REUTERS/Scott Audette
Sen. Kirsten Gillibrand has spent her career being underestimated.
The New York Post once called her Sen. Chuck Schumer’s “hapless little poodle.” Sen. Joe Lieberman has described her as “adorably persistent.” Former New York City Mayor Michael Bloomberg refused to meet with her for months after she was appointed to fill Hillary Clinton’s vacated Senate seat in 2009. And her former colleagues in the US House would call her “Tracy Flick,” an unflattering reference to Reese Witherspoon’s ruthless, overly-eager character in “Election.”
So when President Donald Trump attacked Gillibrand on Twitter in early December, calling her a “lightweight” who “would do anything” for campaign contributions, it seemed the junior New York senator had prepared her entire political career for precisely this “sexist smear meant to silence” her, as she described Trump’s attack.
Her response to Trump — “You cannot silence me or the millions of women who have gotten off the sidelines to speak out about the unfitness and shame you have brought to the Oval Office” — became her most retweeted message ever, elevating her status as a feminist hero of the anti-Trump resistance movement. And as her Democratic colleagues dutifully rushed to her defense, the media described Trump’s tweet as a “political gift.”
Amid all that, the ever-strategic former corporate lawyer remained on brand, subtly plugging her women-focused political action committee, Off the Sidelines and appearing on liberal comedian Samantha Bee’s show. Bee said she hoped the incident would become Gillibrand’s “superhero origin story and ignite her 2020 campaign.”
Indeed, Trump’s attack was the clearest indication that Gillibrand is no longer being underestimated.
While the senator and her aides won’t confirm or deny Gillibrand’s plans for a 2020 run, all signs, including her prodigious fundraising, outreach to young people and communities of color, and deeply anti-Trump voting record, point to the lawmaker’s higher ambitions.
She led her caucus in pressuring Democratic Sen. Al Franken, a close friend and ally, to leave office amid mounting allegations of sexual misconduct. Critics and supporters alike say the national spotlight she’s attracted for her leadership on sexual misconduct issues is well-deserved, given the years-long fight she’s waged, often with little political support, against sexual assault in the military and on college campuses.
“There’s a saying in show business that it took me 15 years to be an overnight success. In many ways, when it comes to attention and leading the party on one of the most important issues, it’s taken her seven or eight years to be an overnight success,” Stu Loeser, a Democratic strategist and former press secretary to Mayor Bloomberg, told Business Insider.

The senator shocked even some of her close allies when she told a New York Times reporter in November that President Bill Clinton — her longtime supporter — should have resigned over his affair with Monica Lewinsky.
A total of zero prominent elected Democrats backed Gillibrand up on this, but many agree it was a smart political move, winning her points from the party’s anti-establishment base. Gillibrand’s principled stance now differentiates her from her Democratic colleagues and has made clear that she will not be caught equivocating or apologizing on behalf of her allies on her signature issue.
“Gillibrand is trying to capitalize on the current political moment — kill your idols,” wrote FiveThirtyEight political reporter Clare Malone in November. “This is smart, in my book, because frankly: (i) a lot of people hate the Clintons, (ii) it makes Gillibrand seem woke to the moment, (iii) it’s a way to make her seem like a more appealing anti-establishment liberal to the younger folks.”
An outspoken voice for the so-called “resistance,” Gillibrand currently holds the most anti-Trump voting record in the Senate and a recent analysis published in The Washington Post found that Gillibrand is also voting to the left of her constituents.
Gillibrand checks a lot of politically helpful boxes: she has support from a broad swath of the Democratic Party — from Clinton-allied centrists to Bernie Sanders progressives, she’s relatively young at 51, she’s worked across the aisle while maintaining a very anti-Trump voting record, and she’s a woman at a time when the party will likely seek a history-making nominee.
The senator’s supporters argue that her appeal both among progressive New York City voters and conservative communities upstate could position her as a bridge over the gaping urban-rural divide.
Loeser, the Democratic strategist, says that Gillibrand “shows up” and “delivers” in the suburbs of Buffalo and exurbs of New York City — places where Hillary Clinton either lost or barely clinched a majority in the 2016 general election — while recognizing that satisfying those constituents “doesn’t come at the expense of also caring about refugees, immigrants, and people stuck in the cycle of poverty” in urban areas.
“It’s not an easy thing to understand and speak to the progressive side of the Democratic caucus and also internalize and understand how people think and what matters to them in areas of the country that are not strong Democratic bastions,” he said. “That ability would be extraordinarily useful in putting together a majority vote in states like Ohio, Pennsylvania, Michigan, and even Florida.”

Her supporters say the mother of two represents a new crop of leaders, more relatable and accessible than ever before.
“She’s a new generation. No pomp and circumstance, or pretense. Less baggage,” Jon Reinish, a Democratic strategist and former aide to the senator, told Business Insider.
The fact that Gillibrand is a woman — and a powerful advocate for women in politics — could be an asset if the party decides it wants to break the glass ceiling in 2020. Matt McDermott, a Democratic pollster at Whitman Insight Strategies, said that Gillibrand’s success may rest on that question.
“Do we feel as a party as if we need a history-making candidate, the most obvious being a woman candidate?” McDermott told Business Insider. “Is there a strong push to have a nominee of the Democratic Party that breaks conventional molds, that would be a first? And if there is that upswelling, it’s hard to see how a candidate can push against that.”
But Gillibrand’s national prominence and new reputation as an anti-Trump crusader may come at the expense of her popularity across New York. Formerly one of the most conservative Democrats in the House, Gillibrand won reelection in 2012 with 72% of the vote. But just 49% of New York state voters surveyed in a September Siena College poll and an October Morning Consult poll viewed her favorably — compared with Schumer’s respective 58% and 55% approval ratings.
“Consultants love candidates who check a lot of boxes,” Bradley Tusk, a venture capitalist and former top adviser to Mayor Bloomberg, told Business Insider, questioning whether Gillibrand really has the broad appeal some credit her with. “The problem is, what appeals to someone on K Street seems to be extremely different from what appeals to voters on Main Streets in swing states.”
Still, some Democrats point to career politicians like Sen. Bernie Sanders, a 30-year veteran of Washington who’s celebrated by the party’s left wing as the picture of authenticity.
“Bernie is a 40-year politician with 30 in DC and he felt fresh and authentic to his supporters,” Marc La Vorgna, a political consultant and former press secretary to Mayor Bloomberg, told Business Insider. “It’s about feel and voice. The point is years in office doesn’t matter. You can be fresh and exciting via authenticity.”
Some argue Gillibrand’s status as a Washington insider and career politician, history as Blue Dog Democrat, and accusations of shape-shifting will hurt her.
As one of the most conservative Democrats in the House, Gillibrand had an “A” rating from the National Rifle Association and was opposed to allowing illegal immigrants to obtain driver’s licenses. But she very quickly moved left on gun control and immigration after former New York Gov. David Paterson appointed to her Senate seat, as she took up the fight against sexual assault in the military and the “Don’t Ask Don’t Tell” policy.
Like Hillary Clinton, who has long been accused of political opportunism, many predict Gillibrand would be hammered both in a Democratic primary and in a general election for her ideological evolution.
“The biggest hit on her is going to be her lack of core principles,” one New York-based Democratic operative told Business Insider. “In New York, the biggest hit on her has always been that she’s a creation of political consultants.”
Ciro Scotti, a political commentator and contributing editor at the Fiscal Times, wrote in a Daily Beast column earlier this month that Gillibrand is “an especially egregious practitioner of the finger-in-the-wind politics that so many voters can no longer abide.”

But Gillibrand is endlessly apologetic about positions she chalks up to her former ignorance.
In a December podcast interview with liberal organizer and activist DeRay Mckesson, Gillibrand said she was “embarrassed and ashamed” that she “didn’t know enough” as a House member to inform her positions.
“I didn’t work hard enough to be a kinder person, a more empathetic person, a person who could feel the challenges that families were facing in a very real sense,” she said, adding that when she was appointed to her Senate seat she worked quickly to get up to speed on the issues that impacted her newly diverse constituency.
Some argue that this larger narrative about Gillibrand’s lack of authenticity — the belief that she is “too transparently opportunistic to be a viable candidate,” as Scotti put it — may be her death knell.
“The narrative about her isn’t going to be Kirsten Gillibrand, champion for women,” Scotti said. “It’s going to be Kirsten Gillibrand, champion for one woman.”

Sen. Kirsten Gillibrand, a New York Democrat and 2020 frontrunner, and top Democratic groups waded into a congressional fight between two Democrats, endorsing a progressive woman challenging one of the most conservative Democrats in the House.
Using her women-focused political action committee, Off the Sidelines, Gillibrand threw her support behind Marie Newman, a former marketing consultant and founder of an anti-bullying nonprofit, in her race against Rep. Dan Lipinski, the 12-year incumbent in Illinois’ third congressional district.
In a statement, Gillibrand said that Newman will be “another vote for health care, for women, and for our LGBTQ friends and family” and highlighted Lipinski’s conservative stances on social issues.
Following the senator’s lead, a group of five prominent progressive organizations, including NARAL, an abortion rights group, and the Human Rights Campaign, an LGBTQ rights group, endorsed Newman on Monday.
“Illinois voters deserve a Democratic congressional delegation that is as unflinchingly committed to fighting for abortion rights and LGBT equality as they are to standing up to any other racial and economic injustice,” Charles Chamberlain, executive director of Democracy for America, said in a statement. “Congressman Dan Lipinski’s backward, right-wing ideology is profoundly out of step with a twenty-first century Democratic Party and we can’t wait to see him replaced by Marie Newman in the U.S. House.”
The national support for Newman’s candidacy is notable as the race is one of just a handful on the federal level in which an incumbent Democrat is facing a serious primary challenge.
Running on a platform of “working families, healthcare for all, and everybody’s rights,” Newman told Business Insider, the self-described “suburban mother” is part of a wave of first-time women candidates running for local and statewide office on the Democratic ticket in 2018.
Remarkably right-leaning for his Chicago-area district, which Democratic presidential nominee Hillary Clinton won last November by 15 points, Lipinski has supported defunding Planned Parenthood, voted against Obamacare, and is opposed to gay marriage, despite its legalization.
During a recent town hall, the congressman, who describes himself as a “pragmatic Democrat” and supported Sen. Bernie Sanders in the 2016 primary, predicted that President Donald Trump will be “the champion of immigration reform.” But he seemed to recognize how out of sync his thinking is with that of his constituents, adding, “most people think I’m crazy when I say that.”
Newman is campaigning heavily against Lipinski’s record, introducing her candidacy with a video that features the slogans “Dump Dan,” “Ditch Dan,” and “Done with Dan” all within the first 12 seconds.
Daily Kos, a liberal online forum, endorsed Newman in June, citing “many, many terrible things” in Lipinski’s “long and miserable record” and calling Newman “exactly the progressive we’re looking for.”
Support from Gillibrand’s PAC and other powerful national groups will be key for Newman, who is up against the Illinois political establishment, which backs Lipinski. And while the congressman went unchallenged in the last two elections, he has successfully defeated a primary challenger before.
With her campaign’s help, Newman said that her district, which includes parts of Chicago, the city’s south and southwestern suburbs, and some rural communities, is “waking up to realizing that this guy is beyond conservative.”
“He’s radically conservative,” she said. “He’s hidden all of his views.”
“Nobody has known his record because it’s largely indiscernible,” Newman said, adding that Lipinski’s constituents “literally have not had any voice for 12 years.”
Newman said that her focus is on bringing jobs to her district, expanding access to healthcare, and protecting individual rights.
“I believe that healthcare is a right and my opponent believes that it is a privilege,” she said, “and it’s as simple as that.”

Kirsten Gillibrand’s résumé looks a lot like Hillary Clinton’s: Democrat, lawyer, senator from New York. But lest you think that Gillibrand is just a baggage-free Hillary 2.0 for 2020, witness her recent forum appearance when asked about the man who defeated Clinton for the presidency. “Has he kept any of these promises? No. Fuck no,” the senator said.
Gillibrand’s four-letter Donald Trump taunt got her heaps of attention, and a good deal of scorn from the folks still trying to maintain some sense of decency in American politics (God bless ’em). It was also a sound bite for her recent #resist-friendly moves: endorsing a Medicare-for-all health system, opposing nearly all of Trump’s nominees. It all smells like someone trying to bridge the Clinton and Bernie Sanders wings of the Democratic Party, but when asked about 2020, Gillibrand has said she’s “ruling it out” as she runs for reelection in 2018. Still, things have a way of changing when the White House is involved.
In a little more than a decade in Congress, Gillibrand, 50, has blazed a path that few expected, proving herself a consummate politician willing both to work across the aisle and throw elbows when necessary. She has already racked up an impressive list of legislative successes, including the repeal of “don’t ask, don’t tell.” But unlike even Clinton, Gillibrand has expressly pinned her own political future to what might be the true, untapped power in American politics: women. (The senator’s office did not respond to requests for comment.)
I always try to say yes, because Hillary said yes to me.
Kirsten Gillibrand
When the unknown House Democrat was first appointed to fill the Senate seat vacated by Clinton’s departure for the State Department in 2009, it seemed nobody was happy. The same journalists and fellow Democrats who had fawned over Barack Obama’s meteoric rise to the Senate portrayed Gillibrand’s “aggressiveness and self-confidence” as driving her to “vault over older, more experienced politicians.” The blond politico was frequently likened to Tracy Flick, the unctuous, overachieving student council candidate played by Reese Witherspoon in the film Election. And while it’s true, as Gillibrand admits in her 2014 book Off the Sidelines, that the young Tina Rutnik (as she was then known) from Albany, New York, once earned “every imaginable badge” as a Brownie pushing cookies in a local strip mall, that’s pretty much where the similarities to Flick end. Aside, of course, from one thing: In the end, Flick wins. And goes to Washington.
Gillibrand has won too, namely all four congressional campaigns she has run, and she has vaulted over other politicians for good reason: She has out-fundraised, out-messaged and out-fought them, including in her maiden House victory in 2006 for which she raised $ 2.6 million to oust a heavily favored Republican incumbent. The former corporate lawyer and Dartmouth grad has a folksy but forceful personality, which is as at ease on a farm discussing agricultural policy as it is in a corporate luncheon soliciting donations.
Now the once “a-Flick-ted” senator garners more comparisons to another woman, the one she credits for inspiring her to enter public service: Clinton. From her book to her “listening tours” to her bipartisan outreach in Congress, Gillibrand has lifted whole sections from Hillary’s playbook. And the resulting cross-party relationships have helped her repeal “don’t ask, don’t tell,” as well as pass health coverage for 9/11 workers and outlaw insider trading by lawmakers and staffers. She even convinced Republican lions Ted Cruz and Rand Paul to sign on to her failed effort to reform the process for handling sexual assault cases in the military.
Gillibrand’s high-profile combat with the Department of Defense on the issue earned her praise, regular stints on cable television and made her a mentor and magnet for aspiring female leaders in her party, a role she has maintained while being at the forefront of other issues important to women, like campus violence and paid family medical leave. The mother of two young boys, who must often come with her to work, has also embraced another lesson she learned from Clinton: the power of patronage. Her Off the Sidelines PAC raised more than $ 6 million over the past two election cycles, and dished out much of it to fellow women candidates. “Now when young women interested in politics ask me for my time,” Gillibrand writes, “I always try to say yes, because Hillary said yes to me.”
If, as the second-wave feminists once proclaimed, the personal is political, then Gillibrand is out to show that it can be political gain as well. With a grandmother who was a powerful figure in the state Democratic machine and a mother who raised three kids while practicing law, politics runs in her blood — as do strong women. And via her role as both a women’s advocate and a rainmaking fundraiser, she has placed herself at the center of a broader movement.
“Sen. Gillibrand is already a major political force in the women’s movement,” says Mary Ellen Balchunis, who ran unsuccessfully for Congress in Pennsylvania last year. Balchunis is also a political scientist at La Salle University and keenly aware of the obstacles still facing female candidates, including the less noticed ones like the political gerrymandering that favors — largely male — incumbents.
Gillibrand herself has admitted that the landscape for women in politics isn’t great, which is one reason her 2014 book is a clarion call directed largely at female readers. Gillibrand’s own path forward also remains somewhat dicey. She has no real executive experience, and her political shortcomings, like her strengths, are eerily Clintonesque. Despite her oft-voiced concern with America’s “growing economic gap,” she rakes in boatloads of cash from Goldman Sachs and other Wall Street donors — and has at times sought to protect Wall Street against regulations in ways Sanders/Elizabeth Warren types could pick apart. “By necessity, taking a credible populist stand now means a ferocious attack on Wall Street,” Ryan Cooper recently wrote in a column for TheWeek.com casting doubt on her presidential hopes. “If Gillibrand tries to split the difference, and run a Clinton-style campaign of status quo finance plus moderate new social programs, she’s likely to be outflanked by a more credible populist.”
Gillibrand has also opened herself up to charges of inauthenticity, as she’s conveniently moved away from the anti-immigration, pro-gun sentiments that helped get her elected in upstate New York to the more liberal gun control and immigration reform views she espouses today.
But more than her evolution, it’s a revolution that most concerns Gillibrand. Her call for women to come off the sidelines sounds prescient in the age of the Women’s March on Washington, at which Gillibrand spoke to a sea of pink hats. “We are not turning back,” she said, in a more family-friendly rallying cry.
