  • China's imports of Malaysian crude oil have soared to nearly 800,000 barrels per day, according to data compiled by Bloomberg. 
  • That's more oil than what Malaysia actually produces on its own, suggesting some crude arrived from other sources.
  • The waters off Malaysia are known for ship-to-ship transfers that mix crude to hide its origin. 

Chinese imports of Malaysian crude oil jumped to 791,000 barrels per day in July, more than double the amount from the start of the year, according to data compiled by Bloomberg.

The problem? Last month's figure is actually more oil than what Malaysia actually produces on its own, suggesting some of the crude arrived from other sources before being shipped off to China. 

The waters off Malaysia are a notorious location for ship-to-ship transfers, where crude from various locations is mixed to hide its origin, then rebranded and sold elsewhere. 

The practice of  "dark" ship-to-ship transfers has become more common since Russia invaded Ukraine, as global market participants look to avoid the reputational risks of doing business with Moscow. Russian oil tankers have also disappeared from tracking systems near Portugal's Azores islands by turning off their location data.

Wary buyers have also attempted to avoid affiliation with the sanctioned nation through obfuscating the origins of crude and trading oil marked "destination unknown."

According to Bloomberg, the imports of Malaysian oil are likely a mix of barrels originating from Iran, Venezuela and Russia.

Meanwhile, fuel oil shipments from those three nations are using a key export hub in the UAE and being disguised for export, traders told the Wall Street Journal. 

Still, separate data show Russian crude exports to Asia reached a five-month low last week, declining by roughly 500,000 barrels per day.

“The Iraqi specialists have thanked us for the inspection. They stressed that the country is mainly interested in supplies of durum wheat for potentially processing it into flour,” the statement reads.

The parties are said to have discussed creating a working group for dealing with the issues relating to grains and derivative products.

The last cargo with Russian wheat was shipped to Iraq in 2014. Back then, the country purchased 118,500 tons of wheat and meslin (a mixture of wheat and rye). That amounted to 0.5 percent of Russia’s total exports of wheat and meslin, according to Russia’s Federal Customs Service.

However, Baghdad has been buying some other grains from Russian producers. Last year, Iraq purchased 453,000 tons of barley and 1,456,000 tons of rice.

Iraq’s annual demand for wheat is reportedly five million tons with the current import gap hovering around two million tons a year. Over the recent years, Black Sea grain suppliers have given intense competition to US ones, winning the market share in North Africa and the Middle East.

In November, Iraqi Trade Minister Mohammed Hashim Al-Aani, who also oversees the grain board, said Iraq wants Russia to participate in its state tenders.

Earlier this month, Rosselkhoznadzor said the countries also agreed on the building of grain storage facilities in Iraq and supplies of advanced processing equipment as part of the post-war reconstruction of the country’s agricultural sector.

China’s crude oil imports averaged more than 10 million bpd for the first time ever in November, as they beat the previous record for highest crude imports set in October, according to Chinese customs data, as carried by Reuters.

Chinese crude oil imports surged to an all-time high of 10.43 million bpd (barrels per day) last month, up by 8.5 percent compared to November 2017 and beating the previous record of 9.61 million bpd, which was set just a month earlier and was driven by smaller independent refiners who were rushing to fulfill their 2018 oil import quotas before they expire.

China’s oil imports surge to record high



In November, independent refiners – the so-called teapots – continued to buy high volumes and some of them increased intake as they start trial runs at newly-built oil refineries.

Private firm Hengli is planning trials at its new 400,000 bpd refinery at Dalian, a port city in northeastern China, while Zhejiang Petrochemical is also expected to begin trial runs at some units of its refinery with 400,000 bpd capacity at Zhoushan. According to Reuters, Zhejiang Petrochemical has imported several cargoes of crude oil from Oman this quarter.

Two months ago, China raised by 42 percent the oil import quota for its non-state refiners—most of which are the independent refiners—for 2019 as new refinery capacity is planned to enter into operation next year. China is allocating a total of up to 202 million tons, or 4.06 million bpd, of import quota to non-state refineries for next year, according to S&P Global Platts. Independent refiners had until November 10 to apply, and those who haven’t imported crude oil in 2018 will not be allocated quotas for next year.

Turkey has told the World Trade Organization it plans to impose steel import quotas from October 17 to protect the domestic steel industry.

Earlier this year, the United States doubled the previously-imposed import tariffs on Turkish aluminum and steel to 20 percent and 50 percent, respectively.

A trade dispute between Ankara and Washington has been deepening since March, when US President Donald Trump initially introduced the 10 and 25 percent duties on imports of aluminum and steel, respectively, from America’s trade partners, including Turkey. Ankara has called the tariffs unacceptable and pledged to take retaliatory measures.

The Turkish Trade Ministry said US extra tariffs were against the WTO rules.

“We are one of the major carriers for crude oil from the US to China. Before [the trade war] we had a nice business, but now it’s totally stopped,” Xie Chunlin, the president of CMES, said on the sidelines of the Global Maritime Forum’s Annual Summit in Hong Kong, as quoted by Reuters.

“It’s unfortunately happened, the trade war between the US and China. Surely for the shipping business, it’s not good,” the CMES president said.

He added that the trade war was also forcing China to diversify its soybean supplies. Beijing is now buying most of its soybeans from South America.

China’s crude oil imports from America reached an average of 334,880 barrels per day through August, making Beijing the second-largest buyer of US oil after Canada.

In fact, China may be the largest buyer of American crude since much of the oil imported by Canada is re-exports – Canadian crude that briefly crosses into the US on pipelines before re-entering Canada. After ending a 40-year ban on oil exports in late 2015, the US has ramped up sales to two million barrels per day (bpd).

China buys most of its crude from Russia, with imports soaring from 665,000 bpd in 2014 to 1.2 million bpd last year. Beijing’s other major suppliers are Saudi Arabia and Iran.

While the patent lawsuit battle between Qualcomm and Apple is far from over — remember how long it took for things to get settled with Samsung? — we do have an update. On Friday, U.S. International Trade Commission judge Thomas Pender found (PDF) that the iPhones violate one of Qualcomm’s patents, but still refused to block imports of the devices. Their squabble is focused on Apple’s use of Intel chips instead of those made or licensed by Qualcomm, and how they’re being used in some iPhones.

According to Pender, “statutory public interest factors” weighed into his decision against issuing a ban. Other judges will review the decision, but as Bloomberg explained, if this holds up it removes a tool Qualcomm could use as leverage for a possible settlement from Apple. Reuters quoted Qualcomm lawyer Don Rosenberg saying “It makes no sense to then allow infringement to continue by denying an import ban.”

Apple is glad its imports haven’t been banned, while Intel’s general counsel, Steve Rodgers published a blog post that said “(Qualcomm) publicly disparaged Intel’s products – products created by the innovation and hard work of dedicated teams of scientists and engineers at Intel.” We’ll see everyone soon for the next round.

Starting Thursday, the US is enforcing a new round of tariffs on $ 16 billion of Chinese imports. Beijing is responding with a similar amount, including levies on US metals and coal. Coal is an especially important industry for US President Donald Trump, who wants to revive the industry in the country.

The trading house, Shanghai Runhei, will boost purchase of domestic coal to meet demand from clients, the manager said.

“Traders have anticipated yuan depreciation and shored up imports in advance, including cargoes from the United States,” Wang Fei, coal analyst at Huaan Futures told Reuters.

Imports of US coal are hardly crucial for the Chinese industry, the analyst notes.

“Traders can easily shift their supplies to either domestic coal or Australian and Indonesian coal since US imports only account for a tiny share.”

US coal exports have been booming during Trump’s presidency. The US Energy Information Administration data says exports increased by 61 percent in 2017 as exports to Asia more than doubled. India, the largest importer of steam coal from the US, tripled its imports last year, mainly used for growing electricity capacity in the country.

The WTO has taken Russia’s position which claimed it was highly unsafe to send inspectors to Eastern Ukraine, due to the conflict in the region, so that they could check the exports complied with Russian standards.

“The panel fully agreed with Russia’s position and recognized that there was no systematic restriction of imports of Ukrainian equipment by Russia,” Russia’s Ministry of Economic Development said in a statement. Ukrainian officials said they could appeal the ruling.

However, the WTO ruled Russia could have made the compliance check outside the Ukraine and should have accepted conformity assessment certificates issued by Belarus and Kazakhstan, which are both members of the Russia-led Eurasian Economic Union trading bloc.

“With regard to the so-called non-recognition of certificates issued by the competent authorities of other EEU member states, Russia intends to act in full compliance with the contractual base of the EEU and the technical regulations of the Union,” Russia said in a statement.

This week, the US Department of Commerce opened an investigation into the nature of uranium imports, ostensibly with an eye to imposing tariffs on ore and other uranium products.

Uranium is used in the production of nuclear energy, and currently only five percent of uranium used in the US nuclear energy industry comes from the US. The remaining 95 percent is imported from a variety of countries, with Canada leading, followed by Australia, Russia, and Kazakhstan.

The investigation announcement invokes Section 232 of the Trade Expansion Act, which allows the federal government to assess imports on the basis of national security. Section 232 has been seldom used since it was signed by President John F. Kennedy in 1962, but it was used most recently this March by the Trump administration to levy tariffs on steel and aluminum.
