Social networks like Facebook and Twitter have set up war rooms and disclosure systems to warn of potential election meddling, but the Canadian government doesn’t believe that’s good enough. The country’s Democratic Institutions Minister has established a panel of five politicians that will warn the public when there’s evidence of attempted interference during election periods, including the upcoming October federal election. If they believe there’s a threat, they’ll not only alert the Prime Minister, party officials and Elections Canada, they’ll hold a press conference to reveal the details to everyone.
The panel will include the Clerk of the Privy Council, the national security and intelligence advisor, and the Deputy Ministers of Global Affairs Canada, Justice and Public Safety. And while other politicians would receive briefings on details, they wouldn’t have the power to stop public disclosures.
This would be limited to serious incidents that are clearly meant to skew the election, such as a fake news video or the email hack that tried to disrupt the campaign of French presidential candidate Emmanuel Macron. Simply put, it would make disclosure a non-issue — the public would learn about interference campaigns on a timely basis, whether or not leaders or social networks are willing to talk.
There’s more in the works as well. Canadian intelligence groups are banding together to form a Security and Intelligence Threats to Elections task force (SITE for short) that would identify foreign threats to elections and help with the government response, regardless of whether or not there’s a formal election period. The country has seen the headaches caused by interference in the US and the UK, and it’s not keen to see a repeat.

]]>Facebook has suspended the account of Jonathon Morgan, the researcher behind a disinformation campaign against an Alabama Republican candidate who ended up losing the race for a Senate seat. Morgan claimed it was “research.”
Morgan, the CEO of New Knowledge, a social media research firm that published a major report on alleged Russian interference in the 2016 elections, has confirmed to The Washington Post that his Facebook account was suspended.
In a statement, Facebook said it had yanked “five accounts run by multiple individuals for engaging in coordinated inauthentic behavior” and was investigating them.
“We’ve removed thousands of Pages, Groups and accounts for this kind of behavior, as well as accounts that were violating our policies on spam and coordinated inauthentic behavior during the Alabama special election last year,” Facebook said.
Facebook has previously been accused by the US establishment of allowing Russia-linked pages to “sow discord among Americans,” but this time there is no finger-pointing at Russia. The mastermind is a reputable US researcher, whose bot-powered effort to drum up support for write-in Republican candidate Mac Watson while smearing the Trump-endorsed Roy Moore, was recently exposed by the New York Times.
The Times reported on Wednesday that Morgan and his team attempted to paint Moore as a Kremlin candidate, linking thousands of alleged Russian Twitter bots to his account and alerting the media to the fact.
A wide-ranging campaign was also launched by New Knowledge-handled accounts on Facebook. According to the report, a specially created generic page boosted Watson’s campaign, getting him TV gigs and more recognition. Morgan admitted that he was in contact with Watson, but argued that his false flag campaign did not aim to endorse him or manage to influence the outcome of the vote.
The researcher argued the goal of the campaign was innocuous – to get firsthand knowledge of how the disinformation campaign works in a real-life situation.
In the end, Democrat Doug Jones celebrated a nail-biting win, becoming the first Democrat to represent Alabama in the Senate in over 25 years. Moore lost by 1.5 percentage points in what was described as a shocking defeat.
In the wake of the revelation, Jones said that he “was outraged as anyone else” calling for the Federal Election Commission and the Department of Justice to investigate New Knowledge’s interference.
In an uncharacteristic pitch for a US lawmaker, Jones said that the Americans seemed to be a bit too obsessed with hunting for Russian meddling.
“I think we’ve all focused too much on just the Russians and not picked up on the fact that some nefarious groups, whether they’re right or left, could take those same playbooks and start interfering with the elections for their own benefit,” he said.

The legislation, submitted to the State Duma on Tuesday, has been drafted in the wake of the “aggressive nature of US cyber security strategy adopted in September 2018.” The strategy outlines Washington’s desire to maintain dominance in defining, shaping and policing cyberspace, as well as to achieve “peace through strength,” countering “malicious actors” like Russia and China.
The main goal of Moscow, according to the proposed legislation, is to significantly decrease dependence of the Russian internet sector on foreign infrastructure. The document envisions setting up national groundwork to keep Russia’s internet functional, even if servers abroad become unavailable for any reason. This includes the creation of an entirely new system of national domain names, one of the legislation’s sponsors, Duma deputy Andrey Lugovoy, explained.
“We’re not creating our own internet. We’re just setting up a backup infrastructure. We’re duplicating it locally, so that our citizens would have access to the internet in case of any emergency,” Lugovoy told RIA Novosti.
As well as this, Russian cyberspace may also come under the centralized governance of the country’s media watchdog Roscomnadzor, well-known for its activities related to blocking rogue actors that feature outlawed content. The measure is expected to be triggered only in case of “the emergence of a threat to the integrity, stability and safety of the internet functioning in Russia,” according to the proposed legislation.
To actually make the “centralized governance” work, the legislation proposes to oblige internet providers to set up equipment that can detect the source of any internet traffic.

The bill has been already welcomed by Russia’s Ministry of Information. Given the scope of the idea, however, it’s quite hard to predict when it would become effective, if the legislation is adopted.
“The task is global,” deputy Minister of information Oleg Ivanov said. “It definitely cannot be done within a year, it would take several. We need to look into it in detail, when such a system is engineered. Then we can talk about a realistic timeframe.”

Within minutes of the Washington Capitals’ first Stanley Cup ever, their victory was chalked up to “Russian meddling.” When the team, featuring Alex Ovechkin and two other Russians, claimed the Cup, Twitter just couldn’t resist.
The Washington Capitals defeated the Vegas Golden Knights 4-3 in game 5 of the NHL Stanley Cup Finals on Thursday. Alexander Ovechkin became the first Russia-born player to captain his team to the most coveted prize in hockey.
Of course, Twitter wouldn’t be Twitter if it passed up the chance to make a few jabs.
The majority of the jokes, however, were light-hearted.
Trump becomes President. Washington’s hockey team immediately makes it to the Stanley Cup Final. Led by a RUSSIAN. Coincidence? This needs to be investigated.
— Darin Latham (@darinlatham) June 3, 2018
Others seized upon the opportunity to peddle the ‘Russiagate’ narrative.
If Ovechkin wins the Stanley Cup it will be only the second most important Russian Victory for Washington in the past 18 months.
— John Storey (@celticstorey5) June 5, 2018
Am I the only one – in the Era of Trump – who finds it incredibly ironic that the star player of the NHL Champion Washington Capitals and MVP of the Stanley Cup Final is a Russian and Putin supporter? #NHL#StanleyCup
— Hawkeyes Mic (@HawkeyesMic) June 8, 2018
US President Donald Trump, who seemingly can’t get a break from the ‘Russian collusion’ story, was dragged in as well. Some Twitter users said he now has no choice but to invite the Capitals to the White House, since Ovechkin is not just any Russian, but a well-known supporter of Russian President Vladimir Putin – who, according to the most ardent ‘Russian meddling’ theorists, is Trump’s puppet master.
So now that Ovechkin finally won the Stanley Cup, does this mean Trump can finally have a legit excuse to invite a Russian to the White House?
— Mr. Pilkington (@Onikuno) June 8, 2018
I bet Washington Capitals wouldn't skip White House invite from Donald Trump if they win Stanley Cup. Then again, their captain is Russian.
— Kevin Gorman (@KGorman_Trib) June 5, 2018
There are three (3) #Russian born Capital players on the team. Does that make it less or more likely the team WILL be invited to the WH to meet @POTUS 🤔
CONGRATS TO THE HOME TEAM! https://t.co/HRDvUrg14M

Capitals fans, however, were hardly worried about Putin’s sinister plots as they descended upon the streets of DC in the thousands to celebrate the long-awaited victory.
Ovechkin has never hidden his affinity for the Russian leader. Last year, ahead of the Russian presidential election, he launched ‘Team Putin’ – a movement in support of his candidacy. His political views did not sit well with everyone: recently, US-based sports journalist Slava Malamud wished death upon the NHL superstar for supporting Putin.

Clapper, who famously lied about the NSA mass surveillance program before it was revealed by Edward Snowden, is back in the media spotlight, promoting his new book ‘Facts and Fears.’
The tome promises readers ‘Hard truths from a life in intelligence.’ However, perhaps the more interesting insights are on Clapper’s reflections on the so-called Russiagate scandal and investigations into the alleged hacking of the US presidential election.
In an interview with Bloomberg’s Tobin Harshaw, Clapper is asked about the US’ own history of election interference. ‘I guess the way I think about that is that through our history, when we tried to manipulate or influence elections or even overturned governments, it was done with the best interests of the people in that country in mind.’ It appears Clapper justifies these actions by claiming US motives are based purely on a “traditional reverence for human rights.”
US actions of overthrowing foreign powers has long been the subject of academic discussions and debate, with over 80 instances of it between 1946 and 2000 documented in Dov Levin’s report ‘When the Great Power Gets a Vote’ alone.

US anti-abortion activists, describing themselves as ‘journalists,’ have been campaigning across the historically Catholic country, calling on Irish citizens to vote ‘no’ to repealing the 8th amendment. If the referendum passes, it would pave the way for liberalizing the country’s strict abortion laws.
Online ads purchased outside Ireland have also been targeting the Irish electorate, sparking concerns from politicians and campaigners about illegal foreign influence. Under Irish law, foreign citizens and groups are not allowed to make any financial donations to Irish campaign groups. The ad bans do not extend online or on social media, meaning anyone is open to buying an ad on platforms like Facebook or Google.
Earlier this month, however, Facebook responded to worries about such ad buys by banning all foreign-bought ads related to the vote. Google followed suit with the announcement that it would suspend all ads relating to the referendum, including advertisements on YouTube and Google Adwords.
Despite these measures, some ads relating to Ireland’s abortion referendum appear to have slipped through the cracks, according to the Transparency Referendum Initiative – a group set up ahead of the referendum to monitor paid political ads on social media.
TRI Co-founder Liz Carolan shared screenshots of such ads still appearing on news sites including The Guardian, The Atlantic, and ProPublica.
We'll also continue to try understand the other online ads. Google say they banned #8thref ads, but we are still having large numbers of ads on websites & apps reported to us, perhaps by other co. like Adobe. Share ads you see with #TREF or via DM. Here's a sample from weekend pic.twitter.com/oyWtRJc7KJ

Or perhaps @TheAtlantic can explain why Irish people are getting political ads through its site and app – these were seen on Monday – do you use GoogleAds? If so could you check how these ads got through the ban? If not, who is providing this service? Cc @andersen@davidfrumpic.twitter.com/v9Fh7lEzOQ
— Liz Carolan (@LizCarolan) May 23, 2018
It appears that many of these ads are being served by @AdobeAdCloud. Despite Google banning the same ads because they're unregulated and to uphold "election integrity", Adobe are still accepting them.
Who's paying for the ads? How much is being spent? https://t.co/ziRrF3WtzX

Among the groups targeting Irish voters are Colorado-based anti abortion group Let Them Live and New York-based pro-life group Expectant Mother Care-EMC FrontLine Pregnancy Centers.
Campaigners from Let Them Live, founded by Emily Faulkner, travelled to Ireland earlier this month as self-styled pro-life ‘journalists.’ According to posts on their Facebook page, they have campaigned on the streets of Dublin and put up posters across the country.
RT has reached out to Let Them Live for comment on their political campaign activities in Ireland.
TRI has also identified at least seven groups purporting to provide neutral information on the referendum, but which are actually offering biased information towards one side or another.
Earlier this month, Irish journalist and transparency campaigner Gavin Sheridan pointed to one of these groups, Undecided8, highlighting that the website was hosted in New Jersey and there were no details provided on the people behind it.

The NHL’s hockey operations department will have the final say on video reviews of goalie interference beginning Wednesday.
The league’s board of governors approved the change to the rule Tuesday.
General managers had proposed taking the ultimate decision on goalie interference reviews away from referees on the ice during their meetings in Boca Raton, Fla., last week. The NHL/NHLPA competition committee then gave its thumbs up before the process moved to the board of governors.
Coaches have been allowed to challenge goalie interference calls since 2015-16, but some head-scratching decisions involving high-profile teams and players this season forced the league to act quickly with the playoffs just around the corner.
In addition to the situation room having the final say, a retired ref will also join the group at the NHL’s Toronto office.
Up until now, referees looked at a video tablet by the penalty box while speaking with hockey ops on goalie interference challenges, but had the final call.

Both Facebook and Twitter have now agreed they will help a British parliamentary committee investigate whether social media posts that came from Russia influenced the Brexit referendum last year.
The Brits want to ape the U.S. in everything — Russian interference, metoo. A kind of pathetic reverse colonization.
— Leonid Bershidsky (@Bershidsky) November 5, 2017
Leading the charge is Damian Collins MP, chair of the Digital, Culture, Media and Sport Select Committee. This committee’s dedication is awe-inspiring. Just because there is no obvious evidence of Brexit being influenced, that doesn’t mean the members are going to stop looking. If they need to go on a taxpayer-funded jolly to Washington to talk to Twitter and Facebook, then that’s what they will do. Facebook’s offices have free muffins apparently, so it could be worth a detour.
Imagine what this committee could turn up if it looked into British complicity in the war in Yemen. Luckily, the committee in charge of looking into that is not quite as motivated. Phew!
The list of people so far to admit they’ve seen no evidence Brexit was interfered with is clearly not senior enough to take any notice of. Prime Minister Theresa May admits she’s seen nothing, and she really wants to.
Foreign Secretary Boris Johnson also says he’s not aware of anything which may have swayed the vote (but then he would, wouldn’t he?).
Yin Yin Lu, a researcher at the Oxford Internet Institute, looked at 22.6 million tweets and found just 400 she would consider ‘interference’ that came from Russia. Your calculator doesn’t have enough zeroes to work out the miniscule percentage on that.
READ MORE: Researcher finds just 400 tweets from Russia aimed at Brexit vote
Collins was told on the radio Tuesday morning by the BBC’s Nick Robinson that most of the Brexit-linked activity coming from Russia was detected after the vote had actually happened, but he was undeterred. “What we’ve discovered through the use of Facebook is that the reach during the US Presidential election of false news generated by the Internet Research Agency in St Petersburg was 123 million people.”
Should someone tell Collins that the US presidential election was in, you know, the US? And hardly anyone in that election was actually voting for Brexit.
Even Twitter said in a letter to the MPs: “We have not found evidence supporting the notion that bots can substantively alter campaign communication, as the activity of the botnet—at least of this defunct botnet in particular—was relatively minor with respect to the larger conversation about the referendum that took place on Twitter.”
What Twitter is suggesting is that a few 140-word phrases, written badly by someone pretending to be a cowboy, probably isn’t going to be enough to change the direction of Western political culture as we know it. Perhaps MPs should be looking into what Twitter terms the “larger conversation” – the one about inequality, and austerity and falling wages and lies written on the side of buses.
Claims of Russian interference have become the gift that keeps on giving for Western politicians, because endlessly searching for any Moscow-shaped straws to clutch at is much easier than admitting you don’t know what you’re doing and may have completely ballsed up the job you were elected to do
Collins and his committee have seen the big old Russian scapegoat taking a flogging over in the US, and wants one for the UK.
For Britain, finding this decisive Russian interference would mean two things: 1. It wouldn’t have to take responsibility for its own mess. 2. Someone out there actually still cares enough to want to interfere.
