NEW YORK (Reuters) – Bond investors on Friday were poised to give a $ 1.8 billion boost to Tesla Inc.’s balance sheet by snapping up the electric car maker’s first foray into the U.S. junk bond market, where yield-hungry investors have raced to lock in relatively higher returns.
Those robust returns, however, have shrunk as a strong reservoir of cash ready to deploy in the riskiest areas of the high-yield fixed income market has pushed them to near their lowest levels in three years. That’s given junk-rated issuers such as Elon Musk’s U.S. car company the opportunity to raise cash cheaply.
For Tesla, cash raised from the bond issue will help finance production of its Model 3, on which it is banking to hit the mass market bullseye.
“It’s a milestone for a company from a relative unknown to what it is today,” said David Knutson, head of credit research at Schroders Investment Management.
Palo Alto, California-based Tesla was set to sell $ 1.8 billion of eight-year unsecured bonds at a yield of 5.25 percent, more than the $ 1.5 billion originally intended because of overwhelming demand, according to IFR, a Thomson Reuters unit.
The company, founded by Musk in 2003, has yet to book a profit. Musk has plowed revenues back into his businesses, where he has expanded into energy storage.
The ability of the high-yield sector, which some analysts and investors consider pricey, to absorb debt supply from a first-time issuer such as Tesla suggests its resilience, at least for now.
“I won’t call it a bubble,” said Andrew Feltus, co-head of high yield and bank loans at Amundi Pioneer Asset Management in Boston. “The (market) fundamentals are pretty good.”
Standard & Poor’s assigned a B-minus on Tesla‘s junk bond issue, while Moody’s Investors Service rated it B3.
Despite lingering skepticism, there has been no shortage of funds to fuel Tesla‘s ambition to popularize electric cars.
Investors who jumped on the bandwagon have been rewarded.
Tesla has raised $ 3.3 billion in convertible bonds, which have performed well, in step with its stock.
The stock ended up 0.7 percent at $ 357.72 on Friday, a near 1,400 percent increase since its debut in June 2010 at $ 17 a share.
Tesla might have picked just the right time to become a junk bond issuer.
Investors have jumped on new supply as defaults are expected to remain low, with the economy growing at a modest pace with little inflation.
“There is a lot of liquidity in the market. There’s, on average, adequate compensation for investors,” said Robert Tipp, chief investment strategist at PGIM Fixed Income.
Investor appetite has driven the average yield on U.S. B-rated corporate bonds to 5.7 percent late this week, down 0.36 percentage point since the end of 2016 and below its recent peak of 10.18 percent in February 2016, according to Bank of America Merrill Lynch.
The benchmark 10-year Treasury yield, in contrast, was 2.19 percent after hitting a six-week low earlier Friday.

The federal government appears to have significantly underestimated the amount of lead, arsenic and other dangerous pollutants that are sent into the air from uncontrolled burning of hazardous waste at the Radford Army Ammunition Plant in Virginia, according to a draft of a long-awaited report compiled by researchers at the Environmental Protection Agency.
The report details results from air sampling done last September and October at the Radford plant above an open field where piles of waste from the manufacture of weapons explosives are set afire daily.
The plumes drift directly towards an elementary school and residents a little more than a mile away, but the Army and regulators have long maintained that the pollution level is safe, based on its computer-modeled estimates.
Now, it turns out, some of those estimates were wrong.
The data shows that five substances were found at levels greater than the EPA’s models had predicted, meaning that previous health-risk analyses completed by regulators for the burns at Radford did not fully take into account the potential exposure of the surrounding population.
Arsenic, a chemical element known to cause cancer and skin lesions, was found to be emitted at rates 37 times what the previous Radford burn permit estimated. Lead — which can disrupt children’s brain development — was emitted at five times the level previously thought. Cadmium and silver were also present at levels higher than historical models had assumed.

The tests also detected levels of methyl chloride, a chemical used in refrigeration and manufacturing that is known to cause severe neurological effects, high heart rates and high blood pressure, at more than twice the levels previously thought.
The Radford tests are part of a national program to verify the mathematical emissions factors that are used in the permitting dozens of sites that burn similar materials, and so the findings could mean that pollution from the practice of open burning military waste has been underestimated across the country.
The EPA declined to make the researcher responsible for the data available for an interview, but sent a statement pointing out that the research was still in draft form and under active review. ProPublica was given the draft report by a person concerned about the health implications at Radford and other military sites where such burns are conducted.
The Army did not immediately respond to a request for comment.
ProPublica reported on the burn practices at Radford in July as part of an investigation into the environmental implications of the Department of Defense’s handling of munitions and the hazardous waste associated with them. Our investigation showed that the Defense Department and its contractors continue to burn explosives waste with no emissions controls at more than 50 sites across the country, utilizing a loophole in US hazardous waste regulations created on what was supposed to be a temporary basis for the Pentagon in the 1980s.
The burns are allowed by the EPA and state environment regulators based on permits that use computer models to estimate the rate of pollutant released and to calculate whether those emissions are going to make people sick. The burns at Radford, the single largest polluter in Virginia, have long been permitted based on analyses that showed they were safe.

But the actual emissions from the burns at Radford had never been previously measured. For the new research, the EPA, in cooperation with NASA and the Department of Defense, sampled the smoke plumes at Radford last year, gathering the first air samples of toxins released at the site since burning there began in the 1940s.
The report details chemicals measured by a drone flown through the smoke clouds directly above the burn site over the course of two weeks last fall, and provides the first ever confirmation that significant levels of volatile organic chemicals, including acetone, benzene and toluene — all substances known to cause cancer — are widely prevalent.
EPA officials stressed the good news in their draft findings: that the majority of pollutants measured, including aluminum and selenium, dioxin-like chemicals and volatile chemicals like benzene, were detected at levels less than what the computer models used for historical permits had estimated. The agency described the drone technology used to measure the plumes as “a significant advancement.”
While the research is the first of its kind to take direct measurements of the pollutant plume at the burn grounds in Radford, it still does not attempt to measure exposure to those pollutants in the surrounding community, something that state regulators tell ProPublica would be accomplished by placing ambient air monitors at schools and other public places near the burn site. People living near the plant have unusually high rates of cancer, thyroid disease and other health problems and have raised questions about a link to open burns, but so far there’s little evidence to prove or disprove this.
Perchlorate, a rocket fuel which has been recently detected in groundwater samples taken in the community surrounding the Radford plant, and which the Radford plant’s former commander had told the Roanoke Times was detected in the new round of samples, is not listed as a detected pollutant in the draft report.
In July, Virginia environment regulators, who are charged with overseeing the plants’ day-to-day operations, told ProPublica they were awaiting the sampling results to make a new risk assessment for the burn site as part of the process of renewing the Army’s burn permit there, which expired in 2015. Virginia officials told ProPublica that they are evaluating the information and “have not reached any conclusions.”

Former President Barack Obama revealed that his August 2013 decision not to bomb Syria after a massive chemical-weapons attack near Damascus killed nearly 1,500 people “required the most political courage.”
Obama made the comments during an interview after receiving the John F. Kennedy Profiles in Courage Award last week.
Obama acknowledged in the interview that having Syria destroy its chemical weapons stock “was an imperfect solution,” because in hindsight some weapons remained. Obama added that “99% of huge chemical weapons stockpiled were removed without us having to fire a shot.”
He told interviewer Jack Schlossberg, grandson of President John F. Kennedy, “as president … you generally get praised for taking military action, and you’re often criticized for not doing so.”
Obama sought authorization from Congress in 2013 for a military response to the chemical attack by Syrian President Bashar Assad, having previously described chemical weapons use as a “red line” that would trigger US action if crossed. Lawmakers at the time were mostly opposed to military intervention and Obama ultimately pulled back.
President Donald Trump was faced with a similar scenario in April 2017 after Assad launched another chemical weapons attack on his own people. When Trump chose to fire 59 missiles at Assad’s Shayrat airfield in retaliation, he received cautious support from a bipartisan group of lawmakers and sharp criticism from others.
WITWIncidentally, Hillary Clinton had called for airstrikes on Syria hours before Trump took military action, saying “I really believe that we should have, and still should, take out his airfields and prevent him from being able to use them to bomb innocent people and drop sarin gas on them.”
Clinton also said Obama “should have been more willing to confront Assad” over the Syrian chemical attacks while he was in office.
Obama defended his decision in his interview last week, saying, “it made sense for a variety of reasons for us to see if we could actually try to eliminate the prospect of large-scale chemical weapons use rather than the political expedience of a one-time shot.”
Obama also said “the hardest issue” he dealt with was “sending our young men and women into harm’s way.” He said his decision to authorize the mission that killed Osama bin Laden was “difficult,” but he ultimately “felt enough confidence in … our Navy SEALS that once I knew that I could get them back out, I felt like it was worth a shot.”
Obama received the 2017 John F. Kennedy Profiles in Courage Award award on May 7.

Julie, 46, played transgender Hayley for 16 years but was initially only supposed to be on the show for a few episodes.
“I wasn’t meant to be in Coronation Street for any longer than two weeks,” Julie told the Sunday Telegraph’s Stella magazine.
“The character of Hayley was originally written as a joke. It wasn’t a politically correct one, but this was back in 1998. The joke was that Roy Cropper [played by David Neilson] was going to go on a series of disastrous blind dates, one of them being with a man who had transgendered to a woman.”
Hayley, who was born Harold Patterson, became the first transgender character to appear on a British serial TV show.
Viewers fell in love with Julie’s portrayal of the factory worker and she became one of Coronation Street‘s most popular characters.
Julie, who is a patron of the charity Trans Media Watch, said getting people to accept Hayley for who she was important for her when she took on the job.
She added: “To me, that was it. You make people like this woman – understand her – and you say more than any political speech or lobbying.”
Julie won six awards during her time on the Cobbles and left fans devastated when she left.
Hayley was involved in a distressing assisted suicide storyline after she was diagnosed with terminal pancreatic cancer in 2014.
Julie, whose credits also include Cucumber and Happy Valley, will be seen later this year in the new series of Broadchurch.
