At a village wedding, the men play the drums while women with tattooed faces dance and sing songs handed down from their Berber ancestors.

Art and culture are everywhere in Morocco, an integral part of daily life, but they are also starved for state support and funding. For a government grappling with social unrest, allegations of corruption and an ever-present threat from Muslim extremists, the arts are simply not a priority. And so it falls to cultural leaders, like Mohamed Amine Kabbaj, executive president of the Marrakech Biennale, to give a voice and a platform to Morocco’s artists.

What does this country of artists, situated at the crossroads of Africa, Europe and Asia, need to realize its cultural potential?

“Amine is an optimist,” says Abdelhamid Bousaadi, a young influencer on the Marrakech art scene and coordinator of TEDx Marrakech. “He can only imagine and accept the perfect program, no matter how dreamy or expensive it sounds. He is persistent and able to find solutions around financial problems.”

Amine kabbaj

When Kabbaj enters a room, the first thing you notice is his energy. In his early sixties, he is an architect, a polymath, a contemporary art collector and, perhaps incongruously, an ultra runner, having completed what many consider the toughest footrace in the world, the Marathon des Sables, a dozen times.

His father was a merchant and his mother, unusual for the time, attained a high school education. Kabbaj was born in Casablanca and studied architecture in Strasbourg and Paris, explaining that he chose the field “because it brought me close to the artistic world and creativity, and it was also a job that had a lot of future for my country.”

That mixture of art and service has been Kabbaj’s MO from the start: He founded an architectural practice in 1992, contracting with the government to work on public housing development, moved on to high-end hotels and villas and then returned to his social roots by building hospitals in Morocco and throughout Africa.

And now, running the Marrakech Biennale has put Kabbaj squarely at the intersection of art and service — pushing him to the frontlines in the fight for greater support for the arts while also embroiling him in the debate over the event’s creative vision. Conceived in response to 9/11, the event was founded by Vanessa Branson, who saw it as a way to combat hatred and violence by drawing people together and to counter stereotypes from the region. Kabbaj joined the effort in 2012, and in 2014 it was named one of the top 20 biennales in the world by Artnet.

“Cultural leaders come in many shapes and sizes — academics, practitioners and enthusiasts,” Branson tells OZY. “Amine is the latter. He is an inspirational man [who] understands that the arts drive creativity, that creativity inspires innovation and innovation drives the economy.”

For last year’s Marrakech Biennale 6: Not New Now, Kabbaj chose to focus on artists from Africa and the Arab world, explaining, “I wanted to show that art, or rather culture, is no longer the preserve of the West.” Curated by Palestinian Reem Fadda, an art historian and associate curator at the Guggenheim Abu Dhabi Project, the exhibit showcased the work of 45 Arab and African artists — a decision that attracted criticism from those who felt excluded.

Artist Gordon Davidson explains, “By consciously concentrating on the southern hemisphere … meaningful debate, networking and exchange of ideas, particularly at the international level, cannot take place if half of the world is excluded.”

The debate over its cultural direction and artistic vision, however, is not the most pressing issue for the Biennale: Rather, it is the lack of financial support. “We need real support from the government,” Kabbaj says. “All the other biennales are supported by the authorities, and we need it too.” With debts still outstanding from 2016, the 2018 edition has been put on hold. But Kabbaj is not feeling defeated; he says he plans to use the time to re-envision the Biennale seeking input from young creatives as well as the more established art community. “I’m going to hold a series of workshops to help decide: What is the Biennale? What’s it for? What’s the goal?”

Looking beyond the financial needs and creative mission of the Biennale, Kabbaj sees the future in education — and he wants art to be a fixture of the curriculum. “Today, culture must be taught like any other scientific or economic discipline,” he says. “It is through the places of teaching and from an early age that creativity is cultivated.” This is a tall task in a country with 32 percent illiteracy and where high school attendance is not mandatory. But Kabbaj, who boasts of bringing 4,500 public school children to the last Biennale, refuses to be swayed.

So, what does this country of artists, situated at the crossroads of Africa, Europe and Asia, need to realize its cultural potential? “Culture requires education and freedom of expression,“ states Kabbaj. But without support from the municipal authorities, potential will be only that. To hear Kabbaj on the subject, art is critical for the health of society, and his role is to ensure access to it. “The first leader of culture must be the elected representatives of the cities. They must reflect on the welfare of their citizens.”

The Morning After: ‘Black Panther’, modernizing old B&O speakers https://briefnews.eu/the-morning-after-black-panther-modernizing-old-bo-speakers/ https://briefnews.eu/the-morning-after-black-panther-modernizing-old-bo-speakers/#respond Fri, 16 Feb 2018 13:07:27 +0000 http://briefnews.eu/the-morning-after-black-panther-modernizing-old-bo-speakers/

Friday morning. Almost as good as Saturday. Today, we’re talking discounted PlayStation VR headsets (down to $ 200), our thoughts on Marvel’s Black Panther and a very convoluted way to upgrade your old B&O speakers for the modern age.

It’s unlike any blockbuster film you’ve seen before.
Review: ‘Black Panther’ proves why Afrofuturism matters

Black Panther is groundbreaking on every level. It’s a superhero film that’s smarter and more meaningful than anything from Marvel yet. It’s a blockbuster action movie written, directed by and starring black artists. And, Black Panther also happens to be the purest expression of Afrofuturism — science fiction and fantasy that reflects the African diaspora — to ever hit cinemas around the world. It’s about time.

The process even made water from Sydney Harbor safe to drink.
Graphene film makes dirty water drinkable in a single step

Researchers have developed a process that can purify water, no matter how dirty it is, in a single step. Scientists from Australian research organization CSIRO have created a filtration technique using a graphene film with microscopic nano-channels that lets water pass through, but stops pollutants. The process, called Graphair, is so effective that water samples from Sydney Harbor were safe to drink after being treated. Here, you can take a sip first.

Even the Apple Watch is affected.
Mac and iOS bug crashes apps with a single character

One single Indian-language character is capable of crashing a number of messaging apps on iOS. The problem also extends to the Apple Watch and even Macs, all of which struggle to process the character specific to the Telugu language spoken in India.

The character, when received or even pasted into iMessage, will at least crash the app if not the entire iOS SpringBoard (the core software that runs the iOS home screen). Other communication apps react the same way, including WhatsApp, Twitter, Facebook Messenger, Gmail and Outlook. Fortunately, this frustrating bug shouldn’t survive much longer. It affects devices running iOS 11.2.5, but has already been addressed in the latest beta software for both iPhones and Macs.

It sounds great on paper, but the reality is far from perfect.
Samsung Notebook 9 Pen review: solid stylus, so many compromises

Samsung’s Notebook 9 Pen is a tiny workhorse which is so light, it’s barely there, and it’s one of just a few Samsung PCs to feature the company’s S Pen. That it’s a quirky machine is without question, but its performance and build quality left us with a few concerns.

And you’ll have to supply your own Raspberry Pi.
B&O’s upgrade for old speakers requires some heavy tinkering

In 2018, most new speakers come with WiFi and/or Bluetooth as standard. Let’s face it: Almost everyone is using their phone to access music these days, so wireless connectivity is a must. However, if you invested in a set of non-connected speakers before the wireless craze hit, you may not want to shell out more money to replace them just yet. For older passive speaker setups, Bang & Olufsen has an option for getting that connectivity thanks to a collaboration with HiFiBerry. You’ll have to get your hands dirty, though.

But not if it means giving up America’s access to low Earth orbit.
Defunding the ISS might just help get us to Mars

There’s good news for NASA in the Trump administration’s proposed FY2019 budget and some bad. On the one hand, the space agency would receive a minor funding boost — NASA itself would get $ 19.9 billion, a 1.3 percent increase over 2017, while its science directorate would receive $ 5.9 billion, a 2.3 percent increase. On the other hand, not only does the current administration want to cut funding for the Wide-Field Infrared Survey Telescope (WFIRST), which would hunt for exoplanets and dark matter, it also wants to defund the International Space Station after 2024, when the US’s current commitment to the multinational project expires. Instead, Trump’s team hopes that a consortium of private businesses will take over running the station come 2025.

He relaxed the agency’s rules weeks before the deal was announced.
FCC watchdog is investigating Pai’s moves before Sinclair merger

Last April, the Federal Communications Commission, led by its Trump-appointed chairman Ajit Pai, eliminated a restriction that had capped how many stations media companies could own. Weeks later, Sinclair Broadcast Group announced a long-suspected deal to acquire Tribune Media for $ 3.9 billion. Anyone finding that timing suspicious wouldn’t be alone: For two months, the FCC’s internal watchdog has been investigating whether Pai and his aides improperly pushed to change the rules and timed it to help Sinclair. The FCC’s spokesperson responded, saying: “Given that the FCC under Chairman Pai’s leadership recently proposed a $ 13 million fine against Sinclair, the largest fine in history for a violation of the Commission’s sponsorship identification rules, the accusation that he has shown favoritism toward the company is absurd.”

But wait, there’s more…

The Man Modernizing Morocco … Through Art https://briefnews.eu/the-man-modernizing-morocco-through-art/ https://briefnews.eu/the-man-modernizing-morocco-through-art/#respond Thu, 30 Nov 2017 11:12:41 +0000 http://briefnews.eu/the-man-modernizing-morocco-through-art/ Visit the tiniest hamlet in the High Atlas Mountains in Morocco, three days’ walk from the nearest tarmac road, where people rely on produce from their small plots and meat from their animals, and you will find exquisite, hand-woven carpets, intricately carved doors and ornate cast-iron window grilles.

The US Army is reportedly $7 billion to $9 billion short of the money it needs to start modernizing the force https://briefnews.eu/the-us-army-is-reportedly-7-billion-to-9-billion-short-of-the-money-it-needs-to-start-modernizing-the-force/ https://briefnews.eu/the-us-army-is-reportedly-7-billion-to-9-billion-short-of-the-money-it-needs-to-start-modernizing-the-force/#respond Fri, 11 Aug 2017 15:24:17 +0000 http://briefnews.eu/the-us-army-is-reportedly-7-billion-to-9-billion-short-of-the-money-it-needs-to-start-modernizing-the-force/ U.S. army soldiers take part in Suwalki gap defence exercise in Mikyciai, Lithuania, June 17, 2017. The U.S. Army is roughly $ 7-to-$ 9 billion short of the funds needed to begin modernizing the force, which has seen several of its capabilities outmatched by Russia in recent years, according to a new report by the Center for Security and International Studies.

A combination of cancelled acquisition programs, a lack of consensus within the Army about top modernization priorities, and the need to focus investments on the war against Islamic terrorism led to a force heavily reliant on equipment initially procured in the 1980s, according to the study.

Congressional caps on defense spending also crippled Army modernization funding and, if left in place, will likely compel the branch to continue prioritizing modernization behind the short- to mid-term urgencies of readiness and force size.

The report reflects concerns conveyed by Army Chief of Staff Gen. Mark Milley, who warned Congress in April 2016 the force had become “outranged and outgunned by many potential adversaries.” Milley cautioned that sustained cuts to the defense budget over the past eight years resulted in the erosion of U.S. overmatch, particularly in the face of Russian advances.

Russia’s complex missile defenses already threaten U.S. and NATO access to air space in parts of Europe—a concerning prospect given the basis of American defense strategy is reliant on the ability to project power overseas.

Moscow has made significant advances to its anti-access and area-denial weapons, or A2-AD in military shorthand. The system uses densely layered weapons systems to restrict American forces from operating in a specific area.

Russia is also a significant exporter of military capacities to U.S. adversaries, including Iran, Syria, and China, so even conflicts that don’t directly involve Moscow are likely to encompass a combination of Russian equipment and tactics.

Andrew Hunter, director of the Defense-Industrial Initiatives Group at CSIS and one of the authors of the report, said the Army needs to stop living off modernization investments made four decades ago and begin funding efforts to update existing platforms and systems.

“This must be a priority,” Hunter told the Washington Free Beacon. “The Army has some critical needs to modernize because of the evolving threat, driven largely by Russia. If it can clearly explain its needs and how the modernization priorities help address that threat, I think they can be pretty successful both within the Defense Department and Congress at getting additional modernization money.”
