Denny Tamaki, a former opposition lawmaker and a son of the US marine, has got a win against Atsushi Sakima, the former mayor of a local city of Ginowan, who was backed by Prime Minister Shinzo Abe’s ruling Liberal Democratic Party. The vote was largely determined by the issue of the relocation of the US Marine Corps Air Station Futenma, which has been a source of controversy for the locals over the years.
Tamaki vowed to continue fighting against relocation of the US base from the crowded town of Ginowan to the less populated coastal region of Nago, which would put corals and dugongs, the endangered marine mammals, at risk, according to environmental activists. He also pledged to follow the steps of the former Okinawa governor Takeshi Onaga, who had been an outspoken opponent of the relocation until his death in August that prompted early gubernatorial elections.
His major rival in the four-person race, Sakima, also supported the closure of the existing Futenma base but did not clarify his stance on the issue of relocation. Tamaki, meanwhile, vowed to continue fighting for the base to be relocated off the island.
Tamaki’s victory is considered to be a blow to Abe’s plans as the prime minister is pushing for the controversial base relocation plan despite vehement opposition from the locals, the Japanese media report. Okinawa, which amounts to less than one percent of the Japanese total land area, hosts about a half of the 50,000 American troops in Japan.
The US presence on the island has long been a source of discontent for the locals. Okinawans have raised concerns about machinery mishaps, noise, sexual assaults against Japanese women, and even some deadly incidents – all of which triggered massive protests. Onaga also repeatedly clashed with the government over the relocation issue in particular.
In 2015, he revoked an approval for the construction works issued by his predecessor. His decision was overruled by the central government, which went ahead with the project. In August, the local government retracted the permission again. Since then, the work has been suspended.
Following Onaga’s death in August, 70,000 people protested the Japanese government’s plan to relocate the US air base. Participants also held a one-minute silence to pay respect to the late governor.

The chain of recent incidents involving US military aircraft has prompted Okinawans to stage a protest against the military facility located near their homes, citing safety concerns for their children.
Hundreds of residents of the Okinawa Prefecture, Japan, took to the streets Friday to protest US military aircraft flying over local schools, endangering youngsters. Some 600 people took part in the demonstration, according to the Asahi Shimbun newspaper.
The protest in front of the Ginowan city administration building was organized by local high school parent-teacher associations, trade unions and other organizations. “I only want our children to be able to play in the playground without any anxiety,” a protester said, as quoted by the newspaper.
The activities of the US Marine Corps Air Station Futenma has long raised concern among the local population. The military installation, which is under US jurisdiction, is surrounded by tightly packed residential areas. Plans to relocate the base to another location in Okinawa have been considered for decades, but even the people living in the immediate vicinity of Futenma do not consider it to be an acceptable option.

“People who don’t know the actual situation with regard to US forces in Japan may think that if the air station is relocated, all our problems will be solved. But we all know the danger of the US base, so we cannot say so easily that it should be relocated to Nago,” another protester said.

The ongoing protests have been triggered by a chain of US-aircraft related incidents which occurred earlier this month. On December 7 a cylindrical object was found on the roof of a Ginowan kindergarten, just after a US military aircraft flew over the building. The object, which fell out of the aircraft, was marked with an English-language inscription: “Remove before flight,” footage aired by the NHK TV channel showed. The cylinder was likely a sort of parking cap, which was apparently not removed from the aircraft.
A few days later, an American CH-53 Sea Stallion helicopter lost a metal-framed window while flying over an elementary school near the Air Station. The helicopter part, weighing 7.7kg (17lb), fell in a schoolyard where some 50 pupils were playing. It injured one child.

The fleet of the US transport helicopters stationed at the base has been causing unease for the residents of the surrounding neighbourhoods for years. One major incident involving US aircraft occurred in August 2004, when a helicopter crashed into a building at Okinawa International University, which, fortunately, was largely vacant at the time because of the summer break. An investigation into the incident determined the crash was a result of poor maintenance of the craft.

A Japanese schoolboy has reportedly become the latest victim of the much-maligned US military presence in Okinawa. An American helicopter is said to have started falling apart directly above a schoolyard, resulting in injuries to the child.
On Wednesday morning, an angular object roughly 3ft (1 meter) across fell onto a sports field packed with elementary school children near the Futenma US military base in the Japanese prefecture of Okinawa. The object was discovered to be a helicopter window, complete with the frame, that had fallen off an American CH-53 aircraft flying above the school grounds.
One 10-year-old boy, out of some 50 children who were assembled in the sports field, was slightly injured in the incident, Reuters reports, citing a prefecture official. The exact cause of his injuries was unclear.
Three US helicopters were flying over the school at the time of the incident, according to Japanese media. They also report that there were around 30 children in the schoolyard and that the boy suffered an injury to his left hand.
The US Marines have admitted helicopter window fell on a children’s sports ground, but have not clarified exactly how it happened. The US military also apologized“for any anxiety it has caused the community” and said an investigation into the “regrettable incident” is currently ongoing.
Last week, a US military aircraft dropped an object while flying over a nursery school in the same area. In October, the Japanese Defense Ministry vowed to ground all flights by CH-53E transport helicopters in Okinawa for an “indefinite period,” after one of the aircraft crashed on the island.
Such incidents, as well as frequent scandals involving US military staff, have led to large-scale protests from locals and officials who are unhappy at the American military presence on Okinawa. The southern island hosts half of the 100,000 US personnel deployed to Japan, including 54,000 military personnel, 42,000 dependents, and 8,000 civilian employees of the Department of Defense.

The governor of Okinawa is urging Tokyo to amend the pact on the status of the US troops in Japan to combat the “significant anxiety” the locals are enduring because of the rowdy Americans’ presence.
The governor of the southern prefecture, Takeshi Onaga, demanded that the central government makes “drastic” and “fundamental” changes in the Japan-US Status of Forces Agreement (SOFA) during his meeting with Foreign Minister Taro Kono on Saturday, according to Japanese media.
“People in Okinawa have been shocked and are enduring significant anxiety,” Kyodo News quoted Onaga as saying. The meeting followed a decision by the Naha District Court in the prefecture’s main city to sentence a former US marine to life imprisonment for raping and killing a Japanese woman. The case provoked public outrage and triggered one of the massive anti-US protests on the island, with at least 50,000 people gathering to decry heavy US military presence.
Last month, a 61-year-old woman was killed in a car accident after a member of the US Marine Corps crashed their truck into a light vehicle she was driving. His blood alcohol level was revealed to be three times over the legal limit. The fatal crash prompted an alcohol ban for all members of the US military stationed in Okinawa. The governor, however, protested: “We cannot contain our indignation,” saying that the local government had repeatedly urged the US forces to take preventive measures.
The accord with Washington is “unfair,” being overly protective of servicemen and civil workers of the US military bases, the governor stressed during his meeting with Kono. Onaga’s calls have only been met with promises that Tokyo will try to alleviate the burden borne by the Okinawa residents. “We want to improve what we can improve,” Asahi Shimbun quoted Taro Kono’s response.
Earlier in the day, however, the foreign minister requested the top commander of US military forces in Okinawa, Lt. Gen. Lawrence Nicholson, to take preventive steps given the latest incidents.
“We understand our obligation to the community and we can do that better as well. We will continue to look at our behavior, our actions and how we represent our country,” Nicholson said.
Okinawa is the home to several major US military bases, and 70 percent of land exclusively used by the US military in Japan is located in this prefecture.
About 50,000 US military personnel are stationed there, according to Reuters.

A US military truck collided with a light vehicle in Okinawa, Japan, killing an elderly civilian, local media reports. The driver, allegedly a member of the US Marine Corps, was drunk at the moment of the crash and is being questioned.

On Sunday morning, the driver of a US military truck reportedly violated traffic regulations, running a red light and crashing into a light vehicle at an intersection in Naha, the capital of Okinawa Prefecture, according to NHK. The Japanese driver, 60, of the civilian truck was taken unconscious to a local hospital, where he died an hour and a half later.
The man who caused the accident was “apparently a member of the US Marine Corps,” NHK reports, adding that the breath alcohol test of the military truck driver showed the level of alcohol three times above the legal limit. The man did not sustain any injuries and is now being questioned.
Last year, thousands of American sailors stationed on the island were prohibited from drinking alcohol following a drunk-driving accident caused by a US Marine. The ban was preceded by two other scandals involving the murder and rape of two young Japanese women by US servicemen in Okinawa.
The controversial US military presence on the southern Japanese island often meets stiff opposition from the population and triggers large-scale protests. Okinawa Governor Takeshi Onaga has also opposed the US military presence on the archipelago.
There are around 100,000 US personnel in Japan, including 54,000 military personnel, 42,000 dependents, and 8,000 civilian employees of the department of defense. Okinawa hosts half of the military personnel, according to the official website of the US Forces Japan.

Police have forcibly removed protesters staging a sit-in outside the US Marine Corps’ Camp Schwab in Okinawa in a campaign to protest the relocation of the Futenma base.
The US Marine Corps Futenma Air Station is going to be moved from the densely populated Ginowan to a less populated location in eastern Okinawa – the Henoko coastal area of Nago.
Using rocks and gravel intended for the construction of the base, protesters reportedly refused to let trucks pass, blocking the way near the neighboring US Marine Corps base Camp Schwab.
“Marines out!” and “Stop illegal work,” the demonstrators’ posters read.
The video, released by Ruptly video news agency, shows sumo-esque scuffles between police and protesters, and security forces dragging demonstrators by their arms and legs.
The offshore construction work started in February despite strong opposition from locals, who regularly stage large-scale protests with thousands of people. Okinawa Governor Takeshi Onaga is among those who object to the heavy US military presence on the island, saying that the Futenma base should be removed, not relocated.
The plan is to build a new US Marines base over the coming five years on the island of Okinawa, something that the local governor, Takeshi Onaga, and the public are at odds with.
Onaga is against the relocation, stating it would destroy the environment of the bay surrounding the new base site.
On Tuesday, an Okinawa Prefectural Assembly committee asked for legal action against damage to fishing grounds caused by the relocation, and the entire assembly is set to cast their votes on the issue on Friday. If the resolution passes, legal proceedings against the government in Tokyo could begin next week.
There are around100,000 US military personnel in Japan, and half of them are in Okinawa, according to the official website of the US Forces Japan.
The US presence in the country has been a hot topic with the Japanese public, who cite jet crashes related to the US bases and sexual assaults linked to US military personnel as causes for objection.

The carcinogenics perfluorooctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) were found in high concentrations in underground water during surveys in August and January, the Okinawa prefectural government’s environmental protection department said in a statement.
“High levels of contamination was detected in underground water samples taken from the Oyama and Kiyuna districts,” said Yoshinari Miyahira, team leader of the environmental protection department’s water environments control team. “Both sit on lower grounds adjacent to Futenma.”
Japan banned the manufacture and importation of both chemicals in 2010. They are synthetic, fully fluorinated organic acids that have been linked to tumors, increases in body and organ weight and death in animals, Okinawan officials said. PFOS and PFOA are used in firefighting foam, aircraft grease, water-repellant materials and fluorine chemicals.
Despite the ban, though, the chemicals have been discovered near both Futenma and Kadena Air Base, also on Okinawa. PFOS was found downstream of Kadena last year, leading to the two tests.
In August, three of the 35 locations monitored by Okinawan officials exceeded US drinking water health advisory levels of 0.07 micrograms per liter. The three locations had 1.3, 0.21 and 0.71 micrograms respectively, and were all adjacent to and downstream from Kadena. In January, PFOS was found in six of 41 locations in the prefecture, with levels ranging between 0.11 and 0.88 micrograms.
“The concentration of the substances is notably high in the vicinity of the downstream area of the air station,” Miyahira said. “Meanwhile, samples taken at higher grounds of the air station detected lower levels of the substances.”
Last April, a Freedom of Information Act request by MuckRock revealed a spate of accidents at Futenma over the previous 15 years that spilled at least 21,000 liters of fire extinguishing agents, although not all of the chemicals were deemed hazardous.
It is unclear what caused the current contamination near Futenma. While Okinawan officials are monitoring the situation, they are unable to determine the culprit because the US Marine Corps won’t let them on the air station to investigate, Stars and Stripes reported.
“We have asked the military through the Ministry of Defense to provide us with information on the history of the use of the agents that contained the substances and a trilateral [on-base] survey by the prefectural government, the military and the Ministry of Defense,” Miyahira said, referring to the US Department of Defense. “We received a [ministry] response that the military handles the agents appropriately and that they see no need to conduct the proposed survey.”
Despite the presence of the chemicals in groundwater, water remains safe to drink, according to a spokesman from Ginowan City’s water bureau. The Chatan Water Treatment Plant serves both Kadena and the surrounding areas. The acids also have not appeared in crop samples, Miyahira said.
Around the same time that PFOS and PFOA were discovered in the groundwater downstream of Kadena, the Air Force announced it would switch to an “environmentally responsible” foam used to extinguish fires because the acids were detected at current and former military bases where firefighting training exercises have been conducted in the US. The chemicals were found in three drinking water systems near Peterson Air Force Base in Colorado Springs, Colorado.
The US military has a long record of contamination from stored or buried hazardous chemicals that have leaked since the island came under American administration at the end of World War II. In June 2015, the Department of Veterans Affairs awarded disability payments to some US veterans who were exposed to the toxic herbicide Agent Orange during the Vietnam War. Two former US service members who were stationed on Okinawa received payments for their exposure in 2012. Futenma served as a forward staging post for the US military during Vietnam.
However, the US government has not compensated Vietnamese citizens who were affected by the poison, or the following generations that are still dealing with the consequences.
