“We have the strategic patience and what we’re going to do is to just press the British government, because they have to give a reply not only to us but also to the British people,” Russian Ambassador to the UK Alexander Yakovenko told RT in an exclusive interview.

The UK government has started answering some of the questions, but the pace is still very slow and the major ones remain unanswered. The scandal erupted in early March, when former double agent Sergei Skripal and his daughter, Yulia, were found in critical condition in the town of Salisbury. Top UK officials pinned the blame on Moscow, but they are yet to release evidence to back up the accusations.

“We’re working every day, so we’re asking more and more questions. The government has started answering these questions, but very very, let’s say, in a shrink way, but still we’re trying to involve them in this process,” Yakovenko said. “But what seriously matters, is that why the government is doing this? Why are they declining all our requests? Why have they classified all the information?”

The Russian position on the case remains unchanged, Yakovenko stressed. Moscow believes that the whole Skripal scandal was a “huge” false flag operation, “but we have to prove it.” While the UK government is likely to have a “political motivation” for blaming Russia, the diplomat said, it’s too early to draw definitive conclusions. For now, finding out the truth behind what really happened is key.

The political “motivation” might actually take its roots in Brexit, as the UK seeks “its place under the sun” in the new reality, Yakovenko said.

“If you read the national security strategy, you will find that Russia in this strategy, and this is an official document of the British government, Russia is the enemy number one to Britain. So this is written in the paper,” the diplomat stated. “Theresa May, in her famous banquet speech, announced that Britain will take a lead in the deterrence of Russia. In order to follow this policy, you have to have the support of the people. That’s why all the media campaigns are basically targeted to the people in order to prove that Russia is an evil and to support the allegations of the British government.”

Inconsistencies in the case, the media offensive, and the lack of solid evidence, however, have raised questions among the British people themselves and put the government’s reputation at stake, Yakovenko said. This, in turn, defeats the stated purpose of the UK becoming the main “deterrent” of Russia.

“Without the support of the people, it’s very difficult to do that. What we see today, the people don’t believe the government, they put a lot of questions, and if you read the social media they are asking why the government is pursuing such a policy. In order to get the goal, you have to press more and more. That’s why you hear all these stories, all these fake news,” Yakovenko said.

“I think that at the stake they have their reputation, because the people are asking more and more questions: Who’s running the country? Is Britain committed to international obligations? So the reputation of the country, the reputation of the government is at stake, and I believe this is quite a strong motivation for the British.”

The National Immigration Law Center (NILC) issued a press release Friday, announcing that attorneys representing Juan Manuel Montes, who they claim is the first and only known immigrant with protections under Deferred Action for Childhood Arrivals (DACA) to be illegally deported under President Donald Trump, has filed new declarations from people on both sides of the border that refute the government’s account of what happened.

NILC claims that Montes was visiting his girlfriend in the border town of Calexico, California, on February 18, when he was stopped by immigration officers who asked for his identification. They say Montes was not carrying his wallet, which contained his state identification card and federal work permit, and US Border Patrol agents took him to a local station.

At the station, the agents asked him to sign papers and made him wait for several hours. Then, without any legal counsel, they forced him over the border to Mexico in the middle of the night, the NILC claims.

“Juan Manuel was ripped from his family and community in the dead of night without a chance to even say goodbye, collect his belongings, or find a safe place to stay,” said Nora Preciado, an attorney with the National Immigration Law Center. “He and his mother have suffered enormous emotional trauma, as has the rest of his family. The court can and should bring him back home.”

On the other side of the border, Montes, who had been in the US since he was nine years old, wandered the streets of Mexicali until he was robbed at knifepoint and beaten by two men, his lawyers said. He eventually attempted to jump the border fence, but he was caught by US Customs and Border Protection (CBP) agents, who deported him again.

After being deported, Montes asked for the paperwork related to his incident. The Department of Homeland Security (DHS) claimed there were not any records of Montes being deported that night. However, CBP did have records of apprehending him as he attempted to cross back over the border.

In March, Montes filed a Freedom of Information Act (FOIA) request with CBP, the US Citizenship and Immigration Services, and the Calexico Port of Entry, asking for all records of his interactions with the agencies.

When they didn’t respond, Montes sued the federal government in April.

At first, DHS claimed that Motes’ DACA status had expired in 2015. They later revised their statement, saying that his status was active, but it had been revoked when he voluntarily crossed the border. However, Montes’ attorneys say he only left the country because he was deported.

“The government initially denied that Juan Manuel had DACA, but that was false. The government then proclaimed that Juan Manuel left the country of his own volition, but that too defies the facts,” said Monica Almadani, an attorney representing Montes with Covington and Burling, according to the press release from NILC. “As demonstrated by our filing today, Juan Manuel was unlawfully expelled from the United States, and the government must bring him back.”

In several declarations filed Friday, the last people to see Montes before he was deported gave statements of what happened that night, which corroborate Montes’ statements that immigration agents forced him across the border against his will.

Danielle Jimenez, a friend of Montes, said that he left her house after having dinner at around 10:00pm, adding that they never spoke about going to Mexico.

“Juan said he was going home when he left my house,” Jimenez said in a statement. “I told him to text me when he got home, because I wanted to make sure he was safe. I texted him a few times that night, but got no response.”

Leslie Ramirez, an acquaintance of Montes’ from Mexicali, said that she received several calls from Montes that night. When she finally picked up the phone, Montes told her he was in Mexico. When Ramirez met him, she said he was “holding back tears.”

“Juan Manuel told me that he didn’t understand why he had been kicked out and didn’t know what to do,” Ramirez said in a statement.

She was shocked that Montes was in Mexico since he told her he was a DACA recipient and always described Mexicali as a “crime-ridden, dangerous place” adding that “he had no interest in visiting.”

In his own statement, Montes said he was approached by a federal officer after he left Jimenez’s house. When the officer asked him for his identification, Montes said he left it in his friend’s car.

Montes said he was handcuffed and taken to the border station and questioned with other undocumented immigrants before being driven across the border at approximately 1:00am.

“I could tell that was the way to Mexicali,” Montes said. “I didn’t think I had a choice. I knew he was kicking me out of the country, but I didn’t know why.”

Gil Kerlikowske, who served as the commissioner of Customs and Border Protection under Obama, provided a statement that refuted the DHS claim that Montes could not have been deported in the middle of the night, because there is an agreement between US and Mexico, where immigrants can only be deported between 6:00am and 10:00pm.

Kerlikowske said that he “would not be surprised that repatriation in violation of the arrangements continued to exist.” He also added that CBP agents “would have been trained on how to identify a DACA recipient in their custody.”

Montes’ mother also provided a statement under a redacted name. She described how she waited up all night, trying to call her son. When he finally reached her and told her he had been deported, she said it “felt like someone had thrown a bucket of cold water on me.”

“I was in shock,” she said. “I did not understand how my son, who has permission to be here through DACA, could be deported so easily. It did not make any sense, and I felt it was very unfair. This is not part of the America I knew and believed in.”

Since he was deported, Montes has been living with relatives in Mexico.

President Trump’s first budget request landed with a thud in Washington last week, causing hand-wringing over the future of the National Endowment for the Arts, Meals on Wheels, climate change research and foreign aid. One of the motivations behind all the proposed cuts? To solve a math problem: Add $ 54 billion to the Pentagon budget while subtracting the same amount from spending.

But what if that money were already there for the taking, and Big Bird and biomass breakthroughs could be spared? Perhaps it could be. According to a U.S. House analysis last year, the federal government issued nearly

$ 600 billion in improper payments over a five-year span.

Before you get too excited about these lost pots of gold, know that “improper payment” does not necessarily mean loss. It designates underpayments as well as overpayments and payments to the wrong recipient and even payments that are misused. Still, the analysis, which uses data provided by agencies and was led by Rep. Jason Chaffetz (R-Utah), suggests some serious problems: government glitches, vendor fraud, rubber-stamping. It pegs Department of Health and Human Services as the worst offender, with $ 363 billion of improper payments from 2011 to 2015 — stemming mostly from Medicare and Medicaid. The Department of Veterans Affairs reported stunning error rates above 50 percent for two of its health care programs.

And there will be pennies from heaven.

Any hope of recouping those taxpayer funds? Definitely, according to consultant Elvis Oxley, who represents a group of companies called Recovery Audit Contractors. Working on a 15 to 20 percent commission, RAC unleashes proprietary software on an agency’s payment system to identify possible mispayments: identical amounts to the same vendor for work performed on the same day, an invoice number used twice, a fictitious ZIP code. After humans review the machine-flagged payments, the recipient gets a letter requesting more verification — or a check made out to Uncle Sam. The government can twist arms further as necessary.

RAC companies have clawed back Medicare payments on a limited basis for a few years. Now Oxley is trying to convince the White House’s Office of Management and Budget to bring the contractors in to audit each agency. “And there will be pennies from heaven,” he says. (OMB did not respond to a request for comment.)

If agencies can wring billions of savings over multiple years to satisfy the Trump administration’s cutting requests, they can spare the programs they care about. But most of the potential savings come from programs that, like Medicare, aren’t on the chopping block. The Department of Transportation identified a 0.81 percent payment error rate in 2015. Trump wants to cut the agency’s budget by 13 percent.

And the numbers can be misleading by adding in when the government didn’t pay enough. School lunches and breakfasts have high error rates, but nearly one-third of their errors in a 2012–13 analysis were underpayments. “It is important to keep in mind that not all improper payments are fraudulent or represent a loss to the government,” Obama administration OMB controller David Mader told Congress last year. He pointed out that paperwork errors are factored in, even if the payment is later found to be on the up-and-up. Overall, the government’s estimated error rate is under 5 percent.

And yet, the House report’s $ 600 billion figure might even be low: Several agencies are slacking on reporting their flubs to Congress, and the Department of Defense’s inspector general found the Pentagon’s error estimates “unreliable.” There can be internal inertia against a painful process. “Nobody really likes to be told they were wrong or inefficient or, in the worst-case scenario, culpable in fraud,” Oxley says. Congress isn’t going to approve Trump’s budget request outright, but it sent a clear message to agencies to pinch their pennies. Here’s a start.
