The Syrian armed forces have seized all the towns and villages located in the Damascus suburb, the statement issued late Saturday said. They also confirmed that all members of the armed groups have left the area – particularly Douma, which was the last major militant stronghold in Eastern Ghouta.
Syrian engineering units have already started to clear away the rubble and remove mines and improvised explosive devices left behind by the militants. While searching through the ruins, Syrian forces found ammunition factories and weapons depots, as well as a large number of tunnels in the area.
The Russian Defense Ministry earlier deployed military police to the liberated area to team up with Syrian law enforcement and begin the registration of local residents.
“The construction equipment that has been handed over by the Russian Reconciliation Center to the local authorities, has started to… restore the local infrastructure,” the ministry said in a statement, adding that the technical services are now working on bringing water and energy service back to the area.
The Russian Reconciliation Center also confirmed on Saturday that the last group of militants and their family members have left Douma. “The militants’ withdrawal from the city has been completed,” the head of the Syrian Reconciliation Center, Major-General Yuri Yevtushenko said, adding that a total of 21,145 militants and their family members have been evacuated from Douma since April 1.
The recapture of Eastern Ghouta follows a months-long operation of the Syrian Army aimed at liberating the area which has been under the control of armed groups for almost seven years, as it was one of the first to be seized by militants at the very beginning of the civil war. The Syrian forces, together with the Russian Reconciliation Center, also launched a humanitarian operation to help civilians leave the besieged area.
The first civilians started to flee Eastern Ghouta via humanitarian corridors in mid-March. Militants shelled civilian areas to prevent them from leaving the war-ravaged enclave and held locals hostage. Still, more than 160,000 people have managed to leave the besieged Eastern Ghouta in what is believed to be the largest exodus in the country’s seven-year war, according to the latest Russian Defense Ministry data.

The Syrian Army has announced that it has lifted the militant blockade of a major highway connecting Damascus to the rest of the country. A Ruptly drone has captured the destruction wrought by seven years of fighting.
The army said it has liberated all of the settlements in the Damascus suburb of Eastern Ghouta from militant forces, and restored government control of the area. In the most recent development, the Russian Reconciliation Center, which is assisting in restoring stability, reported having negotiated a deal with Jaysh al-Islam, the last major militant group in the region, to start evacuating from the town of Douma.

Syrian troops started their major push on Eastern Ghouta in February, aiming to unseat a militant occupation that had been in place since 2012. The militants fought back, launching mortars against Damascus, leaving behind minefields and using civilians as human shields. Seven years of fighting has left the area grievously scarred – as is evident from this aerial footage filmed by a Ruptly drone.

“After a set of carefully planned battles and operations carried out by our armed forces in cooperation with loyal and allied troops, the control over all the towns and settlements in the Damascus suburb of Eastern Ghouta has been restored,” a Syrian Army statement said, as cited by Sputnik news agency.

“143,194 people in total, including 105,857 civilians as well as 13,793 militants and 23,544 members of their families have left eastern Ghouta during humanitarian pauses,” Sergey Rudskoy, Deputy Chief of Russian General Staff, said at a news briefing on Friday.
The evacuation is being monitored by the UN and other aid agencies, and a live broadcast of escape routes is available on the Russian Defense Ministry’s website, it said. Russia’s Reconciliation Center is negotiating another evacuation from the town of Douma, one of the last remaining strongholds controlled by militants.
Meanwhile, life is returning to normal in villages and settlements in Ghouta province. Displaced persons are returning to “areas liberated from armed groups,” General Rudskoy said, adding that “some 40,000 people have returned to their homes.”
The returnees are receiving aid packages delivered by UN agencies and the Russian Reconciliation Center, he said, adding that the “arrival of three UN aid convoys, carrying 445 tons of food, medicine and basic necessities, was ensured since the first humanitarian pause took effect in the enclave.”
Daily humanitarian pauses in eastern Ghouta began on February 27 as part of the Syrian military’s and Russia’s efforts to help civilians leave the combat zone. The Russian military has repeatedly said that the militants are using civilians as human shields, targeting those who are trying to flee the terrorist enclave.

The buses packed with civilians that are leaving Syria’s besieged enclave in their hundreds have been increasingly targeted by terrorists, who seek to blend in with the crowds to sneak explosives on board. The Russian military received tip-offs about the terrorist plots every day, Russian Defense Minister Sergey Shoigu said during a meeting with UN Special Envoy for Syria Staffan de Mistura on Thursday.
“Four days ago, we received a tip-off that a provocation was being prepared involving suicide belts. Suicide bombers were supposed to be seated in buses together with refugees. Unfortunately, this information was confirmed,” Shoigu said, as cited by TASS.
The Russian military managed to foil the plot that could have resulted in mass civilian death. They retrieved seven belts on Monday, thirty-two on Tuesday and nine on Wednesday.
“It’s not hard to imagine what could have happened if these suicide bombers blew themselves up in the buses with women and children,” the minister added.
Russia’s efforts to ensure a safe passage of civilians trapped in eastern Ghouta have also been plagued by a continuing misinformation campaign in support of the jihadists, Russian Foreign Minister Sergey Lavrov said after his meeting with de Mistura.
“Unfortunately, the operation – and we got used to it – has been accompanied by a veiled campaign in support of the militants,” Lavrov noted. Fake news spread by the rebels included reports of people going hungry as a result of the siege, reports of indiscriminate civilian bombings, including with banned weaponry, as well as allegations of the Syrian government’s use of chemical weapons, Lavrov said, adding that the latter claim seems absurd “even from the point of military tactics.”

Refuting reports of mass arrests and a crackdown on those who had escaped the enclave, Lavrov said they were recycled allegations similar to those spread during the Aleppo liberation, which turned out to be myths.
Speaking of the de-escalation zones, of which there are four, including the one in Ghouta, Lavrov said that there are no plans to create more of them. He said he hopes that the ceasefire in Ghouta will soon take hold again, despite repeated violations by the militants who refused to cede from Al-Nusra, thus flouting their commitments made under the ceasefire deal.
As much as 90 percent of eastern Ghouta has already been liberated, Lavrov said, adding that he believes that life would return to normal in the suburb “in the nearest future.” Eleven thousand militants and 130,000 civilians have left Ghouta since the start of the evacuations, according to Shoigu.
Speaking about Syria’s future, de Mistura stressed the importance of the decisions made at the Syrian National Dialogue Congress meeting in Sochi in January.
Noting that the Congress “had a very important role” in supporting the Geneva peace process, de Mistura urged all parties involved to act in order to bolster it. The creation of a constitutional committee charged with drafting a new constitution for Syria should not be stalled, the special envoy said, adding that its makeup should be announced as soon as possible. The decision to create a 150-member committee was made possible through the agreement reached between some 1,393 delegates that were present in Sochi.
The special envoy also pledged UN support to alleviate the dire humanitarian crisis in Raqqa and other Syrian regions. Russia has repeatedly raised concerns about the lack of humanitarian assistance to the population of Raqqa, the former de-facto capital of Islamic State (IS, formerly ISIS, ISIL), with Russian President Vladimir Putin calling for an investigation into the massive US-led coalition air strikes on residential areas in the city in a recent interview.
The UN will send an expert team from Damascus to Raqqa to evaluate the situation and determine what kind of humanitarian assistance to provide, Mistura said.

Militants and members of their families, 988 people in total, exited the besieged Eastern Ghouta area through a humanitarian corridor on Saturday. The deal was struck with the Failaq Al-Rahman militant group following the Russian Reconciliation Center for Syria-sponsored negotiations, the Russian military said on Sunday. The people have been transferred to the Syrian Province of Idlib, large parts of which are still controlled by the rebels and terrorist groups. Earlier this week, 4,979 Ahrar As-Sham militants and their family members agreed to a similar deal, surrendering the besieged Harasta town to government forces. Some 107,710 civilians have been safely evacuated from Eastern Ghouta to the government-held areas since late February, the Defense Ministry said.

Hundreds of militants and their families have begun leaving the town of Harasta in East Ghouta on Thursday, under a special, Russian-brokered agreement with the Syrian government, which will see them transported to Idlib province.
Two videos of Thursday’s mass evacuation have been obtained by RT’s Ruptly video agency. The drone footage shows a caravan of busses patiently waiting for the rebels and their families. Smoke is seen rising in the background of the town they leave behind.
The second video shows rebels loading bags onto waiting busses, as military personnel and tanks circle in the background.
Under the deal struck between the Syrian government and members of the Ahrar al-Sham rebels, about 1,500 militants and 6,000 civilians, including the rebels’ families, plan to leave Harasta in two batches, a SANA reporter said on Thursday. So far, the news agency confirmed that 810 people have managed to exit Harasta via 10 buses, including 253 men, 157 women, 218 children and 182 militants. More are due to follow on Friday.
The surrender of hundreds of militants and their families was made possible after the Russian Center for Reconciliation in Syria announced the opening of a third humanitarian corridor in Harasta on Wednesday. To ensure transparency of the project, Russia installed CCTV cameras in all three of East Ghouta’s functioning corridors.
More than 5,000 civilians leave Eastern Ghouta as militants begin withdrawal
Meanwhile, civilians continue to flee the rebel-held territory through two other corridors in East Ghouta. “In total since the beginning of the humanitarian operation, 94,831 people have been evacuated from Eastern Ghouta with the help of the Russian Centre for Reconciliation,” the Russian Defense Ministry said on Thursday.

On Monday, the Russian Reconciliation Center received a phone call from one of the residents of the al-Wanar quarter of Eastern Ghouta, who warned of possible preparations for a “provocation” with the use of chemical agents. According to the tip-off, Tahrir al-Sham (formerly Jabhat al-Nusra) terrorists have placed “hermetically sealed containers,” which could contain poisonous substances, next to a self-engineered turbine on one of the roofs in the Damascus suburb.
“The terrorists, according to [the caller], could use those preparations to spray chemical agents in residential areas, which will lead to a large number of casualties among civilians,” Major-General Yuri Yevtushenko announced on Monday. “The mass poisoning of civilians will be used to accuse the government troops of the use of chemical weapons against peaceful citizens.”
This is not the first time Moscow has raised concerns about possible provocations using chemical agents in Syria. Russia believes that such an attack will be widely covered in the Western media and may ultimately be used as a pretext by the US-led coalition to launch strikes against Syrian government forces.
Washington repeatedly warned that it would conduct more air strikes against Syrian forces if chemical weapons are used in the country. French President Emmanuel Macron also promised to “strike” Syria if any evidence emerges that chemical weapons were used against civilians.
In January, just before various factions of Syrian society gathered for the Syrian National Congress in Sochi, reports of a chlorine gas attack on the outskirts of the Syrian capital were used to attack the legitimacy of the reconciliation process. At the time, former US Secretary of State Rex Tillerson took advantage of the alleged attack to blame Russia for all the chemical weaponry-related incidents in Syria, regardless of who actually conducted it.
Since last month, Syrian government forces have been carrying out operation Damascus Steel to clear east Ghouta of armed Islamist units that have been terrorizing the locals for years. After the UN Security Council unanimously adopted a resolution proposing a 30-day humanitarian ceasefire in Syria, the Russian Reconciliation Center has been focused on evacuating civilians out of militant-controlled east Ghouta.
“Since the beginning of the humanitarian operation, 79,702 people have been evacuated from the East Ghouta with the help of the Russian Centre for Reconciliation. Most of them are children,” the MoD noted Monday, adding that “their lives are out of danger now.”

Syrian President Bashar Assad has visited eastern Ghouta on Sunday for the first time in years, where a military operation to retake the area from militants is ongoing and a steady stream of civilians are fleeing to safety.
Footage and photos released by the presidency and state media SANA show Assad meeting with frontline soldiers and some of those displaced from the former militant-held enclave. The casually dressed president praised them for the efforts to retake the Damascus suburb, which has been under militant control since 2012.
In his first visit to the area in years, the president was recorded talking and shaking hands with soldiers, as well as some civilians that were displaced by the fighting.
Tens of thousands of civilians have passed through humanitarian corridors established by the Russian and Syrian militaries, escaping eastern Ghouta where they had been used as human shields by terrorists from Jaysh al-Islam and other militant groups. On Sunday alone, more than 25,000 people reportedly left militant occupied areas of the city, bringing the total to over 70,000, according to data from the Russian Defense Ministry.
The UN and other humanitarian groups have been working with the Syrian government and Russian Center for Reconciliation to provide aid and assistance to the civilians leaving and those still trapped in the area of eastern Ghouta.
“We have thousands of people leaving their places, running away from battles. That is putting a lot of pressure on humanitarian workers, on the government services, on the people themselves,” UN Humanitarian Coordinator for Syria Ali Al-Za’tari told Russian media.

More than 5,000 people have left the militant-occupied areas of the Damascus suburb of Eastern Ghouta on Sunday morning, the Russian military said. Live images from the scene show people streaming to safety.
“The humanitarian corridor in Eastern Ghouta continues to work. More than 5,000 people have already left [Eastern Ghouta] today,” Maj. Gen. Vladimir Zolotukhin, a spokesman for the Russian Defense Ministry’s Center for Syrian reconciliation, said.
