The Marine Corps’ F-35B fighters are among the oldest operating aircraft to come out of the Joint Strike Fighter program, and they’re beginning to run into some maintenance issues. While many of the repairs being made to the aircraft are upgrades to bring them in line with the latest software releases and accompanying hardware upgrades, a fair share is for typical aircraft maintenance issues—and those issues are leading to an increasing number of aircraft left grounded waiting for parts.
As Defense News’ Valerie Insinna reports, that’s often because the wait time for delivery on some parts is a month or longer. And according to a GAO report, the lead time for some F-35 replacement parts could be two years or longer. Between waiting for parts and time spent offline for upgrades, F-35s worldwide were unable to fly 22 percent of the time between January and August of 2017. The GAO report, published last October, warned of “sustainment challenges” faced by the F-35 program—many of them because of poor planning and delays in bringing repair parts suppliers and depots onboard.
If anything major goes wrong with an F-35, it could spend a lot more time waiting to be repaired. “DOD does not have enough capacity to repair F-35 aircraft parts because the establishment of repair capabilities at the military depots is six years behind schedule,” the GAO report stated. “Repair capabilities at the military depots were originally planned to be completed by 2016, but program officials told us that some capabilities have now been delayed until 2022.”

TOKYO (Reuters) – Japan plans to buy at least 20 additional F-35A stealth fighters over the next six years, some or all of which it may purchase directly from Lockheed Martin Corp <LMT.N> in the United States rather than assemble locally, three sources said.

TOKYO (Reuters) – Japan is to acquire medium-range, air-launched cruise missiles, capable of striking North Korea, a controversial purchase of what will become the longest-range munitions of a country that has renounced the right to wage war.
Defence Minister Itsunori Onodera did not refer to North Korea when announcing the planned acquisition and said the new missiles would be for defense, with Japan still relying on the United States to strike any enemy bases.
“We are planning to introduce the JSM (Joint Strike Missile) that will be mounted on the F-35A (stealth fighter) as ‘stand-off’ missiles that can be fired beyond the range of enemy threats,” Onodera told a news conference.
Japan is also looking to mount Lockheed Martin Corp’s extended-range Joint Air-to-Surface Standoff Missile (JASSM-ER) on its F-15 fighters, he said.
The JSM, designed by Norway’s Kongsberg Defence & Aerospace, has a range of 500 km (310 miles). The JASSM-ER can hit targets 1,000 km away.
The purchase plan is likely to face criticism from opposition parties in parliament, especially from politicians wary of the watering down of Japan’s renunciation of the right to wage war enshrined in its post-World War Two constitution.
But the growing threat posed by North Korean ballistic missiles has spurred calls from politicians, including Onodera, for a more robust military that could deter North Korea from launching an attack.
Japan’s missile force has been limited to anti-aircraft and anti-ship munitions with ranges of less than 300 km (186 miles).
The change suggests the growing threat posed by North Korea has given proponents of a strike capability the upper hand in military planning.
North Korea has recently test-fired ballistic missiles over Japan and last week tested a new type of intercontinental ballistic missile that climbed to an altitude of more than 4,000 km before splashing into the sea within Japan’s exclusive economic zone.

Norway’s new F-35 fighter jets boast an impressive array of high-tech gadgetry, but Norwegian defense officials were surprised to learn of one unadvertised feature: the pricey plane relays sensitive data back to its US manufacturer, Lockheed Martin.
The Royal Norwegian Air Force recently received the first three of the 40 F-35 fighter jets it ordered from Lockheed Martin. Major General Morten Klevar, the director of Norway’s F-35 program, has described the fabled fighter jet as “crucial to the continued modernization of our armed forces and our ability to preserve Norwegian and allied security and interests.”
But while pouring billions of dollars into the troubled jet, the Scandinavian nation may have got more than it bargained for.
Norway is the first foreign country to acquire the F-35 mission data file from the US Air Force’s (USAF) 53rd Electronic Warfare Group’s Partner Support Complex – software which allows the aircraft to perform its primary missions and provides the pilot with “an extraordinary situational awareness”. But Norwegian defense officials soon discovered that their fancy fleet of F-35s also automatically transmit sensitive data to Lockheed Martin’s servers in Fort Worth, Texas, after each flight.
“Due to national considerations, there is a need for a filter where the user nations can exclude sensitive data from the data stream that is shared by the system with the manufacturer Lockheed Martin,” said Defense Ministry senior consultant Lars Gjemble, as cited by Norway’s ABC Nyheter.
Although Gjemble hailed the F-35 as a major upgrade for Norway’s air capabilities, he also stressed that the data being beamed to Fort Worth could potentially compromise the security of the pilot, likening Lockheed’s data leeching to “information your iPhone shares with the manufacturers.”
Norway has committed to buying 40 F-35 fighter jets, and is expected to purchase an additional 12, altogether totaling NOK 67.9 billion ($ 8.36 billion). Some of the details surrounding the deal have already raised eyebrows. In what has been described as a “blunder of epic proportions,” it was revealed earlier in November that the pricey aircraft will be housed in tents until proper hangars can be constructed – a project expected to be completed in 2020.

F-35 fighter jet pilots at the Luke Air Force Base in Arizona continue to experience unexplained symptoms of hypoxia, or oxygen deprivation, months after the world’s most expensive weapons system was grounded with similar issues.
Five incidents of pilots suffering from hypoxia-like symptoms were reported at Luke in May and early June, which forced the US Air Force to ground the Lockheed Martin-made aircraft. Since flights resumed late June, there have been an additional five cases of pilots experiencing tingling fingers and other signs of hypoxia, Aviation Week reports.
This was despite pilots being instructed to avoid high altitudes and ground procedures being modified to reduce the risk, an air force press release read.
Between 2006 and 2016, there were only 10 incidents of similar physiological episodes reported for F-3As. In 2017, there have been 10 incidents so far, according to the F-35 Joint Program Office records.
The F-35As appear to be more susceptible to the issue than other versions of the jet. Between 2006 and 2017, there have been 29 incidents recorded across all F-35s, with 20 of those occurring in F-35As, four in the Marine Corps’ F-35B jets and five with the F-35C.
In the latest incidents, the pilots were able to recover the aircraft, Col. Ben Bishop told Aviation Week.
Researchers remain unable to find the cause of the problem. They aren’t sure if the symptoms experienced are due to hypoxia, or a different physiological state that creates the same kind of issues, such as hypercapnia, caused by high levels of carbon dioxide, or toxins in the blood.
In June, they ruled out aircraft maintenance issues or problems with the jet’s equipment. Bishop said test results showed the F-35’s Onboard Oxygen Generation System had no problems producing enough oxygen, but that the team is looking at ways the algorithm could be altered to deliver oxygen at a steadier rate.
“Our Active Duty, reserve, and international team have worked tirelessly to better understand the physiological events,” Brig. Gen. Brook Leonard, the 56th Fighter Wing commander, said in June. “This is a complex challenge that necessitates multidimensional solutions across a series of steps to get back to a full operating capability.”
The F-35 previously had issues with its ejector seat posing a risk of neck injury to pilots, with dummies’ necks snapping during testing.
Luke Air Force Base is the primary pilot-training facility for the fighter aircraft.

The US Navy’s USS Wasp helicopter carrier will replace the USS Bonhomme Richard in the 7th Fleet’s forward-deployed base at Sasebo, Japan, thereby giving the US an F-35 compatible aircraft carrier right at North Korea and China’s doorstep.
The Wasp, one of the smaller-deck carriers the US Marine Corps’ F-35B trained and tested on, will join with a squadron of Marine fighter pilots to put forth one of the most potent concentrations of naval power ever put to sea in the Pacific.
“This move ensures that our most technologically-advanced air warfare platforms are forward deployed,” said Wasp Commanding Officer Capt. Andrew Smith said in a Navy release. “Our capabilities, paired with the F-35B Joint Strike Fighter, increases our Navy’s precision strike capabilities within the 7th Fleet region. Wasp will help America’s commitment to the maritime security and stability in the Indo-Asia-Pacific.”
Japan saw the US’s first deployment of the revolutionary F-35B outside of its own borders, which telegraphs just how suited the platform is to projecting power in the Pacific.
With a short-distance takeoff and vertical landing ability, the Wasp will pack on a handful of F-35Bs which can fly in stealth mode or laden with guns and bombs.
Recently, F-35s have taken part in mock-bomb runs over the Korean Peninsula in response to North Korea’s frequent military provocations.

The US military’s potentially trillion dollar F-35 program has reliability problems that could hobble fleet readiness and balloon its cost even further, according to a Department of Defense testing office assessment seen by Bloomberg News.
The assessment states that the supply chain for spare parts hasn’t kept up with demand, and that the parts have proven less reliable than expected. As a result, up to 20 percent of the jets must sit vacant awaiting spares, hobbling the ability of squadrons to train in the jets.
Over the lifetime of the F-35, which includes buying, developing, and maintaining it for decades, it could cost the US upwards of $ 1.2 trillion, according to the assessment.
Despite the F-35’s Autonomic Logistics Information System (ALIS), which tracks wear and tear on individual components and even orders new parts when needed, the testing offices say the “life cycle costs” of the aircraft are “likely to increase significantly.”
Lockheed Martin, the jet’s manufacturer, has pressed the Pentagon and investors for larger block buys to allow economies of scale that would reduce the prices associated with the jet and its components, but the assessment, dated May 8, seems to cast doubt on whether or not the US Air Force, Navy, and Marine Corps can actually afford the 2,443 F-35s they plan to purchase.

The temporary halt called on Friday followed five separate in-flight incidents at the 56th Fighter Wing since May 2, according to USAF spokesman Captain Mark Graff. In each case, the backup oxygen system worked as intended and the pilots were able to land safely, Graff said.

“The Air Force takes these physiological incidents seriously, and our focus is on the safety and well-being of our pilots,” said Brigadier-General Brook Leonard, commanding officer of the 56th Fighter Wing at Luke. “We are taking the necessary steps to find the root cause of these incidents.”
This is the second time the Air Force’s F-35A Lightning II jets have been grounded since the fifth-generation jet was declared fit for service last year. In September 2016, operations were suspended due to electrical problems inside the fuel tanks, according to Defense One.
Lockheed Martin, the Virginia-based manufacturers of the F-35, the have sent an “action team” of engineers and maintenance specialists to examine the incidents, Graff said.
Similar issues have previously been reported by pilots of F-22 Raptor fighters. In April, US Navy flight instructors at three bases refused to fly the T-45 Goshawk training jets, pointing out that the rate of hypoxia incidents had quadrupled since 2012.
Only the planes at Luke AFB are affected by the pause and should be cleared to resume flights by Monday, according to Graff.
F-35 squadrons at Hill AFB in Utah, Eglin AFB in Florida, Edwards AFB in California and Nellis AFB in Nevada are still cleared to fly.
“Luke is taking a safety day today,”said Lieutenant Jennifer Hyden, spokeswoman for the 33rd Fighter Wing based out of Eglin. “They’re taking a second to take a look to make sure everything is working properly.”
Luke AFB is the Air Force’s principal training site for F-35 pilots, as well as for pilots and maintenance crews from Australia, Israel, Italy, Japan, the Netherlands and Norway.
Touted as the fifth-generation fighter jet with a modular design, the F-35 comes in three variants. The F-35A is the Air Force model, designed for conventional runways and deemed combat-ready in August 2016.
The US Marine Corps variant, F-35B, was the first to be declared operationally capable.
Lockheed is still working on the F-35C, intended to operate from US Navy carriers.
Critics of the jet point to its astronomical price tag and unsatisfactory performance compared to dedicated older aircraft models, which the Pentagon plans to retire once all F-35 versions become fully operational.

Though President Donald Trump’s budget proposal raises military spending, the US Air Force wants more still. USAF has asked Congress for nearly $ 11 billion in additional funds for F-35 fighter jets, tankers, laser weapons and to modernize older planes.
The Air Force’s wish list includes $ 1.76 billion for 14 more F-35A fighters, made by Lockheed Martin, in addition to the 46 currently covered by the budget proposal. Another $ 1.3 billion would buy a dozen MC-130J special operations tankers and one additional HC-130J search-and-rescue plane, both based on Lockheed’s C-130 platform.
Eager to replace older KC-135s, USAF wants $ 600 million for three additional KC-46 Pegasus tankers, manufactured by Boeing.
“The Bipartisan Budget Act (BBA) has forced us to make sacrifices as we balance readiness and modernization,” USAF wrote in the letter to lawmakers, obtained by The Hill.
An extra $ 363.3 million is needed for equipment, training, instructors and other readiness costs, USAF said, with another $ 1.8 billion for infrastructure.
The US Air Force is also asking for $ 103 million for modernizing A-10 ground attack aircraft, which entered service in the late 1970s, with another $ 181 million for modifying B-2 stealth bombers. Left out of the budget proposal but included in the additional request was $ 284.6 million for the EC-X Compass Call program, including $ 117 million for buying a single plane.
An additional $ 70 million would be used on a “game changing” prototype directed energy weapon, with the ability to disable electronic systems.
The wish list also includes $ 772 million for space programs, $ 360 million for nuclear deterrence, and $ 563 million for cyber security, according to The Hill.
Struggling with pilot and personnel shortages, USAF has recently relaxed policies on tattoos and marijuana use in order to boost recruitment and retention. USAF is also considering imposing a “stop-loss” order to stem the exodus of fighter pilots to civilian airlines.

Lockheed Martin CEO Marillyn Hewson said that President Donald Trump “absolutely” made a difference in the savings and timelines for production of the fifth-generation fighter jet, the F-35 Lightning II.
“He helped accelerate that along, and I think he put a sharper focus on price and how we drive the price down,” Hewson said in a media brief cited by DoD Buzz. “He absolutely did contribute to us getting to closure on that.”
Trump originally criticized the program in December on Twitter, alleging “tremendous cost and cost overruns.” The president’s words sent Lockheed’s shares tumbling 5% immediately after he tweeted.
The Pentagon’s latest order includes 90 F-35s — 55 for the US and 35 for international partners — which is estimated to cost $ 8.5 billion, about a $ 728 million cost-reduction compared to the previous batch.
Trump has since given speeches where he took credit for the cuts in the F-35’s price. “To save taxpayer dollars, I’ve already begun negotiating better contracts for the federal government, saving over $ 700 million on just one set of airplanes,” said Trump during a National Republican Congressional Committee fundraising dinner on Tuesday night.
Critics pointed out that the program’s costs would have been lowered regardless of Trump’s involvement. “He’s not responsible for the savings, they were already in the pipeline long before he came on the scene,” said Steve Ellis, vice president of Taxpayers for Common Sense, in a Politifact report published last month.
The Pentagon is negotiating the next batch of F-35s — 120 of them — which are estimated to cost more than $ 10 billion, according to The Hill. Hewson says that Trump hasn’t been involved in the negotiations, but said Lockheed Martin was “working well” with officials from the US Defense Department to reach a deal by 2017.
