There are 43 states that currently treat texting while driving as a primary offense, but Florida isn’t one of them — you have to break another law before texting enters the picture. However, less-than-attentive commuters might not get away with it for much longer. The state legislature is about to consider a bill that would make texting a primary offense. In other words, officers could finally pull drivers over without waiting until they speed or otherwise put other road-goers at risk.

Whether or not the measure works is another story. The AP notes that there are conflicting studies on the effectiveness of these laws. The Insurance Institute for Highway Safety said that those states without texting as a main offense had higher-than-average highway death rates, but also stated that existing bans haven’t led to a decrease in accidents despite many people putting their phones down.

There’s also a concern that police may use texting as an opportunity for racial profiling. An unscrupulous officer could theoretically cite texting while driving as a reason to stop a black person when they’re really just looking for an excuse to indulge in racist suspicions. The bill could prevent crashes and save lives, but there may need to be close oversight to be sure that police aren’t abusing their power.

In the US, the in-store mobile wallet space is becoming increasingly crowded. Most customers have an option provided by their smartphone vendor, like Apple, Android, or Samsung Pay. But those are often supplemented by a myriad of options from other players, ranging from tech firms like PayPal, to banks and card issuers, to major retailers and restaurants.

With that proliferation of options, one would expect to see a surge in adoption. But that’s not the case — though BI Intelligence projects that US in-store mobile payments volume will quintuple in the next five years, usage is consistently lagging below expectations, with estimates for 2019 falling far below what we expected just two years ago. 

As such, despite promising factors driving gains, including the normalization of NFC technology and improved incentive programs to encourage adoption and engagement, it’s important for wallet providers and groups trying to break into the space to address the problems still holding mobile wallets back. These issues include customer satisfaction with current payment methods, limited repeat purchasing, and consumer confusion stemming from fragmentation. But several wallets, like Apple Pay, Starbucks’ app, and Samsung Pay, are outperforming their peers, and by delving into why, firms can begin to develop best practices and see better results.

A new report from BI Intelligence addresses how in-store mobile payments volume will grow through 2021, why that’s below past expectations, and what successful cases can teach other players in the space. It also issues actionable recommendations that various providers can take to improve their performance and better compete.

Here are some of the key takeaways:

  • US in-store mobile payments will advance steadily at a 40% compound annual growth rate (CAGR) to hit $ 128 billion in 2021. That’s suppressed by major headwinds, though — this is the second year running that BI Intelligence has halved its projected growth rate.
  • To power ahead, US wallets should look at pockets of success. Banks, merchants, and tech providers could each benefit from implementing strategies that have worked for early leaders, including eliminating fragmentation, improving the purchase journey, and building repeat purchasing.
  • Building multiple layers of value is key to getting ahead. Adding value to the user experience and making wallets as simple and frictionless as possible are critical to encouraging adoption and keeping consumers engaged.

Moscow has prepared a set of retaliatory measures in response to the US compelling RT America to register as a “foreign agent” and will be ready to implement it next week, Russia’s Foreign Ministry spokeswoman has announced.

“We’ve indeed prepared the retaliatory measures based on Russian legislation,” Maria Zakharova said Thursday. “There’s an understanding that the implementation of the retaliatory measures will start next week.”

The demand by the US Department of Justice for RT America to register as a “foreign agent” under the Foreign Agents Registration Act (FARA) is an attempt to eradicate an “alternative point of view in the media field,” Zakharova said on the ‘60 minutes’ talk show on Rossiya 1. The hostile move against RT America also clearly shows that Russian media are gaining popularity internationally, and Washington appears to be unable to compete fairly without using “dirty tricks,” Zakharova added.

“They have understood, in Washington in particular, the American establishment, that they could not keep up with this competition, let alone win it,” Zakharova said.
“They cannot keep up already as RT, Sputnik, RIA Novosti, VGTRK, TASS have truly begun to win in many information fields.”

The DOJ sent a letter to RT America on the matter in September. It has now presented the channel with a deadline to register as a “foreign agent” on or before Monday, November 13. RT and Sputnik Editor-in-Chief Margarita Simonyan described the ultimatum as a “cannibalistic deadline.”

While RT America is forced comply with the DOJ demand, it will challenge the decision in court, Simonyan added. Refusing the order could result in the arrest of RT America’s chief, as well as the freezing of its accounts, rendering broadcasting virtually impossible, she added.

“We believe that the demand does not only go against the law, and we will prove it in court – the demand is discriminative, it contradicts both the democracy and freedom of speech principles,” Simonyan said. “It deprives us of fair competition with other international channels, which are not registered as foreign agents.”

FARA, the controversial piece of US legislation, was adopted in 1938 to counter pro-Nazi propaganda on US soil. Currently, some 400 entities and individuals are registered on the list as “foreign agents,” and pointedly, does not include any of the dozens of other foreign media outlets operating in the US.

The first design studies for the Mercedes-Benz Gelände­wagen were made in 1973, appropriately, out of wood. Clay was far too amorphous a material for the domineering angularity of this proto-SUV. Its styling suited the G-wagen’s intent when it was released globally (but not in the U.S.) in 1979. “It was meant to be an off-road vehicle for civilian and non-civilian use,” says Marcus Maurer, the model’s current technical director. “So the vehicle was developed very form-follows-function.”

This meant meeting military demands (one of the first large orders came from the Shah of Iran, though it was canceled when the Islamic Revolution deposed him). Features included a narrow track, locking differentials, and, on convertibles, a folding windshield for easy shipping. But the G’s actual use immediately went off the rails—or, rather, not off the rails. As with contemporary trucks such as the Range Rover, well-heeled urban and suburban consumers were drawn to the G-class’s rugged good looks, but the Benz had an added aura of security and menace.

Aware of these upscale buyers, Mercedes added a more luxurious iteration to the lineup in 1989. Known internally as the 463, it was available with wood trim, leather seats, and anti-lock brakes. It quickly became the best seller, accounting for more than 70 percent of orders.

Though the truck wasn’t officially available in America, casual importers sold them borderline legally on the gray market. When that practice was outlawed, one of these shops, Europa, began federally certifying and retailing G-wagens, their limited availability driving prices north of six figures and ensuring the truck’s desirability among customers who wanted what others couldn’t have. The truck’s status was already cemented when Mercedes began U.S. sales in 2002. As a conspicuous, contemporary, hand-built anachronism, it acquired the glaring trophy status awarded to McIntosh tube amps and Purdey shotguns.

The G has demonstrated remarkable staying power. Mercedes intended for the 2007 GL to replace it, but instead decided to keep it alive for its recognizable (and bankable) appearance. Remarkably, the truck has achieved record American sales each of the past four years. It is also the Mercedes most often sold in AMG trim, a highly profitable upsell for which more than half of U.S. G buyers opt. Benz has lately released increasingly capable and luxurious versions of the G-wagen: the 12-cylinder G65; the tri-axle G63 6×6; the hard-core, wide-body G500 4×42; and the extended-wheelbase, half-convertible, $ 500,000 Mercedes-Maybach G650 Landaulet.

For those with no hope of making shah, the vintage G-wagen market is heating up. “You can take a 2011 truck and put on a classic ’80s front clip, fender flares, and wheels so it looks old, not like a flashy Kardashian-Starbucks grocery-getting thing,” says Tim Golden, whose Mastodon Motor Company in Denver sells about 60 older Gs per year. Two-door 463 diesels are also in demand.

Golden attributes the G-wagen’s ongoing popularity to its iconic design. “It’s kind of like a Rolex. It doesn’t matter if you have an older style or if you just went to the jewelry store and bought the newest one. You still have a Rolex,” Golden says. “And that’s a G-class. It’s a timeless piece.”

An all-new G-wagen is anticipated in 2019. Though it will be more pliant and more luxurious, don’t expect anything radical. “We have to be very careful with the modernization,” Mercedes’ Maurer says. “The most important thing is that you can recognize a G-class as a G-class.” Spy shots indicate a doe-eyed, slab-sided near-clone.

The wobbly, squabbling, minority Tory government—propped up by Northern Ireland’s DUP—has laid before MPs its first commencement order for the recently passed Digital Economy Act, in which it confirmed that an age checker system for access to porn sites will be brought in next spring.

“We have taken steps to implement the new age verification requirement for online pornography as part of our continuing work to make the Internet safer,” said digital minister Matt Hancock. “The new scheme is complex and will not be fully in place until April 2018, but today we are bringing into force powers to designate the regulator and powers to allow guidance to be issued.”

When quizzed by Ars, the Department for Digital, Culture, Media, and Sport (DCMS) declined to reveal more technical details about the system, opting instead to give us some notes it had already spoon fed to the Mail On Sunday. It also refused to comment on which third party will be developing and operating the government’s age verification system.
