Both Mr. B and Mr. X received deep brain stimulation (DBS), a procedure involving an implant that sends electric impulses to specific targets in the brain to alter neural activity. While brain implants aim to treat neural dysfunction, cases like these demonstrate that they may influence an individual’s perception of the world and behavior in undesired ways.

The southern Indian state of Tamil Nadu will now offer free cosmetic surgery, including breast implants, cleft lip surgeries and hand transplants to the poor. Authorities made the announcement Wednesday.

“We have been doing surgeries to reconstruct entire breasts or a part for cancer victims,” head of plastic surgery Dr V Ramadevi said, as cited by Times of India. “Now, we plan to do surgeries for those who want to increase or reduce their breast size. As a plastic surgeon I don’t judge women when they seek surgery. If they are fit I recommend.”

Funding for the cosmetic surgeries will initially be drawn from the department of health, but officials are seeking additional financing from the state health insurance provider, United India. The government-run Stanley Medical College in Chennai will handle all of the taxpayer-funded cosmetic operations.

“There is a psychological benefit. Many girls who have larger breasts don’t like to go out. There is no reason this surgery should be restricted from the poor,” Ramadevi added, according to The Guardian. The procedure will also be available to men.

Cosmetic surgery is a growing industry in India, as the population becomes wealthier overall. More than 390,000 procedures were carried out in 2010, rising to 420,000 in 2016, according to figures from the International Society of Aesthetic Plastic Surgery. 33,000 breast augmentations were carried out in India in 2016 compared with 50,600 in 2010. Controversial ‘limb-lengthening’ surgeries to artificially increase a person’s height have also grown in popularity.

Speaking on the merits of offering free cosmetic surgery to the poor, Health Minister C Vijaya Bhaskar says the move is ostensibly aimed at preventing people from turning to the black market, risking their lives and livelihoods in the process. “If we don’t offer [the procedure for free], they may opt for dangerous methods or take huge loans for it,” said Baskar. “Why should beauty treatment not be available to the poor?”

Tamil Nadu’s government is known for generous social programs, particularly under former Chief Minister Jayalalithaa, who introduced free food canteens and provided venues and jewellry for weddings. This latest move is not without its critics, however.

“[It] sounds populist, but it is not an ideal public health programme,” former public health director for the state, Dr S Elango, told the Times of India. “State funds are required for emerging non communicable diseases and communicable diseases. It’s sad that we are now focusing on beauty instead of life-saving surgeries.”

Europe’s biggest tech trade show, IFA, is taking place in Berlin this week and alongside the latest industry developments, tech companies also unveiled some eye-catching, though odd, innovations.

RT takes a look at some of the wackiest gadgets unveiled at the event.

1 Hair dryer hood

This bizarre looking helmet hair dryer is groundbreaking in allowing the user keep their hands free while the hood drys and styles their hair. On the down side, it still has to be plugged in…

The device comes with an ‘ionizing’ function that promises to leave hair smooth and shiny.

The Profi Care PC-HTH 3003 Hair dryer Hood also includes a round brush and a 1.8m cord, as well as a travel bag.

2 Implants to ‘upgrade humans’

Digiwell presented its range of smart implants which it describes as “the permanent fusion of the human body with technology.”

The implants can be inserted into an individual’s hand at home and act as a digital interface for the body. The company says the product would make house keys redundant.

3 Flying ‘selfie’ camera

The end may be nigh for the selfie stick if this device takes hold: the Airselfie, billed as a “revolutionary pocket-size flying camera” that will be the “future of selfies.”

It has a HD 5-megapixel-video camera which connects to your smartphone and weighs just 61 grams. The device can reach heights of 20 meters thanks to its turbo fan propellers.

4 The ‘communicative’ oven

Miele unveiled its “intelligent” Dialog oven that “communicates” with food while it’s cooking.

The appliance uses electromagnetic waves to monitor the texture of the food while cooking and adjusts accordingly, promising to provide excellent results every time. The perfect meal doesn’t come cheap, however. Dialog has an eye-watering retail price of €7,990.

5 Double chin eliminator

The Rio toner claims to banish double chins and tone the whole neck and chin area in just 60 seconds.

“Target tone the ‘double chin’ alone in just 60 seconds a day. Feel the effect after just one use and see the results in just a few days,” manufacturers claim.

The device uses advanced Electrical-Muscle-Stimulation to exercise the supporting muscles and increase circulation.

A recent spate of breast cancer diagnoses among women in Australia has been directly linked to cheap breast implants.

The country’s health regulators are examining a connection between the cheap textured devices and a growing number of cases of a rare blood cancer called anaplastic large cell carcinoma (ALCL).

The Herald Sun reports that 90 percent of women in Australia who have had a breast implant in the country have the type under investigation by regulators.

The Therapeutic Goods Administration (TGA) has reported 55 cases in which ACL has been diagnosed in women with breast implants. Among the 55, four women have died.

The number of diagnoses detected has been upwardly revised since last December.

“Australian specialist plastic surgeons have been at the forefront of research into this lymphoma,” Dr Mark Magnusson of the Australian Society of Plastic Surgeons said in a statement.

“(We) are working closely with the TGA [Therapeutic Goods Administration] to share information, including recent research identifying an increased risk of the disease.”

ALCL is a rare type of lymphoma that develops beside the breast implant and can take three to 14 years to develop.

The Australian Society of Plastic Surgeons say the most common symptom of the disease is a persistent swelling of the breast but a lump in the breast or armpit are other signs.
