New York City Mayor Eric Adams criticized the bussing of migrants as a "humanitarian crisis made by human hands" as the city looks for alternate ways to house the influx of asylum seekers from the southern border.
Republican leaders like Florida Gov. Ron DeSantis and Texas Gov. Greg Abbott, have flown and bused immigrants from the border to northern states as a political stunt. Since May, some 11,000 asylum seekers have entered New York's shelter system, including about 2,500 that were bused to the state from Texas, CNN reported.
"We should be clear that this is, as you stated, a humanitarian crisis created by human hands, and it is an all-hands-on-deck moment where we're all supposed to come together and coordinate," Adams told Jake Tapper on CNN's "State of the Union" on Sunday.
Adams has said the city shelter system is "nearing its breaking point" in its capacity and has begun to consider using cruise ships to house migrants.
"We're examining everything, from the legality of using any type of cruise ship for temporary housing. We're looking at everything to see how do we deal with this," Adams told CBS News last week.
—CNN (@CNN) September 18, 2022
On CNN on Sunday, Adams said it is an "all-hands-on-deck moment" and called on the federal government and Governors DeSantis and Abbott to "come together and coordinate."
"We should not be really treating other cities and municipalities in the manner that we're witnessing now," Adams said. "It is time for us to coordinate this humanitarian crisis that our country is facing."
Adams added that his office has tried to reach out to Gov. Abbott, but that his office has refused "to do any form of coordination."
Despite the concerns about capacity, Adams maintained "this is a right-to-shelter city, and we're going to fulfill our obligations." New York's right-to-shelter laws make it the only city in the country where asylum must be given to anyone who asks for it, per The New York Times. Last week, the Times reported that Adams suggested the system's "prior practices…must be reassessed," an idea that was swiftly dismissed by local state lawmakers.
On CNN, Adams said he is not considering changing the law.
"We're not considering and we don't believe we should change the right-to-shelter law. What needs to be looked at is the actual practices, because I'm sure, 40 years ago, when this law was put into place, no one thought that we would receive over 11,000 migrants or asylum seekers," Adams said.

For nearly a week, the Saudi-led coalition forces have been preparing to launch a large-scale offensive on Hodeidah, the fourth-largest city in Yemen, with a population of 400,000 people, in an effort to recapture the city’s port which currently serves as one of the remaining humanitarian lifelines in the war-stricken country. However, before cutting what they call the “vein that the Houthis are benefiting from,” the coalition decided to seek US support, the Wall Street Journal (WSJ) reported on Sunday.
According to anonymous US officials familiar with the issue, the United Arab Emirates approached Washington with the request. Secretary of State Mike Pompeo is now waiting for a “quick assessment” of the UAE’s plea, which seeks US intelligence capabilities, mainly drone overflights, to help a Saudi-led coalition retake Hodeidah. Washington’s potential involvement has excited a number of US officials and has left others worried about the potential consequences of such an operation. While the US is weighing its options, the UAE and Saudi Arabian officials have allegedly assured the US that they will stay clear of the port.
Recapturing Hodeidah and its port is crucial for Saudi Arabia. Over the course of the conflict, Riyadh has repeatedly tried to blockade the docks, claiming that the port is being used to smuggle arms for the Houthi rebels. Repeated calls from human rights groups and the UN have kept the port open, on and off, so that vital aid can be delivered to the country.
With an imminent threat hanging over the city now, numerous human rights groups warn that the battle to retake Hodeidah would spell humanitarian disaster.
“Given the grave humanitarian implications, if the attack goes ahead, we are calling on the parties to halt an attack,” Daniel Gorevan, a spokesman for the Norwegian Refugee Council, told RT. “Hodeidah is a very densely populated area, and our predictions are that up to 100,000 people are at a risk of displacement or being caught in the crossfire.”
“Hodeidah is essentially a lifeline for millions of struggling Yemenis. Twenty-two million people are in need of humanitarian assistance, and the goods and the fuel and the medicine that comes through Hodeidah is a lifeline for those people,” Gorevan added.
“It’s a densely-populated area where any military scenario will risk coming at a huge human cost,” Robert Mardini, Middle East regional director for the International Committee of the Red Cross (ICRC), told Reuters on Friday. “It remains a lifeline for the highlands where close to 70 percent of Yemenis live. It’s about the need to have commercial imports.”
Martin Griffiths, Special Envoy for Yemen has also warned that attacking the port city would put an end to any possible diplomatic solution to the crisis. “We are all very concerned about the possible humanitarian consequences of a battle for Hodeidah,” he said, according to WSJ.
Despite the calls by international groups to curb the fighting, the Saudi-led coalition launched more than 15 strikes on Hodeidah province on Sunday, Saba News Agency reported.
Amid fears of an imminent attack, foreign nationals have started to leave Hodeidah. “All foreign workers, over 200 of different nationalities, have left Hodeidah,” a local military official told the Chinese Xinhua news agency, on condition of anonymity. “The foreign workers, mostly from Arab and other countries, left Hodeidah for fear of their lives as they may be exploited or used as human shields by the Houthi rebels.”
As the battle draws near, Houthis vowed to continue resistance. “The West Coast will be a graveyard for the invaders and mercenaries, and a message to the whole world that the Yemeni people will not abandon their land, whatever the challenges,” Houthi Deputy Prime Minister for Services Affairs, Mahmoud al-Junaid, vowed on Sunday.
The Saudi-led coalition has been waging a brutal military campaign in Yemen since March 2015, trying to restore former president Abdu Rabbu Mansour Hadi to power. The three years of Saudi-led bombardment and blockade of Yemen has led to the near-collapse of the country. Some 22 million people, or 80 percent of the Yemeni population, are in need of humanitarian aid, while more than half of the country is left without basic medical services.

The United Kingdom’s deployment of the “humanitarian” card to justify its airstrikes on Syria has raised more than a few eyebrows, with opposition politicians, journalists and members of the public picking it apart on Twitter.
Speaking at the United Nations Security Council on Saturday, Britain’s UN ambassador, Karen Pierce, laid out the UK’s legal justification for their airstrikes on Syria. Pierce claimed that under international law the UK is allowed to take measures in order to “alleviate overwhelming humanitarian suffering.”
The UK government also published the legal position online. It says that three conditions have to be met to justify the intervention.
First, there has to be convincing evidence of extreme humanitarian distress on a large scale. Importantly, this must also be “generally accepted by the international community as a whole.”

It also must be objectively clear that there is “no practicable alternative” to the use of force if lives are to be saved. Finally, the use of force must be “necessary and proportionate” to the proposed relief of humanitarian suffering.
The news that the British government was citing humanitarian reasons for launching missiles sparked a flood of reaction on social media, with many people saying that it had not met any of the criteria it laid out.
First Minister of Scotland Nicola Sturgeon described the legal position as “thin” and said it is “not easy to see how [the] humanitarian crisis – the result of years of civil war – will be helped by air strikes.”
1. Legal position seems thin. In absence of UN resolution or self defence – the two clear cut legal grounds for attack – reliance is on averting humanitarian crisis. But not easy to see how humanitarian crisis – the result of years of civil war – will be helped by air strikes. https://t.co/dQk9oGLRhN
— Nicola Sturgeon (@NicolaSturgeon) April 14, 2018
Opposition leader Jeremy Corbyn also called the strikes “legally questionable.”
BBC political editor Laura Kuenssberg noted that the UK is one of the few countries that tries to use humanitarian arguments as a justification for military action. She added that most international lawyers don’t accept the contention.
1. Worth knowing that UK one of few countries that tries to use humanitarian arguments as justification for military action – most international lawyers don’t accept it, rightly or wrongly

Others called out Theresa May’s government and its US allies for claiming to be concerned with humanitarian suffering when and where it suited them, while showing blind indifference to suffering in other areas.
UK Gov’s legal advice justifies the airstrikes on the basis of “to alleviate overwhelming humanitarian suffering”.
Given the Tories didn’t give a shit about thousands of Syrians drowning in the Mediterranean over the past five years, I’m not buying this altruistic bullshit.
— Lindsay Bruce (@RogueCoder250) April 14, 2018
So, let me get this straight. We can drop bombs on people for “humanitarian” reasons but we can’t feed American citizens in still hurricane-ravaged Puerto Rico?
— Will Fischer (@will_c_fischer) April 14, 2018
If UK Gov were really concerned about “overwhelming humanitarian suffering”, why aren’t they agitating to intervene in Myanmar, Palestine or Yemen?
No, they’d rather sell these despotic regimes weapons. “Overwhelming humanitarian suffering”, aye right.
— Lindsay Bruce (@RogueCoder250) April 14, 2018
Russian President Vladimir Putin also thoroughly dismissed the “humanitarian” argument, saying the US-led coalition’s actions made the humanitarian catastrophe worse, caused pain for civilians, and damaged international relations.
Not only is this UK ‘legal position’ fundamentally flawed, it picks and chooses the apparent conditions that apply to the myth of humanitarian intervention – missing some key requirements the UK argued for in previous years. Making it up. #SyriaStrikeshttps://t.co/dMar1V5oDu

Humanitarian reasons? Absolute bollocks.
Where were the humanitarian reasons when she blocked Syrian refugees from entering the UK?
You’re fooling no one, Jane.

You’d have to be the worst kind of simpleton to believe that this latest push for war in Syria comes from a humanitarian desire to save Arab lives!!!! pic.twitter.com/k5Sx8UgNxX

Thousands of people in one of America’s richest cities live on sidewalks infested with flesh-eating bacteria and tuberculosis. A Redfish Media report looks at the chronic homelessness crisis in Los Angeles.
Homelessness in Los Angeles has increased 43 percent in just four years. Skid Row, the epicenter of homelessness in the City of Angels, is home to approximately 2,500 people who live on the streets in a 49 square block area. It is the biggest concentration of homeless people in the United States. Overall, a staggering 60,000 people live without shelter in LA county.
Reverend Andy Bales is the CEO of the Union Rescue mission, which provides shelter to 1,000 people on any given night. He told Redfish Media about the appalling conditions in Skid Row, which, according to the most recent Downtown Los Angeles Neighborhood Council action letter, is 80 restrooms shy of satisfying the minimum standards of a long-term refugee camp. It has nine permanent restrooms for 1,777 people, or one for every 197 homeless people, compared to the UN refugee camp standards of 20 per person.
Bales outlined just how dangerous this extreme lack of basic sanitation is. “I actually contracted three flesh-eating diseases E. coli, staph and strep from the sidewalks when I had a wound boot on and, after two years in a wheelchair I ended up losing my lower right leg. That is the condition of the health on Skid Row because of the shortage of restrooms. It really is a crisis.” Bales added that a certain strain of tuberculosis, which is not found anywhere else in the world, also thrives in the area.
The chronic conditions in Los Angeles and in other cities around America prompted the government to invite the UN’s special rapporteur on extreme poverty and human rights, Philip Alston, to carry out inspections last year.
In his damning report, Alston said: “The United States is alone among developed countries in insisting that while human rights are of fundamental importance, they do not include rights that guard against dying of hunger, dying from a lack of access to affordable healthcare, or growing up in a context of total deprivation.”
Alston concluded that the “the American dream is rapidly becoming the American illusion.” On Skid Row, the poverty and deprivation make it very hard for anyone to even believe in the illusion any more.

“143,194 people in total, including 105,857 civilians as well as 13,793 militants and 23,544 members of their families have left eastern Ghouta during humanitarian pauses,” Sergey Rudskoy, Deputy Chief of Russian General Staff, said at a news briefing on Friday.
The evacuation is being monitored by the UN and other aid agencies, and a live broadcast of escape routes is available on the Russian Defense Ministry’s website, it said. Russia’s Reconciliation Center is negotiating another evacuation from the town of Douma, one of the last remaining strongholds controlled by militants.
Meanwhile, life is returning to normal in villages and settlements in Ghouta province. Displaced persons are returning to “areas liberated from armed groups,” General Rudskoy said, adding that “some 40,000 people have returned to their homes.”
The returnees are receiving aid packages delivered by UN agencies and the Russian Reconciliation Center, he said, adding that the “arrival of three UN aid convoys, carrying 445 tons of food, medicine and basic necessities, was ensured since the first humanitarian pause took effect in the enclave.”
Daily humanitarian pauses in eastern Ghouta began on February 27 as part of the Syrian military’s and Russia’s efforts to help civilians leave the combat zone. The Russian military has repeatedly said that the militants are using civilians as human shields, targeting those who are trying to flee the terrorist enclave.

Syrian civilians are being evacuated from the Eastern Ghouta area near Damascus via humanitarian corridors set up by the Syrian Army and the Russian military. The Russian Defense Ministry is streaming live images from the scene.

On Sunday night, a group of 52 civilians, half of whom were children, managed to leave the embattled Damascus suburb with the assistance of the Russian Center for Reconciliation and the Syrian Army. They have been taken to a former driving school in the town of Adra, northeast of Damascus.
“Within two days they will be provided with all the necessary assistance, including medical help,” the spokesman for the reconciliation center, Major General Vladimir Zolotukhin, told reporters on Sunday.
Eastern Ghouta, a militant-held suburb of Damascus, has been the scene of intense fighting in the past month, with terrorists shelling civilian areas of Damascus and targeting those who are trying to flee the terrorist enclave.
“We lived in fear under the militants, there were very harsh conditions. They drove up food prices, introduced a strict regime – you could lose your head for the slightest fault,” a local who left the area told reporters, expressing gratitude for being taken out. He added that the area they had left, Misrabu, had been taken over by Syrian forces and the situation there had stabilized.
Civilians were able to leave after the Russian and Syrian militaries held talks with the armed groups controlling the area. The Russian Center for Reconciliation in Syria offered the militants and their families an opportunity to leave Eastern Ghouta with the guarantee of their safety in exchange for allowing the passage of civilians, according to Zolotukhin. Earlier this week, the first group of militants surrendered their arms and left the rebel-controlled Damascus suburb.
Previously, only two children managed to escape from Eastern Ghouta, as the militants constantly shelled and opened fire at people trying to flee and attacked humanitarian aid convoys. The Russian military has repeatedly said that the terrorists use locals as human shields and shelter in civilian infrastructure. Last week, the Russian Defense Ministry reported that the militants had imposed a curfew in the area to prevent locals from escaping and punished people in public for violation of the rule.

Mukendi and her children — her husband is still in Congo — are among an estimated 10,000 Congolese refugees currently at the Kenani transit center in Nchelenge District, Luapula Province, in northern Zambia. And they’re just a subset of the more than 27,300 Congolese refugees in Zambia, almost half the total number of 60,606 from the DRC seeking asylum in neighboring nations, according to the Office of the United Nations High Commissioner for Refugees (UNHCR). Many more are still trekking into Zambia daily to escape the rising turmoil in the Central African state.
My heart breaks every time [my son] gets ill.
Kabongo Mukendi, a Congolese refugee in Zambia
Taking in refugees isn’t new for Zambia. But a sharp uptick in refugees — 5,761 Congolese crossed the border in 2017 — is coinciding with concerns over corruption in the use of foreign aid, leaving Zambia, a country that has largely escaped the postcolonial war and bloodshed of many of its neighbors, on the precipice of a humanitarian crisis of its own. Local and international aid agencies such as the Zambia Red Cross Society, the UNHCR and the International Organization for Migration are securing more land, tents and other logistics to accommodate incoming refugees. But Zambia’s ability to support the refugees is being challenged by other cutbacks in aid. Sweden and Finland halted payments to a Zambian farmers’ collective in 2016 amid corruption allegations. And the U.K.’s Department for International Development (DFID) recently reported three nonprofits to the Zambia police and the country’s Drug Enforcement Commission following an audit showing that these organizations had misappropriated the agency’s aid meant for monitoring the 2016 general election — even as Zambia’s government is appealing for still greater financial assistance.
At the Kenani camp, Mukendi’s struggle is mirroring this crunch. She says she can barely put a decent meal on the table for her children. And her son, Jordan, had to drop out of school and find a job to help her meet expenses.
“My heart breaks every time he gets ill,” she says, barely holding back her tears. “He’s only 13 years old.”

As with Mukendi, the majority of the refugee families are households headed by women, who have exhausted their savings and other assets. Life is a constant mix of fear, anxiety and hope for a better future. According to reports by some aid workers, 60 percent of those arriving in Zambia are children and show signs of malnutrition, malaria, respiratory problems, dysentery and skin infections.
But the fears for Zambia are deeper. An outbreak of Ebola in Congo in 2017 has led to worries of a transmission of that disease to Zambia through the refugees. World Health Organization reports show that a staggering 560 people have died from cholera, Ebola and other related diseases in recent months in Congo. This has prompted the U.N. health agency to contribute $ 400,000 to assist in fighting the escalating pandemics rife in Goma and Kinshasa. Any transmission of the disease into Zambia could prove catastrophic for already overwhelmed humanitarian agencies, which are scouring for medicine, food and shelter, among other needs, amid fears that casualties could increase. Cholera is already rampant in Zambia.
“We have over 200 families, mainly malnourished children and pregnant women as well as men who are yet to be accommodated in our camps, but we don’t have enough logistics to meet the growing needs of more food and medicines to cater for everyone,” UNHCR spokeswoman Mirriam Malunga said in a recent media statement.
Zambia’s home affairs minister, Stephen Kampyongo, recently called on all warring parties in the DRC to resolve their differences, telling journalists that Zambia was receiving on average 100 to 150 refugees daily. During the U.N. General Assembly in New York last September, Zambia’s president, Edgar Lungu, appealed for humanitarian assistance from the international community to help the refugees.
Getting that aid amid the swirl of corruption allegations is proving difficult. The UNHCR has so far received only $ 13.6 million — less than a quarter of the aid amount it needs — to support Zambia’s growing crisis.
Some countries are stepping up. Germany has pledged to contribute more than $ 800,000 toward the UNHCR response in Zambia and Angola — another major recipient of refugees — in 2018. German Ambassador to Zambia Achim Burkart cited the “common experience of welcoming refugees fleeing from conflict” that Germany and Zambia share while he announced the aid. His embassy has also donated assorted items worth $ 60,000 to the Congolese asylum seekers at the Kenani transit center, making the German government one of the first bilateral partners to respond to the calls for assistance.
That aid is important, but Zambia and Congolese refugees like Mukendi will likely need more to ride out the crisis. “I wake up every day telling myself that this is a temporary situation and that things will get better soon,” Mukendi says. “I hope so.”

“The humanitarian, social and economic situation in Eastern Ghouta is deliberately exacerbated by the leaders of the al-Islam, Failak Ar-Rahman and Jabhat al-Nusra illegal armed groups,” Maj. Gen. Yuri Yevtushenko said on Saturday. “All attempts by the government of the Syrian Arab Republic to provide assistance to civilians in the Eastern Ghouta region are blocked by militants.”
The Russian Center for Reconciliation in Syria specifically noted that Jeyish al-Islam militants continue to terrorize the local population and prevent civilians from leaving the militant-controlled areas by blocking a humanitarian corridor near Muhayam al-Waffedin.
Over the last 24 hours, the militants in control of the suburb of East Ghouta detonated 27 mines and fired two missiles into residential areas of Damascus. One of the rockets hit a house in Rukn ad-Din district of the Syrian capital. “There is significant destruction and casualties among civilians,” Yevtushenko said. “Over 24 hours, a total of four civilians were killed and 51 more were injured.”
The Russian military accused the terrorists of deliberately subverting the negotiation progress and attempting to provoke government forces to respond.
On Saturday the UN Security Council unanimously adopted a resolution proposing a 30-day humanitarian ceasefire in Syria. The ceasefire does not apply to members of the Islamic State, Al Nusrah or any other terrorist organizations. While voting for the resolution, Russia reiterated its earlier accusations that the West was conducting a “propaganda campaign” against the government forces in Eastern Ghouta. The Damascus suburb has recently been described by Western media outlets as the scene of a government-led massacre, while the atrocities committed by various jihadist groups in the area are deliberately omitted.
