Mike Phelan says moody is undermining the rich heritage of the club with his sullen and negative approach.

Mourinho has endured a summer of discontent when he has been at odds with executive vice-chairman Ed Woodward over transfer policy, various players and the media.

And Phelan thinks the former Porto, Chelsea, Inter Milan and Real Madrid manager’s confrontational attitude is causing many of his own problems, lowering morale in the squad and diminishing the good name of a club with a huge global fan base.

“Any manager of any big institution, which is what is, internationally, you have a role and a responsibility to give out the correct messages,” said Phelan, who was a player, coach and assistant manager under Ferguson.

“You don’t have to avoid conflict, but you certainly have to conduct yourself in a way which is befitting of the tradition of where you’re working, and that’s something you can do by keeping your own counsel and getting on with the job.

“But he [Mourinho] is a completely different character and he expresses himself in a completely different way.

“There are opportunities to say things and there are opportunities to keep it to yourself. He chooses one way, and with that there are consequences in what you say.”

To add to his problems Mourinho could claim the unwanted distinction of the becoming the first United boss since Ferguson in 1992-93 to lose two of the first three League games of the season if they are beaten by Tottenham at Old Trafford tonight (Mon) on the back of last weekend’s shock defeat at Brighton.

And Phelan believes turmoil at Old Trafford is playing into the hands of their neighbours City, who have established themselves as the No1 club in the city and country.

“There is fierce competition within the city,” added Phelan. “If United are at loggerheads within the club, it just helps fuel City’s cause more than anything else.

“That’s something they need to be very careful of, because City are a very big club now and they’re very well run.

“They know how to use certain situations, and unrest across the road helps. It can’t not be a help and they use it well.”

Phelan refuses to accept the notion however that Mourinho is laying the groundwork for an early exit with many people looking at his track record at previous clubs and suggesting he will not last the season – former United star Lee Sharpe has claimed he will be gone before Christmas.

“I don’t think so,” said Phelan, speaking to BBC’s Sportsweek. “You’re the manager of Manchester United, why would you want to leave that situation?

“It probably is delicate right now, in terms of his managerial role, but most things are controlled by results. You’ve got to perform well, get the right results and enjoy the time that you’re there.

“Not many people become manager of Manchester United. Sir Alex had it for a long, long time, then a few have come along since to try to emulate him and make them the champions again.

“It’s something you’ve got to embrace, rather than not embrace, because it’s a fabulous time to be at a football club of that magnitude.”

Mourinho meanwhile has thanked fans for not deserting him in his hour of need and demanded that his players repay their loyalty.

“The supporters were fantastic in both matches for the team, which is the only thing that matters,” he said.

“I am really happy when the supporters show they support the team.

“Against Leicester, you can say it was a normal situation because the team was playing well and was winning.

“But to be supportive of the team against Brighton, where we didn’t play well and lost the match, it gives you a fantastic feeling.

“I hope that feeling, that the players also feel it and that the players they are ready to give them everything they have.”

Despite his current problem, Mourinho remains an inspiration to Mauricio Pochettino, the Spurs boss admitted as he prepared to lock horns with him at Old Trafford.

“I have learned a lot of things,” he said. “For every single manager that is younger than him he was the inspirational manager.

“Of course he is an unbelievable manager and of course the circumstances that happen with myself and happen with different managers is always going to be up and down.

“I have a very good relationship with Mourinho from when I was a manager of Espanyol and I have full respect for him and the club of Manchester United.

“When you are manager, you are always in the spotlight no matter the club. People are always judging you and talking about your decisions. When you win all the people know you are so good, when you lose, everyone knows the manager is wrong. We are so exposed. In all clubs you feel similar pressure.

“So he has been inspirational – but then, like I say, I am younger than him!”

Mourinho is expected to make a raft of changes tonight with Chris Smalling, Phil Jones, Nemanja Matic, Alexis Sanchez, Ander Herrera and Antonio Valencia all set to return to avoid a defeat that would only deepen the early season crisis.

At first glance, CRISPR gene editing looks like the solution to all the world’s ills: it could treat or even cure diseases, improve birth rates and otherwise fix genetic conditions that previously seemed permanent. You might want to keep your expectations low, though. Scientists have published preliminary findings indicating that two variants of CRISPR Cas9 (the most common gene editing technique) might not work for most humans. In a study, between 65 percent and 79 percent of subjects had antibodies that would fight Cas9 proteins.

The potential reaction isn’t shocking. Both Cas9 variants are based on common bacteria, S. aureus and S. pyrogenes, that tend to infect humans. However, that could also produce reactions that would be… unpleasant. At the least, they could “hinder the safe and effective use” of CRISPR to treat disease. And in the worst cases, they could result in “significant toxicity” for patients.

It’s important to stress that the research hasn’t been peer-reviewed yet. Geneticists might not need to go back to the drawing board just yet. But if they do, it gets complicated. While alternatives to Cas9 already exist, scientists would have to find CRISPR approaches that either use bacteria human bodies don’t recognize or else extract cells from the patients themselves. This isn’t the end of the gene editing dream, to be clear — it’s just that there could be much more work to do before human testing goes forward.

Twitter has been telling people I’m into dads.

I learned this thanks to a revision in Twitter’s privacy policy that rolled out yesterday, which gives users more information about how advertisers see them and lets them toggle which bits of information they want to share. This includes a list of stuff that Twitter has determined each individual user is interested in.

My list has 69 interests on it, including “Dads,” and Twitter has presumably shared that list with at least 2,368 advertisers.

I’m not here to dad-shame, but… what? I’m not into dads!!!

This revelation made me feel uncomfortable and confused. Why not moms? What does “interested in dads” say about me as a person? What would Twitter advertise to me based on this, novelty ties or DVDs of Full House? I scrubbed through my Twitter account for the word “dad.” What the hell did I tweet to bring this upon myself?

I guess it’s nice that Twitter is letting us know at least.

“We’re updating our privacy policy to bring you a more personalized Twitter experience,” Twitter said in an in-app notification announcing the change. “We’ll soon be making Twitter more relevant by using your visits to sites with Twitter content. And we’ve given you even more control over your data.”

Twitter’s certainly not the only site building detailed and complex user profiles to sell to advertisers—Facebook and Google do this kind of thing, too. But Twitter is offering its users a unique look into how the algorithmic sausage that is social media advertising gets made.

Unlike other sites, however, Twitter lets you turn off types of tracking you don’t like. It even lets you request a list of brands that have you in a “tailored audience,” which means that they’ve tracked you from another site to Twitter and then served you ads there. It’s certainly not the kind of advertising transparency you’d get from other social media companies like Facebook, which likely collects much more refined interest data from its users.

Twitter lets users turn off all the personalization data it shares with advertisers, or just location data or data based on other apps installed on your device. (You can find all these options under Personalization and Data in your account and you can view your personal Twitter data here.)

You can also request a list of all the advertisers who have you in a “tailored audience,” and some Twitter users are already requesting their advertiser lists and then systematically blocking all of them.

If you’re going to turn off any of the tracking options, I’d recommend opting out of being tracked across the web. This is a new feature for Twitter, which the company says allows it personalize ads “based on other places you’ve been” online, which is a pretty sweeping statement. Even though Twitter says it complies with Privacy Shield and other online advertising principles, this kind of tracking is banned in the European Union, and it’s pretty invasive.

As funny as it was when Twitter got me wrong and told a bunch of brands to sell me dad content, there’s an icky feeling that comes with realizing how much Twitter got right (Twitter also predicted that Gizmodo’s space writer Rae is into “drama” and “space and astronomy,” which she confirms is extremely accurate).

I spend a significant amount of my time on Twitter every day, and my little blue bird friend has gotten to know me really well. It knows my beat has something to do with “network security,” “tech news,” and “government officials & agencies,” but it also knows I spend my free time looking at “cute” stuff on the internet, shopping for “dresses & skirts,” or watching “documentary” films. It felt invasive enough to make me hit the killswitch, disabling all of my data personalization on Twitter.

Police in Ohio are arresting people who overdose, charging them with a misdemeanor, while officials in Baltimore would like to train the public to handle an overdose. These are just some of the responses as US cities and towns devise ways to handle the fallout in the heroin battle.

In Washington Court House, Ohio, police last month began citing people with inducing panic if responders revived them with naloxone, an opioid antidote. The misdemeanor charge is punishable by up to 180 days in jail and a $ 1,000 fine.

At least seven people have been issued summonses for inducing panic so far.
“It gives us the ability to keep an eye on them, to offer them assistance and to know who has overdosed,” City Attorney Mike Pitsick told WSYX-TV. “Sometimes we can’t even track who has overdosed.”

Pitsick added it was not about putting people into jail.

“We are trying everything we can do. It’s an epidemic,” said Pitsick.

The change in approach comes after a burst of overdoses in Fayette County in late January and early February, when there were 30 suspected overdoses, including six deaths, in a 10-day period, WCMH-TV reported.

On February 13, 1,200 people from 80 Ohio counties including state officials met to brainstorm and share information in the fight against opiate epidemic.
“Working with the adjacent counties and police departments, we have managed to keep a hold on things and even one loss of life is too much for me,” Pike County Sheriff Charles Reader told WCMH-TV.

He said he has 16 road deputies who are going through training to administer Narcan. In the first six weeks of this year, Reader said his office has spent $ 13,000 in overtime.

In Baltimore, officials have begun training everyday citizens to use a life-saving antidote as one tool to combat the crisis, and the approach is catching on. But while many more states and municipalities have moved to make Naloxone more accessible, not everyone believes this is the right strategy.

PBS reported in Maryland, deaths from opioids, which include heroin, fentanyl and prescription painkillers, doubled between 2010 and 2015, to just under 1,100 people a year with heroin fatalities alone more than tripled.

In just the past three years, deaths in Baltimore from fentanyl, a synthetic opioid far stronger than heroin, are up 20-fold.

In late 2015, Dr. Leana Wen, Baltimore’s health commissioner, and a practicing emergency room physician, issued a standing order for naloxone to all 620,000 city residents.

Residents went through very basic training in purchasing and using naloxone. If a patient dies, a 2015 Good Samaritan law said there is not risk of prosecution if citizens intervene and the victim dies.

But there are critics to the plan.

Timmy Hall was with the Baltimore Police Department for 24 years, where he routinely saw opioid overdoses. He says officers often use Narcan to revive the same drug users over and over again.

“A lot of times, they get upset with you when you bring them back, because they feel like you wasted the money they spent. You know, that’s the feeling that they wanted. That wanted that feeling, and you took it away from them,” Hall told PBS News Hour.

Those decisions come as a recent Centers for Disease Control Report showed that fatal drug overdoses have more than doubled since 1999, rising from 6.1 deaths per 100,000 people to 16.3 deaths in 2015. The health agency said those fatalities outstripped rates from suicides, cars and firearms.

“The rates are still going up,” said Dr. Holly Hedegaard, a coauthor of the report and a medical epidemiologist at the CDC’s National Center for Health Statistics.

Both heroin and opioid use have exploded in the US, after decades of doctors overprescribing painkillers in the 1990s and 2000s.
