MOSUL/ERBIL, Iraq (Reuters) – Iraqis prepared on Sunday to celebrate an expected victory over Islamic State in Mosul, just blocks away from battles raging in the last few districts where the militants are dug in.

Troops tied white banners and Iraqi flags to lamp posts and damaged buildings including the Hadba minaret, which the jihadists blew up in June along with the adjoining Grand al-Nuri Mosque, as air strikes and mortars rained down nearby.

It was from al-Nuri’s pulpit that Islamic State leader Abu Bakr al-Baghdadi declared his caliphate three years ago.

Authorities are planning a week of nationwide celebrations, according to a government statement, and Prime Minister Haider al-Abadi is expected to visit Mosul to formally declare victory.

Mosul’s fall would mark the effective end of the Iraqi half of the caliphate which Islamic State declared three years ago in parts of Iraq and Syria. The group still controls territory west and south of Mosul, where tens of thousands of civilians live.

Soldiers from the elite Counter-Terrorism Service (CTS) retook the Makawi district of Mosul’s Old City on Sunday, a military statement said, a few blocks from the western banks of the Tigris. Reaching the river will give Iraqi forces control over the entire city and is expected by the end of this week.

A U.S.-led international coalition is providing air and ground support to the offensive, which Iraq’s army and militarized police are also fighting in a multi-pronged attack.

Federal police chief Lieutenant General Raed Shakir Jawdat said his forces had completed their mission in southern parts of the Old City on Saturday and those areas still needed to be cleared of explosives and corpses from two weeks of fighting.

“Unfortunately until now there are families besieged and there are many discarded enemy corpses, and unfortunately many civilians have been martyred, so we must remove them,” he told Reuters in western Mosul.

“The areas must be cleared of bombs. We must make the areas safe so that civilians can return.”

Nearly nine months of grinding urban warfare have displaced 900,000 people, about half the city’s pre-war population, and killed thousands, according to aid organizations.

Thousands of residents are believed to be trapped in the Old City with little food, water, medicine and no access to health services, according to those who managed to flee.

After CTS units captured the al-Nuri mosque complex on Thursday, Abadi declared the end of Islamic State’s caliphate, which he called “a state of falsehood.”

Baghdadi has left the fighting in Mosul to local commanders and is believed to be hiding on the Iraq-Syrian border, according to U.S. and Iraqi military sources.

The group has moved its remaining command and control structures to Mayadin, in eastern Syria, U.S. intelligence sources said last month, without indicating if Baghdadi was also hiding in the same area.

Baghdadi has often been reported killed or wounded. Russia said on June 17 its forces might have killed him in an air strike in Syria. But Washington says it has no information to corroborate such reports and Iraqi officials are also skeptical.

An investigation into one of Iraq’s “effective fighting force” is underway after a photojournalist captured footage of them torturing and performing extrajudicial killings.

The Iraqi government is said to be looking into the abuse allegations against the Interior Ministry’s Emergency Response Division, according to The Washington Post.

The allegations stem from video footage recorded by Ali Arkady, an Iraqi photojournalist embedded with the ERD — a special forces-like team that had been praised by US military commanders as one of the principal liberators of Fallujah.

Footage of the alleged torture depicts a man suspended from the ceiling — hanging just from his hands that are tied behind his back — with a case of water bottles placed on top of his shoulders to weigh him down. Another image shows an individual poking his fingers into the eye sockets of another man.

One officer struck a man in the head 15 times and ordered him to recite a pledge to Abu Bakr al-Baghdadi, ISIS’ purported leader.”Say the pledge, say the pledge,” he said, according to ABC News. “I will hit you in the nuts.”

Arkady said that the man eventually recited the ISIS pledge. Afterward, the officer asked Arkady to edit the footage to make it seem like the man had recited the pledge without instruction.

“This is a powder keg for strategic failure,” retired Special Forces officer Scott Mann told ABC News. “This is the narrative fuel that groups like ISIS look for.”

After publishing the footage, Arkady and his immediate family fled to Europe in fear of retaliation from the ERD. “I don’t know,” Arkady said after being asked whether he thinks he’ll be returning to Iraq. “Really, I don’t know. I’d like, because I love Baghdad and Iraq.”

The threat of retaliation for Arkady’s whistle-blowing appears to be credible, as ABC News reports that his family members have received evocative text messages from the group.

“Sir, we have a matter that concerns us and I want to solve it with you quietly,” one of ERD’s officers texted to Arkady’s father. “Tribal law holds you responsible as his father.”

The Interior Ministry stated that it would “investigate the matter clearly and impartially,” and that it would “take legal action in accordance with the laws,” reported The Post.

US officials claimed that they were unaware of the incidents; however, in a statement to ABC News, they said the US “has not provided military aid, arms or assistance to the Emergency Response Division.”

The US is bound by the Leahy Act, a federal law that prevents the US from issuing military aid if there is “credible information that such unit has committed a gross violation of human rights.”

MOSUL, Iraq (Reuters) – Sitting in a wheelchair and wearing sunglasses, pensioner Abdelraziq Abdelkarim enjoys the afternoon sun outside his house in Mosul after a day of rain. He does not flinch when a mortar opens fire just around the corner.

His home is on the busiest frontline in the northern Iraqi city just 200 m (yards) from Islamic State positions. Outside his house, Federal Police units are firing at the militants.

Government forces have been evacuating civilians as they fight to seize Mosul, once the hardline Sunni militant group’s main urban stronghold in Iraq and now the scene of a six-month-old battle.

But some families refuse to go, shrugging off the danger of a mortar fired two blocks away or a counter-attack from the militants who move around at night. Gunfire rings out constantly between Federal Police and militants holed up in abandoned shops and apartments.

“I don’t want to go. I’ve lived all my life in this house,” said 72-year Abdelkarim, a former studio photographer, sitting next to his handicapped son and a grandchild.

They share a two-floor house in a narrow street with five people from two other families. Military Humvees and mortar launchers are just parked outside.

Almost 300,000 people have fled Mosul since the government offensive to recapture the city began in October, according to the United Nations.

But Abdelkarim and his friends dread going to one of the crowded camps where aid agencies sometimes place two families in one tent for lack of space. Others stay with relatives in cramped homes.

They had stocked up food, water and petrol for a power generator when the military campaign began. There is no food store at the frontline but soldiers sometimes share rations or a family member goes to one of the food distribution centers set up by the military, they say.

“We are maybe three or four families left. The rest are gone,” said Abdullah Ahmed, a 42-year old engineer staying with Abdelkarim. “Right across out door 50 people stayed in one house but they’ve fled.”

Death around corner

Their short alley shows the military’s challenges in dislodging Islamic State fighters hiding in the Old City — navigating is difficult in the labyrinth of narrow, often covered alleys offering perfect hideouts for snipers or to stage ambushes.

U.S. officials estimated about 2,000 fighters were still in Mosul in February at the start of the second phase of the campaign, to dislodge them from western sector.

Iraqi forces have been edging closer to al-Nuri Mosque — some 300 meters away — where Islamic State leader Abu Bakr al-Baghdadi proclaimed a caliphate nearly three years ago across territory controlled by the group in both Iraq and Syria.

But the front has hardly moved in past two weeks as Humvees or tanks are of no use in the Old City.

“See our street is about one-and-half meters wide,” said Ahmed, whose TV satellite shop was closed by Islamic State as watching TV channels was banned under its austere version of Sunni Islam.

“Near the mosque the streets only half as wide as this. There are some 40 to 50 small houses clustered around it,” he said, pointing in the direction of the mosque. “It’s very difficult to move there.”

When Federal Police opened fire with a machine gun perched on the top floor of a house through a hole broken into a wall, Islamic State fired back within two minutes with accuracy.

“There are snipers here,” a federal policeman said.

There is another reason why the friends want to avoid going to camps. IS fighters seized the husband of one of their sisters two before the government forces arrived.

“I fear they killed him because he was a policeman,” said his 30-year-old wife Dhikrayat Muwafiq, weeping in the kitchen where she was preparing rice and beans.

“I don’t want to go until we know where he is. I need to stay,” she said.

GENEVA (Reuters) – An estimated 400,000 Iraqis are trapped in the ISIS-controlled Old City of west Mosul amid food shortages and growing panic under shelling, the United Nations refugee agency UNHCR said on Thursday.

Many civilians fear fleeing because of Islamic State snipers, but some 157,000 have reached a transit center since the Iraqi government offensive on west Mosul began a month ago, it said.

“The worst is yet to come, if I can put it this way. Because 400,000 people trapped in the Old City in that situation of panic and penury may inevitably lead to the cork popping somewhere, sometime, presenting us with a fresh outflow of large-scale proportions,” Bruno Geddo, UNHCR representative in Iraq, speaking from the transit center outside Mosul, told a Geneva news briefing.

MOSUL, Iraq (AP) — Thousands of civilians fled Mosul overnight as Iraqi forces advanced north of a sprawling military base near the city’s airport on Friday.

Iraq’s special forces pushed into the Wadi Hajar district in western Mosul and retook the area from the Islamic State group Friday, according to Brig. Gen. Yahya Rasool, spokesman of the Joint Military Operations.

Special forces Brig. Gen. Haider al-Obeidi said clearing operations were ongoing in the area and his forces were close to linking up with the militarized federal police forces who were pushing up along the western bank of the Tigris river.

Iraqi forces, including special operations forces and federal police units, launched an attack on the western part of Mosul nearly two weeks ago to dislodge IS. Since the offensive began, more than 28,000 people have been displaced by the fighting, according to the United Nations.

Nahla Ahmed, 50 fled Mosul late Thursday night, walking more than five kilometers (three miles) from her home in the Shuhada neighborhood.

“All the families were hiding behind a wall,” she said, explaining how they escaped an IS-held part of the city. “We gave the children valium so they wouldn’t cry and (the IS fighters) wouldn’t catch us.”

Ahmed, like most of the civilians who have escaped Mosul in the past week, fled through Mamun neighborhood. The district is partially controlled by Iraq’s special forces.

Maj. Saif Ali, who is stationed in Mamun, said huge crowds of civilians began pouring into the area from neighboring districts just after midnight. Ali said civilians in western Mosul are becoming increasingly desperate as food and water supplies begin to run out.

“In total 7,000 people fled through this area last night,” he said. “We were up all night trying to control the crowds.”

By late morning nearly all the families had been moved out of Mamun. The neighborhood was littered with discarded clothing and blankets piled up in empty lots and on street corners.

Iraqi forces deployed east of Mamun advanced into Wadi Hajar, a neighborhood north of the Ghazlani military base.

The U.S.-led coalition dropped more than 15 munitions in Mosul on Friday, Ali said, saying they targeted car bombs, sniper positions and small IS mortar units.

At a screening center south of the city, hundreds of women and children were gathered on the cement ground of an old gas station as men were screened in a parking lot next door.

An Iraqi intelligence officer walked with an informant past the rows of men and boys sitting on the ground before they had their names checked against a database.

Muthana Younis also fled Mosul late Thursday night.

“We waited until all the IS fighters left the streets,” he said, his track suit covered in mud from the journey. Younis walked for hours, crossing more than five kilometers (three miles) with his mother, father, brother and sister.

“There were mortars and we could hear gunfire,” Younis said. He said explaining his younger siblings were so scared at times he had to carry them. “But we had to flee, we had run out of food.”

MOSUL (Reuters) – As raw sewage gushed out of a crater made by an airstrike against Islamic State in Mosul, seething residents who sold their clothes to survive had a sobering message for Iraqi politicians boasting of military advances against the group.

“If life does not improve, we will not accept this and there will be a revolt against the government,” said Ihsan Abdullah. “If things don’t change Islamic State will just come back. Mosul residents will support whoever can help them.”

A former traffic policeman, he said he had not worked since Islamic State swept into the city in 2014, leaving him no choice but to sell his clothes for food.

When government forces arrived, he asked for his job back, but he was told he would first need to go to Baghdad to get clearance proving he was not a member of Islamic State. That would take too long, he said.

Iraqi forces have driven the militants out of east Mosul, and are poised to expand their major offensive into the western half of the biggest city in northern Iraq. That has brought relief after more that two years of Islamic State’s harsh rule.

But residents are turning their fury towards the Iraqi government, blaming it not only for current hardships such as a lack of basic services, but for the conditions that enabled Islamic State to take over Mosul in the first place.

Many bitterly recalled the ease with which about 800 Islamic State militants seized control in a few hours, as thousands of Iraqi soldiers fled.

“All of this is because of the politicians. They sold out Mosul and created sectarian problems. It was in their interest to divide the country,” said coffee shop owner Akram Waadallah.

A group of men around him supported that view, standing beside shops destroyed by Islamic State’s rule and the firepower needed to dislodge the jihadists.

One man stepped forward and echoed a common complaint. “There is no running water. What are we supposed to do drink out of a dirty well?”

Winner back trust

Iraqi leaders say they are determined to eradicate Islamic State, stabilize the country and create jobs for citizens.

Mosul, once a thriving trade hub and center for higher learning, is especially sensitive to sectarian tensions.

Sunnis, the majority in the city but a minority in Iraq, were all-powerful under Saddam Hussein. Many Sunni army officers hailed from Mosul, and many in the city were resentful after Saddam was toppled in a U.S.-led invasion in 2003 and Shi’ites came to dominate the government in Baghdad.

When the Sunni Muslim fighters of Islamic State swept into Mosul in 2014, they were welcomed by many fellow Sunnis who had accused the Shi’ite-dominated security forces of abuse.

Islamic State’s brutal rule and intolerance eventually alienated the public, but driving the fighters out is only the first step for the authorities trying to win back trust.

The battle for Mosul could make or break Iraq. If sectarian tensions persist, Iraqi officials say, the country will fail to unite and could even be partitioned based on sect.

For now, Mosul residents are focusing on their immediate needs, finding jobs and persuading authorities to provide basic services like water and electricity.

Former Iraqi soldier Azhar Mohamed was relieved when Islamic State was driven out of Mosul.

When they were running Mosul, he often moved from house to house, rarely spending more than a night in one place to avoid capture.

But hardships persist. He too can’t seem to persuade authorities to give him his job back, so he can start to rebuild in a city with rows and rows of demolished buildings, shuttered shops and deep suspicions of the Baghdad government.

“I just want my job,” said Mohamed.
