Big Tech companies shouldn’t have to pay for Internet service providers’ network-upgrade costs, a Google executive said today amid a push in Europe to have tech companies pay for broadband expansions and improvements.
“Introducing a sender-pays principle is not a new idea, and would upend many of the principles of the open Internet. These arguments are similar to those we heard 10 or more years ago and we have not seen new data that changes the situation,” said Matt Brittin, president of Google’s EMEA business and operations.
Brittin spoke today in a keynote panel at the Tech and Politics Forum presented by Financial Times and telecom lobby group ETNO. Google provided Ars with a copy of his prepared remarks.

A broadband provider from FCC Chairman Ajit Pai’s hometown says one of his latest plans could prevent it from purchasing spectrum needed to bolster its network.
Wave Wireless is a locally owned and operated home Internet provider in Parsons, Kansas, where Pai grew up. Last year, Pai met with Wave’s owner and wrote in a tweet that Wave is “connecting Parsons (including my parents) & smaller towns nearby.”

Pai heard from his hometown ISP again yesterday when Wave and 181 other fixed wireless broadband providers wrote a letter opposing an FCC plan that could limit the small ISPs’ access to wireless spectrum.

California is imposing a privacy law giving consumers more control over how their personal data is collected, used, and sold by corporations. Broadband providers, tech companies, and advertising groups had been fighting against a ballot initiative that contained consumer protections similar to what’s in the new law.
The California Consumer Privacy Act of 2018 was approved unanimously by the state Senate and Assembly today and was signed by Gov. Jerry Brown.
A legislative bill summary says the law will give Californians “the right to know what PI [personal information] is being collected about them and whether their PI is being sold and to whom; the right to access their PI; the right to delete PI collected from them; the right to opt-out or opt-in to the sale of their PI, depending on age of the consumer; and the right to equal service and price, even if they exercise such rights.”

Encrypting DNS traffic between your device and a “privacy-focused” provider can keep someone from spying on where your browser is pointed or using DNS attacks to send you somewhere else. (credit: Westend61 / Getty Images)
The death of network neutrality and the loosening of regulations on how Internet providers handle customers’ network traffic have raised many concerns over privacy. Internet providers (and others watching traffic as it passes over the Internet) have long had a tool that allows them to monitor individuals’ Internet habits with ease: their Domain Name System (DNS) servers. And if they haven’t been cashing in on that data already (or using it to change how you see the Internet), they likely soon will.
DNS services are the phone books of the Internet, providing the actual Internet Protocol (IP) network address associated with websites’ and other Internet services’ host and domain names. They turn arstechnica.com into 50.31.169.131, for example. Your Internet provider offers up DNS as part of your service, but your provider could also log your DNS traffic—in essence, recording your entire browsing history.
“Open” DNS services provide a way of bypassing ISPs’ services for reasons of privacy and security—and in some places, evading content filtering, surveillance, and censorship. And on April 1 (not a joke), Cloudflare launched its own new, free high-performance authoritative DNS service designed to enhance users’ privacy on the Internet. This new offering also promised a way to hide DNS traffic completely from view—encryption.
]]>If you’re privacy-minded, you probably aren’t thrilled that governments seem hell-bent on giving internet providers free rein over your browsing data. Cloudflare just gave you a tool to fight back, however. It launched 1.1.1.1, a free Domain Name System service (the technology that translates IP addresses to web domains) that promises to prevent ISPs from easily tracking your web history. Point your DNS setting to the namesake address and it’ll not only prevent your ISP from easily monitoring your site visits (by watching the DNS queries your devices make), but just about anyone else.
Cloudflare has promised to avoid writing any querying addresses to disk and wipe logs within 24 hours. It even went so far as to have KPMG audit its code and practices on a yearly basis to publicly confirm that it’s doing what it promised.
The service could speed up your internet access, too. Cloudflare has claimed that its DNS resolution is much faster than your typical internet internet provider or even rival DNS offerings, with an average of 14ms worldwide versus more than 20ms for OpenDNS and over 30ms for Google. While this won’t lead to a night and day performance difference, it could make the internet feel more responsive than you’ve experienced in the past.
This doesn’t guarantee that your info is completely secure, since DNS by its nature isn’t encrypted (your ISP can still scoop up your web history if it’s determined). And it’s no secret that this serves as an ad for Cloudflare’s performance and security services. If you’re sufficiently tech-savvy to change your DNS settings, you might bring up Cloudflare the next time your employer wants to give its website a boost. Sites will see the greatest speed upgrade when they’re also Cloudflare customers, to no one’s surprise. Nonetheless, it’s good to have an additional tool in your privacy arsenal beyond browsers and VPNs.

A broadband deployment advisory group organized by the Federal Communications Commission is trying to make it harder for cities and towns to build and operate their own Internet services.
The Broadband Deployment Advisory Committee (BDAC) was set up by the FCC last year and is now releasing draft versions of its recommendations. One member—the mayor of San Jose, California—quit the group today out of frustration that the recommendations favor the interests of private industry over municipalities.
The problem “became particularly apparent at our most recent meeting in Washington, DC,” San Jose Mayor Sam Liccardo told FCC Chairman Ajit Pai in his resignation letter.

(Reuters) — Montana will sign contracts only with internet service providers that honor “net neutrality” firms, Governor Steve Bullock said on Monday, the latest effort by a state to undermine a Federal Communications Commission order rolling back rules introduced in 2015.
Bullock signed an executive order requiring state contract recipients to adhere to so-called net neutrality, which barred internet service providers from blocking or throttling traffic or offering paid fast lanes, also known as paid prioritization.
The Republican-majority FCC voted in December along party lines to reverse the 2015 rules. The new rules will not take effect for at least three months, the FCC has said.
A spokeswoman for the FCC declined to comment on the decision by Bullock, a Democrat.
“There has been a lot of talk around the country about how to respond to the recent decision by Federal Communications Commission to repeal net neutrality rules, which keep the internet free and open. It’s time to actually do something about it,” Bullock said in a statement. “This is a simple step states can take to preserve and protect net neutrality. We can’t wait for folks in Washington DC to come to their senses and reinstate these rules.”
Other states are considering similar efforts. The FCC order in December said it would block state and local rules that “could impose far greater burdens than the federal regulatory regime.”
Last week, a group of 21 U.S. state attorneys general and the District of Columbia, filed legal papers to challenge the FCC’s decision to do away with net neutrality while Democrats said they needed just one more vote in the Senate to repeal the FCC ruling.
Republicans control both chambers of Congress, so even if Democrats could win a Senate majority, a repeal would also require winning a vote in the House of Representatives and would then still be subject to a likely veto by President Donald Trump. Trump, a Republican, backed the FCC action and overturning a presidential veto requires a two-thirds vote in both chambers.
The FCC vote handed AT&T Inc, Comcast Corp and Verizon Communications Inc power over what content consumers can access on the internet. Companies including Facebook Inc and Alphabet Inc said they would support a legal challenge through an industry group.

With days to go before his repeal of net neutrality rules, FCC Chairman Ajit Pai issued a press release about five small ISPs that he says were harmed by the rules. Pai “held a series of telephone calls with small Internet service providers across the country—from Oklahoma to Ohio, from Montana to Minnesota,” his press release said.
On these calls, “one constant theme I heard was how Title II had slowed investment,” Pai said.
But Pai’s announcement offered no data to support this assertion. So advocacy group Free Press looked at the FCC’s broadband deployment data for these companies and found that four of them had expanded into new territory. The fifth didn’t expand into new areas but it did start offering gigabit Internet service.

With a vote to eliminate net neutrality rules scheduled for December 14, the Federal Communications Commission apparently still hasn’t released thousands of documents containing the responses ISPs made to net neutrality complaints.
The National Hispanic Media Coalition (NHMC) filed a Freedom of Information Act (FoIA) request in May of this year for tens of thousands of net neutrality complaints that Internet users filed against their ISPs and for the ISPs’ responses to those complaints. The FCC initially stalled in releasing all of the complaints, saying it would be too “burdensome” for FCC staff. The commission eventually complied with some portions of the request and released more than 60,000 pages worth of consumer complaints.
But the ISPs’ responses to consumer complaints are mostly still hidden from public view. FCC Commissioner Mignon Clyburn, a Democrat who wants to keep net neutrality rules, asked why the FCC’s Republican majority hasn’t released all the documents:
