North America is currently experiencing a particularly severe and protracted cold snap resulting in major car accidents, a state of emergency, sharks freezing to death and even now Niagara Falls is experiencing the Arctic blast.

The waters of the majestic falls themselves has yet to succumb to the polar winds, but the surrounding area has been transformed into a winter wonderland as temperatures plummet across Canada and the US, dropping to -34 degrees Fahrenheit in parts and dropping further to -89 degrees (-67 Celsius) when windchill is factored in.

The weather has wreaked havoc on US roads, with Michigan alone reporting up to 30 crashes due to the recent icy conditions, including a major pile-up involving at least 40 vehicles reports WGN.  

An 83-year old woman died of exposure in South Dakota after her car broke down and she went to search for help. Three people also died in Lake Eerie after their car slid off an icy road into a canal reports the LA Times.

Polar winds from the Arctic are being blamed for the precipitous drop in temperatures over the past week.

Residents from as far south as Tennessee and South Carolina all the way to Maine in the northeastern US have been warned to exercise extreme caution during the big freeze. Maine Governor Paul LePage declared a state of emergency to allow heating oil providers to work beyond federal limits to ensure residents stay warm.  

In North Dakota, typically among the coldest states in the US each year, temperatures are expected to plunge to -30 F (-34.4 C) Saturday with a wind chill of about -50 F (-45.5 C) according to meteorologist Ken Simosko, as cited by The Mirror.

Even marine life is falling victim to the extreme cold with sharks reportedly dying from shock due to the drop in temperature.

It’s hard to believe, but director Terry Gilliam has been working on The Man Who Killed Don Quixote for almost 20 years. After one setback after another, with bad luck compounding bad luck, it looks as if Gilliam might buck the odds and finally release the film for the world to see. The filmmaker recently revealed that he’s nearly finished cutting the film together. Hell might be about to freeze over, and we may finally be blessed with Terry Gilliam’s The Man Who Killed Don Quixote.

Stop the presses: Terry Gilliam might finally deliver The Man Who Killed Don Quixote to audiences after all these years. In a New York Times interview, Gilliam says that he’s almost done cutting the film, and that while there’s still more work ahead with visual effects, sound, and music, everything appears to have come together nicely and resulted in a finished product the filmmaker can be happy about. Here’s what Gilliam had to say:

“Well, we’ve almost finished the cut. We’re just fiddling now, figuring out a few things here and there so it’s pretty much what it is. We’ve got still months of work to do on visual effects, sound, music. But as far as the tale, it’s pretty tight now and it’s surprisingly wonderful.

I always hesitate to get too optimistic or too excited about the work I’m doing. I’d rather try to stay cynical and slightly distant from it. When you fall in love with something, it’s painful when it doesn’t work for everybody else. But all the people who’ve seen it so far — they used the words, ‘We’re in love with this.’ So let’s see if they’re right.”

Back in 1998, 12 Monkeys director Gilliam set out to make The Man Who Killed Don Quixote. The film was to feature Johnny Depp as a modern-day man who gets thrown back in time, where he teams up with the literary character Don Quixote, played by Jean Rochefort. Then, everything proceeded to go very wrong. As chronicled in the documentary Lost in La Mancha, the production was plagued by floods, hail, shooting location woes, and an injury that sidelined Rochefort completely. Production came to a halt, resulting in a $ 15 million insurance claim.

But Gilliam didn’t give up. He started up production again in 2008, only to have things come crashing down yet again. Gilliam replaced Depp and Rochefort with Unbroken star Jack O’Connell and John Hurt, but Hurt was soon diagnosed with cancer. The film ended up being put on hold again, and somewhere along the way Gilliam was mistakenly reported as dead.

Still very much alive, Gilliam resurrected Don Quixote in 2016. But just days away from beginning filming, production was delayed again. Gilliam explained:

“I was supposed to be shooting it starting next Monday. It’s been slightly delayed. I had this producer, a Portuguese chap, who claimed he’d get all the money together in time. And a few weeks ago, he proved that he didn’t have the money. So we are still marching forward. It is not dead. I will be dead before the film is.”

Production finally started up again in March of 2017. The new Don Quixote was set to star Adam Driver and Gilliam’s former Monty Python teammate Michael Palin, but Palin was eventually replaced by Jonathan Pryce. The film world waited with baited breath to see what would go wrong next, but then something truly shocking happened: Gilliam actually finished filming the movie. Shooting wrapped in June of 2017, and now all that’s left is for Gilliam to finish post-production work and unveil his long-gestating passion project upon the masses, with Amazon Studios handling distribution. Of course, there’s always a chance something else could go wrong. The world could always end the night before the official release.

Imagine if one person’s code error deprived you of a pile of money, and there was no guarantee you’d get your funds back. Wouldn’t you be hopping mad? That’s how many cryptocurrency owners are feeling right now. The digital wallet company Parity is warning users that a large volume of Ethereum funds have effectively been frozen after code contributor devops199 claims to have accidentally deleted the library needed to use multi-signature wallets (those that require more than one signature to move funds) created after July 20th. Devops triggered a long-unpatched bug that turned Parity’s wallet contract into a standard multi-signature wallet, making every wallet “suicide” and erase the guiding library code.

Whether or not you believe that it was a mistake, it could have very serious consequences. Observers estimate that there could be more than 1 million in ether locked away, which would amount to roughly $ 280 million. A lower estimate still pegs the damage at over $ 150 million. Parity describes these figures as “speculative” and suggests you should take them with a grain of salt, but there’s no question that some Ethereum holders are suddenly without a lot of cash.

This doesn’t mean that the currency is permanently off-limits, but unfreezing it and compensating users could involve a bailout. And whatever happens, the incident highlights a simple problem: digital wallets and cryptocurrency in general are only as reliable as the code that guides them. The software needs to be airtight if you’re going to tie your livelihood to non-traditional income.

Singapore is capping the number of private passenger cars allowed on its streets, the city’s transportation regulator announced on Monday.

Singapore is a city of 5.6 million people packed into an area smaller than New York City. Like any big city it has to worry about traffic congestion, but as a sovereign city-state it is able to take more extreme measures than most cities.

To own a car in Singapore, you need a certificate of entitlement from the Singapore government. The supply is limited, and certificates are distributed by auction. Each year, the government sets a target for the growth of private vehicles and auctions off a corresponding number of certificates. Next year, the growth target will be zero.

A court has frozen some assets belonging to Russian businessman Vladimir Yevtushenkov’s Sistema conglomerate, including shares in Russia’s largest mobile operator MTS and two other companies over a dispute with state-run oil giant Rosneft.

An enforcement action was received Monday, according to a statement issued by the investment conglomerate Sistema. The court has restricted 31.76 percent of the company’s shares in Russia’s largest mobile operator MTS, of which it owns 50.03 percent; 90.47 percent of the shares in Bashkortostan Power Grid Company and all the shares in a medical clinic chain holding, Medsi.

The Federal Bailiff Service (FBS) has imposed additional measures, not required by the court, which barred Sistema and its subsidiary Sistema-Invest from receiving income from the frozen assets, the company stated.

The enforcement action followed a lawsuit filed in May by state-run oil giant Rosneft, its subsidiary Bashneft and Russia’s republic of Bashkortostan. The plaintiffs claim that Sistema, while owning Bashneft from 2009 to 2014, stripped the oil company of some $ 3 billion in assets.

Sistema denies Rosneft’s claims, stating that it turned Bashneft from a “dispersed and non-transparent” set of assets into an “effective vertically-integrated oil holding.” Sistema has vowed to challenge both the lawsuit and the holdings freeze.

The new lawsuit appears to be a continuation of a 2014 dispute over Bashneft, when Yevtushenkov was accused of money laundering and spent three months under house arrest on fraud charges related to company’s initial privatization. The criminal case was eventually dropped, while Yevtushenkov’s shares in Bashneft were seized by a ruling of the Moscow Arbitration Court, which returned them to the state. Bashneft was bought from the government by Rosneft for $ 5.8 billion last year.

“Dozens of thousands” of Sistema and MTS shareholders have already lost a total of 150 billion rubles (over $ 2.5 billion) as a result of the Rosneft and Bashneft lawsuits, Sistema representative Sergey Kopytov told the Russian media. Following the recent ruling, their losses “are most likely to considerably grow,” he added.

MTS said in a separate statement that “the situation does not impact operations with MTS shares, and the rights to receive dividends on MTS shares owned by other shareholders.”

State Duma Speaker Vyacheslav Volodin has told reporters that Russia will withhold one-third of its 2018 fee to the Council of Europe, due to the CE’s Parliamentary Assembly still barring the Russian delegation from participation in its sessions.

“We have blocked the payment. The financing is organized in stages and we simply will not wire them one-third that should have been paid at the end of the year,” Volodin was quoted as saying by RIA Novosti.

The speaker added that the frozen sum amounted to about €11 million (US$ 12.4 million).

Russian officials and politicians have repeatedly already raised the issue of cutting the fees that the country annually pays to the Council of Europe because of non-participation in the parliamentary assembly (PACE).

The conflict started in 2014, after PACE stripped the Russian delegation of its voting rights and banned it from participating in the group’s ruling bodies or monitoring missions until the end of that year over Russia’s alleged role in the political crisis in Ukraine. The sanctions were prolonged in 2015 and 2016.

As a result of this ruling Russia’s delegation members stopped participating in PACE sessions because they considered it impossible to resume discussions while the sanctions were in force.

Russia has also responded by a parliamentary resolution stating that nations which have repeatedly violated international law and caused thousands of casualties have no moral right to judge Russia or impose sanctions on it.

In addition, Russia did not invite PACE monitors to its 2016 parliamentary elections. Instead, the Russian Foreign Ministry invited representatives of four international political blocs and organizations – the Commonwealth of Independent States (CIS), the Shanghai Cooperation Organization (SCO), the Collective Security Treaty Organization (CSTO) and the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR).

Russian officials have repeatedly said that a return to fully-fledged cooperation with PACE is possible once the assembly stops what they describe as discriminatory policies towards the Russian delegation.
