Some Russian companies are issuing bonds denominated in the Chinese yuan amid sanctions over the war in Ukraine.

State-owned oil giant Rosneft was the latest to offer 15 billion yuan, or $ 2.1 billion, in a bond offering, Interfax reported on Tuesday. This followed a 4.6 billion yuan issuance from Polyus, Russia's largest gold producer, in August.

Just weeks earlier in July, Russian aluminum giant Rusal issued 2 billion yuan of bonds. Demand for the bonds was more than double what was offered, the company said on July 29.

"It seems natural to us to choose yuan-denominated bond placement, given the current situation on the financial market," Alexei Grenkov, the head of Rusal's corporate finance, said at the time.

Russia's finance ministry is also considering issuing bonds in the Chinese yuan, Vedomosti business newspaper reported on August 23, citing a source close to the government. The process could take up to two years, the media outlet added.

Russia's interest in yuan-denominated settlements comes as some Russian banks have been banned from SWIFT, the Belgium-based messaging service that lets banks around the world communicate about cross-border transactions.

Since Russia and China have been trying to establish alternatives to the US dollar hegemony for years, they are also taking this opportunity to boost the use of alternative payments systems at a time when trade between the two is growing. Russian exports to China rose 60% in August from a year ago, while Chinese shipments to Russia grew 27% in the same period, according to Reuters' calculations based on Chinese customs data.

Earlier this month, Russian state-energy giant Gazprom said it will begin taking rubles and yuan payments, instead of euros, for natural-gas exports to China.

The ties between the two countries could deepen this week, as Russian President Vladimir Putin and Chinese President Xi Jinping are expected to meet at a regional summit in central Asia.

"Yuan instruments are a great alternative to the dollar. We have a positive outlook on the yuan — its liquidity is expected to increase, its international convertibility is expected to improve, and its risks from sanctions will remain limited," analysts at Russia's BCS Global Markets, a financial services firm, wrote in a note on August 18.

The carmaker has begun to notify the federal government of its layoff plans for the plants that won’t have “allocated” production — in other words, no new vehicles or parts to build once current production at the facilities in Michigan, Ohio, Maryland, and Canada winds down.

Microsoft is releasing a series of software updates to all Windows 10 machines that previously received patches from Intel that were supposed to fix the security flaws brought by Spectre and Meltdown, The Verge first reported.

If it doesn’t sound clear, it’s because it is indeed a mess. Here’s what happened:

When the Spectre and Meltdown security flaws were found, Intel issued some security patches that compromised performance on Windows 10 machines, but seemingly kept them safe from being exploited.

Some users, however, started reporting that the Intel-patched machines would not only slow down, but also start to reboot spontaneously. Intel admitted that its security fixes were indeed buggy, and asked PC makers and customers to stop updating their devices altogether.

But Microsoft is taking things a step further, as this new update — which users can only download manually via the Windows Update catalog — will prevent Windows 10 devices from receiving Intel’s buggy “fixes,” and will also prevent them from rebooting or malfunctioning because of the Intel patches.

Hotels are attempting to tackle the sexual harassment problem against its staff by giving them panic buttons.

The report from Bloomberg has revealed a number of stories regarding guests harassing housekeepers when they are cleaning rooms on duty.

A survey by UNITED HERE in 2016 found that nearly half of housekeepers (49 per cent) had guests flash or expose themselves.

It is hoped that by having a panic button, it will protect them from being made to feel unsafe or uncomfortable.

These could come in the form of electronic whistles or buttons with GPS built in, as well as iPads with an emergency feature.

Housekeeper Ely Dar, 60, has worked in the hotel industry for 17 years, and told Bloomberg how one guest “opened his door naked and urged [her] to come in,” whilst another “offered her money in exchange for a massage”.

She explains how these are just a fraction of the propositions and harassment she has been subjected to during her career.

Dar explained: “I don’t trust any of the guests.”

Worryingly, Juana Melara, a room attendant in California explained to Bloomberg that guests “feel they have a right to the lady who cleans the room”.

Panic buttons have been available in all unionised hotels in New York since 2013, with a representative of the union starting they were used twice in a month at one particular hotel, which resulted in the guest being removed from the property.

Seattle also voted to have the same protection in 2016, with Chicago joining the vote for similar legislation in October.

A court in California also ruled that housekeepers could sue their employers after a housekeeper claimed she was raped by a trespasser on the property who was known to the hotel.

Under the Fair Employment and Housing Act, the judges wrote: “If an employer knows a particular person’s abusive conduct places employees at unreasonable risk of sexual harassment, the employer cannot escape responsibility to protect a likely future employee victim merely because the person has not previously abused that particular employee.”

Another problem that can occur in hotels is being privately filmed without consent.

In 2009, an ESPN reporter was filmed naked in her room by a stalker who tampered with the peephole to fit a small camera.

He then posted this online, after stating how easy it was to hide the device within the room.

Guests are urged to always check the peephole when entering their accommodation see if it has been damaged, as well as use free mobile apps to scan a room for electronic filming devices.

BEIJING (Reuters) – Chinese regulators are preparing new regulations on digital coin offerings and may ban them until the rules are in place, the financial magazine Caixin reported on Monday, as interest in the new fundraising channel grows rapidly in a regulatory grey area.

Digital currencies, also called cryptocurrencies, such as bitcoin and a growing stream of alternatives, allow anonymous peer-to-peer transactions without the need for banks or central banks.

They are also used by companies seeking to raise capital, in the form of initial coin offerings (ICOs) or initial token offerings (ITOs).

The currencies exist in a legal grey area, however, with regulators scrambling to come up with rules that will not stifle innovative funding models while also protecting investors.

ICOs have become a bonanza for digital currency entrepreneurs, allowing them to raise millions quickly by creating and selling digital “tokens” with no regulatory oversight.

But Chinese regulators, including the People’s Bank of China and the China Securities Regulatory Commission, are now considering how to handle ICOs, including whether to ban them outright until regulations are in place, Caixin reported citing sources.

The report on China’s plans follow comments from the United States Securities and Exchange Commission (SEC) in July that the tokens can be considered securities, and therefore, may need to be registered unless a valid exemption applies.

The PBOC and CSRC did not immediately respond to requests for comment.

The popularity of coin offerings has surged in China this year, with 65 ICOs and 2.62 billion yuan ($ 394.6 million) raised from 105,000 individuals in the country, state-run Xinhua reported in July citing data from a government organization that monitors online financial activity.

Marketing events for an upcoming ICO held over the weekend at five-star hotels in Beijing and Shanghai saw standing-room only crowds with several hundred prospective investors at each event.

The government issued draft rules targeting illegal fundraising on Thursday, as the authorities step up a campaign to crack down on risky and illicit behavior in the country’s financial sector.

In China’s rapidly developing financial markets, regulators periodically crack down on what they deem to be illegal fundraising schemes, including online peer-to-peer (P2P) lending platforms and pyramid schemes.

HOW can governments borrow most cheaply? The answer matters hugely for taxpayers. Take America: it has $ 14trn in outstanding national debt, fully three-quarters of GDP. Interest payments alone are expected to reach $ 280bn this fiscal year—ie, more than three times the combined budgets of the Departments of Education, Labour and Commerce.

The problem largely comes down to deciding how much long, medium and short-dated debt to sell. Almost every country issues a combination of these maturities. In the current low interest-rate environment, however, many argue that governments should sell proportionately more long-dated bonds to make sure they are able to pay historically low rates for many decades to come, thereby saving taxpayers money in the long run.

The Care Quality Commission (CQC) has suspended one internet pharmacy after it administered drugs “less than 20 seconds” after receiving a patient questionnaire.

Doctor Matt Ltd, known as “theonlinesurgery.co.uk” had its registration suspended until June after inspectors at the premises in Peckham, London, in January found “no monitoring of patients prescribed large quantities of inhalers”.

A report earlier this month said: “We found a patient requesting an inhaler with no previous GP assessment of their condition to determine asthma as a diagnosis. The quantities and dosage prescribed for patient use of this medication was an excessive amount.”

The CQC has taken action against three further on-line chemists after they were found not to have carried out appropriate checks. A warning was issued to Frosts Pharmacy in Banbury, Oxon, for prescribing asthma inhalers “without appropriate review”.

White Pharmacy in Farnham, Surrey had its opioid medicines restricted after high volumes were prescribed when there was no system to confirm medical histories.

A fourth provider, i-GP Ltd, based in Dartford, Kent, was instructed to make a number of improvements including ensuring a robust system to verify the identity of its patients.

Fears were raised by the widespread on-line availability of antibiotics which risks creating untreatable “superbugs” by fuelling antimicrobial resistance.

Helen Stokes-Lampard, head of the Royal College of GPs, said the CQC were “right to take a hard line against this”, adding: “We cannot tolerate a laissez-faire attitude towards dispensing of prescription medication: they are not sweets”.

The National Pharmacy Association warned that the Government’s funding cuts to chemists would push more patients on-line.
