Chinese imports of Malaysian crude oil jumped to 791,000 barrels per day in July, more than double the amount from the start of the year, according to data compiled by Bloomberg.
The problem? Last month's figure is actually more oil than what Malaysia actually produces on its own, suggesting some of the crude arrived from other sources before being shipped off to China.
The waters off Malaysia are a notorious location for ship-to-ship transfers, where crude from various locations is mixed to hide its origin, then rebranded and sold elsewhere.
The practice of "dark" ship-to-ship transfers has become more common since Russia invaded Ukraine, as global market participants look to avoid the reputational risks of doing business with Moscow. Russian oil tankers have also disappeared from tracking systems near Portugal's Azores islands by turning off their location data.
Wary buyers have also attempted to avoid affiliation with the sanctioned nation through obfuscating the origins of crude and trading oil marked "destination unknown."
According to Bloomberg, the imports of Malaysian oil are likely a mix of barrels originating from Iran, Venezuela and Russia.
Meanwhile, fuel oil shipments from those three nations are using a key export hub in the UAE and being disguised for export, traders told the Wall Street Journal.
Still, separate data show Russian crude exports to Asia reached a five-month low last week, declining by roughly 500,000 barrels per day.

In November, a Danish asset management group called Momentum Gruppen recommissioned five turbines at a 20-year-old offshore wind farm located 4km (2.5 mi) off the coast of Sweden. Momentum purchased the wind farm and upgraded the nacelles, blades, and control systems while leaving the towers, foundations, and transmission equipment. The turbines were originally rated to produce 500 kilowatts (kW) apiece. The upgrades were done with 600 kW turbine replacement equipment.
According to GreenTechMedia, it’s the first such repowering of an old offshore wind farm. As Europe’s first offshore turbines age, it represents a possible long-term future for Europe’s clean-energy fleet. Although onshore wind farm owners have been repowering their equipment for years, offshore repowering comes with its own technical challenges.
In 2017, Dong Energy dismantled the first-ever modern offshore wind farm, built in 1991 off the coast of Denmark. It had been in operation for 25 years. (One turbine was preserved for display at the Danish Museum of Energy.)

On Friday, the National Marine Fisheries Service (NMFS) approved a plan to make it legal for five companies to conduct seismic testing off the Atlantic coast, in an area stretching from Delaware to Florida.
The seismic testing is an initial step toward leasing federal offshore waters to oil companies that may want to drill there. In January, the Trump Administration opened up more than 90 percent of the federal offshore area to potential lease sales.
Individual states largely oppose offshore drilling, fearing that another Deepwater Horizon disaster could ruin their tourism economies. But because state waters end three miles off the coast and federal waters aren’t subject to state rules, states have found themselves trying to negotiate with a mercurial federal government. Florida received an exemption from lease sales from the Interior Department (at least until 2022, when a federal moratorium on drilling is lifted). But New Jersey hasn’t, and the state has sued the Interior Department to find out why.
]]>He told RT that there’s a tiny group of the world’s elite professionals, banks, law firms, and accounting firms that make a nice living from the global tax haven industry. Multinational companies, and their shareholders to some extent, have benefitted from the fact that they were able to park US profits offshore and avoid paying US corporate income tax.
“The rest of us who have to pay for the taxes that corporations are not paying, are seeing the race to the bottom, we’re seeing many countries around the world slashing corporate taxes and putting more of the costs of the government on ordinary taxpayers,” said Henry, a senior advisor at the Tax Justice Network.
He explained that America’s wealthy kleptocrats, tax-dodgers, and particularly multinational companies have been massively parking money offshore. By 2017, US multinationals have “accumulated about $ 2.6 trillion offshore while they didn’t have to pay the 35 percent US corporate tax,” the economist said.
Henry points out that the Trump administration has slashed that tax to about 15 percent and now they have eight years to pay it while not even being required to repatriate the money hoarded offshore.
“The new tax bill was a disaster but it did benefit the major companies by allowing them to get their $ 2.6 trillion back home tax free,” Henry said.
The senior fellow at Yale noted that bringing the tax rate back to less than five percent from the current fifteen, would mean “a $ 600 – 800 billion gift to the wealthiest companies on the planet.” Ninety percent of corporate shares are owned by the top one percent, he said.
Tax havens are used as an instrument to increase the role of profitability of the US multinationals and the oil companies all use tax havens aggressively to reduce taxation, according to Henry.
In general, since the financial crisis the world has increased its debt levels to an unprecedented proportion. So, the countries tended to borrow to fill the gap. “It would go a long way over time toward chipping away from the massive debt burden that we have.”

The US has actually become a safe haven of its own, Henry said, adding that there’s no beneficial ownership reporting, no country by country reporting. “The US has some of the most aggressive enablers on the planet – accounting firms and law firms that are enabling this activity. A lot of multinationals that have been exploiting the tax haven system are US companies like Apple, Google, and Microsoft.”
While historically the US has always been a proponent of a progressive taxation lately that’s been lagging, he stressed.

This week, New Jersey’s attorney general sued the US Department of the Interior (DOI) for failing to comply with a Freedom of Information Act (FOIA) request seeking more information about why the DOI exempted Florida from offshore oil drilling lease auctions but not any other state.
The drama started earlier this year when Interior Secretary Ryan Zinke moved to open more than 90 percent of federal offshore land to lease by oil and gas companies for oil drilling. State waters extend three miles offshore, at which point federal control over the waters and sea bed underneath it begin. This means that states don’t always have a lot of control over whether there’s an offshore oil drilling rig 3.1 miles offshore and beyond.
But some states contend that they should have more say in whether the federal government leases out its waters to offshore oil drilling because the states bear the economic brunt of any oil spills that happen. (The Deepwater Horizon rig, for example, was 41 miles off the coast of Louisiana.) For that reason, Democratic and Republican governors alike, from 10 of the states near newly opened federal waters, have opposed the Trump administration’s efforts to open up their offshore areas.

One of the biggest offshore wind developers in Europe, a Danish company called Ørsted, purchased US offshore wind developer Deepwater Wind on Monday. The move suggests confidence in an expanding US offshore wind industry.
There are more than 15 gigawatts (GW) of offshore wind in Europe, with more capacity being added every year.
But in the US, only one commercial offshore wind installation currently generates power: Deepwater Wind’s 30 megawatts (MW) pilot project off Block Island, Rhode Island. Still, the Atlantic Coast is seen as fertile ground for an expanding offshore wind industry, as the coastal area is near huge population centers with strong, reliable ocean breezes.
Consequently, contracts for bigger offshore wind installations off Massachusetts and New York have been signed in the previous year. But Ørsted had trouble landing some of these bigger contracts, according to The Wall Street Journal. Despite the Danish company’s experience, Deepwater Wind had more success wooing local governments and US-based utilities. With Ørsted’s purchase of Deepwater Wind, the European engineering firm hopes to take advantage of Deepwater’s ability to close US deals. The US company has a project off the coast of Long Island and a second project off the coast of Rhode Island in development.

An energy development group has been working for years to put together Ohio’s first offshore wind project. That might sound odd for a state so far from the sea, but the benefits of offshore wind (strong, consistent gusts and relative proximity to major population centers) translate to wind turbines that are placed in freshwater, too. Consequently, an area eight miles off Ohio’s Lake Erie coastline is slated to see six new 3.45 megawatt (MW) turbines as part of a 20.7MW pilot installation.
On Thursday, the Department of Energy (DOE) issued an Environmental Assessment stating that proceeding with the plan would not cause any “impact to the human environment.” In an additional finding published by the DOE this week, the department added that it did not believe that the offshore wind project would cause significant damage to migratory birds, either. Finally, the DOE proposed an unspecified amount of funding for the project, which will be the first freshwater offshore wind project in the US and one of the first offshore wind projects overall.
The DOE’s conclusions are good news for the Lake Erie Energy Development Corporation (LEEDCo) and Norwegian investor Fred Olsen Renewables (FOR), which will help develop the “Icebreaker” project, as the turbine installation has been called. Interestingly, the turbines will be secured to the lake using a “Mono Bucket” foundation, with a suction-based design that’s similar to what’s been used on offshore oil-drilling platforms in the North Sea. The design, LEEDCo says, uses “the best and lowest-cost technology for sites 25 meters and less.”

The largest offshore wind farm to date has officially opened off of the Cumbrian coast in the Irish Sea and it has the ability to power 590,000 homes. The 659-megawatt Walney Extension takes up an area roughly the size of 20,000 soccer pitches and is made of 87 wind turbines. “The UK is the global leader in offshore wind and Walney Extension showcases the industry’s incredible success story,” said Matthew Wright, the UK managing director at Ørsted, the Danish company that developed the wind farm. “The project, completed on time and within budget, also marks another important step towards Ørsted’s vision of a world that runs entirely on green energy.”
While Walney Extension may currently be the largest offshore wind farm in the world, it won’t be for long. A number of other larger projects are in the works including ScottishPower’s East Anglia One and Ørsted’s Hornsea Projects One and Two. East Anglia One and Hornsea Project One, which have capacities of 714 megawatts and 1,200 megawatts, respectively, are both scheduled to be operational in 2020. The 1,400-megawatt Hornsea Project Two is scheduled to be operational by 2022 and will be capable of powering 1.8 million homes.

Geopolitical risk bearing down on global oil markets is increasingly taking hold and weighing on oil prices as Saudi Arabia and Iran jockey for influence and position in the Middle East. These concerns escalated just over a week ago when Saudi Arabia’s young Prince Mohammed bin Salman ramped up tough rhetoric over Iran, pledging to acquire nuclear weapons if indeed Iran develops them.
His muscular geopolitical approach in the Middle East and recent talks in Washington with President Trump, pledging to buy more U.S. military hardware, shows that Saudi foreign policy under his helm will be more aggressive, albeit with even more military punch – all factors that spook oil markets and tend to drive prices upward.See the rest of the story at Business Insider

Last week the Interior Department’s Royalty Policy Committee issued a recommendation suggesting that Interior Secretary Ryan Zinke lower royalty rates for offshore oil and gas drilling on seabed owned by the US government. If Zinke approves of the recommendation royalties from offshore drilling would drop from 18.75 percent to 12.5 percent, the lowest royalty rate permitted by the federal government.
Given the relatively price and abundance of oil in the world market today and the expense of executing new offshore drilling operations, the committee’s recommendation could make it more attractive for drilling companies to consider bidding for offshore oil leases. Zinke announced earlier this year that he would make up to 90 percent of US federal waters open to oil drilling, but there has been considerable pushback from states and muted enthusiasm from companies that will have to undertake years of ramp-up before they see marketable oil.
Currently, offshore oil operations on federal lands require that companies pay 18.75 percent in royalties back to the federal government. If Zinke approves of the recommendation, the new royalty rate would not be applied retroactively, according to The Hill. But any new offshore oil drilling contracts would be able to take advantage of the new rate.
