He urged Germany and France, which are participants in the Minsk process together with Russia and Ukraine, to “give a proper assessment of Ukraine’s ‘anti-Minsk’ act that fundamentally overturns the situation in the intra-Ukrainian settlement.”

“Kiev has switched from sabotage of the Minsk agreements to their burial,” the senator wrote, adding that such a development was expected. “By doing so, it (Kiev) screwed over its Western backers, which now have a difficult choice to make. A choice between war, which will be an inevitable result of further support for the current Ukrainian authorities, and peace, which would require honest assessments and responsible behavior in the future,” he stressed.

The law on the reintegration of Donbass, which was accepted by the Ukrainian Rada on Thursday, labeled the self-proclaimed Republics of Donetsk and Lugansk in eastern Ukraine as “temporarily occupied territories,” while qualifying the actions of Russia as “aggression against Ukraine.” The legislation also grants President Petro Poroshenko the right to use military force inside Ukraine without consent from the Rada, including for reclaiming Donbass. A joint operative staff of the Ukraine Armed Forces is already being created to take command of all the military, police and volunteer units in the conflict area.

More than 10,000 people have been killed in the eastern Ukrainian conflict, which broke out in spring 2014 after the Donetsk and Lugansk Regions refused to recognize the new coup-imposed authorities in Kiev. The so-called Minsk II peace deal – which was signed in February 2015 and envisaged a ceasefire, withdrawal of heavy weaponry and a prisoner exchange, among other things – helped to achieve a sharp decrease in violence, but wasn’t fully implemented, mainly due to the position of Kiev.

“My caution is I wouldn’t want to have ourselves handcuffed to Minsk if it turns out the parties decide to settle this through another, a different, agreement,” Tillerson said as he spoke to the House Foreign Affairs Committee.

“I think it is important that we be given sufficient flexibility to achieve the Minsk objectives. It is very possible that the government of Ukraine and the government of Russia could come to a satisfactory resolution through some structure other than Minsk,” he added, as cited by Reuters.

Tillerson’s statements have been interpreted as a potential break from the US administration’s earlier stance that regarded the progress in the implementation of the Minsk Agreements as a key condition for lifting the sanctions imposed on Moscow in 2014. Earlier, Tillerson had said that the US would maintain anti-Russian sanctions until the Minsk Accords are fully implemented, including during his meeting with Russian Foreign Minister Sergey Lavrov on May 10.

Tillerson also told US lawmakers that Washington needs more flexibility to “turn up the heat when we need to, but also to ensure that we have the ability to maintain a constructive dialogue” with Moscow.

The Minsk Protocol was first signed in the capital of Belarus in September 2014. In February 2015, Ukraine, Russia, France and Germany, under the auspices of the OSCE, worked out a new agreement to uphold the failing ceasefire between the Kiev forces and the Donbass rebels. The deal stopped the all-out fighting and forced the pullout of heavy weaponry from the line of contact by both sides, although separate incidents of shelling and shooting continued.

Moscow does not consider itself a party to the conflict and has repeatedly criticized Kiev for not carrying out its obligations under the Minsk agreements.

Reacting to Tillerson’s statement, Russian Deputy Foreign Minister Grigory Karasin called such a view on the Ukrainian conflict an oversimplification.

“I want to emphasize that this an internal Ukrainian conflict and to simplify it to contacts between Kiev and Moscow would be a mistake,” Karasin said.

He stressed that “the only arrangement” is the existing working groups, including the tripartite contact group in Minsk, adding that “everything depends on the instructions that Kiev gives to its representatives.” The self-proclaimed Donetsk and Lugansk people’s republics have to be part of the solution, or the conflict would be “practically impossible to resolve,” Karasin said.

Tillerson’s suggestion was immediately met with resistance in the House committee. Eliot Engel, a New York representative from the Democratic Party, said that changing the US approach to the issue in such a way would send a wrong signal to Russia. Suggesting that Moscow has to comply with the Minsk agreements, he claimed that “the only thing that Russia understands is tough talk.”

The US Senate on Wednesday approved a bill allowing “broad new sanctions on key sectors of Russia’s economy, including mining, metals, shipping and railways,” with Ukraine and Crimea cited as the reason, as well as the “aggression in Syria.” The bill also prohibits lifting any executive sanctions imposed on Russia by the Obama administration without congressional review.

The measure came just a day after Tillerson told the Senate Appropriations Committee on Foreign Operations that virtually all US partners and allies were calling on Washington to improve its relations with Russia.

Earlier, Tillerson warned that the US Senate’s bipartisan deal on new set of restrictive measures against Moscow might further worsen relations with Russia and hinder existing efforts on joint US-Russia progress to fight terrorism in Syria.

Dozens of protesters have been detained following an unauthorized opposition protest, dubbed ‘Freedom Day,’ in Belarus’ capital, Minsk.

About 500 people attempted to reach the gathering point – the Belarus Academy of Sciences – but were blocked by police, RIA Novosti news agency reported.

They then gathered in a column and tried to pass along Independence Avenue, chanting “Long Live Belarus” and “Shame!” but were soon blocked again by police armed with shields, as photos posted on Twitter show. Police set up several cordons along Independence Avenue, encircling the crowd, Interfax West reported.

According to the news agency, the protesters were asked to disperse, but many refused to leave and police started making arrests.

Interfax West, citing its sources, reports that at least a hundred people have been detained.

Shortly before the start of the rally, police reportedly also detained employees of an unregistered human rights center called ‘Viasna’ (Spring) in their office. According to the center, about 57 of its staff were detained and taken to the Pervomaisky police department. One of the detainees told Interfax West that they had not been charged yet.

RIA Novosti reports several journalists from Belarusian and foreign media were also taken into custody.

According to witness accounts, those arrested at the march were led to police wagons for identity checks, which then took them to the police station. No major disturbances have been reported, though a woman wrapped in a red and white flag (the old flag of Belarus), refused to go voluntarily and was carried to the police wagon – pictures posted on Twitter by witnesses showed.

Among the detainees were people of different ages, but mostly young people who said they are unhappy with the economic situation in the country. Among the slogans that were heard during the march were “Off with the government!” “Wages to the people, shovels to the government,” and “Go away!”

Some people also appeared displeased with the decree on “vagabonds” signed by President Alexander Lukashenko in April 2015, according to which able-bodied citizens of the republic who do not work and do not pay taxes for more than half a year are to pay an annual fine equivalent to $ 200.

A handful of people who made it to the Academy of Sciences were also detained, TASS reports.

Police cordons have now been removed, according to TASS. Twitter pictures posted in the early hours of Saturday showed that Minsk city center had been blocked long before people started arriving for the rally.

The Belarusian opposition annually marks March 25 as ‘Freedom Day,’ which coincides with the anniversary of the founding of the Belarusian People’s Republic (BNR) – declared on the night of March 25, 1918 under German occupation.

In 1919, the country became part of the Soviet Republic, and the government of the BNR was forced into exile. Some representatives of the Belarusian opposition believe that March 25 is the true Independence Day for Belarus. Rallies dedicated to the anniversary were held today in a number of cities across the country.

Thousands of people have rallied in Donetsk to remind the world about the second anniversary of the Minsk II Protocols, urging Kiev to deliver on its long-overdue obligations and put an end to the bloodshed in the east of Ukraine.

The rally took place at the central square of Donetsk on Saturday to commemorate the second anniversary of the Minsk agreements and to protest Ukrainian aggression. Despite the wintery weather, thousands of people, including representatives of the self-proclaimed republic’s authorities, took part in the anti-war march and demonstration, according to local media.

The protest started with a moment of silence for all the civilians who had been killed during the conflict.

“During the Minsk talks the world has heard us, and they know the truth. They talk more and more that it’s Ukraine who’s guilty in deaths of innocent people there,” deputy chairwoman of the Donetsk People’s Republic Council, Olga Makeeva, told the rally.

The protesters carried flags of the unrecognized Donetsk Republic and placards, which read “Ukraine, stop ignoring the ‘Minsk’ terms,” “Poroshenko, you’ve signed ‘Minsk,’ now implement it,” “Ukraine, implement the agreement” and others.

The Minsk Protocol is a roadmap to a peaceful resolution of the conflict between Ukrainian authorities and rebellious regions. Minsk II was endorsed on February 11, 2015, by the leaders of Ukraine, Russia, France and Germany and further backed by a unanimous UNSC resolution on February 17. The document is aimed at achieving a ceasefire in Eastern Ukraine and providing constitutional reforms to grant Donetsk and Lugansk special status and autonomy.

However, Kiev has thus far failed to grasp the political changes, instead opting to blame Moscow for the unresolved conflict. Russia utterly fails to understand the tendency in the West to lay responsibility for the settlement of the Ukraine crisis exclusively on Moscow, Russian Foreign Minister Sergey Lavrov said in Munich.

On Saturday, President Vladimir Putin signed a decree that “temporarily” recognizes documents issued by authorities in the troubled Donbass region as legal in Russia “based on the norms of international humanitarian law.”

Ukraine’s Foreign Ministry responded that Kiev “vigorously condemns” and does not recognize the Russian decree. Having accused Russia of “violating Ukraine’s territorial integrity,” the ministry claimed the proclamation on the documents was a “de facto recognition of illegal authorities in Donbass.”

Nevertheless, the decree provides relief to the population of the crisis-stricken regions from bureaucratic acrimony, and will be in place until the Minsk agreements aimed at settling the conflict is implemented in Ukraine, the Russian FM stated.
