing a bit of himself in her, Oliver offers to help Tina “find her way back,” but again — nope. When Tina goes after Sonus by herself, she is waylaid by the crook’s own metahuman power, to dizzy people with sonic waves. Curtis develops tech to dampen Sonus’ power before they, with Tina, confront him in the midst of a deal for the drug he peddles to kids. Tina gets the drop on Sonus and, despite Oliver’s strong suggestion otherwise, puts multiple bullets into her prey.
That would not be the last Oliver sees of Tina, though. Rather, she surprises him by showing up at the mayor’s office, where she shares that she doesn’t feel as “liberated” as she hoped, having vanquished her partner/lover’s killer. “How do you live with all that pain?” she asks Oliver. He says it helps not to be alone, before she signs on to be a part of the team. Oh, and one other thing: “Tina Boland” was her undercover name. Her real name is… Dinah frickin’ Drake!
Meanwhile in flashbacks,
we got to know no less than the Talia al Ghul, who as Oliver recovered from his beating did her research, then confronted him about his extremely circuitous (and deadly) road back home. After revealing herself to be Yao Fei’s mentor (the whole age thing is a “family secret,” says the daughter of He Who Has a Lazarus Pit), Talia offers to help Oliver cripple Kovar by taking out one of his revenue streams, a Russian who traffics in young girls. Once they are done with that, Talia tasks Oliver with taking on the “real fight” that’s been under his nose all along — his father’s list. And to help him do that while keeping a hold of his true identity, she advises creating a monster — becoming “something else,” in the guise of a hooded vigilante.
Elsewhere in the episode, Felicity’s “dark” storyline finally revealed itself via, well, the Dark Net, where she went rummaging for dirt on General Walker that would free Diggle and instead found a young female hacktivist (Kojo Sledgehammer) who had been inspired by Felicity’s college-era capers (as Ghost Fox Goddess). Kojo is admittedly a bit bummed that “GFG” fell off the radar to become an IT girl/tech exec, but she firmly plants the speed for Felicity’s activist self to rise again, as seen when Miss Smoak cracks open the flash drive from the “Helix” group, which succeeds in getting Diggle freed to go home and hug his wife and daughter, er, son.
