A Verizon lobbyist is trying to become the attorney general of New York in the upcoming November election.
Verizon executive Leecia Eve is one of four candidates in the Democratic primary for the seat vacated when Eric Schneiderman resigned after assault allegations from four women.
If elected, Eve says she would recuse herself from Verizon matters and New York State’s appeal of the federal net neutrality repeal.

Amazon registered a lobbyist in Georgia this month in a move that spurred widespread speculation that Atlanta could be a top contender for the site of its second North American headquarters.
But Atlanta can’t declare victory quite yet: it turns out the lobbyist has nothing to do with Amazon’s search for a second corporate home, which the company calls HQ2.
In a statement to Business Insider late Tuesday, an Amazon representative said: “Amazon’s public policy team works on a variety of issues on behalf of our customers in cities and states across the country. This work is ongoing and not related to our search for HQ2.”
The lobbyist, Jacob Oster, registered on December 7 with the Georgia State Ethics Commission, ahead of the start of Georgia’s legislative session in January. The lobbyist’s presence in Georgia became “the buzz of economic development circles,” The Atlanta Journal-Constitution reported.
Amazon was initially mum on why it was sending a lobbyist to Georgia.
Atlanta is one of the more than 200 cities competing to be the home of Amazon’s second North American headquarters — and according to one recent analysis, it’s a leading candidate.
Lobbyists represent the interests of companies or organizations to lawmakers, though it’s unclear what issues Oster will address when the Legislature convenes next month. His LinkedIn profile says he specializes in energy policies at Amazon.
Amazon announced in September that it was seeking proposals from local governments that could offer incentives, like tax exemptions, for the company to house its next headquarters there.
Amazon said it preferred metro areas with at least 1 million residents and an educated workforce.
NOW WATCH: Why Amazon’s new headquarters sweepstakes makes it the ‘smartest company in the world’

Earlier this week, California-based lobbyist Pamela Lopez accused Democratic Assemblyman Matt Dababneh of forcing her into a bathroom, exposing his genitals, and urging her to touch him.
Another woman, Jessica Yas Barker, alleged Dababneh repeatedly commented on her appearance and talked about his sexual exploits while they were colleagues in Sherman’s office from June 2009 to December 2010, the LA Times reported.
Dababneh, who represented the California State Assembly’s 45th district and previously worked as a senior aide to Congressman Brad Sherman, has flatly denied the allegations.
He nevertheless announced on Friday that he would resign, effective on January 1.
“To be absolutely clear, the allegations made against me are not true. However, due to the current environment, I, unfortunately, no longer believe I can serve my district effectively, as I have done for the last four years,” Dababneh said. “I remain inspired by the many brave women across the country who have recently come forward with their stories. I will continue to support this fight as a private citizen in any way that I can.”
He said he will continue to fully participate in an ongoing Assembly investigation into the matter.
“I am confident that the completed investigation will bring to light and into focus the significant and persuasive evidence of my innocence,” Dababneh said.
The incident described by Lopez allegedly took place in January 2016 at a wedding celebration at a Las Vegas hotel.
“I felt a large body rush up behind me, use the weight of their body to push me into the restroom and I heard the door slam behind us,” Lopez told KTLA News, a Los Angeles-area local news station. “I spun around and realized I was face to face with Matt and that he had very quickly exposed himself and begun masturbating.”
Lopez said she did not immediately report the encounter, fearing retribution. She said Friday that Dababneh’s resignation meant little without an apology.
“He’s not attempting to atone for his behavior,” she told the Associated Press.

The latest instalment was dominated by the news that 26 had been killed in the small town of Sutherland Springs.
John R. Lott Jr. appeared on the ITV show to discuss the tragedy, but found himself arguing against a fired-up Piers who vehemently disagreed with him.
To begin with, the 52-year-old host demanded to know how his guest could defend this massacre, but the pro-gun lobbyist insisted that Europe has seen more killed from gun crime than the US has.
It was this point that Piers felt he needed to combat, fighting back: “What an absolute load of nonsense!”
The outspoken presenter then demanded to know what figures John was referring to, but the gun advocate found himself in a sticky battle and couldn’t answer.
From then on, the debate became a shouting match, with neither of the pair able to finish their sentences before the other could interrupt them.
Piers insisted: “There are on average 32 people a year in Britain who are killed by guns. In America, it is 85 a day and you have the gall to come on this show and defend that after another mass shooting? Do me a favour.”
John snapped back: “There have been horrible instances and they happen all over the world – 135 people in Paris…”
It was at that point that the pair erupted once more, as they appeared to disagree over figures.
Piers seemed to come out on top however, yelling at his guest: “I’m going to keep talking until you let me finish.
“It’s actually our show, not yours, and I’m going to correct the false impression you just gave.”
Naturally, John attempted to shout back, insisting that the problem is not as bad as Piers is making out, but it seemed the former had had enough and attempted to end the debate.
“Nevermind gun control, how do I stop you talking? Silence!” Piers screamed, before bringing the interview to an end.
He finished the segment: “Unfortunately, you Mr Lott are part of the problem. You’re the one who comes on and says, ‘Europe has a bigger problem,’ when in fact it’s complete nonsense.
“You’re the guy who stands there asking for more guns when actually your country is shooting itself to death in more grotesque ways than ever.
“It’s a shame on America and a shame on people like you,” he concluded.

Special Counsel Robert Mueller has reportedly begun looking at Tony Podesta, a Democratic lobbyist and brother of HIllary Clinton’s campaign chairman, as part of his probe into “Russian meddling” in the 2016 US presidential election.
The probe into Podesta and his lobbying firm, the Podesta Group, grew out of an inquiry into the finances of former Trump campaign chairman Paul Manafort’s finances, NBC News reported Monday.
Manafort served as chairman of President Donald Trump’s electoral campaign between March and August 2016, and resigned shortly after media reports about his lobbying efforts in Ukraine.
Between 2012 and 2014, Manafort organized a PR campaign for a nonprofit called the European Center for a Modern Ukraine (ECMU), said to have been backed by the country’s government. The ECMU campaign was designed to sway public opinion and included attempts to solicit favorable press coverage in The New York Times and The Wall Street Journal. Manafort is alleged to have made $ 12.7 million for those efforts, according to the New York Times.
The Podesta Group was co-founded by Tony and his brother, John Podesta, a longtime Clinton aide who served as chairman of her 2016 presidential campaign. The lobbying firm worked with Manafort on the Ukraine campaign. Mueller’s team is now pursuing a criminal inquiry into whether the Podesta Group violated the Foreign Agents Registration Act (FARA) by doing so, according to NBC.
Under FARA, people in the US who lobby on behalf of foreign entities must register through the Justice Department as a foreign agent and disclose their work. At issue is whether the Podesta Group filed the disclosures at the time, or only after their work in Ukraine attracted media attention.
In a statement Monday, the Podesta Group said that it was in compliance and “has fully cooperated with the Special Counsel’s office.”
“The Podesta Group fully disclosed its representation of the European Centre for a Modern Ukraine (ECFMU), and complied with FARA by filing under the lobbying disclosure act over five years ago and within weeks of starting our work,” the group’s spokesperson said. “Any insinuation to the contrary is false.”
Mueller’s inquiry into the lobbying campaign appears to be part of a larger investigation into Manafort’s work for the Party of Regions, his offshore banking transactions, his tax compliance and his real estate dealings, NBC reported.
The new focus on the Podesta Group could indicate that the Muller probe may be expanding beyond the original focus on alleged Russian meddling in the 2016 election and potential collusion with Trump, ensnaring Democratic operatives in the process.
Several US intelligence agencies have claimed that the Russian government interfered in the election by hacking the computer servers of the Democratic National Committee (DNC) as well as the personal email account of campaign chair John Podesta, and forwarding the contents to WikiLeaks.

The cable TV business is in trouble—in fact, it is “failing” as a business due to rising programming costs and consumers switching from traditional TV subscriptions to online video streaming, according to a cable lobbyist group.
“As a business, it is failing,” said Matthew Polka, CEO of the American Cable Association (ACA). “It is very, very difficult for a cable operator in many cases to even break even on the cable side of the business, which is why broadband is so important, giving consumers more of a choice that we can’t give them on cable [TV].”
Polka made his comments in an episode of C-SPAN Communicators that is airing this week, though it was recorded in April. Video is available here.

The Trump administration is reportedly refusing to honor a data request to disclose the number of lobbyists it allows to work in the White House – a move critics have called “unprecedented and extremely troubling.”
The New York Times reports that administration officials sent a letter to the head of the Office of Government Ethics (OGE), Water M Shaub Jr Monday, challenging his legal authority to request a list of those made exempt from a ban on lobbying in federal agencies.
Speaking to the NYT, Marilyn L Glynn, a former general counsel and acting director of the ethics watchdog under George W Bush, raised her concerns.“[It is] unprecedented and extremely troubling,” said Glynn. “It challenges the very authority of the director of the agency and [Shaub’s] ability to carry out the functions of the office.”
Exemptions had been granted under former President Barack Obama, in cases where there was an evident skills gap and the waivers were subsequently made public. However, the Trump administration has so far opted to keep their documents confidential.
Shaub had asked that the White House provide a copy of every waiver it has issued by June 1 with the intention of making the documents public.
The letter, sent by the head of the Office of Management and Budget Mick Mulvaney, reads: “This data call appears to raise legal questions regarding the scope of OGE’s authorities. I therefore request that you stay the data call until these questions are resolved.”
Norman Eisen, the ethics chief under Obama, said he feels the Trump administration is attempting to pressure ethics officers into not fulfilling the watchdog’s request.
“It is yet another demonstration of disrespect for the rule of law and for ethics and transparency coming from the White House,” he said.
Created in the aftermath of the Watergate Scandal, the Office of Government Ethics has the authority to make data requests from ethics officers at any federal agency.
Trump, who coined the phrase ‘drain the swamp’ on the campaign trail after promising to rid the US government of special interests, signed an executive order in January instituting a two-year ban on appointing lobbyists to government jobs in matters involving their former clients.
In April, a report by NYT, in collaboration with ProPublica, analyzed financial disclosures, lobbying records and interviews, and determined that at least two of Trump’s appointees may have violated the ethics rules.
The OGE censured presidential aide Kellyanne Conway in February after she urged Americans to buy products made by Trump’s daughter, Ivanka, during a television interview from the White House briefing room.

Texas Lobbyist Andrea McWilliams’ whole life has revolved around one building: the Texas State Capitol.
She grew up across the street in the ’70s. Her dad owned a modest burger joint on S. Congress Ave, above which the family of four lived. Her father later took over a cafeteria that was directly across the Capitol lawn in a state building; the favored lunch spot for elected Texas officials was known for its homemade German bread and fresh sweet rolls. “It was always a tradition that the first day each governor would take office, they would come eat at my dad’s place to show they were accessible to everyone,” McWilliams recalls. At 15, she took a job as a messenger at the big white dome. Later, the Capitol would serve as the site for a meet-cute with her now-husband Dean, who was a fellow staffer. Today, she has the closest consultancy office to the Capitol, she says, in the whole state. It sits just across the street.
Perennially, McWilliams ranks first in the top lobbying lists in Texas, advocating for corporate interests. Clients include nationwide heavy hitters like Neiman Marcus, Office Depot, Citibank and Verizon and Texas-based companies like Ryan LLC. She also advocated for a clean-coal project in Texas that upon completion will be “the cleanest burning coal plant in the world with a staggering 90 percent capture rate,” she says. And, after beating cancer, she defended a $ 3 billion cancer research package. “There are two general types of advocates — those that report what happens and those that make things happen. Andrea is among the very best of those that make things happen,” her client Brint Ryan says. The work has been nothing short of profitable. In 2013 alone, she made between $ 1,960,000 and $ 3,845,000 for her work, according to Texans for Public Justice.
Andrea stands alone in a skirt.
Calvin Jillson, professor of political science at Southern Methodist University
Perhaps McWilliams is a product of her place. In Texas, the corporate lobby has “always been powerful,” says Calvin Jillson, professor of political science at Southern Methodist University — at least since the LBJ era in the 1960s. But today, lobbyists might not be able to take their power and influence for granted, as talk of ethics reform abounds. Often critiqued for nontransparency ethics violations, lobbyists are under increasing scrutiny — even in Texas. Gov. Greg Abbott, says Jillson, made reform a priority in 2015, which was the “only one of his top priorities that didn’t get done. … Ethics reform is something politicians love to call for but are reluctant to do too well.” But this legislative session, a few failed 2015 bills pushing transparency measures were revived. McWilliams isn’t new to such questions, though: In 2007 and 2012, Andrea and her husband threw lavish birthday parties with now–Lt. Gov. Dan Patrick and other party leaders; both times they were questioned about whether they had fully disclosed what they had spent on those legislators.
McWilliams is a smooth talker, peppering in many “dears” to our conversation. She talks of the government like its many staffers are family. And the connection isn’t entirely false — McWilliams’ mother worked 18 years for former state representative Steven Wolens as an administrative aide. That helped her get that teenage gig, and at 17 she was working for State Representative René Oliveira, filing, alphabetizing. She held down that job while earning her degree at the University of Texas–Austin and was promoted to legislative director. By 21, she became chief of staff for State Representative Richard Raymond.
Her swift ascent was sidetracked when she chose a losing horse in a race for a senate seat. But the Capitol pulled her back and she joined a firm with two other lobbyists before branching off to start her own. “A lot of people think lobbying is the stereotypical smoke-filled rooms and brother-in-law deals, but lobbying since I started has evolved tremendously,” she says. Her meetings, by contrast, are held in her home over dinner and she says she tries to paint both sides of the story for legislators.
McWilliams is a rarity for Capitol Hill, in a state where just over 20 percent of state legislators are female, compared to 24.9 percent as the national average. Looking “down the list of top lobbyists, Andrea stands alone in a skirt. The rest of them are these old boys who with slightly wider lapels could have been working the legislative corridors back in the 1950s,” Jillson says. In the United States, federal lobbyists have mostly been male, with women outnumbered approximately two to one historically, according to research organization LegiStorm. McWilliams, though, plays down any barriers she may have toppled. “It’s a lot of running after legislators, catching [them] in the hall. I have to do it in three-inch heels and a skirt,” she says.
McWilliams dipped into national politics last year, not for the first time. As an enthusiastic supporter of Ted Cruz, she became an anti-Trump voice, telling Fox Business News in March 2016: “If Donald Trump is elected, Mrs. Trump will be the first first lady that has ever posed nude.” Meanwhile, she and her husband were the youngest Bush Pioneers during George W. Bush’s first race for the White House, raising over $ 100,000, she says, and were the Texas cochairs for Gov. Mike Huckabee’s presidential campaign in 2008.
When I talk with her, McWilliams is stuck at her favorite building, camped out and catching legislators over access to virtual education programs for children. “If something isn’t done right in this 140-day [session], you have to wait two years to undo it,” she says. It’s a madhouse as the legislative session wraps up. “Clients like to get things right in Texas, and then other states look to Texas and replicate it.”

Geoff Burr spent much of the last decade as the chief lobbyist for a powerful construction industry trade group. Burr sought to influence a host of regulations of the Department of Labor, opposing wage standards for federal construction contracts and working against an effort to limit workers’ exposure to dangerous silica dust.
In the Obama administration, someone like Burr would have been barred by ethics rules from taking a job at an agency that he had lobbied.
In the Trump administration, Burr now has a top job at the Labor Department.
Burr is the first publicly known example of a former lobbyist who was able to take a job in the government as a result of President Donald Trump’s watering down of ethics rules in place during the Obama administration.
As a candidate, Trump regularly railed against lobbyists and led crowds in chants of “Drain the swamp!” But as president, Trump last month signed an executive order that weakened significant aspects of the Obama ethics policy, including scrapping a ban on lobbyists joining agencies they had recently lobbied.
Ethics experts say Burr’s hiring is a troubling example of how the new administration has greased the revolving door.
A lobbyist like Burr may de-register on Monday and enter the Trump Administration on Tuesday.
“A lobbyist like Burr may de-register on Monday and enter the Trump Administration on Tuesday,” said Craig Holman of the watchdog group Public Citizen. “The very same agency Burr has been lobbying as a hired gun is now Burr’s to help run. This is a grave problem for the public because the agency may well represent the special interest rather than the public interest.”
It also raises questions about ambiguous language in the Trump executive order.
Instead of banning lobbyists from working at agencies they lobbied, the Trump pledge, which has to be signed by all executive appointees, imposes restrictions on what such officials can work on. Specifically it says they cannot “participate in any particular matter on which I lobbied … or participate in the specific issue area in which that particular matter falls.”
Ethics lawyers are now puzzling over what exactly that language means.
That task is made more confusing because of an apparent error in the Trump executive order: It says the phrase “particular matter” has the “same meaning as set forth in section 207 of title 28, United States Code.”
That part of the U.S. code does not exist.
There is a definition for that term in section 207 of title 18. (The error is doubly strange because much of the Trump executive order was copied word for word from an earlier Obama order. The White House didn’t respond to a request for comment.)
While it was cited incorrectly, the phrase “particular matter” does have a clear legal meaning, which has been detailed by the Office of Government Ethics.
Another phrase in the Trump order, “specific issue area,” was also used in the Obama order but its meaning is unclear.
“It is not defined in the Trump pledge. There’s uncertainty within the government and outside the government about what that particular term means,” said Robert Walker, an ethics lawyer at Wiley Rein in Washington. “The same lack of clarity was a problem with the Obama pledge in this area.”
Because the Obama pledge included a blanket ban on lobbyists joining agencies they recently lobbied, the ambiguity of the restrictions on what lobbyists could do was less urgent.
The Obama administration was criticized for issuing a handful of waivers to allow former lobbyists to join the administration, thus skirting its own lobbyist ban. Out of thousands of appointees, there were five such waivers over the course of the Obama administration. None were at the Department of Labor.

Because Trump weakened the Obama rules, he won’t have to issue waivers in such situations. But if Trump issues a waiver allowing, say, a former lobbyist to work directly on issues that he lobbied on, we may not even find out about it: The executive order removed the mechanism for public disclosure of such waivers.
In the case of a former lobbyist like Burr, who worked at the Associated Builders and Contractors, there was a consultation with a Labor Department ethics lawyer. “If recusals were deemed to be necessary, it’s likely that there would be some documentation of the contours of those recusals,” Walker said.
Department of Labor spokeswoman Jillian Rogers declined to detail how Burr will comply with the ethics order. She offered the following statement:
“Mr. Burr has signed the Ethics Pledge and received a full ethics briefing on his first full day at the Department. He has been in frequent consultation with the DOL Ethics officer to ensure he is fully compliant with all ethical obligations in his role at the Department.”
Enforcement of the Trump’s ethics rules will also be at the discretion of the administration, as it was with the Obama order.
Whether Burr’s work at the Labor Department will be significantly limited by the president’s ethics rules depends on how the administration interprets the order.
Burr is now a member of the so-called beachhead team at the agency and is reportedly in line to be chief of staff to Labor Secretary nominee Andrew Puzder.
That role is shaped by each labor secretary’s needs, according to Seema Nanda, who was chief of staff through January 20 of this year.
Under Obama Labor Secretary Tom Perez “anything significant that is happening in the department or anything that is a change in policy you are discussing as chief of staff,” Nanda told ProPublica.
That includes reviewing documents that need the secretary’s signature, such as new regulations, reports to Congress, or letters.
The chief of staff and his or her deputies “regularly meet with the agency heads to see what they’re thinking about. You are really going over in depth what each agency is working on.”
