Two people in Lebanon held up two different banks on Wednesday as they demanded withdrawals of their own money.
In the first incident, a woman armed with a gun held up a branch of the BLOM Bank in the capital of Beirut, according to various media reports. She was accompanied by activists and said her gun was a toy, according to the Associated Press, citing the local Al-Jadeed TV.
The woman managed to get $ 13,000 from her deposits, which she said totaled $ 20,000, per the AP. She said she needed the funds for her sister's cancer treatment and had gone to the bank repeatedly to withdraw her own money, only to be told she could only get $ 200 a month.
"I had begged the branch manager before for my money, and I told him my sister was dying, didn't have much time left," she said in the interview, per the AP. "I reached a point where I had nothing else to lose."
She said she had even considered selling her kidney so her sister could get treated.
Shortly after the first incident, an armed man held up a Bankmed branch in Aley, a mountain city in southeast Lebanon, Reuters reported, citing a depositors' advocacy group and a security source. The man got some of his savings out of his account.
Lebanon has been in an economic crisis since 2019 as result of government mismanagement. To prevent capital flight, the country's banks have been limiting the amount of money people can withdraw from their bank accounts, severely impacting the everyday lives of ordinary citizens.
In August, an armed man held employees and customers at a Lebanese bank hostage after he was told he couldn't withdraw $ 200,000 from his bank account for his sick father's treatment. The man was cheered on by a crowd outside the bank.
A senior Lebanese banker told Reuters the incidents may prompt copycat actions.
"I think this is an invitation for other people to do the same. As long as people get away with it, they will continue," the banker told the news agency on condition of anonymity.

Russia is talking to Lebanon about Moscow’s plans for the mass return home of Syrian refugees, the Lebanese prime minister’s office said on Tuesday. Lebanon hopes the Kremlin’s initiative would tackle what Beirut calls a “displacement crisis.” The UN refugee agency UNHCR says there are about a million Syrians in Lebanon, around a quarter of its population, while the Lebanese government puts the number at 1.5 million. Russia last week said it had set up the Center for the Reception, Allocation and Accommodation of Refugees to help hundreds of thousands of refugees return home from abroad. Prime Minister-designate Saad al-Hariri discussed Russia’s plans with officials from the Russian embassy to Beirut on Tuesday, Reuters reported. Later this week, Russia’s special representatives will visit to continue talks, Hariri’s office said.

Moscow’s envoy to Lebanon has warned that the Russian military reserves the right to shoot down missiles and destroy launch sites in the event of US aggression against Syria.
“Russia will comply with its president’s statement on US aggression against Syria, downing the US missiles,” Ambassador Alexander Zasypkin was quoted as saying by al-Manar TV. He added that the sites from which the missiles were fired would also be targeted.

A small IDF surveillance drone was lost in southern Lebanon near the Israeli border on Saturday. It’s the fourth drone lost by the Israeli military this year, according to local reports.
The drone was identified by Lebanese media as a Skylark, a tactical surveillance UAV used by Israeli artillery troops. According to reports in Lebanon, it landed near the Lebanese village of Ayta ash-Shab and was destroyed by another Israeli drone.

The IDF confirmed the loss of the aircraft, but said that it had fallen from the sky rather than being destroyed on the ground. The military said they were investigating the incident and that it had been caused by a technical malfunction.
According to the Times of Israel, the IDF had lost three Skylark drones before the most recent incident on Saturday. One crashed in southern Lebanon in January, prompting the Israelis to launch a cross-border raid to recover it. Two other drones were lost in March – one in southern Syria and another one in the northern part of the Gaza Strip. The Israeli military say the incidents were not the result of a common problem with the drone model.

Arab League nations should pressure the US to reverse its decision to recognize Jerusalem as the capital of Israel, Lebanon’s foreign minister told a gathering in Cairo, which condemned the move as “dangerous and unacceptable.”
“Pre-emptive measures (must be) taken against the decision, beginning with diplomatic measures, then political, then economic and (then) financial sanctions,” Gebran Bassil said Saturday at a meeting of Arab League foreign ministers in Egypt’s capital, as cited by Reuters.
The Arab League’s foreign ministers convened an emergency meeting in Cairo, following a Palestinian and Jordanian request to forge a united response to Trump’s recognition of Jerusalem as Israel’s capital, and the US’ plans to relocate its embassy to the Holy City.

Since Lebanese Prime Minister Saad al-Hariri unexpectedly stepped down from office last month reportedly under the orders of his Saudi patrons, Lebanon has found itself caught in the middle of the rivalry between the Saudis and Iran, putting it in a dangerous position that experts say could lead at best to economic and political deterioration, and at worst to another civil war.
In his resignation speech from Riyadh, Hariri, who has traditionally been seen as a Saudi ally, attacked Iran and its Shia clients in Lebanon’s Hezbollah, stating that “Iran’s arms in the region will be cut off.”
Hariri’s forceful exit from the prime ministership was done at Saudi Arabia’s bidding, according to sources in Lebanon who spoke with Reuters. Hariri eventually returned to Lebanon and agreed to “suspend” his resignation after speaking with the country’s president — but before he agreed to do so, he stopped to pray at the tomb of his father, former Prime Minister Rafic Hariri, who many allege was assassinated in 2005 by Hezbollah. The political undertones of the move were clear.
A host of actions taken by Saudi Arabia in connection to Hariri’s allegedly forced resignation have indicated to many experts that the country is attempting to isolate and weaken Hezbollah directly. While Saudi Arabia has long sought to counter Iran’s far-reaching influence in the Middle East, experts say this latest series of events not only places Lebanon at the center of this rivalry, but that it also threatens to undermine Lebanon’s political and economic stability — potentially dragging the country into sectarian violence.

Ever since the end of Lebanon’s bloody civil war in 1990, Hezbollah has steadily been gaining power in Lebanon, where it is the only militia that did not disband at the end of the war.
In 2008, the US-backed Lebanese government attempted to crack down on the group’s political influence and military might in the country, but was handed an embarrassing defeat as Hezbollah secured near total control over the capital Beirut. Since 2011, Hezbollah has also been fighting under the command of both Iran and Syrian President Bashar al-Assad in Syria, much to the chagrin of many Sunnis in Lebanon who do not support the group’s war effort.
Hariri formed a coalition government with Hezbollah in October 2016, and was seen by many as a tempering influence on the Shia group’s power.
Hanin Ghaddar, the Friedman Visiting Fellow at the Washington Institute think tank, said that even though Hezbollah is in control of much of the government in Lebanon, the group has refused to recognize Hariri’s resignation because they do not want to be responsible for choosing a new prime minister.
“Without Hariri, a Hezbollah prime minister would mean that it is a Hezbollah state officially,” Ghaddar said. “This is something that they do not need at this point, because they know there will be more sanctions coming from the US, more sanctions coming from the Gulf.”
Robert Rabil, a professor of political science at Florida Atlantic University and author of “Salafism in Lebanon: From Apoliticism to Transnational Jihad,” agreed.
“[Saudi Arabia is] pulling the political cover,” he said. “They want to expose Hezbollah to international sanctions, and of course they want to expose the Lebanese state somehow. Second, they are looking for a new Sunni leadership in Lebanon. And third, they want to achieve their regional objective of challenging Iran.”
Rabil said Hezbollah’s leader, Hassan Nasrallah, is trying his best to soothe things because he knows the situation could lead to dangerous instability in the country.
“Of course it could lead to social unrest, because if you listen to Nasrallah’s speeches, he’s calling for calm and tranquility, because he knows this is going to escalate and he’s going to have problems,” Rabil said. “Already he has problems. You have problems between Shia and Sunni on the individual and neighborhood level. Of course what Saudi Arabia did is going to affect that.”

Although Ghaddar, Rabil, and other experts agree there is no single, organized entity on the ground in Lebanon that could credibly challenge Hezbollah’s might, Rabil says that decades of political marginalization have radicalized Sunnis, many of whom feel politically dispossessed under Hezbollah’s dominance.
“Based on my interviews with more than one [Sunni] leader, they mentioned that when elections come, all the politicians come to see us, speaking mainly about Sunni politicians like Hariri, because they need them,” Rabil recounts. “But immediately after the election they forget them. They feel that the Lebanese government has been hijacked by Hezbollah. They feel that the Shia of Lebanon are not only humiliating the Sunnis, but trying to take away some of their powers. They feel it.”
This feeling is exactly what led to clashes in Lebanon between Shia supporters of Syria’s Assad and supporters of Syria’s mostly Sunni rebels following the outbreak of the Syrian Civil War in 2011.
Nibras Kazimi, a blogger and former fellow at the Hudson Institute, says that many analysts have overlooked the possibility that jihadism could fester in Sunni communities in Lebanon, especially impoverished ones in the country’s north and in Syrian refugee camps.
“It’s become clearer and clearer since 2011 that it has a Sunni audience beyond these small groups,” Kazimi says, in reference to jihadism. “The poor Sunnis have been radicalizing. Understanding that dynamic, understanding what that may lead to, is not in the literature.”
Ghaddar says it is likely that Saudi Arabia will wage an economic war against Hezbollah and Lebanon, which on its own would have disastrous consequences.
“It is going to be a slow disintegration of society, the economy, and escalation of sectarian tensions,” she said. “This is really bad because as it is, Lebanese institutions are very very fragile. Any small change might actually push the institutions to the brink. This is already very bad.”
Lebanon has managed to keep its various groups together through many tense periods, Rabil said, but now that Hezbollah has had virtually all political power in the country thrust upon it, the situation has changed.
“Somehow [Lebanon] was able to manage its stability,” he said. “Now this has been lost, this has been shaken.”

The prime minister of Lebanon, Saad Hariri, who announced his resignation earlier this month while in Saudi Arabia, but has returned to Beirut and postponed it, has said his latest change of heart is based on a desire to keep the country out of regional conflicts.
The decision to postpone his official resignation is aimed at supporting Lebanon’s “disassociation” policy, the minister said in a statement Saturday, Lebanon’s state news agency NNA reported. The step, made at the request of Lebanese President Michel Aoun, is aimed at “keeping Lebanon neutral” and out of regional conflicts, he explained, claiming that he now needs time to look into what is to be done to enforce the peaceful course and avoid further tensions triggered by his earlier surprise announcement.
However, Hariri’s statement suggested the PM seems to be still opposed to Lebanon’s Iran-backed Hezbollah group, which the politician has accused of a “desire to destroy the Arab world” in his initial resignation announced from Riyadh. “Hezbollah stances that affect our Arab brothers or target the security and stability of their countries” would not be accepted, he said, without going into specifics.
“This crisis revealed the intentions of some to target stability for personal interests. We faced them and will continue to face them to maintain unity and stability,” Hariri said, addressing Lebanon’s Supreme Islamic Sharia Council, as quoted by NNA. “If we do not act wisely, we will drag the country into chaos,” he added.
Meanwhile, a Hezbollah official said on Saturday that the Shiite group was ready for negotiations and cooperation with its “partners in the country,” NNA reported. Having reiterated Hezbollah’s stance on Hariri’s resignation, which it sees as being orchestrated by Riyadh, the group’s international relations officer, Ammar Moussawi, said the group is open for dialogue.

Calls for reconciliation in the region have also been put forward by another top Lebanese politician, Walid Jumblatt. Representing the Druze group in the Middle East, Jumblatt called not only on Beirut, but also on Saudi Arabia, to engage in dialogue with Iran, as there are more regional conflicts to be solved.
“There has to be a reconciliation or compromise,” he said, as quoted by NNA, adding that “there is no blemish or indignity in directly addressing the Islamic Republic.” Also urging Riyadh to end war in Yemen, Jumblatt suggested alliances should be made to address “Israeli settlement expansion.”

“After the cessation of war and media wars, there must be an Arab-Iranian dialogue to determine how to address the points of conflict and unify efforts to confront the Israeli settlement expansion on Arab and Islamic lands,” he added.

BEIRUT (Reuters) – Saad al-Hariri returned to Beirut on Tuesday for the first time since he resigned as Lebanon’s prime minister in a broadcast from Saudi Arabia and plunged his country into political crisis.
Hariri’s sudden resignation on Nov. 4 thrust Lebanon to the forefront of regional tussle between the Sunni monarchy of Saudi Arabia and Shi’ite Islamist Iran, whose powerful Lebanese ally Hezbollah is part of the government.
Hariri was greeted by members of the security forces as he disembarked from a jet at Beirut airport, live footage of his arrival showed.
Hariri, a long-time ally of Saudi Arabia, cited fear of assassination and meddling by Iran and Hezbollah in the Arab world in his resignation speech. The move caught even his aides off guard, and politicians close to him say Riyadh forced him to quit and held him in Saudi Arabia.
Riyadh and Hariri have denied this.
Lebanese President Michel Aoun has refused to accept the resignation until Hariri returns to present it in person.
Earlier, Hariri met Egyptian President Abdel Fattah al-Sisi in Cairo, saying after the meeting that he would announce his “political position” in Lebanon.
In a Nov. 12 interview from Saudi Arabia with Future TV, a station affiliated with his political party, Hariri said he would return to Lebanon to confirm his resignation.
But he also held out the possibility of withdrawing it if Hezbollah respected Lebanon’s policy of staying out of regional conflicts such as Yemen.

Riyadh will hand a protest note to Germany’s ambassador to the Kingdom rebutting comments by German Foreign Minister Sigmar Gabriel during a meeting with his Lebanese counterpart, the Saudi Press Agency (SPA) reported on Saturday. Earlier this week, Gabriel criticized Saudi interference in Lebanon’s internal affairs. His statement has been described not only as “incorrect,” but also “outrageous and unjustified” by Saudi Arabia. The Kingdom’s ambassador to Germany has also been summoned to Riyadh for consultations following Berlin’s remarks, which were considered destabilizing by Saudi Arabia’s Ministry of Foreign Affairs, according to SPA.
The Foreign Minister of Egypt is set to visit a number of countries in the Middle East to discuss the situation around Lebanon amid the “mysterious” resignation of its Prime Minister Saad al-Hariri and the escalating tensions between Hezbollah, Iran and Saudi Arabia.
While Egypt routinely holds discussions with other Arab states on matters of regional concern, Sameh Shoukry’s trip has been “especially” initiated “in the shadow of developments in Lebanon’s political arena,” a statement from Cairo said. Dispatched by President Abdel Fattah al-Sisi, the senior diplomat is scheduled to have bilateral talks in Jordan, the UAE, Kuwait, Bahrain, Oman and Saudi Arabia.
The ministry’s spokesperson said Cairo stands for solidarity in the Arab world, and is anxious that any fallout might threaten regional security. Earlier this week, al-Sisi warned against a military escalation in the Middle East, saying his country is opposed to strikes on Iran or the Lebanon-based Hezbollah group.

Tensions heightened last week after Lebanon’s Prime Minister Saad al-Hariri abruptly announced his resignation from an undisclosed location in Saudi Arabia. The politician, who holds dual Saudi-Lebanese citizenship, accused Iran and its Lebanese ally, Hezbollah, of a “desire to destroy the Arab world.” Tehran reacted by saying it only seeks “peace and stability in regional states,” with Iranian President Hassan Rouhani stating his country will “not hesitate” to help maintain the stability of Lebanon.
On Saturday, the President of Lebanon called on Riyadh to clarify why their PM is still in Saudi Arabia and not in Beirut. Describing the Hariri situation in Saudi Arabia as “dubious and mysterious,” Michel Aoun claimed anything the prime minister has said or may say “does not reflect reality.”
Hezbollah and Riyadh have meanwhile accused each other of inciting war in the region. The Saudi Minister of State for Gulf Affairs, Thamer al-Sabhan, claimed “Lebanon is kidnapped by the militias of Hezbollah and behind it is Iran.” He added that Riyadh “will treat the government of Lebanon as a government declaring war because of Hezbollah militias.” Hezbollah leader, Hassan Nasrallah, quickly countered, saying, the gulf monarchy had declared war on Lebanon for its “unprecedented intervention” in Lebanon’s internal affairs through the “detention” of al-Hariri.
The two powerful players in the region, Riyadh and Tehran, have been engaged in a number of bitter disputes involving their neighbors. In Yemen, the Saudi-led coalition has been waging a military campaign against Shiite Houthi rebels, accusing Iran of supplying weapons to groups. Tehran denies the allegation, but concedes it backs the rebel cause. Syria is another area of contention, where Iranian forces are assisting the Syrian Army, while the Saudis are backing armed opposition groups.
