South Korea has implemented a new 52 hour work week in an attempt to stop chronic overwork.
The country is trying to promote a greater work-life balance by lowering the maximum hours people can work from 68 to 40 hours, plus another 12 hour of overtime. Smaller firms won’t need to make changes until 2020, but larger firms that breach the new rules could be fined up to $ 17,815. Executives could face two years in prison.See the rest of the story at Business Insider

It doesn’t seem odd anymore that governments might want to save Twitter archives for historical purposes, what with all the attention our president gets for his contributions to the platform. The UK has been saving tweets and YouTube videos as historic media since 2014, while our own Library of Congress made it a practice since 2010. Now, however, the folks who manage the Twitter archive at the Library of Congress have announced that as of January 1st, they will only save tweets “on a selective basis.”
According to a blog post by Gayle Osterberg of the Library of Congress, the program will maintain the archive of tweets from 2006 – 2010, and will continue to acquire tweets on a selective basis. A white paper on the change says that, in general, tweets archived will be “thematic and event-based, including events such as elections, of themes of ongoing national interest, e.g. public policy.”
The white paper also points out that the volume of tweets has increased dramatically over time since 2010, and that its text-only archives miss important visual information of recent tweets. The Library feels that the first 12 years of tweets represent the rise of an important social media, and that the full-text collection can now be limited. “The Library generally does not collect comprehensively,” says the white paper. “Given the unknown direction of social media when the gift was first planned, the Library made an exception for public tweets. With social media now established, the Library is bringing its collecting practice more in line with its collection policies.”

California has been happy to tweak the rules to get more self-driving cars on the road, but it still has its limits. The state’s DMV has eliminated a planned rule (suggested by GM) that would have let companies avoid liability for an autonomous vehicle crash if the machine hadn’t been maintained to manufacturer specs. In other words, they could have been let off the hook if your car’s sensors were muddy, even if an accident was really due to bad code.
The DMV ditched the idea after reading comments objecting to the potential rule. The comment period ends December 15th, and the completed regulations should take effect sometime in early 2018.
California’s change of heart doesn’t amount to a sudden crackdown on self-driving cars, but it does reflect an evolving approach where it’s not quite so willing to give brands everything they want. This might also help settle the ongoing questions about liability in driverless car crashes. If owners are less likely to be blamed for accidents, automakers may be more cautious with development in order to avoid paying for costly mistakes.

After plenty of negotiation, Uber is about to get a valuable investment… in return for a few favors. Sources speaking to Bloomberg, Recode and TechCrunch have learned that Uber and SoftBank have finalized a deal that should see SoftBank and an investment group pour $ 10 billion into the company ($ 1 billion directly, $ 9 billion buying existing shares) while limiting the control of former CEO Travis Kalanick. He’ll still have some influence, but he won’t retake the throne — and it’ll end a nasty legal battle, too.
Kalanick reportedly gets to keep a place on Uber’s board of directors, and will have the power to appoint two extra seats. Any future changes will require a majority approval from the board, though. With these changes in place, Benchmark (a key Uber investor) will drop a lawsuit against Kalanick. Recode hears the deal depends on Uber shareholders offering enough stock for sale (SoftBank might have to pay extra otherwise), but it’s clear both sides are at least willing to bet that this will happen.
Provided everything goes through, the deal could solve multiple problems at once. Uber would ease worries that Kalanick might somehow stage a coup, ends a bitter court battle and, most importantly, gets funding it needs to fulfill its strategy. The transportation firm is still bleeding cash, and it doesn’t have a cash stockpile large enough to simply ride things out until it can turn a profit. SoftBank’s investment could give Uber considerably longer to sort out is business model and fulfill long-term plans for self-driving cars.
Update: That was fast. Uber has already confirmed the deal, issuing a statement that this will help “fuel our investments in technology” while helping with expansion and its leadership. You can read the full statement below.
“We’ve entered into an agreement with a consortium led by SoftBank and Dragoneer on a potential investment. We believe this agreement is a strong vote of confidence in Uber’s long-term potential. Upon closing, it will help fuel our investments in technology and our continued expansion at home and abroad, while strengthening our corporate governance.”

Intel has been offering hyper-threading as one of its CPU features for a long time — that’s part of why it has maintained a performance lead over AMD for many years. Ryzen introduced SMT as its alternative multi-threading technology and it works well, but some research suggests that Windows 10’s Scheduler doesn’t seem to realize that those virtual cores aren’t as capable as the real ones, so when it doesn’t prioritize physical cores over the SMT ones, it is artificially holding Ryzen CPUs back.
For some reason, the Scheduler also seems to think that Ryzen CPUs have as much as 136MB of cache, whereas in reality, they have 20MB of L2+L3 cache, according to WCCFTech. AMD is said to be aware of this issue.
More: Ryzen proves the PC industry can no longer ignore AMD’s comeback
PCPer, on the other hand, had provided some pretty solid evidence that the Scheduler is not to blame, and now AMD has officially commented on its own research.
Simply put, AMD does not believe that Windows 10 has a thread scheduling problem that’s contributing to poor performance. It posted the following on its community site:
“We have investigated reports alleging incorrect thread scheduling on the AMD Ryzen processor. Based on our findings, AMD believes that the Windows 10 thread scheduler is operating properly for ‘Zen,’ and we do not presently believe there is an issue with the scheduler adversely utilizing the logical and physical configurations of the architecture.
“As an extension of this investigation, we have also reviewed topology logs generated by the Sysinternals Coreinfo utility. We have determined that an outdated version of the application was responsible for originating the incorrect topology data that has been widely reported in the media. Coreinfo v3.31 (or later) will produce the correct results.
“Finally, we have reviewed the limited available evidence concerning performance deltas between Windows 7 and Windows 10 on the AMD Ryzen CPU. We do not believe there is an issue with scheduling differences between the two versions of Windows. Any differences in performance can be more likely attributed to software architecture differences between these OSes.”
While some are recommending that gamers use Windows 7, as that OS purportedly doesn’t suffer from the same issues as Windows 10 does when running the new hardware, AMD clearly does not agree. While the company doesn’t discount the possibility that Windows 10 could be performing different than Windows 7, it says a thread scheduler is not causing the issue. Note that if you do decide to run Windows 7, then make sure you confirm that your motherboard manufacturer has released Windows 7 compatible drivers for your board.
While disabling SMT in the BIOS has been asserted to improve gaming performance under Windows 10, AMD’s statement would seem to refute that finding.
Updated on 3-13-2017 by Mark Coppock: Added AMD statement that the Windows 10 scheduler is not causing Ryzen performance issues.
