AUDITS EXIST to shore up trust in financial statements. Investors look to professionals to tell them whether companies’ managers are squandering their money. What happens when trust in auditors evaporates? Britain provides an illustration.
The country has seen a spate of high-profile company failures in the past year, most notably that of Carillion, a construction firm with many public-sector contracts. Angry lawmakers want to know why auditors did not raise the alarm. The result has been a number of official reviews. The Competition and Markets Authority (CMA), Britain’s antitrust agency, is assessing ways to improve the audit market. A separate review is looking at the Financial Reporting Council, the audit regulator. Both will publish initial findings by the end of the year. Three more reviews—by MPs, the opposition Labour Party and an accountants’ trade body—are also in the works.
The case against auditors is…

America may see an interesting female showdown as a spin-off of the Brett Kavanaugh saga. Susan Rice and Sarah Palin hinted they may run against Sens. Susan Collins and Lisa Murkowski, who voted in a way they deem unacceptable.
The soap opera begins with Susan Collins (R-ME), who was initially sitting on the fence when it came to whether she would vote in favor of the Supreme Court nomination of Kavanaugh. This invited some of Kavanaugh’s fiercest critics to put pressure on her to vote against his confirmation – pressure which Sen. Marco Rubio (R-FL) called “vicious, vile, and dangerous actions.”
Collins finally put an end to the speculation on Friday, announcing in a 44-minute speech that she would be backing Kavanaugh.
But Susan Collins’ decision angered another Susan by the name of Susan Rice (who served as national security adviser under Barack Obama).
Rice’s discontent was revealed following a tweet by Jen Psaki, who served as Obama’s communications director. “Who wants to run for Senate in Maine?” she tweeted. It took Rice 11 minutes to respond with “me.”
She later clarified that she was not making any announcements, but stressed that she is “deeply disappointed in Senator Collins’ vote for Kavanaugh.”
However, Rice isn’t without her own controversies. For starters, she was serving as national security adviser when the Benghazi attack happened in 2012, which resulted in the killing of four Americans. Republican lawmakers have accused her of underplaying the attack as a random act of violence in response to an anti-Muslim film. However, Obama admitted it was premeditated. She has also been accused of revealing the names of associates of Donald Trump that appeared in intelligence reports last year.
And as with just about anything these days, the internet weighed in on the possibility of Rice running against Collins, with many immediately pledging their support.

Susan Rice is corrupt and would be fully exposed during an election!!

Does Susan Rice think she can make her record clean by then? How will she seal up everything like Obama did.

But just as Rice is unhappy with Collins for promising to vote in favor of Kavanaugh, former vice-presidential candidate Sarah Palin is mad at Sen. Lisa Murkowski – a Republican from Palin’s home state of Alaska – for crossing party lines and announcing that she will be voting ‘no’ when it comes to Kavanaugh’s confirmation.
Palin tweeted directly at Murkowski, saying: “Hey @LisaMurkowski – I can see 2022 from my house…”
That tweet wasn’t without a dose of humor, as it stems from Tina Fey’s remarkable impression of Palin on Saturday Night Live in which Fey delivered the line “I can see Russia from my house” when talking about foreign policy on the show. While Palin never actually muttered those words, she’s often credited with doing so.
Palin’s tweet came one day after she had urged Murkowski to “do the right thing” when it comes to Kavanaugh.
The former Alaska governor, who ran as vice president on the McCain ticket in 2008, was often mocked for her statements during her run, and long after. Some of her most famous gems include stating that America needs to stand with its North Korean allies and declaring that gun-free zones amount to “stupid on steroids.”
She also said that the world looks at Russian President Vladimir Putin as someone who “wrestles bears,” while Obama was looked at as someone who “wears mom jeans.”
And, of course, the Twittersphere had a few things to say about Palin’s tweet, with responses ranging from eager support to laughs and criticism.

A perfectly intact frozen cave lion cub, recently discovered in Russia’s Siberian Republic of Yakutia, may provide scientists with a chance to bring the prehistoric predator back to life… By cloning it.
The cave lion cub, which froze between 20,000 or 50,000 years ago, was discovered by local subsoil developers in permafrost on the banks of the Tirekhtyakh River of the Abyisky district of Yakutia in early autumn. Thawing permafrost revealed the animal, researchers at the Academy of Science of the Sakha Republic (Yakutia) said as they presented the find to the public last week.
The cub was around one and a half to two months old when it died, the biologists said. Its sex and precise age will be established during further research, which may take several years, they added. Two intact cave lion cubs discovered in Yakutia made headlines in 2015, but the newly-found animal is “even better preserved,” Albert Protopopov, who heads the Department of Study of Mammoth Fauna at the Academy, said.
According to Protopopov, the uniquely preserved condition of the cub may even see the cave lion species brought back to life. “Cloning via classical technology when the nucleus of a living cell is implanted in an egg is impossible. But nowadays serious work is being undertaken in terms of reconstructing the DNA and one may try to incorporate the restored DNA of the cave lion into the DNA of the modern lion,” he said.
“Since the cave lions are very close relatives of modern African lions, the possibility of their revival is much higher than that of the mammoth, which has no relatives closer than that of the Indian elephant,” Protopopov added as cited by Tass.
The cave lion lived in the Late Pleistocene era, the same period as the wooly mammoth, and went extinct around 10,000 years ago. The predator was slightly larger than the modern lion, lacking a mane and a tassel at the end of the tail.

Scientists from the Mammoth Museum of the North-Eastern Federal University together with their South Korean colleagues are now working to rebuild the DNA structure from a well-preserved mammoth skin found in Yakutia in 2015 with hopes of cloning the animal in the future.

WASHINGTON (AP) — A simple question — should adults who are able to work be required to do so to get taxpayer-provided health insurance? — could lead to major changes in the social safety net.
The federal-state Medicaid program for low-income and disabled people covers more than 70 million U.S. residents — about 1 in 5 — including an increasing number of working-age adults. In a break from past federal policy, the Health and Human Services Department under Secretary Tom Price has already notified governors it stands ready to approve state waivers for “meritorious” programs that encourage work.
Separately, an amendment to the still-stuck House GOP health care bill would allow individual states to require work or training for adults, with exceptions such as pregnant women, or parents of a disabled child.
Yet a surprising number of working-age adults with Medicaid are already employed. Nearly 60 percent work either full- or part-time, mainly for employers that don’t offer health insurance, says the nonpartisan Kaiser Family Foundation. Most who are not working report reasons such as illness, caring for a family member, or going to school.
Geraldine Stewart, a Medicaid beneficiary from Charlotte, North Carolina, questioned the impact of a work requirement on older adults. Stewart was incapacitated by painful problems with her feet, now relieved by surgery covered under the program. In her early 60s, she was able to return to part-time work as a home health aide after treatment.
“To do work anywhere, I have to have my feet,” said Stewart. “I really hope that they do not force anyone who has a medical condition to work to have to pay for those services. I don’t think it’s been researched properly.”
The debate over work requirements for safety net programs isn’t new. With Medicaid, it doesn’t break neatly along liberal-conservative lines.
On the political right, some say the idea is flawed because a person who refuses to work will still be able to get free treatment by going to a hospital emergency room. Others say Medicaid was established by law as a health program, and work requirements would compromise that original mission.
“It’s a policy that comes out of a misunderstanding of the situation facing low-income families,” Jason Helgerson, head of New York’s Medicaid program, said of work requirements. “People need health care to function in the work force. Threatening that, in my view, does not help in any meaningful way.”
In a recent letter to governors, HHS Secretary Price and Seema Verma, the new head of Medicare and Medicaid, suggested that work itself can be good for health. “The best way to improve the long-term health of low-income Americans is to empower them with skills and employment,” they wrote.

Liberals are relishing the contrast if Trump pursues tax cuts for the wealthy while putting the poor to work. “The Republican focus is backwards,” said Senate Democratic leader Chuck Schumer of New York.
Work requirements are under discussion in a number of states, and the first test for the Trump administration could come on a pending waiver application by Kentucky. The proposal from Republican Gov. Matt Bevin would allow the state to suspend coverage for able-bodied adults who don’t comply. Job training and caring for a disabled relative would count toward fulfilling the obligation. “Medically frail” people dealing with certain conditions, from substance abuse to cancer, would be exempt.
For Bevin, getting federal approval is key to continuing a Medicaid expansion launched by his Democratic predecessor to take advantage of then-President Barack Obama’s health care law. Nationwide, the future of the expansion is uncertain with Republicans committed to rolling back Obama’s law. Work requirements could entice GOP-led states to expand their programs and cover more low-income adults.
That may be more symbolism than real change, said Robert Rector, a social policy expert with the conservative Heritage Foundation.
“I consider it misleading to suggest you are going have a meaningful work requirement in a medical program, because that’s the most difficult area to do it in,” said Rector. “If an individual doesn’t perform, and then they get sick, it’s just not going to be enforced.”
Advocacy groups representing the poor may go to court. “Medicaid is a medical assistance program,” said Jane Perkins, legal director the National Health Law Program. “We do have a problem” with making work a condition of eligibility.
Others are worried that work requirements could become barriers for people down on their luck.
In small-town Paris, Tennessee, Medicaid beneficiary Mayela Stephenson said, “I wasn’t afraid of work.”
Now in her mid-50s, she worked factory jobs most of her life before becoming disabled due to nerve and bone problems. Even with her disability, Stephenson said she had to get legal help to force the state to grant her Medicaid.
Although she agrees that able-bodied people should work, Stephenson said she has concerns that those with health problems will get hurt.
“How would one measure someone’s disability as to what degree that person would be able to work?” she asked. “It would have to be based on each individual’s circumstance. You would have to go case-by-case, and how on earth will they do that?”

The 10,000-strong British-led Joint Expeditionary Force (JEF), which began formation in December of 2012, is designed to operate alone or jointly in support of NATO, European Union, or United Nations missions anywhere in the world.
The force will incorporate air and naval units, as well as ground troops, and will be led by British commanders, with other participating nations contributing a range of specialist troops and units.
A letter of intent signed with partners from Denmark, Estonia, Latvia, Lithuania, the Netherlands, and Norway aims to develop JEF to become fully operational before 2018, but the force can already be used if needed.
Sweden’s and Finland’s military cooperation with NATO is based on their longstanding policies of non-alignment. However, both countries have contributed to NATO’s multinational peace operations in non-combat capacities. Now, both Nordic countries are considering if joining JEF will bring mutual benefits.
“Joining this force has to do with NATO, because the idea originated within NATO and the force acts within NATO’s scope as exercised by the states in question. They can decide for themselves whether to invite non-NATO countries in,” Janne Kuusela from the Finnish Defence Ministry was quoted as saying by the local press.
“The cooperation offer is based on Finland and Sweden being in a so-called enhanced partnership with NATO and we have a good history with joint operations with the UK,” Kuusela stressed.
Sweden’s Armed Forces are also set to enter discussions on potentially joining the force.
“We have also held discussions with Finland and will undertake a joint analysis of potential participation in JEF. We will coordinate our position on this,” Swedish Defense Minister Peter Hultqvist told Dagens Nyheter newspaper.
Sweden, which has maintained a foreign policy based on non-alignment and refused to join NATO for years, thinks membership in JEF will be possible.
“JEF is not a NATO force, but a British initiative and a British-led operation. This means that we can participate without any obligation to take part in operations,” the Swedish defense minister said.
Finland, which has also remained independent of NATO, says it may need to upgrade its military hardware to fully integrate with JEF.
“Joining this force would have to somehow benefit Finland’s defense capabilities,” Kuusela said, adding “we think that Finland’s military performance needs to be updated in the current global security environment, so the offer is quite interesting. But this will be carefully hashed out and only brought into the political sphere if we consider JEF worth joining.”
