Remember when Russia ran a state-led doping system, cheating numerous hard-working Olympians of a level playing field, and robbing the Olympic movement of the ideals that make the Games so precious?

The IOC doesn’t.

With news of Russia’s Olympic reinstatement, every medal won by the country continues to carry an air of suspicion, including the 17 medals won in Pyeongchang, South Korea, by Olympic Athletes from Russia.

With little to no resolution on the horizon, can Canada legitimately measure its Olympic success by our medal haul?

“If I was OTP [Own the Podium], I would look at those results without the Russians,” said Dominick Gauthier, the co-founder and chief operating officer of B2ten, a privately funded athlete investment group that deploy resources to Canada’s top Olympic athletes.

“When I present our donors with a list of the medallists, I’m including [fourth-place] Alex Harvey,” Gauthier said. “I want to put an asterisk beside that performance and treat it like a medal. It was phenomenal. We can’t treat that performance like it was a disappointment, it was a success. The Russians ahead of him shouldn’t have even been competing.”

If you missed the gut-wrenching 50km mass start classic, reigning world champion Alex Harvey finished just off the podium.

It was a heart-wrenching finish for the Canadian in what was a spectacular showcase of athleticism and willpower in the Games’ most grueling event. Canadians watched as a distraught Harvey watched IOC president Thomas Bach award silver and bronze medal to Olympic Athletes from Russia Alexander Bolshunov and Andrey Larkov on the largest stage, the closing ceremony.

Ask any athlete, fourth place is tough. It’s the cut-off, a finishing position we arbitrarily treat as a failure because it isn’t recognized with hardware. But for Harvey to miss a medal to an athlete coached by Yuri Borodavko, a man previously suspended for doping offences, it must be an even tougher pill to swallow.

Like the luge team from four years ago, Harvey will likely be left to wonder if somewhere down the road, one of those medals should be his. Regardless of the circumstance, Olympic results are judged as a picture in time and the implications are larger than the impact on the individual.

In a targeted sport funding system, medals matter.

“The OTP funding system requires accountability, when a sport wins an Olympic medal it gives them legitimacy to what they are doing,” Gauthier said.

The current state of Olympic sport calls into question the business implications of using the Olympic podium as Canada’s barometer of success. Sometimes the story behind the result is more compelling. For Cross-Country Ski Canada and Alex Harvey, they were prepared to win. They delivered in the moment and inspired all that watched. But without a medal, we don’t celebrate that feat in the same way.

Is that really who we are as Canadians? Should we still be saying medals are what matters when the IOC continues to fail athletes by not ensuring a level playing field?

The IOC has told Russia to stay home from the 2018 Olympic Winter Games in Pyeonchang, South Korea.

Given the International Olympic Committee’s track record, few predicted this. But the IOC has brought down the hammer, concluding what numerous reports have long documented — that Russia ran a state-run doping system designed to protect athletes using performance enhancing drugs.

“This should draw a line under this damaging episode,” IOC president Thomas Bach said after the announcement.

Russia, a long-time powerhouse at the Winter Olympics, has been told it can send only athletes who can prove to a panel of experts they are clean and have been properly tested leading up to the Games. If Russian athletes are permitted, there will be no trappings of the Russian state in South Korea. No Russian flags and no Russian anthem. Instead, admitted Russian athletes will compete under the name “Olympic Athlete from Russia (OAR).

An array of Russian sport officials have also been told to stay home. Some, including former minister of sport Vitaly Mutko, have been banned for life.

What now?

Nobody expects the Russians to quietly digest these punishments and walk away. The president of Russia’s Olympic Committee, Alexander Zhukov, said after the IOC’s decision that his country will appeal to the Court of Arbitration for Sport (CAS). But experts already speculate that Russia will likely find the legal route difficult.

“If there is any appeal route for Russia, I think it would be a very challenging one,” said Toronto lawyer James Bunting, who has argued numerous cases before the CAS. “At the end of the day, the IOC has a great deal of discretion and control over its own rules, its own processes and the Olympic Games.

“The IOC has taken a measure it thinks is necessary to protect the integrity of the Olympics and clean athletes around the world. I think even if there is an appeal route, Russia is pushing against a very, very closed door.”

Tuesday’s banishment of the Russian team comes after the IOC had already taken steps to suspend more than 20 Russian athletes from competing in South Korea. Still, the IOC is offering clean athletes a way through, and will ultimately determine the ones to be invited from its list.

Paul Melia, head of the Canadian Centre for Ethics in Sport and the agency responsible for drug-testing Canadian athletes, is happy the IOC took the initiative to suspend Russia this time around.

“I think it’s good there will be one panel and it sounds like the composition will be expert-based. One harmonized set of rules, not different sports doing their own thing as the IOC did for Rio,” he said.

At the same time, Melia said it’s unclear what kind of criteria will be applied to Russian athletes.

“Athletes in Canada have been subject to testing for a number of years. We are doing target testing, intelligence gathering and making sure these athletes aren’t doping,” Melia said. “So you are going to be applying similar criteria but in a shorter window of time.”

Russia’s response

How Russia will react is unclear at this point. There is speculation it could take the IOC decision and decide to send no athletes, clean or not, to the Games.

In the months leading up to Tuesday’s decision, Russian President Vladimir Putin called any plans to have Russians compete under a neutral flag “degrading.”

In the moments after the decision, rhetoric from Russian officials was harsh. State television vowed to not broadcast the Games without Russian participation. The president of the Russian Skating Union called the decision an “offensive and insulting” one that “will harm the Olympic movement.”

Canadian lawyer Richard McLaren, the man who was tasked by the World Anti-Doping Agency (WADA) to investigate Russian doping, feels the nation may react by simply boycotting.

“I would think there is a high probability that that might be the end result of all this,” McLaren told CBC News.

However, not all Russian officials see it that way.

Zhukov believes there are “positive and negative sides” to the IOC decision, portraying it as a compromise. Zhukov was pleased the IOC has decided to use the term “Olympic Athlete from Russia” as opposed to “Independent Olympic Athlete,” which has previously been used for suspended countries.

“They’ll be called Russian athletes and not some kind of neutrals. That’s very important,” said Zhukov, who added that Russian athletes and officials need time to consider the decision.

Bunting said the IOC decision does consider the idea of athlete fairness.

“Allowing athletes to compete under the Olympic flag does protect to some degree those athletes who have not been involved in the state-sponsored regime,” Bunting said. “For athletes who have spent years training, it balances their interests and rights.”

Melia agrees.

“I think that it tries to recognize innocent, clean athletes, if those exist in Russia,” he said. “It’s trying to capture the notion that some athletes who have devoted their lives to their sport and to be the best … they will go. Now their anthem won’t be played, but people will know they are Russian athletes.”

NHL participation in the 2018 Olympics may get a much-needed boost on Friday.

A source has confirmed to The Canadian Press that a meeting will take place in New York City between NHL commissioner Gary Bettman, NHLPA executive director Donald Fehr, IOC president Thomas Bach and IIHF president Rene Fasel.

The gathering could go a long way toward determining whether NHL players attend the next Olympics in South Korea, a prospect that’s looked increasingly grim.

During all-star weekend in Los Angeles, NHL deputy commissioner Bill Daly said: “If the status quo remains I don’t expect us to be in the Olympics.”

Daly said a “compelling reason” was required to sway NHL owners toward their players attending a sixth straight Games. Owners are evidently concerned about shutting down operations for two-plus weeks and unconvinced about any tangible benefit to the league when players participate.

Face-to-face could prove helpful

A face-to-face meeting between the NHL and IOC, in particular, could prove especially helpful to the process.

Bettman said Bach “may have opened a whole can of worms” and sparked negative sentiment among owners when he declared that the IOC would no longer cover out-of-pocket payments for NHL players to attend the Games.

“…I think it caused a number of clubs to say ‘Well, wait a minute. If that’s how they value our participation why are we knocking ourselves out?”‘ Bettman said during a state of the union media address at the all-star festivities in Los Angeles.

The NHL and IOC haven’t dealt directly with one another throughout the Olympic negotiation process with Fasel acting instead as intermediary.

On Tuesday, Montreal Canadiens owner Geoff Molson told CBC Sports that support is divided among fellow owners.

“There are some owners that are strongly against it, there are other ones that are on the fence and there are some that think it’d be OK if we did it,” Molson said. ” And it hasn’t reached a point, a boiling point, where everyone has to raise their hand and vote on it. But like I’ve always said I think it’s important to give a star player a chance to represent their country and it’s a proud moment for them and I support that.”
