At least one person was killed and 37 injured after a stampede broke out at the entrance to a football stadium in Madagascar. The stampede occurred at Mahamasina Stadium in the country’s capital Antananarivo ahead of kick-off between Madagascar and Senegal. Witnesses said thousands of fans had been gathered outside the venue since early morning.The Ministry of Youth and Sport published the names of those injured in the incident.

Its splendid isolation from the capital — let alone the poverty of Madagascar — is a fitting symbol of a state whose influence is scant.

Inside the palace’s vast hallways and cavernous meeting rooms, President Hery Rajaonarimampianina is weathering the latest in a series of political crises that have debilitated his nation since independence in 1960. In that period, Madagascar is the world’s only non-conflict country to have become poorer, according to the World Bank. Annual income per head has nearly halved, to about $ 400.

In May, just months before elections, the high constitutional court — reacting to months of opposition protests and legal petitions — forced the president to dispense with his prime minister and form a government of national consensus. Last week, he appointed a Cabinet that included allies of his main political rivals, known as “the milkman” and “the DJ” after their former professions. Rajaonarimampianina — usually referred to by his first name, Hery, for obvious reasons — was the finance minister in a previous administration and is known as “the accountant.” He talks of a “coup” and pleads for a period of political stability, for which many read a second term.

“The cycles of crises have come back so often that our politicians think in the short term,” Hery says in an interview. “They have not been able to put in place a vision [to exploit] the immense resources of this country.”

Opponents accuse Hery of trying to manipulate the electoral law to neutralize his two main challengers — former leaders who were, respectively, removed in a 2009 coup and after a transitional government ended in 2014. Hery denies any such ploy and refuses to say whether he intends to stand in elections now likely to take place in October. But his intentions appear clear. “This democracy remains fragile,” he says. “I want to put in place a new way of managing, a new vision of development, a new economic approach.”

Madagascar is the world’s forgotten island.

The needs of Madagascar, the world’s fourth-largest island, are indeed great and its strategic importance bigger than most outsiders understand, say diplomats. Yet until two years ago it received less aid per capita than any nation bar North Korea.

“Madagascar is the world’s forgotten island,” says Patrick Imam, the International Monetary Fund’s representative to the country, who argues the West should pay more attention. “This is probably one of the few countries in the world where the IMF cautions the government: ‘You are not spending enough money,’” he says, referring to the limited presence of the state outside Antananarivo.

In the semi-lawless rural regions where banditry, cattle rustling and smuggling are rife, the government’s influence its virtually nonexistent. Madagascar has one of the worst road networks in Africa and spends just 3 percent of gross domestic product on health care, among the lowest in the world.

“About 80 percent of the population lives on less than $ 1.90 a day,” says Imam. “My office driver is possibly part of the 1 percent.”

Coralie Gevers, the World Bank’s country manager, says Madagascar is ignored partly because it is an island, which makes it less likely than continental states, such as Somalia, to export instability and refugees. Its famed lushness has lulled even sophisticated observers into false notions about the living standards of its 25 million people, she adds.

Almost 1 in 2 Malagasy children is stunted through malnutrition, according to Gevers. “You look at all this greenery and you think: ‘How’s this possible?’”

What financial assistance and international investment the country had been receiving was cut sharply after the 2009 coup, one of a string of nonconstitutional transfers of power. No head of state since independence has both gained office and left it via normal elections.

Diplomats warn that the chronic poverty makes Madagascar vulnerable to ecological destruction. Artisanal mining of gems, gold and sapphires is common, with few proceeds finding their way into state coffers. Logging of rosewood and ebony is rife, with much of it smuggled to China and Southeast Asia. Ecologists say illegal logging and slash-and-burn farming have destroyed much old forest, threatening one of the most biodiverse habitats on earth.

Yet for all the talk of the need for development, Hery and his country are yet again slugging it out. In April, two demonstrators were killed in clashes with police after protesting against changes to electoral laws. Hery says it is time to end the infighting between elites. “There have been so many interest groups here that the majority interests have often been forgotten,” he says. “We really need to put in place a political culture that looks at the interests of the people.”

There is currently an outbreak of both pneumonic and bubonic plague in Madagascar, according to The Foreign and Commonwealth Office.

The plague is an infectious disease that’s spread by a bacteria found in small animals and their fleas.

Humans can become infected from flea bites, unprotected contact with other infected humans, or by simply breathing near the infected.

Untreated plague can be deadly, so early treatment with antibiotics is vital, said the World Health Organization (WHO).

Plague symptoms include sudden fevers, head and body aches, vomiting and nausea.

Bubonic plague – the most common form of plague – can causes inflamed lymph nodes, making them tense and painful.

As the condition worsens, the lymph nodes can turn into pussy, open sores.

The bubonic plague is transmitted to humans by infected fleas.

Pneumonic plague is usually caused by bubonic plague spreading into the lungs.

It’s the most contagious form of the plague, and can be spread by coming into contact with respiratory droplets from infected humans.

Symptoms of pneumonic plague includes bloody or pussy saliva, chest pain and coughing. It can also lead to organ failure and shock.

Without treatment, patients could die within 18 hours.

Diagnosing the plague requires lab testing of either blood, sputum, or pus from an inflamed lymph node.

If the plague is found early, the condition can be treated with antibiotics and supportive therapy.

The WHO recommends protecting against flea bites to avoid becoming infected with the plague. It also suggests avoiding animal carcasses, and not touching anyone suspected of infection.

Meanwhile, Brits planning on travelling to Madagascar should ensure they have the correct travel insurance to stay protected, and have emergency funds accessible to cover any surprise medical costs.

An outbreak of the Black Death plague on Madagascar, southeast Africa has killed nearly 100 people on the island.

The World Health Organization (WHO) reported just 33 deaths in October, according to French news agency AFP, which has since risen to 94 people, showing how quickly the plague is spreading.

There are now nearly 1,000 suspected cases as the Red Cross battle to contain the illness to prevent it spreading even further.

Many may now be questioning whether it is safe for Britons to travel to Madagascar.

The Foreign and Commonwealth Office (FCO) has updated their travel advice for any Britons heading to the country, particularly in the capital Antananarivo.

It states: “There is currently an outbreak of pneumonic and bubonic plague in Madagascar. 

“Outbreaks of plague tend to be seasonal and occur mainly during the rainy season, with around 500 cases reported annually. 

“Whilst outbreaks are not uncommon in rural areas, the latest outbreak has seen an increase in reported cases in urban areas, including Antananarivo.

Those travelling to the country should ensure they have the correct travel insurance to stay protected if needing any emergency medical help: “Make sure you have adequate travel health insurance and accessible funds to cover the cost of any medical treatment abroad and repatriation.”

Madagascar has suffered from the plague outbreaks since 1980, with the rainy season between September and April being the worst.

However, it is usually contained to more rural areas so having hit the capital city, it has caused concern over the outbreaks path.

WHO spokesperson Tarik Jašarević told Vox it is something “which we have not seen before.”

The plagues currently sweeping across Madagascar are the pneumonic and bubonic, which are different in the way they travel between people.

The pneumonic plague spreads through droplets after people cough which then infects the lungs and breathing, whilst bubonic plague is spread by infected fleas and rodents.

Due to how easily it spread, WHO has also issued a warning to some of the surrounding countries after a man was confirmed to have the disease after coming from the Seychelles. 

The second countries at a high risk of an outbreak are South Africa, Mozambique, Tanzania, Mauritius, Comoros, Seychelles, and Reunion.

The plague can be cured with antibiotics as long as people seek treatment as soon as seeing any symptoms.

An unusually deadly seasonal outbreak of plague has gripped the island nation of Madagascar. As of Friday, 258 have been sickened and 36 have died just since August, according to Madagascar’s Ministry of Public Health.

To try to stifle the spread, the government has forbidden public gatherings, including sporting events, and schools have closed for insecticide treatments that kill plague-spreading fleas. People have swarmed pharmacies, desperately seeking face masks and any antibiotics they can get. The World Health Organization on Friday announced that it has released $ 1.5 million in emergency funds and delivered nearly 1.2 million antibiotic doses to help combat the outbreak.
