On Monday, US State Department spokesperson Heather Nauert addressed growing concerns surrounding reports of violence between Iraqi troops and Kurdish forces around the northern Iraqi city of Kirkuk. Nauert said the US is calling on all involved parties to coordinate military activities and restore calm. The department expressed its support of peaceful exercises by both the central Iraqi and Kurdish regional governments “consistent with the Iraqi Constitution” in the disputed areas. The US is working with officials from both governments “to reduce tensions, avoid further clashes, and encourage dialogue,” the State Department press release said. Earlier in the day, clashes reportedly took place between Iraqi government-led troops and Kurdish fighters around Kirkuk. Kurdish Peshmerga military forces called the Iraqi takeover “a flagrant declaration of war,” while Iraqi Prime Minister Haider al-Abadi has said the operation was aimed at protecting the unity of Iraq after Kurdistan voted for independence. The standoff started over the weekend when Iraqi forces entered the Peshmerga-controlled areas, and has escalated since then. (US State Department)

Baghdad’s military incursion into Kurdish-controlled Kirkuk shows that the carve-up of the post-Islamic State landscape in the Middle East is in full swing, and leaves the US bemoaning its repeated failure to influence the region as two of its sponsored allies face off against each other.

Why is Baghdad advancing against the Kurds now?

Iraqi Kurdistan, which has enjoyed de facto full autonomy from Baghdad since the end of the First Gulf War in 1991, may have overplayed its hand when it went ahead with a symbolic independence referendum on September 25, despite warnings from both regional rivals and allies, including the US.

Ninety-three percent of the voters said they endorsed a Kurdish nation state, but regional capital Erbil has provoked reprisals that Baghdad – supported by Turkey and Iran, which have their own restive Kurdish minorities – had promised in advance.

“It is my constitutional duty to work for the benefit of the citizens and to protect our national unity that came under threat of fragmentation as a result of the referendum that was organized by the Kurdish region,” Iraqi Prime Minister Haider al-Abadi said as tanks rolled towards the northern city.

“The referendum came at a time where the country is fighting against terrorism that has come in the form of ISIS [Islamic State/IS, also ISIL]. We tried to urge the Kurds not to violate the constitution and to focus on fighting ISIS, but they did not listen They chose their personal interests over Iraq’s interests.”

Is Kirkuk Kurdish?

Although it borders the recognized Kurdistan Region, it is not an official part of it, and its participation in the referendum vote was particularly infuriating for the Iraqi government. In fact, the population of the region, which numbers over 1 million people, is split between Kurds, Arabs and Turkmen, and some of Kirkuk city’s residents have welcomed the incoming militias, just as others have fled the city.

The region had been under increasing Kurdish control since the US-led invasion of Iraq in 2003, and particularly after 2014, when the retreat of the Iraqi Army in the face of the IS threat created a vacuum which the Kurds stepped into. In subsequent years, they had instituted various policies to solidify the Kurdish identity of the region, including incentivizing Arab families to sell up and leave.

Historically, Kurds believe that Kirkuk is a fundamental part of any future state – often referring to it as “our Jerusalem” – and still resentfully remember the policies of ‘Arabization’ in the 1960s and 70s that tried to integrate the region into Iraq, partly by bringing in sizable Arabic populations and deporting Kurds.

Is it about the oil?

While the oil contained in the ground in Kirkuk is important to both sides in the long run, tactically the impact of losing the fields is likely to be more painful for the Kurdistan Region. The 250,000 barrels per day produced in the governorate represent more than a third of the oil output of the entire Kurdish autonomy, while Iraq pumps out more than 4 million barrels daily from its other oil fields. Still, Baghdad regards the Kurds’ unwillingness to share the proceeds from the export of hydrocarbons in the past half-decade as unfair.

How have the Kurds responded to Baghdad’s offensive?

In the days prior to the invasion Kurdish politicians united in telling Baghdad that they would not declare their referendum null – a condition imposed by the government – nor give up Kirkuk, but in the past hours the surrender of the region has triggered a flood of recriminations and empty calls. The Peshmerga command said Iraq’s advance was a “declaration of war” and urged its troops to “resist and defeat” the Shiite militias who led it, while accusing one of Kurdistan’s leading parties, the PUK, of “great and historic treason” for abandoning key positions. But late on Monday, a Peshmerga commander said the retreat was “not a mistake,” noting that their forces had been “outnumbered.” Masoud Barzani, the president of the Kurdistan Region, issued a face-saving statement that urged fighters to avoid confrontation, yet gave them a “green light” to fight back if they are attacked. The actual amount of violence on the ground has been reported as negligible by the Iraqis, and more substantial by the Kurds, who have said that their countrymen have been killed, and houses have been looted and burned.

What has been the US approach to mediating the conflict in its anti-IS coalition, and can it do anything?

Indecisive and ineffectual. Prior to the referendum, Washington said that it would not support Kurdistan in any conflict that might arise from its independence declaration, but waited until two days before the vote to send a letter in which it proposed a diplomatic solution – a postponement of the referendum for one year, in exchange for substantive talks – by which time it was too late.

As the conflict loomed in the past days, and eventually boiled over, the US was left to react.

“We’re not taking sides, but we don’t like the fact that they are clashing. We’ve had for many years very good relationship with the Kurds, as you know. And we’ve also been on the side of Iraq,” said Donald Trump on Monday evening.

Some have expressed concern that Washington’s bête noire Iran, which has close links with the Shiite government in Baghdad, and whose forces Kurds claim are in Kirkuk, now has the upper hand in Iraq, which would represent a humiliating defeat for US foreign policy.

Other are worried that the infighting could spark a resurgence in Islamic State.

“ISIS remains the true enemy of Iraq, and we urge all parties to remain focused on finishing the liberation of their country from this menace,” read a statement from the US embassy in Baghdad.

But more likely this is a fight for the spoils of its defeat among situational allies who have lost a common enemy. More alarming than the current Islamic State threat is that Iraq once again appears to be in identical conditions to the ones in which the terrorist group appeared in the first place – riven by ethnic and sectarian divides, with a central government that is lording it over embittered minorities keen on more autonomy from it.

“Once ISIS is down and out we don’t want another terrorist group to rise up and also some of the old conditions or tensions now come back to the forefront,” acknowledged US Defense Secretary James Mattis last week in an ultimately futile warning. “We can’t turn on each other right now.”

KIRKUK, Iraq (AP) — Iraqi Kurdish officials said early Monday that federal forces and state-backed militias have launched a “major, multi-pronged” attack aimed at retaking the disputed northern city of Kirkuk, causing “lots of casualties” in fighting south of the city.

The Kurdistan Region Security Council said in a statement that Kurdish forces known as peshmerga have destroyed at least five U.S.-supplied Humvees being used by the state-sanctioned militias following the “unprovoked attack” south of the city.

Inside Kirkuk, a multi-ethnic city that is home to more than 1 million people, residents shuttered themselves in homes and reported hearing sporadic booms they said sounded like shelling and rocket fire.

Brig. Gen. Bahzad Ahmed, a spokesman for Kurdish forces, said federal forces have seized an oil and gas company and other industrial areas south of Kirkuk in fighting with Kurdish forces that caused “lots of casualties,” without providing a specific figure.

He said Iraqi forces have “burnt lots of houses and killed many people” in Toz Khormato and Daquq, south of the disputed city. He said Kurdish forces, known as peshmerga, have “destroyed one or two of their tanks.” His claims could not be independently verified.

Iraq’s Interior Ministry said in a brief statement that federal forces have taken control of a power plant, a police station and industrial areas near Kirkuk. It provided no further details on the fighting or casualties in what it referred to as Operation Impose Security on Kirkuk.

Tensions have soared since the Kurds held a non-binding referendum last month in which they voted for independence from Iraq. The central government, along with neighboring Turkey and Iran, rejected the vote.

The United States has supplied and trained Iraqi federal forces and the peshmerga, both of which are fighting the Islamic State group. The U.S. also opposed the referendum, and has urged both sides to remain focused on defeating the extremists.

U.S. Army Col. Ryan Dillon, a spokesman for the U.S.-led coalition, tweeted that it was “closely monitoring sit. near Kirkuk; urge all sides to avoid escalatory actions. Finish the fight vs. #ISIS, biggest threat to all.” ISIS is another acronym for the Islamic State group.

The central government and the autonomous Kurdish region in the north have long been divided over oil revenues and the fate of disputed territories like Kirkuk that are controlled by Kurdish forces but are outside their self-ruled region.

The Kurds assumed control of Kirkuk, in the heart of a major oil-producing region, in the summer of 2014, when IS militants swept across northern Iraq and the country’s armed forces crumbled. Baghdad has demanded the Kurds withdraw.

The Kurdish security council said the assault launched late Sunday was aimed at entering the city and retaking the K-1 military base and nearby oil fields.

State-run Al-Iraqiya TV had earlier reported that federal forces rolled into parts of the countryside outside Kirkuk without facing resistance. However, some residents of the city and an Iraqi militia commander reported shelling.

Al-Iraqiya carried a statement from Prime Minister Haider al-Abadi’s office saying he had ordered federal forces to “impose security in the city in cooperation with the inhabitants and the peshmerga,” indicating he was willing to share administration.

A commander of the local Kurdish police force said his forces remained in control of the province’s disputed oil wells. “There’s been no agreement to hand over the wells until now. As for the future, I don’t know,” said Bahja Ahmad Amin.

Iraq’s state-sanctioned militias, the mostly Shiite Arab Popular Mobilization Forces, were ordered to stay out of the city, according to al-Abadi’s office, and instead keep positions in the countryside. They are viewed with deep suspicion by Kurdish residents, who see them as beholden to Iran rather than Iraq’s central government. The predominantly Shiite militias are sponsored and guided by Tehran.

Ercuman Turkman, a PMF commander, said shortly before forces began moving in that he expected orders to move on Kirkuk’s oil wells, its airport and the nearby K-1 military base, but not the city. Haytham Hashem, another PMF commander, reported shelling on his position in Toz Khormato, 10 kilometers (6 miles) from the edge of Kirkuk city.

Baghdad has been turning the screws on the Kurdish region since the September referendum, pushing Kurd leaders to disavow the vote and accept shared administration over Kirkuk.

Iraq’s government barred international flights to and from the region and asked neighboring Turkey and Iran to close their borders. Iran closed its three official crossings with the Kurdish region Sunday, Kurdish media reported. It also froze currency transfers to four banks operating in the Kurdish region.

Al-Abadi has demanded shared administration over Kirkuk. His Cabinet said Sunday that fighters from Turkey’s Kurdish insurgency, the PKK, were beginning to appear in Kirkuk, and declared that would be tantamount to an act of war.

Baghdad has deployed its military and pro-government militias to secure Kurdish Peshmerga-controlled bases and federal installations near Kirkuk, urging them to “avoid confrontations” and “protect all civilians” in the multi-ethnic, oil-rich region.

Early Monday morning, Iraqi government troops supported by the People’s Mobilization Forces (PMF), a state-loyal umbrella organization composed of some 40 militias, have started advancing towards Peshmerga (military force of the autonomous region of Iraqi Kurdistan) frontlines from Taza, just south of the city of Kirkuk.

The troops were ordered to “impose security in Kirkuk in cooperation with Kurdish Peshmerga,” Iraqi Prime Minister Haider al-Abadi announced on live television.

Under the orders, the army should“secure bases [and] federal installations in Kirkuk province.” The troops were also advised “to cooperate with Peshmerga and avoid confrontations, and to protect all civilians.”

The Kurdistan Security Council stated that Baghdad is trying to secure the K-1 military base, the Kirkuk airport and the oilfields which are under the control of the Kurdish fighters.

Earlier Baghdad and the command of PMF issued a list of demands calling on Peshmerga forces to leave a number of positions south and west of Kirkuk so that those outposts can be transferred under the control of Baghdad. The Kurds were reportedly given a deadline of 2am to comply with the ultimatum, Rudaw News reported.

The Kurdish leadership said on Saturday that they would not comply and leave all of the outposts mentioned in a list of demands, provincial Governor Najmaldin Karim told reporters.

“The places that they have demanded, as mentioned in those points, have so far all been rejected,” Karim was quoted as saying by Rudaw.

However, ahead of the deadline Kurdish forces have voluntarily left Bashir and Taza, but remained at Kirkuk airport and K-1 military base, which are now the primary targets for Baghdad.

Iraqi state TV reported that Counter-Terrorism Service, the federal government and the 9th division of the Iraqi Army, have already secured “large areas” without any resistance from the Kurdish command.

So far no clashes have been reported between the government troops and the Kurdish forces. According to Peshmerga commander who spoke with Rudaw news, Kirkuk now has around 9,000 Kurdish troops that can be used to defend the city.

Tensions between Baghdad and the regional Kurdish government have been tense in the wake of Kurdistan’s independence referendum late last month where some 92.7 percent of voters chose to leave Iraq.

Baghdad immediately denounced the move as “unconstitutional.” Turkey, Iran and Syria also expressed their opposition to the creation of an independent Kurdistan over concerns that it may spur separatist sentiment in their own Kurdish-populated areas.

Ahead of the launch of the military operation, the Iraqi government accused Kurdish authorities of harboring Turkey’s outlawed Kurdistan Workers Party (PKK) in Kirkuk, calling it “a declaration of war against other Iraqis and legal security forces.”

Addressing the issue of the alleged presence of PKK in Kirkuk, Iraqi National Security Council warned of a “dangerous escalation” in the region.

“The central government and regular forces will carry out their duty of defending the Iraqi people in all its components, including the Kurds, and of defending Iraq’s sovereignty and unity,” the council said a statement as quoted by Al Jazeera reports.

The Kurdish Peshmerga Ministry quickly dismissed the allegations. Kurdish leaders also rejected a call by Baghdad to cancel the results of the September 25 independence vote.

“The outcome of the referendum will not be nullified,” the Kurdish region’s Prime Minister Nechirvan Barzani said after consulting Kurdistan’s two main political parties. “Talk of canceling these results is out of the question and will not address the problems.”

The United Nations has expressed deep concern for the safety of the civilian populations in the Hawiga region of Kirkuk Governorate after the Iraqi military secured the area from Islamic State terrorist fighters over the weekend. The UN Office for the Coordination of Humanitarian Affairs is particularly worried about possible incidents of “collective punishment, restrictions on free movement, evictions, forced returns and sexual exploitation and violence.” Hawija district has approximately 150,000 inhabitants. On 4 October, Iraqi troops entered the city of Hawija with ISIS fighters showing very little resistance. The area was mostly cleared of terrorist fighters by October 8.
