Canada’s parliament on Thursday unanimously voted to strip Myanmar’s de facto leader Aung San Suu Kyi of her honorary Canadian citizenship as part of the country’s crackdown of global human-rights violators.
Suu Kyi’s symbolic citizenship was granted in 2007. The parliament’s move must now be approved by the country’s Senate. See the rest of the story at Business Insider

NOTHING has been made in the engine factory in Thagaya, in the south of Myanmar, since April last year. Yet around 350 employees still turn up each day. In 2016 government-owned factories like this one made a loss of more than $ 200m.
When Myanmar moved from military dictatorship to a form of democracy, its new government embarked on a series of reforms. Since 2011 it has passed at least two dozen laws related to the economy. Foreign investment, much of it from China, has helped the economy to grow at around 7% a year. But it remains one of the region’s poorest countries. And vast swathes of the economy remain untouched.
State-owned enterprises (SOEs) employ about 145,000 people and provide about half of government revenue, excluding foreign aid. They collect around 12% of GDP in fiscal revenue and spend about the same. But the junta-era law that regulates them is a vaguely worded two-page document that is silent on what they are supposed to do. It simply states which sectors are…

SEOUL, South Korea (AP) — The U.N. special envoy on human rights in Myanmar said Thursday that the Myanmar military’s violent operations against Rohingya Muslims bear “the hallmarks of a genocide.”
Yanghee Lee told reporters in Seoul, where she is based, that she couldn’t make a definitive declaration about genocide until a credible international tribunal or court had weighed the evidence, but “we are seeing signs and it is building up to that.”See the rest of the story at Business Insider

NEW DELHI (Reuters) – Philippine President Rodrigo Duterte told Myanmar leader Aung San Suu Kyi, heavily criticized abroad for failing to stand up for largely stateless Rohingya Muslims, that she shouldn’t bother about rights activists as they are “just a noisy bunch”.
Duterte said he made the remarks in a speech at the Philippines-India Business Forum in New Delhi where Duterte and Suu Kyi are attending a summit of Southeast Asian countries.
“We were talking about our country, the interest of our country … and I said ‘do not mind the human rights’ (activists), they are just a noisy bunch actually,” Duterte said.
Suu Kyi is facing international criticism for failing to address the plight of the Rohingya, more than 655,500 of whom have fled to Bangladesh to escape a crackdown by the Myanmar military.
Many people in Buddhist-majority Myanmar regard the Rohingya as illegal immigrants from Bangladesh. The United Nations described Myanmar’s crackdown as ethnic cleansing, which Myanmar denies.
“I pity her because she seems to be caught in the middle of being a Nobel Prize winner for peace and this is now the ruckus, she is heavily criticized,” Duterte said in his speech.
Human rights groups have also strongly criticized Duterte’s anti-narcotics campaign during which more than 3,900 suspected drug users and peddlers have been killed in what the police called self-defense after armed suspects resisted arrest.
Critics dispute that and say executions are taking place with zero accountability, allegations the police reject.

As the Myanmar government’s violent policy towards its Rohingya Muslims drew increasing international condemnation in 2016, the country’s sometime icon of democracy, Aung San Suu Kyi, declined to speak out for the persecuted minority. And in her attempts to protect Myanmar from renewed isolation, she has continued to deepen its relationship with her most powerful authoritarian neighbour: China. It seems the common notion that newly democratic states have little time for autocratic partners is false.
Before the West started paying real attention to the Rohingya crisis, Myanmar’s democratic transition was something of a cause celebre. But in reality, the country is still under military sway, and the democratic West is still less influential in Myanmar than China. Beijing’s interests are still a decisive economic influence in the country, which is clearly a potentially crucial partner in China’s gargantuan Belt and Road initiative.
To be sure, China is just one of Myanmar’s heavyweight international protectors, which also include Russia and India. These three countries all share certain urgent concerns, among them the threat of militant radical Islamism. Connections have been drawn between Rohingya militants and Pakistani extremist groups such as Jaish-e-Mohammed, this just as Beijing is increasing pressure on Pakistan to curb its support for fundamentalist groups that could threaten Chinese interests in Asia.
As it surveys this troubling map — which also includes an insurgency among the Uighur Muslims of China’s own Xinjiang province — Beijing views Myanmar’s crackdown not as a domestic problem for a junior partner, but as another front in a wider struggle for stability.
And just as Myanmar fits into that particular Chinese strategy, it also has a part to play in various others.
This is a style of geopolitical influence China is pursuing the world over. Its current foreign policy in Asia follows a similar pattern to its policies in Africa, which revolve heavily around infrastructure and development assistance as well as commodity extraction. It is still open to question whether these policies will benefit African states in the long term, but what cannot be denied is that China has had a significant impact on the continent in a comparatively short period of time.

Many critics of China’s African policies point to Beijing’s support for authoritarian and violent regimes such as Sudan’s, which it backed during much of the Darfur massacre in the 2000s. And even democratic shifts in government do not necessarily turn African states away from Chinese influence.
After sweeping into power on a wave of anti-Chinese populism in 2011, Zambia’s late Michael Sata appeared to spell trouble for Chinese interests in his country. He even threatened to recognise Taiwan — a direct affront to Beijing, which regards Taiwan as a wayward province. But in the end, Sata did not act on his threats, instead endorsing his country’s Chinese ties.
What does this tell us about China’s approach to Myanmar and countries like it? As with the expectations of Myanmar’s transition to democracy, it is not always certain that a more democratic regime will turn away from Beijing. It seems China has become too powerful for most countries to ignore on principle.
This is only helped by Chinese foreign policy’s remarkable consistency. Besides pursuing the Belt and Road initiative, which extends across much of Asia and well into Europe, China is carefully cultivating cadres of friendly states in its “near abroad,” whether in the post-Soviet sphere or Southeast Asia.
This also explains China’s support for North Korea in the face of a war of words between Donald Trump and Kim Jong-un. While that policy has often been held up as an example of Beijing’s inability to control Pyongyang, it is equally an expression of China’s relative strength: as things stand, any Western moves to counter North Korea would be impossible without Beijing’s assistance.

Then there’s the matter of the South China Sea. Once seen as an “American lake,” China now lays claim to the sea almost in its entirety, and not just for its own sake; as political theorist John Mearsheimer once argued in The Tragedy of Great Power Politics, aspiring superpowers often seek to dominate in their sphere of influence before becoming a global power.
So as far as China is concerned, the ongoing Rohingya crisis is just one of many developments in Asia where it has key interests at stake. It will not allow the world’s growing impatience and outrage at the Myanmar government’s behaviour to undermine what’s become a remarkably coherent foreign policy — not a mercenary venture, but a carefully planned great game.

YANGON (Reuters) – Myanmar’s civilian president called in an Independence Day speech on Thursday for reform of a military-drafted constitution and for justice for all recognized minorities under a federal system, but made no mention of the treatment of its Rohingya Muslim people.
Amending the charter to remove a dominant political role for the military has been one of the most contentious issues facing Myanmar as it emerges from nearly half a century of strict army rule.
The debate over constitutional reform, however, has been muted since the assassination in January last year of a lawyer advising government leader Aung San Suu Kyi’s ruling party on the issue.
“As we build the Democratic Federal Republic, in accordance with the results of the political dialogues, we all need to work collectively for creating a suitable constitution,” President Htin Kyaw said in his speech marking the 70th anniversary of Myanmar’s independence from Britain.
Htin Kyaw’s post is largely ceremonial but he is a close ally of Suu Kyi. He did not elaborate on what he meant by suitable or spell out why he was suggesting the 2008 constitution drawn up by the military was unsuitable.
The constitution bars Suu Kyi from becoming president because it rules out candidates with a foreign spouse or child. Suu Kyi’s late husband was British as are her two sons.
It also reserves for the military one quarter of the seats in parliament and several major cabinet posts, including defense, interior and border affairs, giving it an effective veto over constitutional change and control of security affairs.
Myanmar began emerging from 49 years of military rule in 2011. Suu Kyi’s party swept a 2015 election and formed a government but concern is growing that the reform program is stalling or even sliding back.
This has been compounded by attacks on press freedom, including the detention of several journalists over the past year. On Dec. 12, the authorities arrested two Reuters reporters who had covered the army crackdown that has led to the mass flight of Rohingya residents of Rakhine State across the border into Bangladesh.
Htin Kyaw called for respect for human rights but he did not refer to the crisis over the exodus of 655,000 Rohingya people, nor to the international condemnation it has generated.
“We are working for the emergence of a democratic state based on the principles of freedom for all ethnic national races, justice, equality and right of self-determination,” he said.
“National race” is a term used by Myanmar referring to what it categorizes as indigenous ethnic groups. The Rohingya, who have traditionally lived in Rakhine, have been denied inclusion as authorities regard them as illegal immigrants who have crossed over from Bangladesh.

The Rohingya crisis erupted in late August after Rohingya insurgent attacks on security posts in Rakhine triggered a fierce military response that the United Nations denounced as ethnic cleansing.
Myanmar denies ethnic cleansing saying its security forces have mounted legitimate clearance operations.
Htin Kyaw called for an end to conflict with insurgents from various ethnic minorities who have been battling for autonomy for decades.
Clashes have flared in recent weeks between the army and guerrillas in Kachin and Shan states in the north.
Myanmar’s minorities have long demanded self-determination under a federal system. The army has traditionally seen itself as the only institution preventing the country’s disintegration and has favored a unitary state.
Amending the constitution would not be easy.
Changes require a 76 percent majority vote in a parliament dominated by military members and their allies.
The killing of lawyer and constitutional expert Ko Ni last year has not been fully explained even though the gunman was caught at the scene.
Many activists believe Ko Ni, who was Muslim, was targeted for his efforts to reduce the military’s political role.

YANGON (Reuters) – China has endorsed Myanmar’s offensive against Rohini Muslim insurgents, though the UN secretary-general said the operation, which has forced nearly 400,000 people to flee to Bangladesh, was best described as “ethnic cleansing”.
The Myanmar military offensive in the western state of Rakhine was triggered by a series of guerrilla attacks on Aug. 25 on security posts and an army camp in which about a dozen people were killed.
“The stance of China regarding the terrorist attacks in Rakhine is clear, it is just an internal affair,” the state-run Global New Light of Myanmar newspaper on Thursday quoted China’s ambassador, Hong Liang, telling top government officials.
“The counter-attacks of Myanmar security forces against extremist terrorists and the government’s undertakings to provide assistance to the people are strongly welcomed.”
China competes with the United States for influence in Myanmar, which in 2011 began emerging from nearly 50 years of strict military rule and diplomatic and economic isolation.
Earlier this week, the Trump administration called for protection of civilians.
The violence in Rakhine State and the exodus of refugees is the most pressing problem Nobel Peace laureate Aung San Suu Kyi has faced since becoming national leader last year.
Critics have called for her to be stripped of her Nobel prize for failing to do more to halt the strife which the UN rights agency said was a “textbook example of ethnic cleansing”.
UN Secretary-General Antonio Guterres and the UN Security Council on Wednesday urged Myanmar authorities to end violence, adding that the situation was best described as ethnic cleansing.
“When one-third of the Rohingya population had to flee the country, could you find a better word to describe it?” he told a news conference in New York.
The government says it is targeting “terrorists,” while refugees say the offensive aims to push Rohingya out of Buddhist-majority Myanmar.
Numerous Rohingya villages in the north of Rakhine state have been torched but authorities have denied that security forces or Buddhist civilians have been setting the fires. Instead, they blame the insurgents.
Reuters/StringerBut international pressure is growing on Myanmar.
The 15-member Security Council met behind closed doors on Wednesday, at the request of Sweden and Britain, to discuss the crisis for the second time since it began and agreed to publicly condemn the situation.
The council “expressed concern about reports of excessive violence during the security operations and called for immediate steps to end the violence in Rakhine, de-escalate the situation, re-establish law and order, ensure the protection of civilians … and resolve the refugee problem”.
British UN Ambassador Matthew Rycroft said it was the first statement from the Security Council on Myanmar in nine years. Such statements have to be agreed by consensus and Russia and China have traditionally protected Myanmar from any action.
Bangladesh says all the refugees will have to go home and has called for safe zones in Myanmar. It has said safe zones were not acceptable.
Aid agencies will have to step up operations “massively” in response to the refugee flow to Bangladesh, a senior UN official said on Wednesday, adding that the $ 77 million the United Nations had appealed for last week would not be enough to deal with the crisis.

There is no precise definition for ‘ethnic cleansing” and the term is not recognized as an independent crime under international law, according to the UN Office on Genocide Prevention.
The term appeared during the war in the former Yugoslavia in the 1990s and it has been used in UN Security Council and General Assembly resolution, the office said.
It has also been acknowledged in judgments and indictments of the International Criminal Tribunal for the former Yugoslavia, although it did not constitute one of the counts for prosecution.
A UN commission of experts defined ethnic cleansing as “rendering an area ethnically homogeneous by using force or intimidation to remove persons of given groups”.

Living on borrowed rice
WHEN Myo Than was a young man, his family had 12 hectares of farmland in Dala, a rural township just across the river from Yangon, Myanmar’s biggest city. His mother sold most of it after his father died. Mr Myo Than grows rice on what’s left, but water shortages mean he reaps just one harvest each year. He borrows money from the Myanmar Agricultural Development Bank (MADB)—1.5m kyats ($ 1,100) this year, at an annual rate of 8%—to cover planting costs. But rice is a low-return crop. To repay the bank he borrows from local moneylenders at a rate of around 4% each month. Mr Myo Than owes them $ 7,300. He has given his land deeds to a moneylender as security.
Mr Myo Than’s predicament is not unusual: poor crop returns and usurious loan terms have kept Myanmar’s farmers trapped in poverty and debt. Around 60% of Myanmar’s population are engaged in agriculture. Most are poor, and farm small plots of land using age-old manual techniques. Farmers scythe rice fields; water buffaloes pull wooden ploughs; hay-laden bullock-carts trundle down narrow roads.
Many farmers borrow to cover planting costs, buy equipment or…
