The Alberta government pledged $ 700 million on Friday for a potential Calgary Winter Olympics, with conditions. 

In a letter from Finance Minister Joe Ceci to Mayor Naheed Nenshi and Kirsty Duncan, federal minister of science and sport, the province said the money is contingent on "the majority of Calgarians supporting the bid in the November 13th plebiscite."

Another condition was increased transparency requirements.

"Transparency is an important principle for our government," reads the letter.  "As the Games will cost $ 3B of public funds, we will make a funding requirement that Calgary 2026 become subject to provincial transparency and freedom of information laws, or other equivalent rules or regulations."

$ 3B needed in public funds

Calgary 2026, the bid corporation, has predicted $ 5.23 billion would be needed to host the 2026 Winter Olympics, although critics call that cost projection optimistic. 

The organization said $ 3 billion of that would need to come from various levels of government, with the remainder paid for by Games' revenues.

It was expected the province would provide $ 1 billion for the Games, with the federal contribution expected to be $ 1.5 billion.

Speaking to reporters on Friday afternoon, Ceci said his government was comfortable it could manage the $ 700 million contribution and still balance the books by 2023. 

He said he's confident the other levels of government can provide the needed funding should a bid proceed, and that no more provincial money would be forthcoming. 

City and bid corporation response

Nenshi and Coun. Evan Woolley, who chairs the Olympic assessment committee, said in a statement that they're "pleased" the province has announced its intentions.

"We have to analyze this announcement, while continuing our conversations with the Government of Canada," reads the statement. "We imagine there will be more to say about the city and federal government contributions in the next few days."

The chair of Calgary 2026, Scott Hutcheson, said the organization is focused on providing information and "engaging" with Calgarians. 

"Today's announcement demonstrates solid progress and support from the Government of Alberta and we are thankful for that," he said in a statement. 

"We are also pleased our other government partners — the City of Calgary and the federal government — continue to move forward with their discussions and negotiations. We will continue to offer our support, where needed."

What the money buys

The plan calls for $ 400 million on two new venues — a fieldhouse and mid-sized arena — and $ 500 million to refurbish old facilities that would be included in a bid, many of which date back to when Calgary held the 1988 Winter Games.

Some events would be held west of Calgary in the Rocky Mountain town of Canmore, at the Nakiska ski resort in Kananaskis Country and as far away as Whistler, B.C.

The plan includes $ 583 million for temporary accommodations for athletes, media and officials that would be converted into mostly affordable housing in the long term.

Documents obtained by CBC News also show not all cost considerations are included in Calgary 2026's estimates, including infrastructure costs to be borne by the city.

Province won't provide more

The province had promised to make its funding intentions clear at least 30 days prior to Calgary's non-binding plebiscite on whether or not to host the Games and fulfilled that promise on Friday. That plebiscite is scheduled for Nov. 13. 

But it made it clear it's not interested in providing any more than it promised. 

"As you know, the Government of Alberta will not be able to provide any additional funds that may be required, including those to cover revenue shortfalls or cost overruns," reads the letter from Ceci. "Moreover, we will not be providing any form of guarantee for additional costs arising from any source."

The federal government has still not announced how much it would contribute if Calgary decides to pursue a bid and wins. 

Other bids

There are three bids still in the running for the 2026 Games: Calgary, Stockholm and a combined Italian bid including Milan and Cortina.

Reports on Friday, however, suggest Stockholm's bid is at risk of falling apart. 

The deadline to submit a 2026 bid to the International Olympic Committee is Jan. 11. The successful host city is to be announced in June.

The confrontation was started on Sunday night by a group of inmates that prison authorities characterized as having “negative attitude.” They were demanding significant easing of rules in the top security prison and tried to convince other inmates to support them. After the latter group refused, the brawl broke out.

Several dozens of prisoners took part in the brawl, according to the Russian Federal Service for Execution of Punishment. Some media put the number of brawlers at 50 while others claimed that the scuffle allegedly involved as many as 200 people. At least 20 inmates are reported injured with four being inmates taken to hospital following the brawl.

The rioters barricaded themselves in the barracks at some point but eventually surrendered when the police special forces arrived. Prison authorities say that guards did not have to use any force or special means to calm down the fight and no one of the guards was attacked, yet they put the facility on lockdown.

The demands of the riot instigators were “unlawful,” a regional ombudsperson, Irina Kasyanova explained. The list of their demands included the free use of mobile phones and the freedom to move around the penal facility, she said, adding that the inmates also urged the prison authorities to release those put into penal confinement over the violations of the prison order.

Some news outlets, however, reported that the inmates were dissatisfied with poor incarceration conditions and complained about beating and abuse. “They wanted to attract attention of the authorities,” a police source told the Novosibirsk media outlet, the NGS Novosti. Local reports also said that a banner reading “help us!” was put on a wall of one of the prison barracks at some point but was then briefly removed.

None of these reports has been confirmed by the officials so far. The riot was instigated by “some 12 inmates,” according to Kasyanova.

Police has opened a probe into the incident. The instigators could face additional prison terms ranging from eight to twelve years in jail. The incident comes following a series of media reports about the alleged beatings and torture of inmates by prison staff in several penal institutions across Russia.

The reports as well as videos of alleged abuse released by the media prompted the head of the Federal Penitentiary Service, Gennadiy Korniyenko, to order all penal institutions to regularly report on conditions in which inmates are kept.

On Wednesday, a US District judge in Detroit sentenced Oliver Schmidt, a former Volkswagen executive, to seven years in prison for his role in the Volkswagen diesel emissions scandal of 2015. Schmidt was also ordered to pay a criminal penalty of $ 400,000, according to a US Department of Justice (DOJ) press release. The prison term and the fine together represent the maximum sentence that Schmidt could have received under the plea deal he signed in August.

Schmidt, a German citizen who lived in Detroit as an emissions compliance executive for VW, was arrested in Miami on vacation last January. In August, he pleaded guilty to conspiracy and to making a false statement under the Clean Air Act. Schmidt’s plea deal stated that the former executive could face up to seven years in prison and between $ 40,000 and $ 400,000 in fines.

Last week, Schmidt’s attorneys made a last-minute bid requesting a lighter sentence for Schmidt: 40 months of supervised release and a $ 100,000 fine. Schmidt also wrote a letter to the judge, which surfaced over the weekend, in which the executive said he felt “misused” by his own company and claimed that higher-ranked VW executives coached him on a script to help him lie to a California Air Resources Board (CARB) official.

The U.S. Environmental Protection Agencyconfirmed on its official site that the Tesla Model 3 has a maximum rated electric range of 310 miles. For those keeping track, this rating makes Tesla’s lower-cost sedan one of the most efficient vehicles on the road with ratings of 131 MPGe (miles per gallon equivalent) city, 120 MPGe highway, and 126 MPGe combined. The EPA’s math suggests that the average Model 3 owner will save around $ 4,500 in five years of ownership versus the average new vehicle sold in America in 2017.

These ratings apply only to the long-range Model 3 that has a base price of $ 44,000. Lower-end Model 3s that start at $ 35,000 — and which won’t be in production until well into 2018 — have a promised range of 220 miles. And even the long-range Model 3 that’s being produced now is rolling out in extremely limited numbers. As of today, Tesla is thought to be building about three Model 3s per day, which is well shy of initial projections. Tesla says it should be producing 5,000 Model 3s per week by the end of March 2018.

Six inmates trapped three correctional officers inside an area of an Arkansas maximum security prison after they stole keys in the Tucker Unit and took over control of the doors.

The incident occurred at about 3:30pm in Arkansas’ Tucker Unit prison on Monday, according to Arkansas Department of Corrections public information officer Solomon Graves.

By 6:30pm, all prison staff had been released, and at 6:45 pm, the situation was fully resolved, according to KTHV.

At 6:50pm, a prison spokesman told the Arkansas Democrat-Gazette that the prison was “in the process of returning to normal operation.”

One inmate involved in the disturbance was taken to the hospital. The injured inmate was reportedly not part of the group who took the keys. 

Emergency response teams and officers from the Arkansas State Police were at the scene, KTHV reported.

Bill Sadler, an Arkansas State Police spokesman, stated that Arkansas Police had not entered the prison and were on standby to investigate any possible physical injury or harm.

Sadler also said that it is not clear if any physical injury took place. He stated that the Department of Corrections is still overseeing the incident inside of the prison unit.

This is the second time such an incident has occurred at the prison in as many weeks.

On July 22, officers fired warning shots after two inmates made their way out of their single-man cells in the prison’s isolation recreation area. Two correctional officers were assaulted as they attempted to handcuff the two escapees, who left their cells and stabbed another inmate after they breached his cell. The officers were left with cuts, lacerations, abrasions and bruising. No one required medical attention for their injuries. The Arkansas State Police is currently investigating that incident.

It turns out that while a can of the energy drink has 80 milligrams of caffeine, a small cup of Starbucks drip coffee has more than three times that amount.

Starbucks coffee

The Mayo Clinic maintains that most healthy adults can safely consume up to 400 mg of caffeine each day. Starbucks ultra-strong coffee would put you over that limit with just two cups. In contrast, most other coffee only contains about 90-120 mg of caffeine per cup. A single small cup of Starbucks’ Blonde Roast coffee, on the other hand, has 270 mg of caffeine.

 

5-Hour Energy

Energy shots might look tiny, but they can pack a surprisingly powerful caffeine punch. One 5-Hour-Energy contains 200 mg of caffeine — nearly the same amount as a cup of Starbucks.

 

McDonald’s coffee

Unlike Starbucks coffee, McDonald’s drip offers roughly the same amount of caffeine as a “standard” cup of joe, according to the folks over at CaffeineInformer.com. The chain does not currently report the amount of caffeine in its coffee, but Caffeine Informer says each 12-ounce cup has 109 mg of caffeine.
