Russian President Vladimir Putin, right, and Indian Prime Minister Narendra Modi pose for a photo shaking hands prior to their talks on the sidelines of the Shanghai Cooperation Organisation (SCO) summit in Samarkand, Uzbekistan, Friday, Sept. 16, 2022.

  • Some of Putin's global partners expressed concerns about his war in Ukraine last week.
  • Days later, Putin escalated the war by announcing military mobilization and threatening nuclear warfare.
  • A Russia expert told Insider Putin may have acted out of fear of straining relationships with nations like China and India.

Russian President Vladimir Putin escalated his unprovoked war on Ukraine this week, just days after some of his supposed partners publicly expressed doubt over it — and the events may well be related.

Since invading Ukraine in February, Russia has been shunned by much of the world and faced crippling sanctions from the West. But as Russia grew more isolated, some nations have either stood by Putin or avoided directly condemning him.

Both China and India have been powerful partners of Russia throughout the war, declining to institute sanctions and continuing to purchase the country's energy products. However, leaders of both countries recently took the rare step of speaking against the war.

During a meeting with Chinese President Xi Jinping in Uzbekistan on September 15, Putin acknowledged Xi had "questions and concerns" regarding the war. The following day, Indian Prime Minister Narendra Modi criticized the war during a face-to-face meeting with Putin.

"I know that today's era is not an era of war, and I have spoken to you on the phone about this," Modi told Putin, Reuters reported.

Putin responded: "I know about your position on the conflict in Ukraine, and I know about your concerns. We want all of this to end as soon as possible."

Less than a week later, on Wednesday, Putin said he was calling up 300,000 reservists to join the fight, something he had avoided doing for fear of backlash among the Russian people. The announcement, in which he also threatened to use nuclear weapons, came after the Ukrainian military made major gains in recent weeks.

Experts told Insider it would be weeks or months before the mobilized troops are trained, equipped, and deployed. They also said Putin's decision to take this step now showed how poorly the war was going for Russia and how desperate the Russian leader was to turn the tide.

"That Putin would do this shows how badly he feels the need right now to change the momentum, which has been all in Ukraine's favor," Daniel Treisman, a professor at the University of California, Los Angeles, whose work focuses on Russian politics and economics, told Insider.

In addition to fearing another potential counteroffensive by Ukraine, Putin was likely also driven by Xi's and Modi's concerns — and his fear of losing key partners — according to Robert English, a professor at the University of Southern California who studies Russia, the Soviet Union, and Eastern Europe.

"The evidence of criticism of allies like China or neutral states like India clearly put more pressure on him," English told Insider. He added that leaders of those nations seem to have told Putin they did not approve of the situation in Ukraine because it was harming their reputations on the world stage and costing them economically and politically.

English said what he suspects Putin heard was: "'Find some way to settle this quick, to wind this war down, because we will not remain at your side for another six months of this brutality.'"

"He heard a message like that, so he's trying to up the ante," English said. "He's trying to change the military balance the best way he can."

If Putin has mobilized troops in an effort to end the war as quickly as possible, as he assured Modi he would seek to do, it's not at all clear if it will be successful.

"It's an unsatisfactory and inadequate response to the motivation, manpower, and materiel on the Ukrainian side," English said, explaining that military aide and intelligence from the West has given Ukraine an advantage on the battlefield. "It's not going to do the job."

There are some critical RSVPs — and seemingly some MIA characters? — in the first photos from the climax of DC’s Stargirl‘s Season 1 finale.

The two-part finale kicks off with “Stars & S.T.R.I.P.E. Part One” (streaming Monday, Aug. 3 on DC Universe, then airing Tuesday, Aug. 4 on The CW), in which Courtney (played by Brec Bassinger), Pat (Luke Wilson) and the team regroup to figure out their next steps, all with the ISA hot on their trail. Meanwhile, Rick (Cameron Gellman) makes a breakthrough, and the team prepares for a showdown with the ISA.

Then in “Stars & S.T.R.I.P.E. Part Two” (streaming Aug. 10 on DC Universe, airing Aug. 11 on The CW), as the Injustice Society of America comes one step closer to accomplishing their mission, Courtney and the JSA face off with Icicle and the villains of the ISA.

Specifically, the photos below show Stargirl, Wild Cat, Hourman, S.T.R.I.P.E. and an Excalibur-wielding Justin (Mark Ashworth) facing off against Icicle (Neil Jackson), Sportsmaster (Neil Hopkins), Dragon King (Nelson Lee) and Tigress (Joy Osmanski).

Where are Beth/Dr. Mid-Nite (Anjelika Washington) and Brainwave (Christopher James Baker), to name but two heretofore key players from each side? (Maybe the former is tucked away somewhere safe with “Chuck,” running comms?) We shall see!

As Luke Wilson, who plays Pat, recently told TVLine of the already-renewed superhero series’ freshman finale, “I think you’re going to learn a lot more about the Injustice Society’s plan — not just for Blue Valley, but for world domination. And there’s an epic battle at the end.

“In the best way, it’s a mixture of a big finale and also some closure,” he said, “but when you look at the overall picture, there’s still major turmoil underneath the surface.”

‘Soft’ robotic hand runs on air pressure and AI https://briefnews.eu/soft-robotic-hand-runs-on-air-pressure-and-ai/ https://briefnews.eu/soft-robotic-hand-runs-on-air-pressure-and-ai/#respond Fri, 01 Mar 2019 00:30:56 +0000 http://briefnews.eu/soft-robotic-hand-runs-on-air-pressure-and-ai/

We’ve seen examples of robots mimicking humans, but now we’re seeing robots that can autonomously teach themselves how to handle objects. Festo has developed a flexible robotic hand that uses artificial intelligence to deduce how to manipulate an item with its fingers. Such self-learning technology should prove vital towards building robots that can learn to execute tasks by themselves in the workplace, at home and pretty much anywhere.

The BionicSoftHand determines how to perform tasks through trial and error, but without a tedious, time-sapping manual process. Once engineers give the robot an objective, 3D cameras and depth sensors create a virtual copy of an object. The hand’s AI then runs myriad simulations to help it quickly figure out what to do. In a demo video, the robot determines how to roll a dodecahedron between its fingers without dropping it. Without AI, it could take months for the robot to learn how to do so.

AI is only one part of the project. The robot has a soft hand, which means it can interact safely with humans.

The fingers are made from 3D textile-knitted fabric (using elastic and high-strength fibers), with tactile sensors and a flexible circuit board. There are bellows inside to move the joints as they fill and empty with air. Pneumatic swivels at the base of the thumb and index fingers allow them to move from side to side, while there are two dozen proportional piezo valves in what’s essentially the wrist to make the whole thing work. Festo says the construction of the hand allows it to have 12 degrees of freedom, allowing it to manipulate objects with dexterity.

We’re likely a while away from seeing this tech in factories and classrooms. Machine learning means it will improve over time and, as both AI and the hardware advances, robots like BionicSoftHand should figure out how to handle even more nimble tasks with autonomy.

Hand luggage: Always pack this one item in your baggage to beat Ryanair’s strict rules https://briefnews.eu/hand-luggage-always-pack-this-one-item-in-your-baggage-to-beat-ryanairs-strict-rules/ https://briefnews.eu/hand-luggage-always-pack-this-one-item-in-your-baggage-to-beat-ryanairs-strict-rules/#respond Sat, 02 Feb 2019 11:50:31 +0000 http://briefnews.eu/hand-luggage-always-pack-this-one-item-in-your-baggage-to-beat-ryanairs-strict-rules/

Flights with stringent hand luggage rules can be highly frustrating for holidaymakers – and Ryanair in particular has made its rules even more restrictive. Strict regulations mean careful planning is required when packing cabin bags. The key is to pack as lightly as possible and to take items that will prove highly versatile. Travel expert Adam Ewart, CEO of luggage delivery business Send My Bag, has revealed one key piece of luggage you should pack.

It’s important the clothing you’re taking on holiday is both versatile and low maintenance. This is crucial if packing light.

One very useful item – especially if you’re going to a warm destination – is a sarong.

“A sarong is great for a hot day but can also be used as a changing room at the beach,” Adam told Express.co.uk.

Further uses include: “A tablecloth for a picnic, a scarf if you’re chilly, a makeshift satchel for your souvenirs, a pillow when you’re weary, a head scarf to protect you from the sun… the list goes on. Be inventive and pack multiple-use items.”

The fabric of your clothing could make all the difference when packing for a budget airline flight.

“Consider the fabric of the clothing you’re taking and factor in its quality, thickness, weight, and texture,” Adam said.

“Try and whittle your selection down where possible to clothing that is durable, light, and isn’t bulky.

“Synthetic materials are often better than cotton because they’re lighter, smaller and they dry faster.”

In a further bid to be versatile, make sure you take clothes that go with each other.

“Think carefully about the different colours of clothing you’re taking with you,” Adam advised.

“Choose options which are compatible with a number of other colours, reducing the number of clothes you will need to bring along and increasing the variety of outfits you can make. The extra 10 minutes of outfit planning is always worth it.”

The way you physically pack the items you’re taking in your bag will also make all the difference.

“Rolling your clothes (not folding!) is a great way to maximise the space in your bag,” said Adam.

“Use the same principle with your socks and underwear and then tuck them inside your shoes. These techniques will save you space in the rest of your bag.”

A very useful packing technique has been revealed by Bag company Trakkle. The method is called the ‘overnight burrito’ as it sees the traveller tightly packing enough stuff needed for one night in a nifty burrito style.

In the video, the demonstrator successfully packs a T-shirt, underwear, a pair of socks, a charger and a toothbrush.

Ryanair: How much hand luggage can you take with you now? https://briefnews.eu/ryanair-how-much-hand-luggage-can-you-take-with-you-now/ https://briefnews.eu/ryanair-how-much-hand-luggage-can-you-take-with-you-now/#respond Mon, 28 Jan 2019 04:34:34 +0000 http://briefnews.eu/ryanair-how-much-hand-luggage-can-you-take-with-you-now/

Ryanair changed their hand luggage rules in November 2018 and severely cut the volume of baggage passengers can bring on board. The amount you can bring on board all depends on how much you are willing to pay. According to the Ryanair website: “All passengers are entitled to bring one small personal bag on board.” It “must fit under the seat in front of you (40cm x 20cm x 25cm). Examples include a handbag, laptop bag and small backpack.”

This means the overall volume permitted for free has dropped by almost two-thirds from 58 litres to 20 litres.

However, no matter what passengers pay, they will always be entitled to this small personal bag.

If travellers want to bring more luggage they will need to pay for priority boarding. or purchase a plus, flexi or family ticket.

“Passengers who have purchased “Priority & 2 Cabin Bags” or Plus/Flexi/Family ticket or connecting flight ticket can bring one additional 10kg bag on board,” states the Ryanair website.

This “must fit into the baggage sizer (not exceeding 10kg and dimensions 55cm x 40cm x 20cm).”

However, the prices offered by the Ryanair website can be misleading on certain flights.

According to the Ryanair site, “Priority & 2 Cabin Bags” will cost “from £6” but when Express.co.uk went through the booking process for a flight from London Luton to Dublin, it actually cost £10.

A similar subtle price hike can also be seen on the third luggage offering by the airline.

This is for non-priority customers who wish to bring a second larger wheelie bag.

This can weigh no more than 10kg and must be checked-in at the airport bag drop desk prior to entering security.

The Ryanair site claims this nag will cost “from £8,” but when Express.co.uk went through the booking process, it cost £12.

Ryanair appears to explain this discrepancy with the alert “Pricing for these products will vary depending on availability.”

In line with this, return flights from Dublin to Luton, offered priority bags for just £6.

The airline has cautioned that passengers who bring a small bag to the gate which is too big to fit under the seat in front will be charged a fee of £25.

The same will apply if travellers attempt to bring an unpaid-for second bag to the gate.

Ryanair insists the new changes are to improve timekeeping rather than make more money.

Ryanair subtly INCREASES its hand luggage fees again – how much does a bag cost now? https://briefnews.eu/ryanair-subtly-increases-its-hand-luggage-fees-again-how-much-does-a-bag-cost-now/ https://briefnews.eu/ryanair-subtly-increases-its-hand-luggage-fees-again-how-much-does-a-bag-cost-now/#comments Fri, 11 Jan 2019 22:18:56 +0000 http://briefnews.eu/ryanair-subtly-increases-its-hand-luggage-fees-again-how-much-does-a-bag-cost-now/

Ryanair appears to have upped its hand luggage fees. The price hike comes after the Irish airline introduced strict rules in November 2018. Under the new policy, only a small handbag or laptop-size bag will be allowed onboard. It has to measure no more than 40cm x 20cm x 25cm to be allowed in the cabin for free. Previously, passengers who wanted to bring more luggage had to pay £6 extra to benefit from priority boarding, which they could bring both a small bag and a larger bag for the overhead locker.

Ryanair travellers could also pay to take a suitcase on board that measured no more than 55cm x 40cm x 20cm. It couldn’t more than 10kg and would be left at the airport drop desk.

Previously this check-in bag cost £8 during booking or £10 after booking.

However, passengers booking now will find, after going through the flight selection process, that priority boarding has increased by £2 to £8.

Meanwhile, the extra 10kg suitcase will now cost £10 during booking.

These new sums can only be seen once flights have been selected. Ryanair’s cabin bag policy page continues to show the prices of ‘From £6’ for priority and ‘From £8’ for the 10kg bag.

There has been no official announcement regarding these increased fees. Express.co.uk has contacted Ryanair for comment on the price hike but at the time of writing had received no response.

The upped charges are likely to cause further annoyance among passengers. Following the introduction of the new rules in November, social media was flooded with complaints about airport queues.

Many Ryanair passengers uploaded photos of the long queues they were experiencing at the airport.

One passenger tweeted: “Ryanair how can you advertise as priority boarding when over half the plane have so-called ‘priority’?”

Another wrote: “As expected, Ryanair’s new policy that you must purchase Priority to get your small bag in the cabin = everyone books Priority.”

“Expect this to become the new ‘normal’ and something else to be removed for additional purchase. Successful but relentlessly irritating business plan.”

Some have said they’d like their money back as paying for priority means very little.

“I paid priority boarding but looks like it’s not priority. How do I have my money back?” one person tweeted, along with a picture of people queueing.

The airline has cautioned that passengers who bring a small bag to the gate which is too big to fit under the seat in front will be charged a fee of £25.

The same will apply if travellers attempt to bring an unpaid-for second bag to the gate.

Ryanair previously insisted the new changes are to improve timekeeping rather than make more money.

The airline intends to streamline the process by eliminating the need to take cabin bags off passengers at the departure gate and check them into the hold.

Ryanair’s Chief Marketing Officer Kenny Jacobs said last year: “This new lower cost €8 x 10kg checked bag means that checked bag income will probably decline as we deliver more savings to Ryanair customers.

“Up to 50 per cent of customers will continue to bring two free carry-on bags as they travel on Priority Boarding and this new policy will speed up the boarding and cut flight delays.”

Hand luggage: Always pack this one simple item in your bag to help you sleep on a plane https://briefnews.eu/hand-luggage-always-pack-this-one-simple-item-in-your-bag-to-help-you-sleep-on-a-plane/ https://briefnews.eu/hand-luggage-always-pack-this-one-simple-item-in-your-bag-to-help-you-sleep-on-a-plane/#respond Thu, 10 Jan 2019 08:08:23 +0000 http://briefnews.eu/hand-luggage-always-pack-this-one-simple-item-in-your-bag-to-help-you-sleep-on-a-plane/

Flights for many plane passengers are a chance to catch up on sleep ahead of a holiday. But with so many noises and distractions going on in the cabin, slumber can often be hard to come by. However, by packing one simple thing in your hand luggage you might be able to fall asleep more easily. Staying warm helps people go to sleep – but this is often hard to achieve in an aircraft.

Consequently, it can be a good idea to pack a pair of extra cosy socks to help keep you warm.

“With the harsh air-conditioning on planes, it can sometimes be difficult to stay warm during your flight, so it’s important to pack some comfy and thick socks in your hand-luggage,” said sleep expert Neil Robinson from bed brand Sealy UK.

“Having warm feet helps you to drift off faster, as well as have a less restless sleep,” he added.

For the full, high-quality sleep experience, it’s worth packing two other items in your hand luggage, too.

Firstly, Neil recommends bringing an eye mask. It may not be the most sociable move if travelling with others but it will help block out unnecessary light.

“Planes are full of bright lights – from the overhead reading lights to the blue light emitted by the TV screens – which can have a negative impact on our slumber,” explained Neil.

“When we witness a light form, it stimulates a nerve pathway from the eye to the brain this stops us from feeling tired, making it harder to drift off.

“Wearing an eye mask will help to block out these lights and help you to fall asleep and stay asleep.”

Secondly, passengers are advised to pack ear plugs to fully switch off from the plane’s distractions.

“With everything from screaming children, pilot announcements and coughing passengers, there are lots of noises that can keep you from getting that all-important shut-eye,” said Neil.

“Ear plugs can help to muffle this and turn it into soothing ‘white noise.'”

Neil also recommends steering clear of any technology before you try and get some sleep.

He explained: “While it may be tempting to watch a film or read on your tablet during the flight, the blue light emitted from the screens impacts our levels of melatonin, the sleep-inducing hormone.

“By avoiding technology for a minimum of 30 minutes before you’re planning to get some kip, you can help ensure a better quality sleep.”

A flight attendant has also recommended bringing a pen or pencil in your hand luggage for a flight.

She told Readers Digest: “If you’re travelling overseas, do yourself a favour and bring a pen. You would not believe how many people travel without one, and you need one to fill out the immigration forms. I carry some, but I can’t carry 200.”

People who forget to pack one could find themselves frantically asking other passengers or delayed at the airport when they haven’t filled in their form.

ROSEVILLE, Calif.—I don’t know about you, but I marvel that, with a tiny device in my pocket, I can instantly hear the voice of any of my loved ones, any time, essentially for free.

Of course, this wasn’t always the case. I’m old enough (nearly 37!) to remember when the phone would ring from overseas relatives and my parents would remind us to hurry to the phone: IT’S LONG DISTANCE! And yes, my parents used to pick up the phone and disrupt my dial-up Internet escapades.

But our contemporary landscape, replete with theoretically smart handputers, has an amazing past that extends well beyond my lifetime.
