The new poll, published by the Associated Press-NORC Center on Monday, revealed that a total of 85 percent of Americans believe the Congress’s job is below par. The attitude to the Republican-controlled legislature does not change much across party lines. The number of Democrats that held an unfavorable view of Congress, 89 percent, is only seven percentage points higher than that of Republicans, at 82 percent.
While the figures are a bit more reassuring when it comes to the members of Congress, the immediate representatives of those surveyed, they are still hardly anything to brag about.
Only 44 percent of Americans approve of the work their own Congressman or Congresswoman is doing on Capitol Hill, 41 percent of Democrats and half of Republicans.
Even if some may think that the Congress’s workload is enough, it does not mean they are passing all good laws. Fewer than 20 percent of Americans believe there is merit to the lawmakers’ legislative work, while over a third of all respondents think it is mostly bad. The remainder don’t assess it as either positive or negative.
The NORC poll was conducted between 15 and 19 February.
The plunging ratings aren’t a product of the Trump era and its partisan skirmishes. Americans have long been disenchanted with Congressional politics. A glance at the Gallup Congress approval chart through the years will show that it rarely climbed over the 20 percent threshold since 2010. After a record 84 percent approval in 2002, the rating has been on a steep decline, reaching a new low in November 2013 after it slipped to just nine percent.
A survey conducted by Stanford University and the University of California-Santa Barbara, together with the AP-NORC Center for Public Affairs Research in 2015-2017, purports to explain the disdain of the American public with their elected legislators by an enormous gap between who they are supposed to serve and who they actually do serve, according to Americans themselves.
“Large majorities in both parties report lawmakers should pay attention to the majority of Americans but believe lawmakers actually pay attention to donors and elites. Rare in 2018, both self-identified Republicans and Democrats agree,” Trevor Tompson, director of the AP-NORC Center, stated in a press release on Monday.
What the researchers identify as the root cause of the problem is that 65 percent of Americans believe that their representative in Congress should pay attention to a majority in the US, while only 18 percent of respondents think that it is what they are actually doing. The part of the population most catered-for by the lawmakers are the lobbyists that “gave money to last election campaign,” according to the survey. Sixty-six percent of Americans believe that Congress actually pays attention to lobbyists, while only 11 percent agree it should be like that.
While Congress, at its current 20 percent approval rating, according to Gallup, is safe from breaking records any time soon, President Donald Trump, with his 38.4 percent job approval rating during his first year in office, became the first president to go below 40 percent in his first year, with his nearest contender in this respect being Bill Clinton, at 49.3 percent.

When a California state legislator proposed new broadband privacy rules that would mirror the federal rules previously killed by Congress, broadband industry lobbyists got to work.
The lobbyists were successful in convincing the state legislature to let the bill die without passage last month, leaving Internet users without stronger rules protecting the privacy of their Web browsing histories.
This week, the Electronic Frontier Foundation (EFF) released documents that lobbyists distributed to lawmakers before the vote. The EFF described one as “an anonymous and fact-free document the industry put directly into the hands of state senators to stall the bill” and the other as “a second document that attempted to play off fears emerging from the recent Charlottesville attack by white supremacists.” You can read them here and here.

CHICAGO (AP) — The response to sexual harassment allegations against film producer Harvey Weinstein has spread to statehouses nationwide, with hundreds of lawmakers, lobbyists and consultants coming forward to say the problem is pervasive in the halls of political power.
Illinois became the latest to join the chorus, as signatures piled up Tuesday on an open letter describing harassment and intimidation for women trying to negotiate legislation and work on campaigns. In California this week, the Senate hired a law firm to investigate after women described a culture of sexual intimidation.
Lawmakers in Oregon and Rhode Island have spoken up to accuse male colleagues of inappropriate touching or suggesting that sexual favors be a condition for advancing bills.
“Every industry has its own version of the casting couch,” read the letter circulating in Illinois, which by Tuesday had more than 130 signatures. “Ask any woman who has lobbied the halls of the Capitol, staffed Council Chambers, or slogged through brutal hours on the campaign trail. Misogyny is alive and well in this industry.”
While political sex scandals aren’t new, the Weinstein allegations and ensuing #MeToo social media movement have put an intense spotlight on the issue in politics. More women are coming forward with stories, some are naming names and states are making fresh promises of investigations and of legislation.
Most states have formal written policies for legislative employees on sexual harassment, according to a July report from the National Conference of State Legislatures. But the rules are less clear for others who work at state capitols, including lobbyists and consultants. Also, the culture of statehouses may be fueling the problem.
Several risk factors for sexual harassment identified by the U.S. Equal Employment Opportunity Commission are deep-seated at state capitols: Lack of diversity, power disparities, tolerating or encouraging alcohol consumption, and many young staffers.

Illinois political fundraiser Katelynd Duncan, who helped craft the Illinois letter — signed “The Women Who Make Illinois Run” and accompanied by a private Facebook group — said she was fired from a political campaign in her 20s for reporting inappropriate behavior.
“Very early on in my career, I was taught if I speak up, there’ll be negative repercussions,” she said. “I had to modify my behaviors to continue doing my job.”
In California, a similar letter circulated last week with signers that included lawmakers, lobbyists, political consultants and legislative staff members. The list has turned into an organized campaign called “We Said Enough.” The group wants to launch a nonprofit and hold forums. In response, the Senate hired an outside law firm on Monday to investigate the claims.
“I did not know it was as serious or as a big a problem as it was since I saw the letter,” said Sen. Connie Leyva, a leader of the Legislative Women’s Caucus. “Enough is enough. I can’t believe it’s 2017 and this is still happening.”
Elsewhere, specific allegations surfaced.
A female state senator in Oregon accused a male colleague of inappropriate touching, and his committee assignments were removed as a punishment. In Rhode Island, Democratic Rep. Teresa Tanzi alleged she was told by a more senior lawmaker that sexual favors would allow her bills to go further.
Her revelation prompted an outcry, and state police and the attorney general’s office announced they’d launch an inquiry.
“The best outcome for me right now is to look ahead and move forward and to continue to make it so that the next generation of children don’t have to endure the same issues that we’re facing today,” Tanzi said.
Some states pledged to boost training.
State Rep. Sara Feigenholtz, an Illinois Democrat, filed a resolution Tuesday “to change the culture that breeds such behavior.” Another proposal was in the works to require legislators, lobbyists and staff to undergo sexual harassment training. Top leaders said they also would require policies for lobbyists.
But some were skeptical of the new efforts.
In California, some raised questions about a firm hired by Senate leadership and are calling for an investigator not chosen by lawmakers, as well as the creation of third-party channels for women and men to bring forward harassment complaints. Complaints brought forward now are handled through Senate and Assembly committees, and many women said they don’t report inappropriate behavior for fear it won’t be taken seriously or their jobs will be in jeopardy.
Others called for more women in politics, with advocates saying the dearth of women officeholders has consequences.
Though women are more than half of the American population, they account for just a fifth of all U.S. representatives and senators, and one in four state lawmakers, according to data collected by the Center for Women in Politics at Rutgers University.
In Tennessee, Clarksville Mayor Kim McMillan, who was the first female House majority leader in state history, said it took 10 years for her to pass legislation that would make the penalty for spousal rape equal with that of non-spousal rape. Some of her male colleagues didn’t believe it was a crime.
She said more women at all levels of government would make it clear that certain behaviors, like sexual harassment, are unacceptable.
“You need people at the table who can explain to them what the effect of their words are,” she said. “If there are no women to explain why that is sexist or why they can’t say that, I don’t know if you can ever get people to understand that their words really do matter and their actions really do matter.”

The measure includes meeting MEPs, attending parliamentary committee meetings and using the parliament’s digital resources in Brussels or Strasbourg, following a vote in which all major parliamentary factions supported the ban.
The move was confirmed by MEP Emmanuel Foulon and the co-chair of the Greens/European Free Alliance European parliamentary group, Philippe Lamberts, in respective tweets.
The formal process of denying company lobbyists access to the parliament still needs some time to be finalized, but the decision can be considered “effective immediately,” a spokesperson of the European Parliament’s president, Antonio Tajani, said as cited by the Guardian.
According to the British paper, it is the first time MEPs have applied new rules concerning the withdrawal of parliamentary access for company lobbyists.
The angry reaction was provoked by Monsanto’s refusal to attend a meeting with academics, regulators and campaigners on October 11, which was organized by the parliament’s environment and agriculture committees.
It was aimed at examining the company’s alleged influencing of studies conducted by various regulatory authorities on the safety of glyphosate, a key ingredient in its best-selling Roundup weed killer.
Glyphosate as well as the non-selective herbicide Roundup produced by Monsanto have long been a source of controversy that put the biotech corporation, which on its website claims to help farmers “grow food more sustainably,” at the center of scandals in recent years.
More than 900 people across the US are suing Monsanto as they were diagnosed with non-Hodgkin Lymphoma (NHL), a type of blood cancer that they link to exposure to glyphosate, according to law firm Baum, Hedlund, Aristei & Goldman.
However, the company said that the European Parliament’s hearing is not “an appropriate forum to consider” the issues related to the regulatory influence accusations, adding that it “refutes” all these allegations.
“It is not the role of the European Parliament to question the credibility of the scientific output of either the independent EU agencies or those in third countries,” Monsanto said in a statement, explaining its refusal, which was revealed by Foulon in a Twitter post.
“We have observed with increasing alarm the politicization of the EU procedure on the renewal of glyphosate,” Monsanto’s vice president, Philip Miller, said in this statement, adding that this procedure “should be scientific” but was “hijacked by populism in many respects.”
In response, Lamberts, who is also the European Green party leader, said that “those who ignore the rules of democracy also lose their rights as a lobbyist in the European parliament.”
“US corporations must also accept the democratic control function of the parliament. Monsanto cannot escape this,” he added as cited by the Guardian.
The EU Parliament’s decision was welcomed by some European NGOs. Martin Pigeon, a spokesman of the Corporate Europe Observatory, a non-profit research and campaign group monitoring the effect of corporate lobbying on European politics, praised the move by saying it was “extremely important that parliament has been prepared to meet Monsanto’s unbelievable arrogance with real retaliation and consequences.”
There have been scores of anti-Monsanto petitions and stories of people who claimed to have been affected by the company’s products in recent years. The corporate giant has been also at the center of reports claiming it has influence with the US government and, thus, avoids lawsuits.
Its activities even provoked the establishment of a global March Against Monsanto movement in 2013. The Facebook page of the initiative organizing protests against Monsanto has gathered about 1.4 million likes so far.
In 2015, the World Health Organization (WHO) classified glyphosate as “probably carcinogenic to humans.” The agricultural giant still fights this assessment. In August, it called for an investigation against the WHO, claiming that the international body ignored two major studies proving its harmlessness.
However, earlier the same month, leaked Monsanto internal documents released by LA-based Baum, Hedlund, Aristei & Goldman alleged that the company repeatedly tried to stop studies on its weed killer products that made them look bad.

Lobbyists for Google, Facebook, and other websites are trying to stop the implementation of a proposed law that would strengthen consumer privacy protections online.
Rep. Marsha Blackburn (R-Tenn.) last week proposed a bill that would require broadband providers and websites to obtain users’ opt-in consent before they use Web browsing history and application usage history for advertising and other purposes or before they share that information with other entities. The rule in Blackburn’s “BROWSER Act” would be similar to one that was scheduled to be applied to ISPs later this year until Republicans in Congress and President Donald Trump took action to stop it from being implemented.
Currently, websites must let visitors opt out of the use and sharing of browsing history, but they don’t need to obtain opt-in consent before using browsing history to deliver targeted ads. ISPs face no such rules at the moment, but Blackburn’s bill would apply the stricter opt-in standard to both websites and broadband providers.

Newly appointed US Environmental Protection Agency head Scott Pruitt’s emails between himself and the fossil fuel industry have been released. The emails revealed cozy relationships with lobbyists.
Emails released after Scott Pruitt’s appointment as EPA chief reveal that his rapport with fossil fuel firms and electric utilities was “friendly” while working as Oklahoma’s attorney general. The emails were withheld during Pruitt’s EPA confirmation hearing by the state attorney general’s office, which on Wednesday turned over 7,500 pages of emails to the Center for Media and Democracy (CMD).

In a 2013 email from the deputy solicitor general, advice was sought over a letter from representatives at Devon Energy, an oil and natural gas exploration and production company, that was directed to the EPA, regarding proposed regulations of methane emissions.
After receiving some feedback from other staffers, including Devon Energy executive Bill Whitsitt who even marked up the letter for the Attorney General’s office. “Please note that you could use just the red changes,” he wrote in an email, “or both red and blue (the latter being some further improvements from one of our experts) or none.”
Other emails between Pruitt’s office and Devon executives show a maintained connection, including one from Executive Assistant Ashley Olmstead to Whitsitt’s Executive Assistant, where Olmstead wrote, “Just wanted to confirm we are still on for the meeting tomorrow morning at 10am here in our offices. Sorry we didn’t get to do lunch last week, maybe we can reschedule!”
Whitsitt’s assistant, Sheila Harder, replied: “That’s great! I will get this on Bill’s calendar. Can’t wait to meet you tomorrow!”
Pruitt’s office also coordinated with oil and gas lobby group American Fuel & Petrochemical Manufacturers (AFPM) in 2013 to oppose regulations on ozone limits and the Renewable Fuel Standard Program.
The emails also reveal that Pruitt was a sought-after speaker for the fossil fuel industry.
Pruitt was a speaker at an ALEC conference on May 3, 2013, in Oklahoma City where he participated in a panel called “Embracing American Energy Opportunities: From Wellheads to Pipelines.”
The event’s reception was hosted by the Petroleum Club and a luncheon sponsored by Koch Industries, the Washington Post reported.
