“Evidence continues to amass that weapons are being smuggled [to Islamic State (IS, formerly ISIS/ISIL) terrorist group in Syria] from outside, including through semi-legal organizations or even under the patronage of security services from other countries,” Nebenzia told the United Nations on Thursday. He said Moscow hopes to have a “meaningful discussion” about putting an end to this malicious practice during an international conference on combatting illicit arms trafficking in Moscow on September 3-4.
“Moreover, IS continues to receive funds from outside sponsors, acting under the guise of charity funds, religious organizations and other non-governmental structures,” he added.
Even though the terrorist organization lost its foothold and has had its main sources of income significantly crippled, as the Syrian army –with Russia’s support– regained control of the bulk of the country’s territory, according to Nebenzia IS continues to represent a considerable threat.
“IS militants are going all-in, often dragging minors into conducting terrorist acts, including kids younger than 12. Quite possibly the frequency of terrorist attacks, especially in the Idlib area, may increase,” Nebenzia warned.

The report, presented on Wednesday in Russia’s Upper House (the Senate), was prepared by the Commission for State Sovereignty Protection in cooperation with leading experts and analysts. The publicly available document was presented by the head of the commission, Senator Andrey Klimov.
The document pinned the blame for the meddling in Russia’s election directly on Washington, linking the ongoing surge in hostile activities with the domestic political struggle in the US. Attempts to interfere in internal Russian affairs, however, are not new, as they have been going on since the collapse of the Soviet Union.
The US has been the “main violator of international law” since the founding of the United Nations, and has “interfered more than 120 times in the affairs of 60 countries on all continents.” Washington’s closest allies – the UK, Germany, France, NATO, and European countries – are also to blame, since they either participate directly or support US activities, according to the document.
“We tried to show… the areas in which the subversive work took place. We’ve named 10 such areas. We have concrete examples for all of them based on absolutely reliable facts. It’s not someone’s guess, it’s not ‘highly likely,’ it’s something we can prove anywhere, it is backed up by testimonies, documents and it is, by great margin, not disputed by the other side [the US],” Klimov said at a press conference, which followed the hearings in the Upper House.
The main purpose of the commission’s report, according to Klimov, is to show the public – both Russian, and international – the scale and systematic nature of the efforts to undermine Russia’s “electoral sovereignty.” The ultimate goal of these activities is to force changes of Russia’s political course, destroy its territorial and economic integrity, he said.
The West has been trying to de-legitimize each and every election in Russia, routinely dismissing them as “undemocratic.” Ahead of the 2018 presidential election, both the US and EU condemned the barring of opposition figure Aleksey Navalny from the election. Ignoring his criminal conviction that bars Navalny from running for president, a US State Department representative called it a move to “suppress independent voices.”
The EU foreign office went even further and stated that barring the politician from the election due to “an alleged past conviction” casted “serious doubt on political pluralism in Russia and the prospect of democratic elections.” Such calls for “democracy” completely disregard Russian law and constitute a blatant attempt at election interference. While one may view Navalny’s conviction as they please, it is certainly not an “alleged” but a very real one, Klimov noted.
The election meddling also included wide-scale cyberattacks on government electronic resources, primarily the Central Election Commission. All in all, roughly one-third of such attacks are conducted from US territory, according to the report.
More discreet methods include stirring dissent by intensifying the activities of foreign-based Russian-language media outlets and “independent” bloggers. The use of modern technology and communication methods apparently yielded some results, since the latest protests, while much smaller than those of 2011-13, increasingly attracted younger and even underage activists into the streets.
NGOs operating in Russia have enjoyed a steady flow of funding from abroad, which spiked following the failure to discredit the 2012 presidential election. In 2015, for instance, politically active NGOs received 80 billion rubles (around $ 1.3 billion) from the US alone, the report says.
Although Russia limited the activities of foreign NGOs within the country, requiring them to openly register as ‘foreign agents,’ the flow of funds did not stop. Various ‘grey’ schemes came into use, such as providing large sums in cash or transferring funds to private individuals. In the meantime, Russia-based subsidiaries of foreign NGOs flourished – their funding in 2017 almost doubled compared to 2016.
The total amount of NGO funding greatly surpasses the upper limit for a presidential candidate’s campaign in Russia. The scale is comparable to the entire budget for holding elections in the entire country, according to the report.
Apart from directly financing “civil activists” in Russia, the US and its allies spent money on more covert activities. Ahead of the election, several unsanctioned socio-political surveys were conducted in Russia, which were sponsored by foreign government structures – including the Pentagon – the report stated.
A large part of the foreign efforts to interfere in domestic affairs targeted Russian President Vladimir Putin directly. This was observed as early as 2004, but spiked ahead of the 2012 election, according to the report. Then-US Vice President Joe Biden visited Russia and met with opposition figures, and told Putin that he should not run for a new term, since “Russia was tired” of him, the report says.
A similar pattern was seen in the following years, with Putin being portrayed as the only obstacle to the growth and prosperity of the Russian economy, and the man who “deprives the people of the democratic achievements of the 1980-90s.” Apart from smear campaigns, the report said some media also tried to demonize the Russian president in the eyes of the public by exaggerating certain problems to provoke Putin into making “unacceptable mistakes.”
The foreign activities outlined, however, failed to yield any tangible effect on the election, proving not their ineffectiveness, but the strength and stability of Russia’s socio-political system, the report concludes.
The commission prepared a set of recommendations on countermeasures against future foreign meddling, primarily by tightening up the laws. The proposed measures include prohibiting foreign-printed election campaign handouts, banning the participation of non-Russian citizens in the campaigns in any form, and barring dual-citizenship individuals from becoming trustees of candidates.
Other recommended measures include introducing a “special relationship” format with countries that impose sanctions or meddle in Russian affairs.
The recommended measures are not limited to restrictions. The report called for other countries and international organizations to become united in jointly opposing US meddling practices. On the home front, special attention will be given to education work, aimed primarily at young people, who are deliberately targeted with foreign propaganda, Senator Lyudmila Bokova told the press conference. The classified version of the report, according to Klimov, contains additional recommendations for countering foreign meddling.

Three NGOs have suspended migrant search and rescue operations in the Mediterranean citing threats from the Libyan Coast Guard, leaving what they describe as a “deadly gap” in the area.
Doctors Without Borders (MSF) said it would suspend search and rescue activity of its ship, ‘Prudence,’ saying on Saturday that the vessel would cease operations because of “hostility” from Libya.
Save the Children and Sea Watch on Sunday also suspended their ongoing rescue operations in the Mediterranean over the same safety fears.
Libyan authorities announced a new search and rescue zone off its coast earlier this week, which MSF says extends into international waters.
Libya has restricted the access of humanitarian vessels carrying out rescues in international waters, as part of a bilateral attempt with Italy to control the flow of illegal migration across a Mediterrenean channel between the two countries.
MSF said the Italian Maritime Rescue Coordination Centre (MRCC) warned the NGO of the security risks associated with threats made by the Libyan Coast Guard to search and rescue vessels.
“European states and Libyan authorities are jointly implementing a blockade on the ability of people to seek safety,” Brice de le Vingne, MSF’s director of operations, said. “This is an unacceptable assault on people’s lives and dignity.”
MSF’s Loris De Filippi told Reuters the Libyan Coast Guard demanded the NGOs leave an area as big as hundreds of kilometers around its coast, where it had previously been allowed to carry our search and rescue.
Catalan NGO Practiva Open Arms accused the Libyan Coast Guard of firing warning shots at its boat and threatening the crew last week.
Sea Watch’s founder, Michael Busch Heuer, announced it would suspend its rescue missions and accused Libya of issuing an “explicit threat” against NGOs in the area.
“The reason for this is the changed security situation in the Western Mediterranean, after the Libyan government announced an indefinite and unilateral extension of their territorial waters – in connection with an explicit threat against the private NGOs,” Busch Heuer wrote on Facebook on Sunday.
“Under these circumstances, a continuation of our rescue work is not currently possible. It would be irresponsible towards our crews,” he added.
Italy began training and supporting the coast guard of the UN-backed Libyan government in Tripoli last week, in an effort to increase its ability to intercept migrant boats and send them back to Libya.
The Tripoli government is one of three claiming authority in the country, and its power is disputed by other rival groups in Libya.
Italy’s government has welcomed Libya’s decision to prevent NGOs from entering its waters, having previously suggested NGOs are in fact colluding with people smugglers to rescue migrants.
“This sends a signal that the balance is being restored in the Mediterranean,” Italian Foreign Minister Angelino Alfano said Sunday.
Italy has struggled with the wave of refugees and migrants arriving at its coast. Reuters reports close to 600,000 migrants arrived in Italy over the last four years.
“If humanitarian ships are pushed out of the Mediterranean, there will be fewer ships in the area to rescue people from drowning,” Annemarie Loof, MSF’s operational manager, said.
“Those who will not drown will be intercepted and brought back to Libya, which we know is a place of lawlessness, arbitrary detention and extreme violence.”

The European Parliament lacks transparency in the funding of non-governmental organizations (NGOs) that received hundreds of millions in donations from Brussels in 2015, the author of a report focusing on the issue warns, according to Spiegel.
An estimated €1.2 billion ($ 1.28 billion) was paid by the EU to NGOs in 2015, with parts of transactions lacking clarity or apparently landing in the hands of organizations with goals contrary to the bloc’s desired aims, the news outlet says.
“Transparency does not seem to be one of the EU Commission’s priorities when it comes to granting EU funding,” EU Commissioner Markus Pieper (CDU), author of a report on the financing of non-governmental organizations, told Der Spiegel.
The EU Commission has financially supported numerous NGOs for years. Funding went to a range of groups working on environmental protection and social issues. For example, Deutsche Umwelthilfe (DUH) is receiving subsidies from Brussels amounting to €521,834 for a campaign to be run from 2016 to 2019, according to Volksfreund.de.
“In the interests of taxpayers, the transparency of the cash flow needs to improve,” Pieper says.
For some reason, organizations whose goals are contrary to the EU’s objectives also receive financial support from Brussels, Pieper noted, giving as an example a Danish NGO which calls for the abolition of talks on the Trans-Atlantic Trade and Investment Partnership (TTIP) with the US.
“In the [EU] Commission, one hand clearly does not know what the other is doing,” economist Matthias Bauer said, as cited by Der Spiegel.
The TTIP is an EU-US free trade treaty project that sparked controversy the moment it was proposed in 2013, and has been criticized for its secretiveness and lack of accountability.
The proposed deal aims at promoting trade and multilateral economic growth by creating the world’s largest free-trade zone. Backers say it will help small businesses, open up markets, and make customs processes easier, while trade tariffs on goods would be reduced.
Critics of TTIP fear big corporations will be the only ones to profit from the deal, with corporate interests even being placed ahead of national interests.
Pieper’s criticism is not fair, some experts argue. “Many people are critical of the TTIP agreement. Why should the EU not help NGOs that express this opinion,” Carlotta Besozzi from the Civil Society Europe NGO told Der Spiegel.
However, “it’s a different thing if the EU Commission supported NGOs that are against the EU values or want to abolish the EU,” Besozzi added.
In a major interview with RT, Senator Yelena Mizulina stated that even though family violence was a terrible thing, the claims that it was an acute problem in Russia were completely untrue. She said that the “statistics” quoted by various NGOs which deal with the problem often lacked sources, were obsolete or deliberately misinterpreted.
She gave an example in which the Russian center for countering domestic violence, ‘Anna’, distributed a report in which it claimed that 36,000 Russian women were killed as a result of domestic violence. Mizulina noted that the NGO quoted a 1999 UN report as its source and kept repeating it until recent years, while real statistics presented recently by the Russian Interior Ministry read that of 1,060 cases of premeditated murder committed within Russian families in one year, 300 victims are women and 760 are men.
“We may have shortcomings, but I want other nations to judge Russia and its laws objectively, honestly and truthfully” Mizulina told RT.
“Another example of how statistics can be misinterpreted is the statement that in 2015, 600,000 women in Russia were victims of domestic violence. Real figures are that of about 2.3 million crimes committed that year, 600,000 were committed against women – but this includes all crimes, with larceny and business embezzlement. This is much more real,” she said.
“This is part of a sanctions standoff, but they also have a very mercantile interest in promoting this agenda. The thing is, Western countries have grant programs for NGOs that fight domestic violence. Because of this, a lot of topics are being forcefully included in the political agenda. This applies not only to groups that receive foreign funding. Russia has a lot of its own programs on the federal and regional level. NGOs inflate the importance of this topic in order to increase the overall funds allocated to fight the problem and also as part of competition for the existing ones,” the senator stated.
Mizulina also noted in the interview that Russian laws ordered strict punishment for domestic violence. “Feminist movements that have lobbied for this amendment are accusing us of fascism in the West. What fascism are they talking about? The criminal code is full of articles punishing violence against women, against pregnant women, against children and all family members who depend on the abuser. We have stronger responsibility for this, just as they do in European countries.”
Mizulina went on to blame the “feminist lobby” for the recent situation in which first-time assault without consequences to health was moved to the civil code in cases when the victim and attacker were strangers, but remained in the criminal code in cases when they were relatives. She said that the initial amendment treated all citizens equally and was introduced as an attempt to make Russian legislation softer, but the changes made before the third reading led to discrimination.
In mid-2016, first-time attacks on people who were not family members or relatives were moved from the criminal code into the civil code. Lawmakers soon noticed the apparent contradiction that this left parents appearing more dangerous to their children than complete strangers.
Mizulina said that the amendment had been included in the bill silently in the hope that no one would notice. It was thanks to the internet that Russian parents and the public in general had discovered the changes.
The lawmaker emphasized that the main objective of the so-called decriminalization of domestic violence was not to allow unjustified separation of children and their parents. The law in its current form has already led to several cases in which children were taken away from families because of the slightest suspicion that they were beaten. “There can be mistakes, but what the police do is they immediately take away the children and the parents have to prove that they are innocent,” she said.
“Child protection services have developed in such a way that they see the family as one of the most dangerous places for children. But this is entirely wrong – the family, especially the biological family, is one of the safest places and it must be protected… If the family were so dangerous, how could humanity have survived to this moment?” Mizulina noted.
She also explained that currently the term ‘violence’ was rather broad as it also included psychological pressure. “Banning your children from playing computer games before they do their homework is also violence. Grounding your children for some misdemeanor is also psychological violence and pressure. There is no guarantee that children will not start blackmailing their parents. They can report on them if parents refuse to buy expensive things,” she said.
The senator said that ultimately once the controversial bill comes into force it would be possible to assess its effectiveness and make new amendments, correcting possible mistakes. “It is just that a beating with no consequences to health is a civil offense. The punishment is quite harsh and there is no possibility for an amicable agreement. After the bill comes into force we will see a real picture and will adjust the law accordingly,” she said. Mizulina also stated that in her opinion the amendment in its current form will not do anyone harm.
On Wednesday, the Russian upper house passed the bill that reduces “beating of close persons” from a criminal offense to a civil one. Once it is signed into law, first-time offenses not resulting in bodily harm will be punishable by fines between 5,000 and 30,000 rubles, 60 to 120 hours of community service, or 10 and 15 days of police detention. Repeatedly assaulting relatives or causing bodily harm to family members remain criminal offenses, with the punishment unchanged – a fine amounting up to three months’ income, community service of up to 360 hours, or up to three months of police detention. Beatings that cause bodily harm can carry a punishment of up to two years behind bars.
