The UK crime drama Gangs of London has been renewed for Season 2 and found a Statside home, with new co-producer AMC.

AMC announced with Sky UK on Wednesday the Season 2 pickup, as well as the news that the 10-episode first season (which aired across the pond in April) will debut on AMC this fall for U.S. audiences. Seized by fears of being labeled xenophobic, Berlin officials have allowed a parallel world to emerge in Germany’s capital – one inhabited by criminal gangs of Middle Eastern origin. But is it too late for a crackdown?

After years of inaction, Berlin law enforcement authorities are finally taking the growing issue of migrant gangs seriously. The city’s government on Monday announced a crackdown on migrant criminal gangs, unveiling a five-point plan which they said would help tackle the issue. Their new crime fighting strategy includes enhanced cooperation between police and the prosecutor’s office, as well as social welfare and youth services. Together they hope to crowdsource information-gathering on gang activities.

Other measures will involve harsher punishments for minor violations committed by gang members and a system of youth crime prevention, which is designed to help young gang members avoid becoming career criminals.

Ethnic clans

The exact number of the gangs or of their membership is apparently unclear. However, around a dozen such groups are known to German police. A report by the Tagesspiegel daily claims that there are several “Arab clans” that, together, comprise some 200 members. However, there may in fact be more, as members are usually extremely tight-lipped about their criminal ties.

Commonly known as the “Arab clans,” these criminal groups in fact come from various backgrounds but are all of Middle Eastern origin. The list of gangs known to police includes Palestinian gangs as well as groups consisting of Turkish Kurds and refugees that fled the Lebanese Civil War, Germany’s Focus magazine reports.

The gangs are also reported to maintain ties with their countries of origin. Its members, who are often already third generation migrants, still identify themselves not as Germans but as Arabs, the daily added.

Parallel society

Over the decades, the gangs have created a parallel world in the German capital as they built their vast criminal networks consisting of numerous shady businesses financed through ill-gotten gains. Some criminal groups have been active in Berlin for almost half a century, as their first members arrived in Germany in the 1970s.

In July, Berlin police discovered and confiscated as many as 77 real estate assets belonging to just one such family, which were all bought with criminal money. The confiscated properties were worth a combined €9.3 million ($ 10.5 million).

The gangs are usually involved in the drug trade as well as robberies. Several such groups were behind a number of recent high-profile cases that made headlines in Germany and beyond.

High-profile crimes

In December 2014, five members of a criminal gang broke into two jewellery stores in a shopping center located in Western Berlin not far from the Berlin Zoo and the famous Tiergarten Park. Armed with axes and machetes, the masked robbers stormed the facilities in broad daylight, pepper-spraying shoppers and injuring 13 people. They managed to steal Rolex watches and jewelry worth €817,000 ($ 923,050) before fleeing the scene.

Although the raiders were later caught, the police still failed to find the valuables they stole, German media reported. In March 2017, another ethnic gang stole an extremely rare commemorative coin in a daring, middle-of-the-night heist that targeted the world-famous, UNESCO-listed Bode Museum in Berlin.

The coin they stole was known as the ‘Big Maple Leaf’ and was issued by the Royal Canadian Mint in 2007. The coin is reportedly worth €920,000 (around $ 1 million) in its current form. The 100kg of gold, however, would sell for roughly €3.7 million ($ 4.2 million) at current market value. The coin has not been found yet, with the police believing that the culprits might have actually melted it down.

More recently, German police report a spike in gang violence, as rival ‘families’ have been launching attacks against each other for weeks. In one such attack, a notorious gang member and repeat offender was shot down near the now-defunct Berlin Tempelhof Airport. Police then had to guard his funeral in order to prevent any further violence. Notably, the ceremony was attended by some 2,000 people, according to local media reports.

Fear of ‘xenophobic’ label?

One of the hurdles facing German law enforcement is the risk of being labeled as xenophobic for going after migrant groups – even if they’re criminals.

An association of Berlin criminal defense lawyers has even questioned the notion that “clan crime” exists, arguing that the term is too vague.

Hannes Honecker, the head of the association, said that speaking about “clan crime” is taking a page from right-wing populists like Alternative for Germany (AfD), a right-wing political party that is gaining traction in Germany. He added that such “depreciative” rhetoric conjures the picture of “large homogenous … criminal families, which do not exist.”

Meanwhile, according to Focus, the German police have long preferred not to systematically target the ethnic gangs, treating their crimes as isolated cases instead, precisely out of fear of being labeled xenophobic.

But as the criminal gangs continue to consolidate their presence in Berlin, Germany may have to put aside political correctness and opt instead for safer streets.

Custom, extra-secure BlackBerry phones remain a staple of the criminal underworld, and a recent bust just illustrated this point. Motherboard has learned that the FBI arrested Vincent Ramos, the founder of the well-established phone mod seller Phantom Secure, for allegedly aiding criminal organizations that include the Sinaloa drug cartel. The company altered BlackBerry and Android devices to disable common features (including the camera and web browsing) while adding Pretty Good Privacy for encrypted conversations. And it wasn’t just turning a blind eye to the shady backgrounds of its customers, according to investigators — it was fully aware of who was involved.

Reportedly, undercover agents running a sting operation not only heard Ramos say that buying one of his phones was “totally fine,” but that the phones were modified “specifically” with drug trafficking in mind. It even singled out Hong Kong and Panama as areas it thought would be “uncooperative” with police. A convicted Sinaloa cartel member also stated that the gang had bought Phantom’s phones to conduct its drug trafficking business. The FBI estimated that there were as many as 20,000 of these handsets around the world, half of them in Australia with others selling in countries like Cuba, Mexico and Venezuela.

Neither the FBI nor Ramos’ attorney has commented on the case.

The arrest highlights the perpetual dilemma with encrypted communication. While encryption is vital to preserving privacy, there are people who will exploit tough-to-crack communications to conduct shady business. And there’s no easy answer. Despite what officials say, there’s no such thing as an encryption backdoor — a vulnerability that’s open to police is also open to hackers. Operations like Phantom Secure may be difficult to completely avoid so long as there’s a serious interest in secure data.

“What clique you with?” I’d never heard that word before. Looking to my friends who had stepped into the street, I could see they didn’t know either. But we all knew the language of threat, and though we got past unharmed, it was the luck of the foolhardy since street gangs in ’70s New York — the same city that President Gerald R. Ford told to drop dead, at least according to the famous New York Daily News headline — operated largely without sanction and without much police interference.

“The cops used to laugh at me,” says Edmund Newton, an award-winning reporter who penned several series on the gangs of New York for the New York Post. “But I did know that the kids who started these gangs were idealistic. At first.” That idealism cohered around stemming the flow of drugs into their neighborhoods and protecting themselves and their neighbors from the predations of those using and selling drugs. Teenage gangs like the Ghetto Brothers were into physical fitness and martial arts and even managed to produce a few hit single records pre-hip-hop. But “idealism on the street doesn’t last too long,” Newton says.

“We had the Hells Angels on 3rd Street, the Hitmen on 12th Street, the Allen Boys on Allen Street, the Newcomers at 12th and Avenue C and the Second Avenue Boys,” says former longtime Lower East Side resident and New York hardcore godfather Harley Flanagan. “Plus you had different cliques in the different [public housing] projects. Before the ’70s spooled out to an end, more than 40 gangs, including a Hebrew gang, B’nai Zaken, occupied each corner of the city’s five boroughs and were not nearly as concerned with the “good Samaritan thing they had been doing,” says Newton. Which is to say gangs went from protecting turf from drug dealers to protecting turf to drug-deal. “The turf stuff was all about drug stuff,” Flanagan says. “It was all about drug-dealing locations and the money that was tied to that.”

It primed the city to perfection for the crack epidemic of the ’80s, the brief flirtation with the West Coast-inspired Bloods and Crips thing and the establishment of an effective conduit to imprisonment. After the 1994 election of Rudy Giuliani as mayor and his muscular approach to policing, the city got a handle on the more conspicuous elements of New York gang culture so that eventually, the colors and identifying marks disappeared, along with a lot of the original gangsters, subway crime, graffiti, porno-pocked Times Square, dog-pooped sidewalks, blighted buildings and abandoned cars on garbage-strewn streets.

So is the new New York generally gang-free?

Not by a stretch. MS-13 and other Central American gangs, the Mafia and the Tongs have all benefited from an increased federal focus on terrorism. But what these newer gangs lack in sartorial splendor they more than make up for in ruthless dedication to cash creation. So while the streets of New York are safer than they ever were in the ’70s, crime hasn’t disappeared, just the outward manifestations of it.

“And don’t even talk about the Albanians,” says Fred Santoro, a retired New York cop who worked undercover on the organized-crime beat. “They’re really savages.”

KISUMU, Kenya (Reuters) – Kenyan police clashed with opposition supporters where burning barricades and gangs of youths prevented voting in some towns in an election re-run, seeking to challenge the credibility of President Uhuru Kenyatta’s expected victory.

In the western city of Kisumu, stone-throwing youths heeding opposition leader Raila Odinga’s call for a voter boycott were met by live rounds, tear gas and water cannon three hours after polling stations were meant to have opened. There were no immediate reports of casualties.

The election is being closely watched across East Africa, which relies on Kenya as a trade and logistics hub, and in the West where Nairobi is regarded as a bulwark against Islamist militancy in Somalia and civil conflict in South Sudan and Burundi.

“By and large the security situation in the country is OK. Polling stations have been opened in over 90 percent of the country and voting has commenced,” Interior minister Fred Matiang’i told Citizen TV.

In the western town of Migori, another opposition stronghold, several hundred young men milled around on a main road littered with rubble and burning barricades, according to footage on the domestic NTV channel.

The handful of polling officials who pitched up to work in Kisumu, the scene of major ethnic violence after a disputed election in 2007, cowered behind closed doors, unable to distribute any voting material.

Such problems, already acknowledged by judges and the election commission, are likely to trigger legal challenges to the run-off and could stir longer-term instability in a country riven by deep ethnic divisions.

The re-run follows an August vote whose result – a Kenyatta victory – was annulled by the Supreme Court due to procedural irregularities.

In Kisumu Central, constituency returning officer John Ngutai said no voting materials had been distributed and only three of his 400 staff had turned up for work. One nervous official described his work in the city as a “suicide mission”.

“We don’t have any options,” Ngutai told Reuters as he and two presiding officers sorted thousands of ballot papers into piles, work that should have been completed the previous day.

Kisumu businessman Joshua Nyamori, 42, was one of the few voters brave enough to defy Odinga’s stay-away call but said intimidation had put paid to his desire to cast his ballot.

“I know it’s not a popular move,” he said. “Residents fear reprisal from political gangs organized by politicians. This is wrong.”

A decade after 1,200 people were killed over another disputed election, many Kenyans are ready for trouble although on the eve of the vote Odinga backed off previous calls for protests and urged supporters to stay out of the way of police.

“We advise Kenyans who value democracy and justice to hold vigils and prayers away from polling stations, or just stay at home,” he said.

Odinga’s National Super Alliance coalition, which has been accused of harassing polling staff in the run-up to the vote, is likely to present a lack of open polling stations as proof the re-run, organized in less than 60 days, is bogus.

The head of the election commission said last week he could not guarantee a free and fair vote, citing interference from politicians and threats of violence against his colleagues. One election commissioner has quit and fled the country.

Kenyatta, the U.S.-educated son of Kenya’s founding father, has made clear he sees the vote as legitimate. In central Nairobi, where support for the two protagonists is more mixed, early turnout was significantly down on August.

Anti-riot police were patrolling in Kibera and Mathare, two volatile Nairobi slums. Nearly 50 people have been killed by security forces since the August vote.

In a statement issued by the U.S. embassy, foreign missions called for calm from all sides but acknowledged that the vote had been damaging to regional stability.

“Following this election, there must be immediate, sustained, open and transparent dialogue involving all Kenyans to resolve the deep divisions that the electoral process has exacerbated,” it said.

Speaking on the eve of the vote, Kenyatta assured his countrymen and Kenya’s allies that order would be restored.

“I tell all our international partners that we will get through this,” he said. “We cannot remain in a perpetual state of politicking.”
