Ukrainian President Volodymyr Zelenskyy says that he does not think Russian leader Vladimir Putin is "bluffing" when it comes to his threats of turning to nuclear weapons amid the Kremlin's war with Ukraine.
"Maybe yesterday it was bluff. Now, it could be a reality," Zelenskyy told CBS's "Face The Nation" in an interview that aired on Sunday. "I don't think he's bluffing."
Last week, Putin announced plans to partially mobilize hundreds of thousands of reservists to beef up Moscow's forces in the Russian president's fight with Ukraine.
He threatened the use of nuclear weapons as he said in a televised address to the nation that mobilization would begin immediately.
Putin accused the West of "nuclear blackmail," saying Western nations had encouraged Ukraine to shell the Russian-controlled Zaporizhzhia nuclear power plant in Ukraine.
He also falsely said that officials in NATO countries had spoken "about the possibility and admissibility of using weapons of mass destruction against Russia — nuclear weapons."
"To those who allow themselves to make such statements about Russia, I would like to remind you that our country also has various means of destruction, and for some components more modern than those of the NATO countries," said Putin.
"And if the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people," Putin said. "This is not a bluff."
During his interview on CBS, Zelenskyy contended that Putin "wants to scare the whole world."
"These are the first steps of his nuclear blackmail," said Zelenskyy. "I think the world is deterring it and containing this threat. We need to keep putting pressure on him and not allow him to continue."
Putin's announcement of a partial mobilization of troops comes as Russia suffers disastrous defeats on the battlefield amid the Kremlin's more than seven-month-long war with Ukraine.

Vladimir Putin on Wednesday threatened to use nuclear weapons in a brazen escalation of his war in Ukraine.
But the Russian president's audacious warning is less a show of legitimate strength, and more a sign that Russia's military is faltering, according to experts.
On Wednesday, more than seven months into the war, Putin announced a partial military mobilization in an effort to address Russia's manpower problem amid a spate of recent Ukrainian victories. During his televised speech, the president also baselessly accused the West of threatening to use nuclear weapons and responded with an acknowledgment of Russia's own nuclear arsenal.
"To those who allow themselves to make such statements about Russia, I would like to remind you that our country also has various means of destruction, and for some components more modern than those of the NATO countries," he said.
"And if the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people. This is not a bluff."
Amid mounting military losses, deteriorating troop morale, and shifting public sentiment, it makes sense why Putin would turn to his warheads, said Simon Miles, an assistant professor at Duke University's Sanford School of Public Policy and a historian of the Soviet Union and US-Soviet relations.
"The poor performance of Russia's military on the battlefield in Ukraine has been an important reminder that any claim to great power status Russia may have is predicated almost entirely on its arsenal of nuclear weapons," Miles said.
Putin's message, Miles posited, is also directed at Ukraine's global supporters.
"Putin has tried and failed many a time to break the resolve of Ukraine's supporters, and his latest threats are no different," Miles said. "It is clear that he is growing more and more aware of how limited his actual military options are in this war."
Ukraine earlier this month amassed one of its biggest victories yet, launching two concurrent offensives in the northeast and south in an effective effort to reclaim occupied territory. Reports from the front lines indicated that Russian troops fled as the country's military buckled under Ukraine's powerful performance.
"The Russians are dispirited, disorganized, and unmotivated, just trying to stay alive," Robert English, a professor at the University of Southern California who studies Russia, the Soviet Union, and Eastern Europe, told Insider. "The Ukrainian fighting spirit and the American arms industry have teamed up to thwart [Putin's] plans in a big way."
Russian prospects remain grim, especially given the West's ongoing military support to Ukraine. The country's most recent offensive, while executed by Ukrainian forces, was made possible thanks to US and UK intelligence, strategy, and weapons.
"As long as the west is supplying more and better weapons — and we are supplying more and better weapons — the pressure on Russian forces is only going to grow," English said.

Putin's threat of "civilization-extinguishing capabilities," as Miles put it, doesn't mean the US or any other Ukrainian ally should turn and run.
"It is one thing to make threats — it is another to actually put these weapons to use in a way which serves the Kremlin's goal," Miles said.
A Russian demonstration of a nuclear weapon would be unlikely to break the West's will, he said, and could even bolster it further. Meanwhile, using a weapon in Ukraine itself would have devastating consequences for Ukrainian troops — but Russian soldiers fighting in the country would pay the price as well.
Multiple experts previously told Insider that Russia was unlikely to use nuclear weapons, even if it made the threat. Miles added that the logistics alone make the prospect low-risk.
"Russian nuclear weapons are staged in hardened shelters across the country, including in the far west near Ukraine," he said. "The process of transitioning to readiness, mating warheads to delivery platforms, would generate a great deal of observable phenomena for U.S. intelligence and an opportunity for Washington to make it explicit to the Kremlin just how bad an idea that would be."

In Nebraska's Banner County, the remains of Cold War America are buried right below the surface.
During the 1960s, when the US was locked in a nuclear stalemate with the then-Soviet Union, it began planting hundreds of nuclear missiles across rural swaths of the country like Colorado, Nebraska, Wyoming, North Dakota and Montana in case it needed to shoot them into the enemy camp at a given moment.
Now, those missiles are preventing the region from harnessing its most valuable resource: strong, gusty winds.
The Flat Water Free Press, an independent news outlet in Nebraska, reported last week that in 2019, the US Air Force began to thwart a wind turbine project in the state's southwest Banner County.
Two renewable energy companies, Invenergy and Orion Renewable Energy Group, had singled out Banner for its "world class winds," the Flat Water Free Press reported. They were ready to construct a combined 300 turbines across the region.
Each turbine would have brought in an additional $ 15,000 in annual income to the landowner whose property it would be built on. The capital from the turbines would have flushed into Banner's school system and revitalized the 625-person county.
But the Air Force contended that the turbines would pose a "significant safety hazard" to pilots — especially during storms or blizzards. The Air Force decided that the turbines needed to be constructed 2.3 miles away from each other to ensure that pilots had enough space to land without potentially digging their wheels into a missile. Until then, a quarter mile between each turbine was had been sufficient.
"The new guidelines, explained to residents earlier this spring, significantly cut the number of possible turbines that could be constructed."
Banner's residents have been left frustrated and disillusioned by the Air Force's new guidelines. "This resource is just there, ready to be used," one Banner landowner said. ""How do we walk away from that?"

Germany will keep two nuclear power stations open and on standby in case of an energy crisis — marking a U-turn in its plan to phase out the fuel source by the end of 2022.
The two plants — located in the southwestern state of Baden Württemberg and the southeastern state of Bavaria — were to be shut by the end of this year but will now stay open until mid-April 2023.
German Economy Minister Robert Habeck said in a Monday statement that the country has a "very high supply security" for electricity, but noted that "this year is a special year across Europe."
"The Russian attack on Ukraine has created a tense situation in the energy markets and we are doing everything we can to avoid a gas shortage," Habeck added.
Germany is reliant on piped natural gas from Russia, which accounts for 35% of the country's imports of the fuel. However, it now faces a potential energy shortage in winter as Russia has shut down natural-gas flows via a critical pipeline that delivers natural gas to Germany and beyond.
"It remains very unlikely there will be crisis situations and extreme scenarios," Habeck said. "But as Minister responsible for security of supply, I do everything that is necessary to fully guarantee security of supply."
Habeck added that Germany is still committed to phasing out nuclear energy, and the two plants would be activated only when necessary.
The move to keep the nuclear plants open is a big deal as Germany has been phasing out nuclear energy since Japan's Fukushima nuclear disaster in March 2011. It's a highly contentious issue in Germany, where the anti-nuclear movement dates back to the 1970s.
However, amid the country's unprecedented energy crisis, even its Green Party — born of the anti-nuclear movement — has softened its stance on switching off all of Germany's nuclear reactors this year. Habeck belongs to the Green Party.
"We have to prepare for the worst," Habeck told a news briefing, Reuters reported on Monday. "The plants will only reopen when more power is needed."

Highly confidential details about a foreign government's nuclear capabilities were among some of the documents that were seized by the FBI from former President Donald Trump's Mar-a-Lago home earlier in August, according to a new report from The Washington Post, which cited several unnamed sources familiar with the search.
Prior to the raid, Trump's team returned some documents that belonged to the government to the National Archives — more than 180 of which were later found to be marked classified.
But the FBI raid turned over more White House files, including about 26 boxes and 11 sets of classified material.
It was during the August 8 search that federal investigators found documents about a foreign government's nuclear defense capabilities, several anonymous sources familiar with the investigation told The Post.
Details about which foreign government was in question and where Trump may have stored the documents were not revealed.
A spokesperson for Trump did not immediately respond to a request for comment.
On Monday, a federal judge in Florida approved Trump's request for a court-appointed third party to review the files that were seized from Mar-a-Lago.
The Justice Department has argued that having a special master would "impede" its investigation.
A White House spokesperson and the Office of the Director of National Intelligence did not immediately respond to a request for comment.

A top UN nuclear watchdog official said the "physical integrity" of southern Ukraine's Zaporizhzhia nuclear power plant — caught in the center of intense hostilities and fighting — has been "violated."
"It is obvious that the plant and physical integrity of the plant has been violated several times," International Atomic Energy Agency Director General Rafael Mariano Grossi told reporters on Thursday, according to media reports, including The Guardian.
Grossi returned on Thursday from a highly anticipated inspection of the plant, which is occupied by Russian forces and is the largest in Europe.
"There were moments where fire was obvious, heavy machine gun, artillery, mortars, at two or three times — really, very concerning, I would say, for all of us," Grossi said in a video captured by freelance journalist Sergio Olmos.
Grossi and a crew of IAEA inspectors arrived at the plant Thursday afternoon to investigate the facility's safety and security after facing delays caused by heavy shelling in the area. Leading up to the visit, the agency said its mission faced the dangers of increased military activity but said it wouldn't stop them from completing an inspection of the site.
"Of course, there is a lot more to do — my team is staying on," Grossi said in a video message after touring the plant. "Most importantly," he added, the IAEA is "establishing a continued presence" at the facility.
The IAEA's visit comes after weeks of shelling around and at the plant, causing damage to the physical facility, triggering power disconnections, and forcing the plant — which is staffed by Ukrainian civilians — to shut down at times. Kyiv and Moscow have traded blame for various attacks.
Western intelligence has accused Russia of using the plant's protected status as a shield, which has left Ukrainian forces reluctant to attack. Watchdog agencies, including the IAEA, have warned that fighting severely raises the risk of a major accident or nuclear disaster and have pushed for international inspections to assess the plant's stability.
Meanwhile, the European Union has sent millions of anti-radiation tablets to Ukraine so it can protect civilians living near the plant if an accident triggers the release of radiation.

The European Union is sending 5.5 million anti-radiation tablets to Ukraine so it can protect civilians in the event of a serious accident at the Zaporizhzhia nuclear power plant, which has been caught in the middle of ongoing fighting between Ukrainian and Russian forces.
Ukraine requested last week that the EU donate potassium iodide tablets as a "preventative safety measure," European Civil Protection and Humanitarian Aid Operations (ECHO) said in a Tuesday statement. Doing so would provide civilians near the plant — which has seen increasing hostilities — with protection from potential radiation exposure.
A nuclear accident can lead to radioactive iodine being breathed into the lungs and then quickly absorbed by the thyroid gland, according to the Centers for Disease Control and Prevention. Potassium iodide can block radioactive iodine from ending up in the gland.
When a person takes the potassium iodide tablets, the thyroid gland takes in the medicine and is not able to absorb any more radioactive iodine, the CDC said.
Five million of the tablets are coming from the EU's emergency reserves, ECHO said, while the other 500,00 are being donated by Austria.
Southern Ukraine's Zaporizhzhia nuclear power plant is the largest in Europe and has been occupied by Russian forces since early March. Since then, international watchdogs have voiced concern that unsafe behavior could trigger a major nuclear disaster.
In recent weeks, shelling around the plant has damaged the facility and disconnected it from the local power grid. Britain's Defense Ministry has said that the occupying Russian forces appear to be using the plant's protective status as a shield, leaving Ukraine reluctant to attack because it doesn't want to cause a disaster.
"No nuclear power plant should ever be used as a war theatre," EU Commissioner for Crisis Management Janez Lenarčič said in a statement. "It is unacceptable that civilian lives are put in danger. All military action around the Zaporizhzhia nuclear power plant must stop immediately."
On Monday, the International Atomic Energy Agency's chief Rafael Mariano Grossi said a mission is traveling to the nuclear plant this week to inspect its safety, stability, and security.

Japanese prosecutors have demanded the top three executives at Tokyo Electric Power Company receive five-year prison sentences for failing to take measures to prevent the disastrous triple meltdown of the Fukushima nuclear plant.
Ex-TEPCO chairman Tsunehisa Katsumata and former vice presidents Ichiro Takekuro and Sakae Muto have all pleaded not guilty to charges of professional negligence resulting in death and injury, claiming they could not have anticipated the tsunami that triggered the catastrophic meltdown – and that even if they had implemented preventative measures, they wouldn’t have been sufficient to prevent the disaster.

All three executives were told years before the accident that a tsunami could hit the plant, triggering just the sort of catastrophe that culminated in the 2011 meltdown, the prosecution claimed. Not only did the executives not attempt any preventative measures, but they didn’t even try to gather further information about how such an event might endanger the plant.
“It was easy to safeguard the plant against tsunami, but they kept operating the plant heedlessly,” the prosecution argued. “That led to the deaths of many people.” The trio faces responsibility for the deaths of 44 people, including 13 hospital patients forced to evacuate themselves amidst the chaos.
The executives claimed they had not been informed of the tsunami risk, opting to shift blame onto their underlings, according to NHK.
While the Fukushima meltdown took place seven years ago, the prosecution has only just now delivered its sentencing recommendations in a trial that nearly did not happen. Public prosecutors twice chose not to seek indictments against the TEPCO brass, but an independent citizens’ panel pushed for a trial.
Last year, Fukushima victims won a landmark class action suit that found TEPCO officials had not adequately prepared for potential disasters. A $ 4.5 million payout was split among 3,800 plaintiffs.
The chain-reaction Fukushima disaster, beginning with an earthquake, leading to a tsunami and culminating in the worst meltdown since Chernobyl, is believed to have killed 19,000 people. The radiation released from that catastrophe has also begun taking its toll, with the first official radiation death tallied in September. The area surrounding Fukushima is still highly radioactive, and 30,000 people have been unable to return to their homes.

ON DECEMBER 3RD McIntyre Partnerships, a hedge fund in New York that normally buys equity and debt securities, told investors it was buying a commodity: uranium. This “slight anomaly” was justified by the metal’s impressive recovery, said its founder, Chris McIntyre. Uranium’s spot price has jumped by 41% since April, to near a two-year high (see chart), following an overdue reduction in supply.
Uranium fell out of favour after the Fukushima nuclear disaster in 2011, which led to plant closures in Japan and Germany and a slowdown in plant-building elsewhere. (Uranium, or plutonium, which is made from it, is an essential nuclear fuel.) Despite the recent surge its price, at $ 29 a pound ($ 64 per kilo), is still 60% below the 2011 peak, according to UxC, a consultancy.
