Reports that Vancouver Whitecaps star Alphonso Davies has finalized a transfer to a German soccer giant are bittersweet for his current coach.

Multiple media reports say the 17-year-old Canadian international midfielder is heading to Bayern Munich.

Whitecaps head coach Carl Robinson said it would be wrong for the club to stop the rising star — who was not at training on Tuesday — from developing his career and talents abroad.

"Did we want to sell him? No. Because he's a big success on the field," Robinson said after training. "But you can't be selfish at this moment because we've got a wonderful talent on our hands for me at the club level and even at the international level."

The deal is not official yet, however.

"Nothing is final yet, but it's looking good," Bayern coach Niko Kovac told reporters at a news conference on Tuesday in Philadelphia, where the team faces Juventus in a friendly on Wednesday night.

"He is a big talent, he's young and very fast."

TSN has reported transfer fees could reach as high as US$ 20 million with bonuses, an amount that would shatter the record price fetched by an MLS player.

The current record was set in 2008, when Spanish club Villarreal spent $ 10 million to acquire then-18-year-old striker Jozy Altidore from the New York Red Bulls.

Davies has eight assists and three goals in 20 games with the Whitecaps this season, his third with the team. He's also scheduled to play in the MLS all-star game next month.

"He's ready to go and develop," Robinson said. "He's at this age at the moment, I call him a sponge — he's willing to take so much information on board. And you've got to let him do that."

Davies joined the Whitecaps residency program in 2015. He was scouted from Edmonton, where his family settled after emigrating to Canada from a refugee camp in Ghana. Davies was born in the refugee camp in 2000, after his parents fled the Liberian civil war.

Many coaches and staff members have contributed to Davies' development, Robinson said.

"It's not easy to find players at the best of times but to find a player, coach a player, develop a player and teach a player and then sell a player at that value that we think he's going to go for is an incredible feat," he said.

"And I'm sure every MLS team will be envious and want to find the next Alphonso Davies."

The coach said he knows Davies will be supported in every aspect of his life and surrounded by the top talent in the world. But that doesn't mean that watching him go will be easy.

"I'm happy. I'm disappointed because I'm losing one of my boys," Robinson said. "But it's the right thing to do."

WASHINGTON — The U.S. Department of Transportation on Monday finalized rules that will require “quiet cars” like electric vehicles and hybrids to emit alert sounds to warn pedestrians of their approach, extending to 2020 the deadline for full compliance.

The long-delayed rules, which were first demanded by Congress in 2010, will require automakers like Tesla, Nissan and General Motors to add sounds to vehicles when they are moving at speeds of up to 18.6 miles per hour (30 km per hour) to help prevent injuries among pedestrians, cyclists and the blind.

The regulation requires the sounds be added to all “quiet” vehicles by September 2020 — a year behind the schedule announced by the administration of former President Barack Obama in November 2016. Automakers must have the sounds in 50 percent of vehicles by September 2019.

To meet emissions requirements from California and other states, automakers need to sell more electrically powered vehicles, and those vehicles are often harder to hear at lower speeds than gasoline-powered engines.At higher speeds, tire noise, wind resistance, and other factors eliminate the need for a separate alert sound, regulators say.

The Trump administration froze the Obama-era rule as it conducted a review of petitions from automakers. Nissan had argued that the alert was only needed up to 12.4 mph (20 kph).

But that was rejected by the National Highway Traffic Safety Administration (NHTSA), an arm of the Department of Transportation, which has said it expects the rules finalized on Monday to prevent 2,400 injuries annually by 2020 and to require the addition of alert sounds to about 530,000 model 2020 vehicles.

Regulators said they will consider a request from automakers to allow them to include multiple sounds that would allow owners to select a preference.

NHTSA has said the rules will cost the auto industry about $ 40 million annually because automakers will need to add an external waterproof speaker to comply. But the benefits of the reduced injuries are estimated at $ 250 million to $ 320 million annually.

The agency estimates the odds of a hybrid vehicle being involved in a pedestrian crash are 19 percent higher than with a traditional gasoline-powered vehicle. About 125,000 pedestrians and cyclists are injured annually on roads in the United States.

“This rule strikes the right balance for automakers and for the blind community,” Gloria Bergquist, spokeswoman for car industry group the Alliance of Automobile Manufacturers, said on Monday.

Under a 2010 law passed by Congress, NHTSA initially was supposed to finalize the regulations by January 2014.

Earlier this year, League of Legends studio Riot Games introduced new rules for the game’s American pro league. At long last, the North American League Championship Series (NA LCS) will have a permanent roster of ten teams, starting with the 2018 season — and Riot has just announced who made the cut.

Without further ado, the teams are: 100 Thieves, Cloud9, Clutch Gaming, Counter Logic Gaming, Echo Fox, FlyQuest, Golden Guardians, OpTic Gaming, Team Liquid, and Team SoloMid. While most of those return from this summer‘s 2017 NA LCS, but pointedly missing is that season’s second-place finisher, Immortals. Riot considered each prospective team’s strategy, brand and business plans, staffing expertise and ‘legacy experience from traditional sports’ when deciding which would get a slot in the league, the studio said in a statement.

Regardless, a consistent team roster should positively impact the LCS. Players and coaches will enjoy a lot more stability and investors will be able to fund teams without worrying that poor performance will knock them out of the league. Plus, the other rules accompanying the LCS team list — like raising minimum player salary from $ 25,000 to $ 75,000 and mandating league revenue sharing with its athletes — are expected to stabilize player careers. That could bring the North American league’s performance and prestige up to its European and South Korean counterparts.

As Steve Arhancet, co-CEO of Team Liquid told Engadget back in July:

I think it’s a positive step for the NA LCS. I’m hoping it will lead to real prosperity for League of Legends and the wider gaming community. I know some fans may be nervous about the idea of franchising in the LCS, but a secure structure should help team owners, investors, broadcasters and marketers to invest more confidently and it will mean more job security for players.

Back in 2015, Google announced that it was restructuring its company into multiple parts, with a new giant company called Alphabet to oversee all of Google’s various businesses. The reasoning behind the move was to essentially separate out some of Google’s “Other Bets” projects into their own entities, so that they would be valued separately from the core Google business. Today, Alphabet is finally wrapping up the reorg with the invention of a new company, called XXVI Holdings Inc.

XXVI Holdings will be the umbrella encompassing those aforementioned “Other Bets” projects, which include Waymo, which comes up with self-driving tech, and Verily, which specializes in digital health and medical devices. Google, on the other hand, is changing from a corporation to an LLC, because it’s now part of a holding company instead of a listed public company. As a reminder, Google is still home to the business’s bread-and-butter units like Gmail, search and YouTube.

Despite the changes though, it’s really just a formality. “We’re updating our corporate structure to implement the changes we announced with the creation of Alphabet in 2015,” said Gina Weakley Johnson, an Alphabet spokesperson. It won’t affect shareholder control, operations, or management.

As for why it’s called XXVI? Well, it’s 26 — the number of letters in the alphabet — in Roman numerals.

Less than a month after the release of the second Android O developer preview, Google is back dropping yet another version of the OS on us. The third developer preview should be rolling out to beta devices now, and along with an update to the Android Studio SDK, it finalizes the APIs for Android O.

Android O brings a revamp of the notification panel with snoozable notifications and a whole new settings app. There’s easier updating with Project Treble, totally redesigned emoji, and a low-end phone configuration called “Android Go.” Phones get picture-in-picture mode, Android TV gets a new home screen, and faster boot times should help every version, but cars with Android should especially benefit from it.

The Android O APIs are now officially finalized as “API level 26.” With the finalized APIs, Google says developers should be testing apps to ensure they still work after the changes to background limits, networking, and security. The Play Store is also ready to take API Level 26 apps and start sending them out to users.

Microsoft has finished developing a custom version of its Windows 10 operating system for the Chinese government. Microsoft worked with the China Electronics Technology Group (CTEC) on the joint venture, but the Wall Street Journal reports that the software giant isn’t revealing exactly what it has altered in the new custom version of Windows 10. China’s government previously banned Windows 8, citing security concerns, and launched an anti-monopoly probe against Microsoft.

The Chinese government has also been concerned over foreign software that could be used by the NSA to spy on activities, and has consistently tried to move away from relying on Microsoft’s Windows software. Back in 2013 it partnered with Ubuntu maker Canonical to create an alternative to Windows, codenamed Kylin. That effort failed, and a new Linux-based operating system dubbed NeoKylin is the latest attempt to create an alternative to Windows in China.

Microsoft has inked a number of deals in China to improve its position in the Chinese market, including partnerships with Tencent, Lenovo, and Xiaomi. This latest partnership will raise a number of questions around Microsoft’s presence in China, especially around what exactly the company has altered in Windows 10 to satisfy the Chinese government.

The software maker has also tried to fight the large problem of software piracy in China, with activation software designed to prevent Windows from being pirated. Most software pirates have found ways around this activation software, and Windows piracy continues to be an issue in China.
